To reach climate neutrality, carbon emissions from the production of basic materials need to be significantly reduced. For governments’ support measures to be consistent with their World Trade Organization obligations, they need to be compatible with the WTO’s Agreement on Subsidies and Countervailing Measures (ASCM). This paper analyzes the ASCM consistency of three selected support schemes, namely: (1) free allocation under emissions trading systems such as the European Union Emissions Trading System (EU ETS) to operators of installations deemed to be at significant risk of carbon leakage; (2) a combination of a charge on carbon-intensive materials with free allocation; and (3) carbon contracts for differences (CCfDs) for operators of climate-neutral installations, in which governments pay out the incremental costs of climate neutral-production processes relative to the costs of conventional primary material production. The analysis reveals that the current system of carbon leakage protection through free allocation is vulnerable to challenges under the ASCM. By contrast, a transition to a combination of free allocation and a charge on carbon-intensive materials would implement consistent carbon-pricing and thus would very likely not amount to a subsidy under the ASCM. In a similar vein, support for climate-neutral installations through CCfDs could be designed in such a way that it confers no benefit, so that it would also not constitute a subsidy.

Fully automated services allow for greater flexibility in operations and lower marginal operational costs. In this study we examined the strategic planning implications of a novel service concept – an automated rail demand responsive transit (DRT) system that offers a direct non-stop service. The objective of this study was to determine the capacity requirements of the envisaged service and discuss its prospects and feasibility. A cost minimization approach for determining the optimal track and station platform capacities for a rail-DRT system so that passenger, infrastructure, and operational costs are minimized is described. The macroscopic model allows for studying the underlying relations between technological, operational and demand parameters, optimal capacity settings, and the obtained cost components. The model was applied to a series of numerical experiments to test its implications for different network structures and demand distributions. The results of the numerical experiments indicate that – unlike conventional rail systems in which stations often are capacity bottlenecks – link capacity properties are more critical for the performance of automated rail-DRT systems than station capacity. In recent years there has been an increasing interest in the concept of Demand Responsive Transport (DRT). The area of application has almost exclusively been limited to road bound systems. Applying DRT as a substitute for current heavy rail services has not been considered in literature or practice before. This thesis is a first step into the relatively unknown area of rail DRT. It explores the relation between operational performance of rail DRT and network characteristics, in particular infrastructure capacity. Results are obtained from a novel model based on existing network flow problems and related theories. Findings are interesting and enlightening.
