3. Buildings Classification using Very High Resolution Satellite Imagery

Abstract

Buildings classification using satellite images is becoming more important for several applications such as damage assessment, resource allocation, and population estimation. We focus, in this work, on buildings damage assessment (BDA) and buildings type classification (BTC) of residential and non-residential buildings. We propose to rely solely on RGB satellite images and follow a 2-stage deep learning-based approach, where first, buildings' footprints are extracted using a semantic segmentation model, followed by classification of the cropped images. Due to the lack of an appropriate dataset for the residential/non-residential building classification, we introduce a new dataset of high-resolution satellite images. We conduct extensive experiments to select the best hyper-parameters, model architecture, and training paradigm, and we propose a new transfer learning-based approach that outperforms classical methods. Finally, we validate the proposed approach on two applications showing excellent accuracy and F1-score metrics.

5. Economic Shocks and Skill Acquisition: Evidence from a National Online Learning Platform at the Onset of COVID-19. Working Paper 29921

Abstract

We study how large shocks impact individuals' skilling decisions using data from the largest online learning platform in Saudi Arabia. The onset of the COVID-19 pandemic brought about a massive increase in online skilling, and demand shifted towards courses that offered skills, such as telework, likely to be immediately valuable during the pandemic. Consistent with a model where individuals trade off reskilling costs with their expectations of future labor market conditions and their duration of work, we find that shifts into telework courses were largest for older workers. In contrast, younger workers increased enrollments in courses related to new skills, such as general, occupation-specific, and computer-related skills. Using national administrative employment data, we provide suggestive evidence that these investments in skills in early 2020 helped users maintain employment over the course of the pandemic. Abstract

Lunar ice, present at the poles, could be a source of water for drinking and growing crops, generating oxygen for breathing, and producing propellants for venturing beyond the moon to deep space. Viability of this grand vision depends on specifics of the accessibility, depth and concentration of the ice, which can only be determined by surface missions. This requires a campaign of diverse, repeated robotic explorations over time. This paper profiles MoonRanger, a micro-rover manifested on a 2022 NASA Commercial Lander Payload Services (CLPS) flight, which will be the first such mission, with its technologies, designs and operations for a pioneering in-situ measurement of lunar ice. The paper addresses the challenges of and solutions for micro-rover perception in darkness, navigation and mapping autonomy with limited computing, mechatronic miniaturization, mobility in polar terrain, thermal management, power generation, and others. MoonRanger's mission principles, designs, analyses and performance of the innovations, component technologies, rover, system and mission. Details covering rover design, its performance, and system elements such as stow-deploy, power, avionics, thermal, software and communication scenarios are articulated. The paper describes principles, instrument, and means for measuring ice. System considerations such as ConOps, ground control, and risk posture are addressed. The paper touches on the creative, operational, lean and resourceful development culture that is producing this. The paper concludes by discussing the “firsts”, the impacts of the technical contributions, the status of the development, and the path to mission.

25. Political Connections Reduce Job Creation: Firm-level Evidence from Lebanon.

Abstract

Using firm-level data, we document that politically connected firms (PCFs) create more jobs than unconnected firms in Lebanon. We observe, however, that the presence of PCFs in a sector is correlated with lower job creation. Although causality is difficult to establish due to endogeneity issues, we find that PCFs expand, and non-PCFs retract, more around elections. Our findings are consistent with the hypothesis that unfair competition by PCFs hurts unconnected competitors so much that aggregate employment growth in the sector is affected negatively. Abstract

The paper shows that the effect of the Emergency Economic Stabilization Act (EESA) is ambiguous. It discusses the benefits and costs of mark-to-market valuation and design of executive pay package policies within the US 2009 EESA. It highlights how the mark-to-market valuation standard influenced financial institutions, explains why mark-to-market policy suspension proponents can support the EESA, and realizes how the Financial Accounting Standards Board (FASB) and Securities Exchange Commission (SEC) can count on the EESA while assessing the need and cost of the mark-to-market policy. Also, the paper discusses the promise of executive wage caps within the EESA. Moreover, it differentiates between executive pay packages pre- and post-EESA policies.

Abstract

One of the fascinating aspects of the European debt crisis has been the resilience of the euro. For much of 2011, the euro was a key reserve currency, oblivious to the chaos ravaging European economies. Now, however, the gravity of the crisis is finally dragging down the euro. As the Euro zone debt crisis enters its third uncertain year, the question about whether the euro can survive rises. This paper argues that the euro can survive given policymakers still have in hand various tools. These tools include creating exit rules, implementing new stabilisation rules and instruments, adopting new fiscal policy, introducing conditional Eurobonds, using inflation differentials and providing more independence to the European Central Bank.
