1. Lifelong Education, Schools and Curricula in Developing Countries. Report of an International Seminar.

Abstract

A group of 40 education professionals, mainly from Asia and Africa, attended a seminar in Hamburg in December 1974 to consider curriculum development emphasizing lifelong education and adapted to local needs. The majority of participants were professionals involved in national curriculum development programs and with UNESCO curriculum projects. The document presents background material regarding the seminar and a discussion of the three major topics on which the seminar was based, examining problems the participants faced from country to country. Lifelong Education--Meaning and Implications, examines the ideas of lifelong education and its implications for educational practices in Asian and African societies. Basic Education and Its Curriculum discusses the features, functions, and content included in a basic stage of education in terms of the lifelong learning process. Directions of Change presents four categories of strategies to be adopted in the perspective of the countries and institutions represented at the seminar: (1) diffusion, (2) research, (3) development projects, and (4) limited changes. Twenty concept characteristics for lifelong education, identified by R. H. Dave; an extract from another UNESCO document entitled The Basic Cycle of Study; brief descriptions of international developments in lifelong education; and a seminar participant list are appended. Abstract

This report examines the ability of teachers in developing countries to study their educational systems and to develop curriculum materials appropriate to local schools and local conditions, in the face of attitudes and policies frequently inconducive to innovative effort. Part one examines the need for involving teachers in research and survey work, the types of investigation they may profitably undertake and the suport they require to do so. Need exists on both the personal level (the teacher as participant in planning and improvement) and higher organizational levels (researchers are unable to collect the volume of information that is lacking at all levels). Possible investigations fall into three areas: (1) collection of data relevant to planners (e.g., enrollments, programs of study); (2) inventories of learning resources (written resource materials, physical, cultural and material resources); and (3) studies of the learners (e.g., cognitive development, socio-cultural studies, health). Support should include human support--an evidencing of interest in the teachers' projects, and aid for their development. Part two examines the local production of curriculum materials, including (1) booklists and bibliographies, (2) sources and resources for the teacher, (3) guides and notes for the teacher, (4) materials for pupils, (5) audiovisual aids, and (6) teaching equipment. The final section of the report, examining policy implications, suggests that reconsideration of policy may be necessary on (1) investment in professional stimulation, (2) local autonomy, and (3) reward systems. 3. Post-Graduate Teacher Training: A Nigerian Alternative. Experiments and Innovations in Education No. 20.

Abstract

A new pattern of teacher preparation for university graduates in Nigeria, "a sandwich course," was established in 1972 to replace the conventional one-year continuous course. The change was made in response to the problems of teacher shortage and teacher demand in secondary-level institutions so that employed teachers could undergo additional professional training during holiday periods. This report shows not only how the program offers an effective alternative to traditional programs, but also how it can be used to meet peculiar needs, and how it may also serve other types of professional degrees. The analysis covers the nature of the program, including the background, the pattern of training, its administration and costs, the reactions and attitudes to it, its evaluation and some of the major problems that have to be faced in the future. 4. Planning the Primary School Curriculum in Developing Countries.

Abstract

Problems in planning and developing a curriculum for primary grades in developing countries are discussed in this booklet. It is noted that no generalizations can be made to cover all developing countries, but it is possibly worthwhile to list certain problems and restraints which are common to the majority of systems and which must be considered for any analysis of the primary school curriculum. Problems are covered in the areas of context and curriculum. Curriculum planning is described by elements of curriculum reform: basic information, curriculum objectives, curriculum strategy, curriculum process, and examinations and curriculum evaluation. Suggestions for further reading are also included. (PS)
