27. Equity Measures in Higher Education Performance-Based Funding Systems: Building a Typology, Exploring Policy Adoptions, and Evaluating Policy Impacts

Abstract

Performance-based funding (PBF) policies that closely link higher education funding to performance metrics are common in the United States. Similar to other performance management systems, evidence suggests PBF policies have unintended impacts, such as cream-skimming. More specifically, evidence shows the fiscal incentives of PBF encourage institutions to enroll students who have the highest probabilities of success, thereby limiting access to higher education for certain student populations. To counteract perverse enrollment incentives, some states include equity measures in their PBF formulas. Equity measures are components of PBF policies that serve to counteract the incentives to increase selectivity in the admissions process. These equity measures provide additional weight in the state funding formula for targeted groups' performance. The first chapter of this dissertation provides a conceptual step forward by building a theory-driven typology of PBF equity measures. Findings show that states favor equity measures that target socioeconomic status rather than socio-demographic characteristics, although results vary by sector. The second chapter treats this typology as a set of competing policy options available to states. I utilize a Cox proportional hazards model to estimate the likelihood of states' adoptions of PBF with and without equity measures. The results suggest that common policy adoption predictors have differential impacts on states' choices among competing policy options. Moreover, the political affiliation of state leadership, diversity in the state legislature, and HBCU representation may influence which type of policy states adopt among competing policy options. The final chapter uses a dynamic difference-in-differences estimator to test the impact of PBF equity measures on enrollments of Black, Hispanic/Latina, and low-income students at four-year institutions. Results show that PBF equity measures do not mitigate the cream-skimming admissions practices that reduce enrollments of low-income and underrepresented minority students. 34. The social components model of recovery from addiction and desistance from crime

Abstract

Recovery from addiction and desistance from crime are processes which are often experienced and supported in the same physical spaces, while recovery and desistance are also frequently experienced by the same people. Research so far has predominantly explored the two processes separately, however there are a number of social factors that have been identified separately by research as having the capacity to positively influence both processes. Examining the common social factors which shape these processes will strengthen the evidence base and better support people in practice. This thesis has synthesised existing evidence and theory on social factors, with three categories emerging from the two literatures: Relationships and social bonds; Social identity, group membership and social networks; and Social capital. Using a mixed methods approach, the thesis outlines a new ‘social component model of recovery and desistance’, based on two studies. The samples consist of recovery support group members, the first from social enterprise Jobs, Friends and Houses; and the second across three settings: Blackpool, Sheffield and Lincoln. The influence of the social components is explored with regards to their capacity to influence recovery and desistance from onset, in order to fully understand their change roles in consequential desistance and recovery. This research also examines the possibility of the existence of a radius of trust (Fukuyama, 2001) as something that emerges in group settings as a mechanism through which the social components are enhanced, producing beneficial effects for group members and their recovery/desistance. The results show the presence of each of the social components, and indicate that trajectories into addiction and offending were shaped by a lack of or damaging versions of the social components, and the consequent journey into recovery/desistance was shaped by each of the pro-social components, including a ‘lead component’ which was prioritised by the participant in order to progress their recovery/desistance. The radius of trust was identified in both studies as important to the social components model, acting to enhance each component (for example through strengthening relationships) and reduce perceptions of stigma. The radius of trust requires further examination from a community perspective for its potential to extend beyond the perimeters of the group and have positive effects on social cohesion in wider communities through promoting the accessibility and visibility of the pro-social components.

44. Spoken Word Performance as Activism: Middle School Poets Challenge American Racism

Abstract

This study explored how middle-level teachers can combine a public platform for student voice, content related to the American Dream, and pedagogy informed by Tatum's racial identity development to prompt students to: explore their racial and civic identities; engage in critical, inclusive dialogue; complicate traditional narratives about America; and practice advocacy and activism within-and-beyond the classroom. The primary research questions addressed were: 1) When given a platform, what do racially diverse students say about the American Dream? 2) What pedagogy prepares students to engage in advocacy and activism within-and-beyond the classroom? 3) What is the effect of using spoken word pedagogy? We used inductive coding and thematic analysis of student poems and teacher reflections to derive findings. This study evidenced that students used their voices as activists to confront American racism, seek racial identity affirmation, advance racial equality, and question racial oppression. Further, it demonstrated how the concept of the American Dream and the use of spoken word pedagogy have the unique ability to help students and teachers build understanding across lines of racial difference, engage in dialogue that increases learning, and make the classroom a place of liberation. We provide Implications for racial identity work in middle-level teacher preparation and among middle-level students.
