- Abstract
This paper examines the concept of effectiveness in relation to educational organizations and suggests a conceptual framework for depicting the effective public school system. The discussion focuses first on properties of the school system as an organization and their implications for effectiveness criteria. Themes in the literature on effectiveness and health are then considered as they might apply to the school system. Finally, these themes are integrated and extended in a model specific to the school system as an organization. The author concludes that (1) educational and organizational effectiveness are interdependent concepts and (2) effectiveness assessment in school systems requires an extended conceptualization of the organization and its boundaries.
