23. Environmental management in Antarctica using Geographical Information Systems

Abstract

This dissertation examines terrestrial and near-shore marine environmental management problems in Antarctica, emphasising the potential application of Geographical Information Systems (GIS). Rules for environmental management in Antarctica have been agreed within the Antarctic Treaty system (ATS) and in the 1991 Protocol on Environmental Protection to the Antarctic Treaty. However, barriers exist to the implementation of environmental policies: King George Island, South Shetland Islands, where currently 8 countries operate permanent scientific stations, exhibits practical examples of the resulting problems. Designation of Antarctic Specially Protected Areas (ASPAs) and Antarctic Specially Managed Areas (ASMAs) under the Protocol would improve management in this complex multinational context, but it is concluded these currently lack a standardised set of zones that can be applied to meet management needs. Five types of management zone are therefore proposed to define those areas with special qualities or management needs: Sensitive Areas, Scientific Areas, Tourist Areas, Facilities Areas and Historic Areas. Applying these zones within ASPAs and ASMAs could provide a local and regional planning framework to manage human activities, thus minimising potential environmental impacts and conflicts of interest. Geographical information is vital to ensuring measures are effective. Information required for management of ASP As and ASMAs could be collected, stored and coordinated at national and regional data centres, using GIS where appropriate to handle the spatial data. At an international level, an Antarctic Treaty Data Centre (ATDC) is proposed to receive and coordinate data and directories from participating national and regional centres, to establish a scientific and environmental data system, and to manage the information needed for the operation of the Treaty and its Protocol. This approach would allow environmental information to be held at the local, regional or international level at which it is most needed, and also assist the flow of information among programmes, nations and disciplines. GIS could be employed to assist development of common spatial frameworks, which facilitate the organisation and integration of spatial databases. The GIS-based Antarctic Digital Database appears to provide the coordinated framework needed at scales of 1:250,000 and smaller, but is of insufficient resolution, and does not contain the data required, to meet environmental management (and science) needs at local- regional levels - especially for -environmental assessments and monitoring. More detailed databases need to be constructed, but geographical data needs must be prioritised. The organisational aspects of GIS need to be addressed, such as international standards for spatial data quality and exchange. The ATDC, National and Regional Data Centres proposed could help meet these needs. Conflicting goals and uses in Antarctica need to be managed more deliberately than in the past, and in spite of the improvements in the Protocol, tools for practical implementation of policies at the local and regional levels, and in relation to environmental information management, are still lacking. The model reforms suggested - using GIS to handle environmental information - are designed to address these weaknesses and closely link environmental management and environmental information management and place them at the core of the ATS.

34. Opiine parasitoids (Hymenoptera Braconidae) and biological control of fruit flies (Diptera: Tephritidae) in Australia: Past, present and future

Abstract

Opiine braconids are parasitoids of the immature stages of frugivorous tephritids. The female wasp lays her eggs into the eggs or larvae of the fruit fly host, where the immature wasp develops before emerging as a next-generation adult from the now dead host pupal case. In support of a new generation of Australian fruit fly parasitoid research, this paper comprehensively reviews what is known about the Australian fruit fly infesting opiines. Based on the most recent taxonomic revision 11 fruit fly infesting opiine species are documented to occur in Australia, but we consider as doubtful the record for Diachasmimorpha longicaudata and consider the record for Fopius illusorius to be tentative without further collections. We identify that the systematics and taxonomy of the Australian native fruit fly infesting opiines are in urgent need of further work. The history of fruit fly biological control in Australia is comprehensively reviewed, including the export of native Australian opiines for fruit fly control elsewhere in the world. Australia was actively involved in three major classical biological control programmes against fruit flies from the turn of the 1900s until the mid-1960s. Despite the introduction of 11 opiine species, plus numerous other natural enemies, only Fopius arisanus established in eastern Australia, where in South-east Queensland it can now cause between 30 and 40% mean parasitism. In addition to the exotic F. arisanus, the native species Diachasmimorpha kraussii and Diachasmimorpha tryoni also cause fruit fly parasitism in agriculturally important crops: both species have also been liberated widely outside of Australia for fruit fly control. Other Australian opiines have not been reared from flies infesting commercial crops and appear biologically restricted to the fruits and environs of Australian east-coast rainforests. Abstract

Studies of blockchain governance can be divided into analyses of the governance of blockchains (such as rules and power dynamics within a given network) and governance by blockchains (such as how blockchains can be implemented to improve self-governance of community-based peer production networks). Less emphasis has been placed on applications of distributed ledgers to public sector governance. Our review clarifies that the decentralization and distributive features that enable blockchains to link up loosely connected private organizations and public agencies to improve efficiency and transparency of government transactions. However, most blockchain applications lack clear advantages over the conventional digital recording of information. In addition, our review highlights that blockchain applications in public sector governance are potentially vast, though in most instances, the existing applications have not extended much beyond limited-scale pilots. We conclude with a call for the construction of indexes of public sector implementations of blockchains, as none yet exist, as well as for additional research to understand why governments have not deployed blockchains more widely.

44. Real-world comparison of curative open, laparoscopic and robotic resections for sigmoid and rectal cancer–single center experience

Abstract

There has been an increase in the utilization of robotic surgery in addition to traditional open or laparoscopic approaches. Aim of this study is to compare the short-term outcomes for open, laparoscopic, and robotic surgery for rectal and sigmoid cancer. One hundred and forty-seven patients (open n = 48, laparoscopic n = 49, robotic n = 50) undergoing curative resections by two surgeons between 2013 and 2020 were included. Data analyzed included patient demographics, tumor characteristics, length of stay, post-operative outcomes, and pathologic surrogates of oncologic results, including total mesorectal excision (TME) quality, circumferential resection margin (CRM) involvement and lymph node (LN) yield. Median age of population was 68 years (IQR 59–73), majority (68%) were males. Median distance from anal verge in the robotic surgery group was 8 cm, compared to 15 and 14.5 cm in the open and laparoscopic groups, respectively, p = 0.029, (laparoscopic vs robotic, p = 0.005 and open vs robotic, p = 0.027). Proportion of patients who received neoadjuvant radiotherapy in robotic surgery group was higher, p = 0.04. In sub-group of tumors between 3 and 7 cm from anal verge more patients in the robotic surgery group had sphincter preservation, p = 0.006. Length of stay, maximum C-reactive protein, and white blood cell rise favored minimally invasive approaches compared to open surgery. There were no differences in post-operative complications, lymph node yield or CRM positivity rate between the three groups. Robotic surgery approach is safe and allows sphincter preservation without compromising TME quality in rectal cancer surgery.

Abstract

Purpose The management of cervical facet dislocation injuries remains controversial. The main purpose of this investigation was to identify whether a surgeon’s geographic location or years in practice influences their preferred management of traumatic cervical facet dislocation injuries. Methods A survey was sent to 272 AO Spine members across all geographic regions and with a variety of practice experience. The survey included clinical case scenarios of cervical facet dislocation injuries and asked responders to select preferences among various diagnostic and management options. Results A total of 189 complete responses were received. Over 50% of responding surgeons in each region elected to initiate management of cervical facet dislocation injuries with an MRI, with 6 case exceptions. Overall, there was considerable agreement between American and European responders regarding management of these injuries, with only 3 cases exhibiting a significant difference. Additionally, results also exhibited considerable management agreement between those with ≤ 10 and > 10 years of practice experience, with only 2 case exceptions noted. Conclusion More than half of responders, regardless of geographical location or practice experience, identified MRI as a screening imaging modality when managing cervical facet dislocation injuries, regardless of the status of the spinal cord and prior to any additional intervention. Additionally, a majority of surgeons would elect an anterior approach for the surgical management of these injuries. The study found overall agreement in management preferences of cervical facet dislocation injuries around the globe.
