Congressional members will pass few major laws by the time the 105th Congress adjourns on Oct 9, 1998, and prepares for November elections. The dearth of lawmaking compares unfavorably to a similar period in 1996, when Pres Bill Clinton was running for reelection and Republicans needed to publicize accomplishments. Bills concerning patients' rights, taxes and crime have been proposed in 1998 but Republicans feel less pressure than in 1996 to enact legislation because Clinton faces a scandal and the economy is performing well.
