This paper discusses the theoretical background of the pay-for-performance incentive as well as its implication for administrators in higher education institutions. Using pay data of a large state university system in the U.S., the paper finds that presidents in public research universities receive significantly higher pay than their counterparts in comprehensive or liberal arts colleges. Presidential pay in public colleges is also positively related to college ranking, admission selectivity, and student entrant exam scores, and is higher on larger campuses as well. In addition, newly hired presidents earn more than their peers remaining in the post. We conclude the paper by discussing hidden costs of rewarding college administrators based on campus performance as well as policy implications of such a compensation design.

Debate concerning the minimum educational requirements of certified public accountant (CPA) candidates in the USA has been taking place for decades. This paper compares the sectional pass rates of CPA candidates from jurisdictions requiring 150 credit hours of college study with the pass rates of candidates from jurisdictions not requiring 150 credit hours for the years 2004 to 2007. The paper finds that jurisdictions with a 150 credit-hour requirement have materially higher pass rates in areas of Auditing and Regulation, but not in the areas of Financial Accounting and Reporting or Business Environment and Concepts. The paper also finds that, on average, increasing a CPA candidate's formal education requirement results in improved candidate performance, but that some jurisdictions without the 150 credit-hour requirement consistently have sectional pass rates above the national average. The paper examines the influence of the Triple Helix system of university-industry-government collaboration on regional entrepreneurship in China. Utilizing proprietary survey data collected from industrial firms, academic institutions, and government agencies in five representative Chinese regions, the paper finds that interactions within the three spheres of the Triple Helix system in terms of trilateral collaboration, network relationship, and complementary synergies all have positive influences on regional entrepreneurship in China by shaping local entrepreneurial environment and fostering entrepreneurship activities. The paper also reveals significant regional differences in the functioning of the Triple Helix system. Specifically, the roles of trilateral collaboration and network relationship are more salient in developing regions, while complementary synergies are more effective in developed regions. This study contributes to the burgeoning literature on national and regional innovation systems by emphasizing the multifaceted effect of university-industry-government collaboration on promoting regional entrepreneurship.
