Abstract

The Sudbury Neutrino Observatory is a second generation water Cherenkov detector designed to determine whether the currently observed solar neutrino deficit is a result of neutrino oscillations. The detector is unique in its use of D2O as a detection medium, permitting it to make a solar model-independent test of the neutrino oscillation hypothesis by comparison of the charged- and neutral-current interaction rates. In this paper the physical properties, construction, and preliminary operation of the Sudbury Neutrino Observatory are described. Abstract

The doubly magic superdeformed band in the N = Z nucleus Zn-60 has been identified. Linking transitions connecting this band to the yrast line provide the first spin, parity, and excitation energy measurements for superdeformed states in the A similar to 60 region. The stretched-E2 character and relatively large B(E2) values of these transitions suggest a nonstatistical decay-out process.

Abstract

Hydro-Québec has used a new approach for Reliability Assessment with a prototype called FIORD, a French acronym for a global reliability assessment system. What were the context and the reasons for these new developments? What's new in this approach? How does it work? What did it bring? In the context of recommending a distribution MV grid automation program, Hydro-Québec had to evaluate the benefits of various automation scenarios in order to compare the expected improvements with the present situation. The study had to cover the entire distribution MV grid, using input data representing correctly the present situation and simulation techniques which are sensitive to various scenarios according to the improvements brought by new technologies. In order to fulfill these requirements, a new global approach had to be introduced. The FIORD prototype is based on a new method for the calculation of outage duration for each delivery point: • Detailed simulation of the Outage / Restoration process • System modelling representing: protection, switching, monitoring, communication, remote control, etc. • Analysis and reasoning • Decision making and action In addition, each study covers a set of feeders – possibly a region or the whole distribution MV grid – where various scenarios are compared. In each scenario, automatic modifications of feeders' topology and equipment are brought according to designer's rules. This global approach allowed Hydro-Quebec to quantify the improvement of the reliability of its distribution MV grid due to 9 major scenarios. Such a study would have been impossible with the available reliability assessment tools: • 24300 studies would have been necessary with present software. • Restoration time for a delivery point would not have taken into account the particularities of each scenario. Therefore, the new global approach developed for FIORD is a technical Breakthrough. Upgrading existing tools in order to include FIORD's new approach becomes a necessity. Now, the new methodology developed for this prototype has to be incorporated into a commercial high quality software and benefit of all its valuable features.

Abstract

If the critical reading of dominant media presents itself as a combat where the altermondialist movement must be active, the strategy of resistance to the diktats of the dominant ideologies also passes by the appropriation of most recent communication and information technologies and the creation of alternative media defending of the values other than those of the market, making it possible the social movements to reach a certain media emancipation. The initiatives going in this direction multiplied these last years, revealing the emergence of sociotechnic devices carried by an informational militancy whose existence even is due to the committal for trial of journalistic constructions and to the production of autonomous representations of the movement. One can undoubtedly advance the idea of the construction of a transnational media repertory suitable for the altermondialist movement, a media public space multiform, made communities of action and varied spaces of representation, and in which dimensions at the same time local, national and international interpenetrate in a strong way. Without having the means of advancing that such public spaces (such that they are given to see through case of Attac-information or other initiatives) contribute indeed to the mobilization of the action, one can undoubtedly more easily think than their existence at least makes it possible to ensure a better representation of the interests of the altermondialists fights and to contribute to construction of the symbolic system of the identities of a movement in full growth, beyond the militant circles which work directly with its construction. During former work, we defended the idea that, overall, these "new" public spaces were the place of a rebuilding of certain figures of social and political criticism and that they were carrying speech contradicting the idea of a depoliticization and an orientation towards testimony compassionnel of the public forms of expression. Although last research which we undertook (in particular the case of Attac-information) does not contradict the more marked character of the repertories of the public word, the attention which we carried here to the effective operation of the one of these informational spaces, leads us however to specify that the relative toughening of spaces of representation, does not attest to in no case in an automatic way of an ideological strengthening of the communities of action which carry them.

Abstract

Two sets of strongly coupled rotational bands have been identified in Zn-62. These bands have been observed up to the terminating states of their respective configurations. Lifetime measurements indicate that the transition quadrupole moments in these bands decrease as termination is approached. These results establish the first terminating states of rotational bands in the A similar to 60 mass region and confirm the predicted loss of collectivity associated with smooth band termination.

Abstract

A high-spin rotational cascade of six gamma rays has been observed in Zn-62. The quadrupole moment of 2.7(-0.5)(+0.7) e b measured for this band corresponds to a deformation beta(2) = 0.45(-0.07)(+0.10). The properties of this band are in excellent agreement with calculations that predict high-spin superdeformed bands in Zn-62 with deformations beta(2) = 0.41-0.49. These results establish a new region of superdeformation for nuclei with neutron and proton numbers N, Z approximate to 30-32.

16. Mapping Ground-Level Radiation Fields with DREO's Airborne Gamma-Ray Spectrometer

Abstract

An algorithm is developed and tested that infers a ground contamination pattern from the dose rate patterns measured by DREO's Airborne Gamma-ray Spectrometer. This algorithm is based on a least-squares minimization, and uses Micro shield calculations of dose rates as a function of altitude over a patch of contaminated ground. The algorithm is successful in that it correctly identifies regions of high and low contamination, which would permit a commander to identify areas to avoid, or paths to follow through a non-uniformly contaminated region. However, the contamination pattern predicted by this algorithm is not a high-fidelity facsimile of the actual distribution. The reason for this deficiency is likely that the problem of calculating ground-level contamination patterns from airborne measurements is inherently underdetermined, and evidence is presented to this effect. These results demonstrate clearly the utility of airborne survey for military purposes, and a method of analyzing the data from such a platform., Original contains color plates: All DTIC reproductions will be in black and white. Abstract

The dispersal of radioactive materials in a number of military scenarios has been modelled computationally. This work is part of an international intercomparison of computational capabilities under the auspices of Action Group 44 of The Technical Co-operation Program. The results presented herein were obtained with the Hazard Prediction and Assessment Capability (HPAC), designed by the U.S. Defense Threat Reduction Agency (DTRA). This sophisticated software can be used to quickly determine the extent of radiological hazard areas, requiring a relatively small quantity of information from the user. The potential of this software for applications such as pre-deployment preparation, or even pseudo real time hazard prediction with input from hand held radiation detection equipment must be recognized., Text in English. Abstract

High-spin states of the mass A= 39 mirror pair 39K and 39Ca were investigated via the fusion-evaporation reaction 28Si +16O at 125 MeV beam energy. The Gammasphere array in conjunction with the 4π charged-particle detector array Microball and neutron detectors was used to detect γ rays in coincidence with evaporated light particles. The results of the first high-spin study of the Tz=−1/2 nucleus 39Ca are discussed in terms of mirror symmetry and compared to spherical shell-model calculations in the 1 d3/2–; 1 f7/2 configuration space. Abstract

This article presents earlier results of our research works in the area of modeling Business Intelligence Systems. The basic idea of this research area is presented first. We then show the necessity of including certain users' parameters in Information systems that are used in Business Intelligence systems in order to integrate a better response from such systems. We identified two main types of attributes that can be missing from a base and we showed why they needed to be included. A user model that is based on a cognitive user evolution is presented. This model when used together with a good definition of the information needs of the user (decision maker) will accelerate his decision making process.
