15. Weakest-link control of invasive species: Impacts of memory, bounded rationality and network structure in repeated cooperative games

Abstract

The nature of dispersal of many invasive pests and pathogens in agricultural and forestry makes it necessary to consider how the actions of one manager affect neighbouring properties. In addition to the direct effects of a potential spread of a pest and the resulting economic loss, there are also indirect consequences that affect whole regions and that require coordinated actions to manage and/or to eradicate it (like movement restrictions). In this paper we address the emergence and stability of cooperation among agents who respond to a threat of an invasive pest or disease. The model, based on the weakest-link paradigm, uses repeated multi-participant coordination games where players' pay-offs depend on management decisions to prevent the invasion on their own land as well as of their neighbours on a network. We show that for the basic cooperation game agents select the risk-dominant strategy of a Stag hunt game over the pay-off dominant strategy of implementing control measures. However, cooperation can be achieved by the social planner offering a biosecurity payment. The critical level of this payment depends on the details of the decision-making process, with higher trust (based on a reputation of other agents reflecting their past performance) allowing a significant reduction in necessary payments and slowing down decay in cooperation when the payment is low. We also find that allowing for uncertainty in decision-making process can enhance cooperation for low levels of payments. Finally, we show the importance of industry structure to the emergence of cooperation, with increase in the average coordination number of network nodes leading to increase in the critical biosecurity payment., Comment: 29 pages, 6 figures

29. Ecological-economic modelling of interactions between wild and commercial bees and pesticide use

Abstract

The decline in extent of wild pollinators in recent years has been partly associated with changing farm practices and in particular with increasing pesticide use. In this paper we combine ecological modelling with economic analysis of a single farm output under the as- sumption that both pollination and pest control are essential inputs. We show that the drive to increase farm output can lead to a local decline in the wild bee population. Commercial bees are often considered an alternative to wild pollinators, but we show that their intro- duction can lead to further decline and finally local extinction of wild bees. The transitions between different outcomes are characterised by threshold behaviour and are potentially difficult to predict and detect in advance. Small changes in economic parameters (input prices) and ecological parameters (wild bees carrying capacity and effect of pesticides on bees) can move the economic-ecological system beyond the extinction threshold. We also show that increasing the pesticide price or decreasing the commercial bee price might lead to re-establishment of wild bees following their local extinction. Abstract

How best to incentivize land managers to achieve conservation goals in an economically and ecologically effective manner is a key policy question that has gained increased relevance from the setting of ambitious new global targets for biodiversity conservation. Conservation (reverse) auctions are a policy tool for improving the environmental performance of agriculture, which has become well‐established in the academic literature and in policy making in the US and Australia. However, little is known about the likely response of farmers to incentives within such an auction to (1) increase spatial connectivity and (2) encourage collective participation. This paper presents the first framed field experiment with farmers as participants that examines the effects of two features of conservation policy design: joint (collective) participation by farmers and the incentivization of spatial connectivity. The experiment employs farmers in China, a country making increasing use of payments for ecosystem services to achieve a range of environmental objectives. We investigate whether auction performance—both economic and ecological—can be improved by the introduction of agglomeration bonus and joint bidding bonus mechanisms. Our empirical results suggest that, compared to a baseline spatially coordinated conservation auction, the performance of an auction with an agglomeration bonus, a joint bidding bonus, or both, is inferior on two key metrics—the environmental benefits generated and cost effectiveness realized. Abstract

Environmental markets are a rapidly emerging tool to mobilize private funding to incentivize landholders to undertake more sustainable land management. How units of biodiversity in these markets are measured and subsequently traded creates key challenges ecologically and economically because it determines whether environmental markets can deliver net gains in biodiversity and efficiently lower the costs of conservation. We developed and tested a metric for such markets based on the well‐established principle of irreplaceability from systematic conservation planning. Irreplaceability as a metric avoids the limitations of like‐for‐like trading and allows one to capture the multidimensional nature of ecosystems (e.g., habitats, species, ecosystem functioning) and simultaneously achieve cost‐effective, land‐manager‐led investments in conservation. Using an integrated ecological modeling approach, we tested whether using irreplaceability as a metric is more ecologically and economically beneficial than the simpler biodiversity offset metrics typically used in net gain and no‐net‐loss policies. Using irreplaceability ensured no net loss, or even net gain, of biodiversity depending on the targets chosen. Other metrics did not provide the same assurances and, depending on the flexibility with which biodiversity targets can be achieved, and how they overlap with development pressure, were less efficient. Irreplaceability reduced the costs of offsetting to developers and the costs of ecological restoration to society. Integrating economic data and systematic conservation planning approaches would therefore assure land managers they were being fairly rewarded for the opportunity costs of conservation and transparently incentivize the most ecologically and economically efficient investments in nature recovery.

45. Landscape‐level determinants of the performance of an agglomeration bonus in conservation auctions.

Abstract

The agglomeration bonus (AB) has been advocated as an incentive mechanism to boost spatially coordinated conservation efforts, where such coordination is thought to be beneficial to achieving biodiversity or other ecological outcomes. Specifically, an AB is paid to individual landholders if their conserved habitats are spatially connected to the conserved habitats of adjacent neighbours. This paper employs a series of controlled lab experiments with agriculture students to investigate the performance of AB in budget‐constrained discriminatory‐price auctions across different landscape types. We focus on the spatial correlation of opportunity costs and environmental benefits as one potentially important aspect of the landscape. We set up a stylised agricultural landscape where the conservation agency aims to connect fragmented wildlife habitats by incentivising farmers to enrol land in a conservation programme. We investigate the effects of an AB in landscapes where opportunity costs and environmental benefits are uncorrelated, negatively correlated or positively correlated over space. We found that the benefits of an AB in improving landscape‐scale environmental outcomes were significant in the positive correlation landscape.
