The Belt and Road Initiative (BRI), formerly known as One Belt One Road (OBOR), has emerged as one of the top priorities for Chinese President Xi Jinping ever since he unveiled the initiative in 2013. This special issue surveys the reception of BRI in East Asia. As China's immediate neighborhood, this region will play an important role in determining whether Beijing's signature project will succeed in the mid- to long term. However, research has thus far mostly focused on BRI's reception in Central Asia and (Eastern) Europe. In this introduction, we first provide an overview of the literature by identifying three main strands of interpretation on BRI, namely those focusing on geoeconomics, on geopolitics, and on international norms as well as order. Next, we provide a review of the contemporary research on both Southeast Asian and Northeast Asian perceptions of and policy responses to BRI. Finally, we discuss research gaps in the literature and provide an overview of case studies and findings in this special issue. Seit dem Koreakrieg 1950-53 basierte die Sicherheitsarchitektur der lange Zeit als "Asien-Pazifik" bezeichneten Region auf einem US-geführten System bilateraler Allianzen, dem sogenannten Nabe-und-Speichen-System. Ein multilaterales System kollektiver Verteidigung, ähnlich der Nato in Europa, gab es in der Region bislang nicht. 2014 begann die Volksrepublik China unter Xi Jinping, eigene Ideen zur Neugestaltung des regionalen Sicherheitssystems zu entwickeln. Xi nannte das Nabe-und-Speichen-System ein Relikt des Kalten Krieges und forderte eine regionale Sicherheitsarchitektur "von Asiaten für Asiaten". Das Konzept "Indo-Pazifik" gilt weithin als strategischer Gegenentwurf zu einer sinozentristischen Neustrukturierung der Region. Dabei wird die Sicherheitsarchitektur mehrheitlich als antagonistische Ordnung verstanden, in der Sicherheit gegen und nicht mit China hergestellt wird. Diese Architektur ist stärker als bisher »asianisiert«: Nicht nur wächst die Bedeutung der US-Alliierten in der Region im Verhältnis zu Washington. Immer wichtiger werden auch bi- und minilaterale Partnerschaften außerhalb des Nabe-und-Speichen-Systems, etwa diejenigen mit Beteiligung von Staaten wie Indien oder Indonesien. Strukturell dominieren bilaterale Allianzen und Partnerschaften, die zunehmend um minilaterale Formate wie AUKUS oder Quad ergänzt werden. Für die EU und ihre Mitgliedstaaten bedeutet all dies, dass die Verwirklichung der Idee eines inklusiv ausgerichteten Indo-Pazifik in weite Ferne gerückt ist. Auch der effektive Multilateralismus, den die EU propagiert, gerät zusehends ins Hintertreffen, da die regionale Sicherheitsarchitektur sich mehr und mehr zu einem Nebeneinander bi- und minilateraler Kooperationsformate wandelt. Since the Korean War of 1950-53, the security architecture of the region previously referred to as the "Asia-Pacific" has been based on a US-led system of bilateral alliances known as the "hub-and-spokes" system. A multilateral system of collective defence, similar to NATO in Europe, has not existed in the region. In 2014, the People's Republic of China under Xi Jinping began to develop its own ideas for reshaping the regional security system. Xi called the hub-and-spokes system a relic of the Cold War and called for a regional security architecture "by Asians for Asians". The "Indo-Pacific" is widely regarded as a strategy to counter a Sinocentric restructuring of the region. The majority of actors involved conceives its security architecture as an antagonistic order in which security is established against, and not with, China. This architecture is more "Asianised" than before. The region's US allies are gaining significance in relation to Washington. What's more, bilateral and minilateral partnerships outside the hub-and-spokes system are becoming increasingly important, for example those involving states such as India or Indonesia. Structurally, bilateral alliances and partnerships dominate. They are increasingly supplemented by minilateral formats such as AUKUS or the Quad. For the EU and its member states, all this means that realising the idea of an inclusive Indo-Pacific has become a distant prospect. The effective multilateralism propagated by the EU is also gradually falling behind as the regional security architecture is increasingly being transformed into a web of bilateral and minilateral cooperation formats.

Ferdinand "Bongbong" Marcos Jr. won the Philippines' presidential election by a landslide on 9 May and was officially sworn in on 30 June. During the election campaign, Marcos Jr. - the son of Philippine dictator Ferdinand Marcos Sr. who was ousted in 1986 - remained extremely vague when it came to describing his foreign and security policies. Some observers initially speculated that Marcos Jr. would continue to pursue the foreign policy shift towards the People's Republic of China that had been established by his predecessor Rodrigo Duterte. Several weeks into Marcos Jr.'s presidency, however, a much more nuanced picture has emerged. It appears that the newly elected president is likely seeking to balance the Philippines' relations with China and the US to a greater extent than his predecessor. He therefore seems to be following in his father’s foreign policy footsteps. This could open up new opportunities for cooperation between the Philippines and Germany and the EU - provided that such collaboration considers the high degree to which Manila's current foreign policy agenda seems to be driven by domestic concerns and objectives. Ferdinand (genannt "Bongbong") Marcos junior gewann am 9. Mai mit einem Erdrutschsieg die Präsidentschaftswahlen der Philippinen und wurde am 30. Juni offiziell vereidigt. Während des Wahlkampfs war der Sohn des 1986 gestürzten philippinischen Diktators Ferdinand Marcos senior in außen- und sicherheitspolitischen Fragen äußerst vage geblieben. Einige Beobachter spekulierten zunächst über eine Fortführung der unter Amtsvorgänger Rodrigo Duterte vollzogenen außenpolitischen Hinwendung zur Volksrepublik China. Mittlerweile zeigt sich jedoch bereits ein deutlich nuancierteres Bild der zu erwartenden Außenpolitik unter Marcos jr. Der neugewählte Präsident dürfte in stärkerem Maße als sein Vorgänger eine Balance im Verhältnis zu China und den USA suchen. Er tritt damit in die außenpolitischen Fußstapfen seines Vaters. Ein solcher Kurs könnte Deutschland und der EU neue Kooperationsmöglichkeiten eröffnen - sofern die Zusammenarbeit den in erster Linie innenpolitisch motivierten Zielsetzungen der neuen Marcos-Regierung entspricht. Das kürzlich abgehaltene Außenministertreffen der G20-Staaten in Indonesien stand, nicht zuletzt wegen des Verhaltens von Moskaus Vertreter Sergej Lawrow, ganz im Zeichen des russischen Angriffskriegs gegen die Ukraine. Dies zeigte sich auch an der komplizierten Position, die das G20-Gastgeberland im Umgang mit der Krisensituation einnimmt. Indonesien hat zwar im Rahmen der Generalversammlung der Vereinten Nationen (UN) im März ein Ende der russischen Invasion gefordert, danach aber weder Sanktionen gegen Moskau mitgetragen noch Russland vom G20-Gipfel ausgeladen. Zuletzt besuchte Indonesiens Präsident Joko Widodo als erster asiatischer Regierungschef seit Beginn des Krieges sowohl Kiew als auch Moskau. Während sich Jakarta aus Sicht westlicher Kritiker damit zwischen alle Stühle setzt, ist diese Haltung im Inneren populär und entspricht zudem tradierten Prinzipien indonesischer Außenpolitik. Ein Kurswechsel Jakartas im Hinblick auf den G20-Gipfel im November ist daher unwahrscheinlich. (Autorenreferat)

Während des Wahlkampfs war der Sohn des 1986 gestürzten philippinischen Diktators Ferdinand Marcos senior in außen- und sicherheitspolitischen Fragen äußerst vage geblieben. Einige Beobachter spekulierten zunächst über eine Fortführung der unter Amtsvorgänger Rodrigo Duterte vollzogenen außenpolitischen Hinwendung zur Volksrepublik China. Mittlerweile zeigt sich jedoch bereits ein deutlich nuancierteres Bild der zu erwartenden Außenpolitik unter Marcos jr. Der neugewählte Präsident dürfte in stärkerem Maße als sein Vorgänger eine Balance im Verhältnis zu China und den USA suchen. Er tritt damit in die außenpolitischen Fußstapfen seines Vaters. Ein solcher Kurs könnte Deutschland und der EU neue Kooperationsmöglichkeiten eröffnen - sofern die Zusammenarbeit den in erster Linie innenpolitisch motivierten Zielsetzungen der neuen Marcos-Regierung entspricht. Seit dem Koreakrieg 1950-53 basierte die Sicherheitsarchitektur der lange Zeit als "Asien-Pazifik" bezeichneten Region auf einem US-geführten System bilateraler Allianzen, dem sogenannten Nabe-und-Speichen-System. Ein multilaterales System kollektiver Verteidigung, ähnlich der Nato in Europa, gab es in der Region bislang nicht. 2014 begann die Volksrepublik China unter Xi Jinping, eigene Ideen zur Neugestaltung des regionalen Sicherheitssystems zu entwickeln. Xi nannte das Nabe-und-Speichen-System ein Relikt des Kalten Krieges und forderte eine regionale Sicherheitsarchitektur "von Asiaten für Asiaten". Das Konzept "Indo-Pazifik" gilt weithin als strategischer Gegenentwurf zu einer sinozentristischen Neustrukturierung der Region. Dabei wird die Sicherheitsarchitektur mehrheitlich als antagonistische Ordnung verstanden, in der Sicherheit gegen und nicht mit China hergestellt wird. Diese Architektur ist stärker als bisher »asianisiert«: Nicht nur wächst die Bedeutung der US-Alliierten in der Region im Verhältnis zu Washington. Immer wichtiger werden auch bi- und minilaterale Partnerschaften außerhalb des Nabe-und-Speichen-Systems, etwa diejenigen mit Beteiligung von Staaten wie Indien oder Indonesien. Strukturell dominieren bilaterale Allianzen und Partnerschaften, die zunehmend um minilaterale Formate wie AUKUS oder Quad ergänzt werden. Für die EU und ihre Mitgliedstaaten bedeutet all dies, dass die Verwirklichung der Idee eines inklusiv ausgerichteten Indo-Pazifik in weite Ferne gerückt ist. Auch der effektive Multilateralismus, den die EU propagiert, gerät zusehends ins Hintertreffen, da die regionale Sicherheitsarchitektur sich mehr und mehr zu einem Nebeneinander bi- und minilateraler Kooperationsformate wandelt. More and more states and regional organisations employ the term "Indo-Pacific". It is increasingly supplanting the previously common term, "Asia-Pacific". In Europe, only France has so far presented its own "Indo-Pacific" concept. The term "Indo-Pacific" is used to refer to various, sometimes divergent, concepts. These in turn are based on very different ideas on regional order. What they all have in common is the reference to the importance of a rules-based international order. "Indo-Pacific" is a political term and therefore neither purely descriptive nor value-neutral. In particular, the Trump administration's "Free and Open Indo-Pacific" concept aims to contain China and is thus an expression of the growing strategic rivalry between Washington and Beijing. In Beijing, "Indo-Pacific" is primarily understood as a U.S.-led containment strategy directed against China. Other actors, for example ASEAN or India, emphasise aspects such as economic prosperity, connectivity and multilateral cooperation in their Indo-Pacific concepts. The EU and its member states are under increasing pressure from Washington to commit themselves directly or indirectly to the "Indo-Pacific" - and thus, from a U.S. perspective, for Washington and against Beijing. In their deliberations, Europeans should not succumb to this zero-sum logic. The EU and its member states have at their disposal three (ideal type) approaches: "equidistance", "alignment" and "autonomy". In order to be able to choose one option, Europeans must define their economic, security and normative interests in the region and provide the necessary resources for their advancement. Immer mehr Staaten und Regionalorganisationen verwenden den Begriff "Indo-Pazifik". Er verdrängt zunehmend das bisher übliche Konstrukt "Asien-Pazifik". In Europa hat bisher nur Frankreich eine eigene "Indo-Pazifik"-Konzeption vorgelegt. Hinter der Verwendung des Begriffs "Indo-Pazifik" verbergen sich unterschiedliche, teilweise divergente Konzeptionen. Diesen liegen wiederum sehr verschiedene ordnungspolitische Vorstellungen zugrunde. Allen gemein ist der Verweis auf die Wichtigkeit einer regelbasierten internationalen Ordnung. "Indo-Pazifik" ist ein politischer Begriff und daher weder allein beschreibend noch wertneutral. Insbesondere das Konzept des "Free and Open Indo-Pacific" der Trump-Administration zielt auf die Eindämmung Chinas ab und ist somit Ausdruck der wachsenden strategischen Rivalität zwischen Washington und Peking. In Peking wird "Indo-Pazifik" primär als gegen China gerichtete, US-geführte Eindämmungsstrategie verstanden. Andere Akteure, zum Beispiel die ASEAN oder Indien, betonen in ihren Indo-Pazifik-Konzeptionen Aspekte wie wirtschaftliche Prosperität, Konnektivität und multilaterale Kooperation. Die EU und ihre Mitgliedstaaten sehen sich verstärkt Druck aus Washington ausgesetzt, sich direkt oder indirekt zum "Indo-Pazifik" zu bekennen – und damit aus Sicht der USA für Washington und gegen Peking. Bei ihren Überlegungen sollten sich die Europäer nicht auf diese Nullsummen-Logik einlassen. Der EU und ihren Mitgliedstaaten stehen drei idealtypische Handlungsoptionen offen: "Äquidistanz", "Alignment" und "Autonomie". Kutupalong -which, located near Cox's Bazar in Bangladesh, is the biggest refugee camp in the world with an estimated 700,000 inhabitants- has just witnessed its first coronavirus death. The 71-year-old victim was among at least 29 Rohingya refugees in the camp who had recently tested positive for the virus. The death of the refugee has increased concerns that the deadly virus could spread rapidly through refugee camps in Bangladesh, which are home to an estimated 1 million refugees. Observers also fear that the coronavirus outbreak could create panic in the camps and induce more Rohingya to seek refuge in Indonesia and Malaysia by crossing the Andaman Sea in boats. Malaysia and Indonesia are refusing to allow the passengers of any such boats to disembark over fears that they could be carrying the virus. According to official statements, Malaysia has turned back 22 boats since May 2020. In the second week of June, 269 Rohingya were detained in Malaysia after their vessel had reportedly been intentionally damaged, thus thwarting efforts to push it back to sea. These recent events have exacerbated fears that the current situation could turn into another Andaman Sea refugee crisis. (Autorenreferat)

Asien gehört zu den vom Klimawandel besonders betroffenen Gebieten: Von den zehn Ländern, die von 1999 bis 2018 am meisten von Extremwetter geschädigt wurden, liegen sieben in Asien. Sehr schwer getroffen ist derzeit die Mekong-Region, die von einer Jahrhundertdürre geplagt wird. Ernteausfälle, Nahrungsmittelknappheit und Wassermangel sind nur einige Auswirkungen. Verschärft werden sie durch den Bau von Staudämmen am Oberlauf des Mekong, was oft lokale wie zwischenstaatliche Konflikte nach sich zieht. Daher ist es notwendig, ein nachhaltiges transnationales Wassermanagement für den Mekong zu etablieren. Asien gehört zu den vom Klimawandel besonders betroffenen Gebieten: Von den zehn Ländern, die von 1999 bis 2018 am meisten von Extremwetter geschädigt wurden, liegen sieben in Asien. Sehr schwer getroffen ist derzeit die Mekong-Region, die von einer Jahrhundertdürre geplagt wird. Ernteausfälle, Nahrungsmittelknappheit und Wassermangel sind nur einige Auswirkungen. Verschärft werden sie durch den Bau von Staudämmen am Oberlauf des Mekong, was oft lokale wie zwischenstaatliche Konflikte nach sich zieht. Daher ist es notwendig, ein nachhaltiges transnationales Wassermanagement für den Mekong zu etablieren. Unter dem Gesichtspunkt einer globalen Klimapolitik sollte Deutschland sich weiterhin dafür engagieren. (Autorenreferat)

More and more states and regional organisations employ the term "Indo-Pacific". It is increasingly supplanting the previously common term, "Asia-Pacific". In Europe, only France has so far presented its own "Indo-Pacific" concept. The term "Indo-Pacific" is used to refer to various, sometimes divergent, concepts. These in turn are based on very different ideas on regional order. What they all have in common is the reference to the importance of a rules-based international order. "Indo-Pacific" is a political term and therefore neither purely descriptive nor value-neutral. In particular, the Trump administration's "Free and Open Indo-Pacific" concept aims to contain China and is thus an expression of the growing strategic rivalry between Washington and Beijing. In Beijing, "Indo-Pacific" is primarily understood as a U.S.-led containment strategy directed against China. Other actors, for example ASEAN or India, emphasise aspects such as economic prosperity, connectivity and multilateral cooperation in their Indo-Pacific concepts. The EU and its member states are under increasing pressure from Washington to commit themselves directly or indirectly to the "Indo-Pacific" - and thus, from a U.S. perspective, for Washington and against Beijing. In their deliberations, Europeans should not succumb to this zero-sum logic. The EU and its member states have at their disposal three (ideal type) approaches: "equidistance", "alignment" and "autonomy". In order to be able to choose one option, Europeans must define their economic, security and normative interests in the region and provide the necessary resources for their advancement. 50. Risking another Rohingya refugee crisis in the Andaman Sea

Kutupalong -which, located near Cox's Bazar in Bangladesh, is the biggest refugee camp in the world with an estimated 700,000 inhabitants- has just witnessed its first coronavirus death. The 71-year-old victim was among at least 29 Rohingya refugees in the camp who had recently tested positive for the virus. The death of the refugee has increased concerns that the deadly virus could spread rapidly through refugee camps in Bangladesh, which are home to an estimated 1 million refugees. Observers also fear that the coronavirus outbreak could create panic in the camps and induce more Rohingya to seek refuge in Indonesia and Malaysia by crossing the Andaman Sea in boats. Malaysia and Indonesia are refusing to allow the passengers of any such boats to disembark over fears that they could be carrying the virus. According to official statements, Malaysia has turned back 22 boats since May 2020. In the second week of June, 269 Rohingya were detained in Malaysia after their vessel had reportedly been intentionally damaged, thus thwarting efforts to push it back to sea. These recent events have exacerbated fears that the current situation could turn into another Andaman Sea refugee crisis. (Autorenreferat)
