Ausgehend von einer international vergleichenden Studie beschreibt dieser Beitrag die Zusammensetzung der politischen Eliten der Ukraine. Nach einer kurzen Vorstellung der Studie werden vor allem sozialistische Vergangenheit der Eliten, Alter, beruflicher Hintergrund und Zugehörigkeit zu bestimmten Gruppen thematisiert. Abschließend wird ein kurzer Überblick über den Wandel der politischen Eliten unter Präsident Wolodymyr Selenskyj seit 2019 gegeben.

Der Beitrag fasst die zentralen innenpolitischen Entwicklungen in der Ukraine seit der Verhängung des Kriegszustandes am 24.02.2022 zusammen. Er betrachtet sowohl die Reformen zur Korruptionsbekämpfung im Rahmen der EU-Beitrittsverhandlungen als auch den dramatischen Wandel in der politischen Landschaft und den Medien. Im Ergebnis ist Präsident Wolodymyr Selenskyj zum dominanten Akteur geworden. Seine Position und seine Personalpolitik werden kritisch diskutiert.

Current research on transnational knowledge transfer has a strong bias toward (often conditionality-based) advice originating in the core OECD world and focuses nearly exclusively on the link from a source to a target of knowledge transfer. This contribution provides a broader and more nuanced picture by looking at the reverse logic of non-OECD countries proactively searching abroad for policy advice and assessing this advice based on their own requirements. Based on the role of conditionality and on the attitude of the recipient country toward cooperation with foreign sources of advice, five demand-side strategies in transnational policy-related knowledge transfer are distinguished, each of which is analyzed utilizing the example of health reform. The results highlight systematic differences in the attitude toward and employment of foreign advice.

The article presents a content analysis of assessments of the International Monetary Fund (IMF) and World Bank in parliamentary debates in Russia (1998–2008) and Ukraine (2010–2019) in order to understand the position of domestic actors in cases of conditionality-based international support. Russia and Ukraine offer the opportunity to compare periods with and without an active loan agreement with the IMF for domestic actors across the full political spectrum. In addition, the World Health Organization and the International Labour Organization are included in the analysis to allow a comparison with international organisations not working with financial conditionality. The analysis examines the general image of international organisations and differentiates between political camps and policy fields, with a special focus on social policy.

Financial collapse forced Russia into an agreement with the International Monetary Fund (IMF) in 1998. As part of its conditionality the IMF demanded severe cuts to the country’s social security system, which led to a public backlash against the agreement. However, six years later, after Russia had repaid all its debts to the IMF and started pursuing its economic policy independently, it re-introduced the monetisation of in-kind social benefits—one of the key reforms it had failed to implement as part of the earlier IMF agreement. The analysis of a similar reform attempt with and without IMF involvement shows that domestic policy-makers can genuinely subscribe to neoliberal reforms. It also helps to assess the IMF’s “mixed” approach to domestic opposition against its conditionality.

After the end of the Soviet Union, mandatory health insurance (MHI) emerged as the most popular reform model. This chapter first describes the resistance avoidance mechanism leading to its legal introduction. Actual implementation of MHI schemes, however, faced severe problems. We identify two causal mechanisms which were at the core of these problems: Fight for state funding and informalisation. We argue that against this background, (partially) successful introduction of MHI was only possible if the reform supporter mechanism occurred, meaning that a strong supporter in favour of the new healthcare model was created in the form of a centralised MHI Fund.

This contribution examines the role of business magnates (“oligarchs”) in political transitions away from competitive authoritarianism and towards either full authoritarianism or democracy. Based on 65 cases of competitive authoritarian regimes named in the academic literature, 24 historical cases with politically active business magnates are identified for further investigation. The analysis shows that in about half of those cases business magnates do not have a distinct impact on political regime change, as they are tightly integrated into the ruling elites. If they do have an impact, they hamper democratization at an early stage, making a transition to full democracy a rare exception. At the same time, a backlash led by the ruling elites against manipulation through business magnates makes a transition to full autocracy more likely than in competitive authoritarian regimes without influential business magnates.

Based on a content analysis of over 5,500 media articles, this contribution analyses debates about export pipelines in five post-Soviet countries, namely Azerbaijan, Kazakhstan, Russia, Turkmenistan and Ukraine, focusing on time periods of decisive pipeline decisions. The analysis covers the entirety of the policy communities engaging in these debates, identifying opinion leaders, dissenting voices and relevant cleavages. It shows that even in authoritarian regimes broad groups of actors are involved in pipeline debates, with not just the ruling elites, but also representatives of foreign states and companies as well as domestic and foreign experts playing prominent roles. In most cases, a broad consensus about pipeline choices seems to be genuine and not the result of political pressure. This consensus focuses on narrow considerations of direct commercial and political gains from pipeline projects, largely ignoring broader societal and environmental impacts.

The social sciences are increasingly addressing the quality of research data and debating ways to improve data transparency, that is, the availability of original research data to corroborate claims made in academic publications. This article offers a systematic discussion of related problems and challenges with the example of post-Soviet area studies. It goes on to examine ways to improve data transparency. Although the Internet has a huge potential for linking research with resulting publications and underlying data as well as for organizing a collective discussion around the research, current data repositories do not truly go beyond basic upload and download functions for datasets. With the example of the Discuss Data project, this article gives an overview of more elaborated features that can easily be implemented to improve the visibility and quality assessment of data collections. Finally, it discusses ethical concerns about data transparency related to privacy protection and copyrights.

This article looks at the application, in the anti-corruption realm, of the analytical framework developed for transnational human rights advocacy by Risse, Ropp, and Sikkink. Focusing on Azerbaijan, Kazakhstan, and Turkmenistan, this article shows that the level of integration with Western actors on the state and corporate levels determined the degree to which the transnational anti-corruption regime has been accepted in the Caspian region. As the transnational regime does ultimately lack coercive powers, the tension between transnational demands and national political elites does not translate into serious conflict, as a broader formal acceptance of the transnational anti-corruption regime offers national actors only limited opportunities to genuinely promote the issue.

In Kasachstan kam es 2019, insbesondere im Umfeld der Präsidentenwahl im Juni, zu größeren Protesten. Der Einfluss der Demonstrationen auf die politische Haltung der Bevölkerung hängt aber davon ab, inwieweit und in welcher Form die Medien des Landes darüber berichten. Der vorliegende Beitrag untersucht deshalb die Berichterstattung wichtiger Printmedien und Online-Nachrichtenportale über die Proteste. Zum Vergleich wird auch die Darstellung in deutschsprachigen und russländischen Tageszeitungen vorgestellt.

This jointly authored essay reviews recent scholarship in the social sciences, broadly understood, that focuses on the materiality of energy. Although this work is extraordinarily diverse in its disciplinary and interdisciplinary influences and its theoretical and methodological commitments, we discern four areas of convergence and divergence that we term the locations, uses, relationalities, and analytical roles of energy materiality. We trace these convergences and divergences through five recent scholarly conversations: materiality as a constraint on actors' behavior; historical energy systems; mobility, space and scale; discourse and power via energy materialities; and energy becoming material. Am 11. Mai 2014 haben die selbst-erklärten Volksrepubliken in Donezk und Luhansk Referenden über ihre Unabhängigkeit abgehalten. Der vorliegende Text erläutert die verschiedenen Kritikpunkte an den Referenden, die sich auf Völkerrecht und demokratische Standards beziehen, und gibt eine kurze Einschätzung der Lage.

Dieser Beitrag diskutiert die politischen Herausforderungen, die durch den Ölboom in Russland entstanden sind. Dies betrifft besonders die Regulierung von ausländischen Direktinvestitionen, die Rolle staatlicher Energieunternehmen und die Verwaltung der Einnahmen aus den Rohstoffexporten. Die konkreten Maßnahmen in diesen Bereichen werden abschließend in den Kontext des politischen Regimes eingeordnet.

The article examines patterns of generalised and institutional trust among elites in East Central Europe, South East Europe and the West Balkans. It enquires into the extent to which such trust can predict elite perceptions and behaviour concerning informal practice. The article builds on surveys of elite representatives in seven post-socialist states. Survey findings are complemented with and illustrated by findings from qualitative in-depth interviews. It emerges that neither institutional nor generalised trust can serve as strong predictors of informal behaviour or of informal practice. The linkages between trust and informal practice are then discussed with reference to elites' own experiences with the past legacy and post-socialist society.

Whereas state actors from new EU member countries receive formal representation and voting rights that safeguard against their marginalisation in the system of EU governance, civil society organisations from new member states find it much harder to gain access to decision-making processes at the EU level. However, as many of them work on issues that are now (at least partly) decided at the EU level, participation in EU governance should become an integral part of their strategy. Based on a quantitative assessment of membership data for European umbrella organisations and on case studies for which interviews with leading civil society actors were conducted, this article gives a first comparative assessment of the actual participation of civil society organisations from the Central and East European member states in EU governance.

Die Entwicklung der russischen Erdöl- und Erdgaswirtschaft wird seit der Jukos-Affäre zum Ende der ersten Amtszeit von Präsident Wladimir Putin häufig eindimensional als systematische Ausweitung der staatlichen Kontrolle gesehen. Hier soll deshalb der Einfluss des Staates auf die Branche kritisch analysiert werden. Neben der in der Regel betonten Rolle des Staates als Eigentümer geht es dabei auch um die Regulierungsfunktion des Staates. Es ergibt sich ein differenziertes Bild der staatlichen Politik, da zum einen weniger die staatliche Übernahme von Unternehmen als solche sondern vielmehr die Methoden der Übernahmen problematisiert werden und zum anderen die Preisliberalisierung als Gegenelement ins Blickfeld gerückt wird. Abschließend werden verschiedene Erklärungsansätze für die ambivalente Wirtschaftspolitik der russischen Führung zusammengefasst.

This article focuses on political aspects of Ukrainian privatisation auctions during the presidency of Leonid Kuchma. It contributes to a discussion of the role of big national investors, or so-called oligarchs, in the context of a regime of competitive authoritarianism in Ukraine. A quantitative evaluation is made by means of an assessment of the values of the winning bids in the privatisation auctions under Kuchma and this is linked to a characterisation of the successful bidders in terms of their links to oligarchical networks. As a result distinct strategies of the Yushchenko and the Yanukovych governments towards auctions and towards oligarchs in general can be identified.

Der Begriff Oligarch beschreibt ausgehend von der antiken Definition der Oligarchie als Herrschaft der wenigen Reichen (Eigennützigen) unter anderem Großunternehmer, die ihr Vermögen benutzen, um politisch Einfluss zu nehmen. In diesem Kontext ist der Begriff Oligarch auch eng mit politischer Korruption assoziiert und wird vor allem bei der Analyse formal demokratischer Systeme mit autoritären Tendenzen verwendet, wie sie in Lateinamerika, Südostasien und seit den 1990er Jahren auch in Osteuropa zu finden sind. Der Begriff im engeren Sinne, wie er auch hier verwendet werden soll, umfasst damit nicht Politiker oder Staatsbedienstete, die ihren politischen Einfluss benutzen, um die Kontrolle über (staatliche) Wirtschaftsaktivitäten zu übernehmen.

Die Ukraine ist stark abhängig von russischen Energielieferungen. Gleichzeitig ist die Ukraine aber das wichtigste Transitland für russische Energieexporte. Die gegenseitige Abhängigkeit hat so zu einer Pattsituation geführt und gestaltet die Beziehungen zwischen den beiden Ländern schwierig. Im Vergleich zu den Vorjahren hat sich der Konflikt um den Erdgashandel zwischen Russland und der Ukraine trotz der verbliebenen dramatischen Momente aber deutlich entspannt. Während es 2006 noch zu einem Lieferstopp, einer drastischen Verschlechterung der außenpolitischen Beziehungen und einem Handelskrieg kam, konnte 2008 – wenn auch im letzten Moment – eine Einigung erzielt werden, die von allen Seiten begrüßt wurde. Die zentralen Probleme bleiben jedoch weiterhin ungelöst.

Das aktuelle Konzept einer europäischen »Energie-Union«, das auf eine Initiative des amtierenden Präsidenten des Europäischen Rates, Donald Tusk, in seiner Zeit als polnischer Ministerpräsident zurückgeht, betont die Bedeutung regionaler Kooperation für die europäische Energiepolitik und insbesondere auch die Versorgungssicherheit. Dieser Beitrag untersucht mit Blick auf Polen und Deutschland, inwiefern unterschiedliche Interpretationen und Formulierungen von Energiesicherheit in den beiden Mitgliedsstaaten der Europäischen Union (EU) die Entwicklung einer gemeinsamen europäischen Energiepolitik behindern. Deutschland und Polen nehmen in der Energiedebatte der EU eine hervorgehobene Stellung ein. Obwohl sie im Bereich der Energiesicherheit in vielen Fällen mit ähnlichen Herausforderungen konfrontiert sind, vertreten sie aufgrund divergierender Interpretationen häufig unterschiedliche politische Lösungen.

Manipulierte Privatisierungsauktionen waren ein wesentlicher Kritikpunkt an Präsident Leonid Kutschma. Sie wurden als Ausdruck des Ausverkaufs staatlichen Vermögens an die Oligarchen gesehen. Die Vertreter des orangen Lagers forderten deshalb eine Revision der Auktionen. Das Ergebnis ist bisher aber bescheiden. Nur zwei der großen Privatisierungsauktionen wurden annuliert. Anstelle einer systematischen juristischen Aufarbeitung stehen politische Querelen. Das Privatisierungsprogramm ist darüber praktisch zum Stillstand gekommen.

The European Union is Russia's most important partner in foreign economic activities. With its eastward enlargement in 2004 the European Union has—not only in geographical terms—moved even closer to Russia. It should be expected that strong economic ties cause Russian business interests to influence related matters of foreign policy. This study therefore starts by identifying Russian business interests vis-a-vis the EU. Apart from those businesses already heavily involved in transactions with the EU, businesses with ambitious plans for future engagement and businesses which face heavy competition from EU companies are also included. In a second step these business interests are then analysed in detail. The specific interests of Russian companies are depicted to establish the points of conflict with EU positions. This article examines the political economy of foreign direct investment in the Russian oil and gas industry in order to explain the limited role of foreign capital in this sector. There are three forms of foreign direct investment in the Russian oil and gas industry: (1) joint ventures, (2) investment within the framework of a production sharing agreement (PSA) and (3) foreign equity investment. The development of these three forms of foreign direct investment is analysed with special reference to the interests of the parties involved, before a conclusion on the political factors determining the conditions for foreign investment is made.

Die Geschichte politischer Regime im Europa des 20. Jahrhunderts ist gepragt durch den Wechsel zwischen Demokratie und Diktatur. Dieser Wechsel beeinflusste aufgrund seiner gewaltsamen Verwerfungen nicht nur einen grosen Teil der Weltgeschichte, er ist gleichzeitig sowohl Ursache als auch Hemmnis fur den europaischen Einigungsprozess, der die Existenz von Demokratien zur Voraussetzung hat. Um den europaischen Einigungsprozess zu verstehen, ist es deshalb wichtig, die Entwicklungen der ersten Halfte des 20. Jahrhunderts mit in den Blick zu nehmen. In einer globalen Perspektive hat der amerikanische Politikwissenschaftler Samuel Huntington (1991) diesen Regimewechsel im pragnanten Bild der drei demokratischen Wellen und der autoritaren Gegenwellen zusammengefasst. Dieses Bild ist pragnant und wird daher oft zitiert. Es ist jedoch rein beschreibend und liefert keine Erklarungen. Eine Analyse des konkreten historischen und regionalen Kontextes ist deshalb unverzichtbar, um die Transformation politischer Regime in einzelnen Staaten zu verstehen. Dieser Beitrag stellt einen analytischen Rahmen dar, der einerseits gemeinsame Entwicklungsmuster erfasst und andererseits Platz fur die Spezifika jeweils unterschiedlicher politischer Entwicklungen lasst. Er endet mit einem Ausblick auf die sich Anfang des 21. Jahrhunderts abzeichnenden neuen demokratischen Herausforderungen.

From both the historical and legal perspectives, trade unions belong to the non-state actors with the highest degree of involvement in political representation in European societies. From a historical perspective, trade unions were one of the first collective actors with a mass following to emerge in the wake of industrialization and, therefore, received special attention from policy-makers. As a result, their prerogatives, over other interest groups, together with those of employers’ associations, were codified in most European countries through special legislation on wage bargaining and social dialogues. Through the European Social Dialogue they also have — at least de jure — a privileged position in EU level policy-making.
