We described the actions of Trieste bishop Wolfgang Weickhard von Rain and his influential father. Given that we are dealing with an extremely important Carniolan noble family, it seems quite incredible that modern censuses do not include Rain either among the bishops of Trieste, or among the broader enumerations of Catholic bishops. To explain the background of those unfortunate omissions, we presented the lives of both actors in the light of the Habsburgian court's politics and academic intrigues of their times. The governments of the newly formed and expanded states of Habsburg Central Europe began remaking society in formerly imperial spaces following Austria-Hungary's defeat in 1918. Austria-Hungary's demise as a geopolitical unit did not mean the disappearance of its administrative and juridical apparatus, some of which functioned well into the interwar era. Because bureaucratic transition did not necessarily parallel political transition, there was often no immediate, dramatic change in the regulation of prostitution--or the treatment of prostitutes and women assumed to be prostitutes--in these states. Some officials/police maintained that prostitution was a "necessary evil," and sought its continued regulation, while others sought its abolition. This article analyzes continuity and change in the treatment of prostitutes in prewar/wartime Cisleithanian Austria and postwar Venezia Giulia and Slovenia. Neighboring provinces under the Habsburg Monarchy, Italy occupied the former in late 1918, while the latter became part of Yugoslavia. [ABSTRACT FROM AUTHOR]

The article aims to present some of the characteristics of the 19th--century Habsburg welfare 'system' in the province of Istria, as perceived mainly through the perspective of (in)ability to work as a key criterion for determining eligibility for social assistance. Welfare issues were not addressed in a sufficiently systematic way at the time, nor were they long--term measures, but instead they mainly involved ad hoc solutions to individual problems, which suggests that the drivers of social welfare were mainly crisis circumstances. Seasonal poverty was also a pressing problem, especially in rural areas, but in general old age, illness and unemployment were identified as central drivers of poverty. The bourgeois work ethic (which helped to shape the regulation of charity) is also relevant in this context, since it understood the alleviation of poverty primarily in terms of providing work or training for individuals living in poverty. At national and provincial levels, the concept of charity was limited to institutional care, which covered only a small part of the social issues. The financial burden for all other forms of welfare rested with the municipalities, which had to find their own ways of providing resources, relying to some extent on the bourgeois ethic of philanthropism, but also on inter--municipal solidarity.

This study seeks to find out in what ways the Dutch cartographers of the first half of the eighteenth century depicted the region of Slavonia. Although it is generally known that the Low Countries represented the centre of cartography especially in the sixteenth and seventeenth centuries, little attention has been paid to the Dutch cartographic tradition of the eighteenth century in relation to the Croatian lands. Since the Dutch had less practical knowledge about the Southeastern European bordering region of Slavonia, this research reveals how their cartographers adhered to their original cartographic tradition and how they dealt with the deficiency of direct verifiable information, especially regarding significant cartographic changes of the time. This transdisciplinary analysis thus compares selected Dutch and Habsburg maps, the latter being based on more accurate information and even military engineers’ surveys of Slavonia. The further comparison with the French mapping mode, being similarly “distant” and/or politically less interested in Slavonia like the Dutch, aims to offer a wider picture. [ABSTRACT FROM AUTHOR]

19. DVIJE VIZIJE MODERNOGA PRAVAŠTVA: NADBISKUP JOSIP STADLER I JOSIP FRANK.
- Author
-
MATKOVIĆ, Stjepan
- Abstract
The author describes the multi-layered relationship between Josip Frank, the leader of the Party of Rights, which was politically active in the Kingdom of Croatia- Slavonia, and the Archbishop of Vrhbosna, Josip Stadler. This relationship was marked by contradictions and different phases. At the beginning of the 20th century, Frank, as the leader of the Party of Rights, was critical of Stadler's political activity in Bosnia and Herzegovina. Initially, the reason for this view stemmed from Frank's reliance on the tradition of Starčević's ideology and certain liberal positions. A second reason lay in Frank's understanding of rights, which he adjusted to meet the requirements of modern movements in society while he continued to advocate a policy based on the principles of Croatian state rights duly adjusted to accommodate the impact of social modernization. An important element of Frank's rejection of the actions of the Archbishop of Vrhbosna may be found in his complex attitude towards Muslims from Bosnia and Herzegovina, whom he saw as a key ally in spreading the rights movement in the region. Frank publicly expressed a philo-Muslim position and condemned Stadler's alleged proselytizing activities. The turning point in relations between Frank and Stadler came after the launch of the New Deal policy; greater cooperation began in the context of the Austro-Hungarian implementation of the annexation of Bosnia and Herzegovina. The Croatian proponents of the New Deal and the proponents of the Croatian-Serbian coalition argued that Bosnia and Herzegovina should be consigned to the Serbian political sphere of action. In this way, there was a division within the political representatives of Bosnian Croats: one part accepted the concept of the New Deal, while the other, including Stadler, rejected such a course and adhered to the principles of Croatian state rights in political life. However, the circle around the heir to the throne, Franz Ferdinand, who supported the "trialist" reform of Austro-Hungary, was gaining in importance. In these circumstances, a stronger connection between Frank and Stadler came to the fore. After the annexation and the introduction of a new constitutional situation in Bosnia and Herzegovina, it was important for Frank to gain a reliable ally, and Stadler also sought support "across the Sava" because without such a connection it was not possible to think about implementing the political goals: acceptance of the rights program from 1894, according to which the Croatian question would be resolved within the framework of the Habsburg Monarchy. In this way, a strong alliance was established, which lasted until the death of Josip Frank (1911), and continued through the cooperation of his successors with the Archbishop of Vrhbosna. CATHOLIC clergy , *HIGHER education , *NINETEENTH century , *MONARCHY , *CLERGY , *REFORMS - Abstract
The article offers an overview of the development of higher education in the Habsburg Monarchy during the long 19th century. Ideological influences from other European countries and their reception in the context of modernisation of higher education in the Habsburg Monarchy, as well as the course and social-political context of so-called Thun's reform of university that formed modern higher education and put universities in the Monarchy under the control of the State, are analysed. Furthermore, the main characteristics of the development of higher education in Croatia in the context of modernisation of the system of higher education of the Habsburg Monarchy are presented and the process of preparation and founding of the modern University of Zagreb is analysed and followed by a review of the role of Catholic clergy in the aforementioned processes. Plague epidemics have remained in the collective consciousness until nowadays remembered as the deadliest. Therefore, it is not surprising that the answers to them throughout history have been not only medical but also religious. The previously mentioned will be analyzed in this paper through the cults of the protector saints against the plague epidemics that have developed in two Croatian cities of comparable size, Rijeka and Osijek, but with the diametrically opposed geographical positions and, accordingly, quite different historical developments. On the one hand, a more detailed overview of the development of the cults of various saints present in the mentioned cities will be presented. On the other hand, based on their presentation in the sacral heritage of these cities, the broader context of the time and space in which they have developed will be lightened. Particular attention will be paid to their medical connotations. [ABSTRACT FROM AUTHOR]

TEACHERS , *HISTORY of education , *EDUCATIONAL law & legislation , *HISTORICAL source material , *SCHOOL year - Abstract
In the Slovene historiography, school chronicles are recognized as a valuable historical source for the history of education. At the same time, they can be used as an important source for other historical processes. This is also the case in this article which deals with national struggles in the Styrian village of Šentilj (St. Egydi) during the transitional period from the Habsburg Monarchy towards the Yugoslav state. The author of the school chronicle Silvester Košutnik, who was a teacher at the school before and after the Great War, was an important witness and actor of the nationalistic confrontation between the Slovene and the German party in Šentilj. The place was chosen as one of the main targets of the German nationalist school association Deutscher Schulverein and its notorious colonial pendant Südmark, which encouraged settlers from the German-speaking regions to colonize the mostly Slovene populated area on the ethnic frontier. Whereas the Slovene children attended the public school in the village, the Deutscher Schulverein established in 1889 its own private institution for the German-speaking pupils, which received substantial financial support. The pre-war political confrontation in Šentilj has already been analysed by Pieter Judson in his classical work Guardians of the Nation. This article could be regarded as its sequel which focusses on the developments after the fall of the Habsburg Monarchy. Whereas in the pre-War period the Slovene school of Šentilj was operating under big pressure from the German-dominated educational and political authorities, the tables were turned in the new state. The educational legislation of the newly established Kingdom of Serbs, Croats and Slovenes aggravated the educational conditions for the members of minorities, leading to a step-by-step decrease of numbers of German-speaking pupils in Slovenia. In the school chronicle of Košutnik there are many interesting first-hand descriptions of the educational problems in Šentilj in the transitional period from the old to the new state. The former school of the Deutscher Schulverein in Šentilj was immediately closed down and reduced to a single parallel class as an appendix to the Slovene one. Finally, the only existing German-speaking class was officially abolished in the school year of 1935/36, thus ending a long-lasting nationalist struggle for the dominance in Šentilj and its surroundings. After the defeat in the War of the Spanish Succession (1702-1714), between 25.000 and 30.000 people, most of them Catalans, went into exile. The article analyses the behaviour of the exiled Spanish soldiers especially during the campaigns of 1716 and 1717 of the Ottoman-Venetian War. In that contest, three Spanish cavalry regiments and two infantry regiments took part actively. On the other hand, from 1735 onward, an important part of the Hispanic exile was moved to the Banat of Temeswar, territory incorporated into the Habsburg Monarchy by the Treaty of Passarowitz (1718). They set up a colony there, called New Barcelona, of ephemeral life. [ABSTRACT FROM AUTHOR]

U ovomu se radu Bogdanićev život i rad proučavaju u kontekstu razvoja povijesti znanosti u Hrvata u širem okviru Habsburške Monarhije tijekom XVIII. stoljeća. Temeljem dosadašnjih znanja i novostečenih spoznaja dokazuje se i objašnjava da je Mirko Danijel Bogdanić jedan od najznačajnijih hrvatskih prirodoslovnih znanstvenika XVIII. stoljeća nesvećeničkoga i neplemićkoga porijekla.

Croatian and World Modern and Contemporary History - Abstract
This master's thesis, entitled Petrinja at the end of the First World War according to the newspaper Banovac brings a summary of events that happened from the beginning of the First World War and until the peace negotiations in Paris. An important directive of the thesis is to focus on the period of war in Habsburg monarchy through political and cultural impact. Among the most important factors that lead to the downfall of the Habsburg monarchy was the aftermath of the war. Those were social problems, the awakening of the national consciousness in a heterogenous state, creating new nations that shaped a new political map of Europe, developing new interstate relations and creating new unique countries under new leadership. After European context the thesis narrates political and social life in Croatia and the work of the Yugoslav club and the board that created the new state of Slovenians, Croats and Serbs and review of Banovina of Croatia and local war opportunities. By means of those war opportunities we have an insight to common folk's everyday life during the culmination of war and the social problems that were inevitable. But looking through the cultural prism, the war awakened empathy in society primarily through helping the less fortunate, accepting orphans of war, but also in celebration of the king, queen, soldiers and their accomplishments. Despite that, the local war opportunities opened the doors to the main part of the thesis and that is Petrinja during the First World War through the research of the newspaper Banovac that gave purpose to this thesis and explained in more detail about numerous news that were of political, cultural, social and entertaining aspect. Except for the covered news of the Petrinja county, the newspaper brought to its readers loads of information of croatian and european character through an abundance of articles, prologues and advertisements. It is important to emphasize that the editorship of the newspapers brought transparent stories from other newspapers through which they assembled more interesting stories of people's lives during the First World War.

This diploma thesis is entitled "The Fate of Pula's Architectural Heritage from the Time of the Habsburg Monarchy" and it provides insight into the development of the city of Pula from its foundation to the present day, focusing on the time when the Austro- Hungarian Empire ruled the city. The main part of the paper covers the urban and social development of the city during the Monarchy in the period from 1867 to 1918. Special focus is given to the buildings that were representative examples of the Austro- Hungarian method of construction, such as: War Port with Arsenal, Hydrographic Institute of the Imperial and Royal Navy, Observatory, Naval Club, Naval Library, Naval Church, Naval Hospital and the Market, and their fate is briefly described all the way to the present day. As Pula had its "golden age" during the Austro-Hungarian Empire, i.e. the greatest development progress of the city in every respect, it was important to mention the main types of transportation of the city's population, and the emphasis was placed on the electric tram. Likewise, special mention was made of the Naval Library, which still has its role in society today, and the Observatory, which is still in use. At the very end of the paper, an analysis was made of the following monographs dealing with the history of the city of Pula: Pula od najstarijih vremena do danas s okolicom (Pula and Its Surroundings from the Ancient Times to the Present Day) by Vitomir Ujčić from 1963, Pula tri tisuće godina grada (Pula Three Thousand Years of the City) by Krešimir Čuturilo and Mario Kalčić from 1984, Pula oduvijek (Pula Since Forever) by Josip Bratulić from 2001 and Pula: grad dugog trajanja (Pula: a Long Lasting City) by Igor Zirojević from 2017. The goal was to compare the parts of the text of each monograph dealing with the rule of the Habsburg Monarchy in Pula, and to show how the authors described Pula from the time in which they created the monographs, and whether there were any significant differences in the descriptions of buildings, life and other components of the city. When we look at all the events that the city has gone through during its existence and under the rule of various states and rulers, we can conclude that Pula is a truly special city whose glow never fades.

History. Croatian and World Modern and Contemporary History - Abstract
The Istrian Provincial (Land) Assembly is the representative body of the Margraviate of Istria that operated in the period from 1861 to 1916. It was established by the administrative-territorial division of the Habsburg Monarchy after the adoption of the October Diploma (1860) and the February Patent (1861). Together with the councils in Gorica and Trieste, it belonged to the Austrian Littoral with the Viceroyalty in Trieste. The Parliament sat in Poreč, Pula and Koper and sent representatives to the Imperial Council in Vienna. After 1867, the Margrave of Istria became part of the Cislaitanian Austrian part of the Monarchy. In its operation over several periods of time, in the period from the second half of the 19th century to the beginning of the 20th century, the Istrian Parliament was a stormy battlefield where two representative groups clashed: the Italian majority, which represented the wealthier minority of the province's population, and the Croatian-Slavic minority which represented the poorer majority of the population in the province. In the 55 years of the work of the Parliament, numerous historical figures participated in its sessions, including Bishop Juraj Dobrila, who is most responsible for the publication of the newspaper Naša sloga, and Matko Laginja on the Croatian-Slovenian side, as well as Gian Paolo Polesini, the first president of the Istrian Parliament, and Francesco Vidulich , the longest-serving president of the Istrian Parliament. Although the Parliament formally functioned until 1916, it stopped sitting in 1910.

39. SPOMENIK PRESVETOGA TROJSTVA U GRADU OSIJEKU.

- Abstract
Plague was one of the most deadly epidemic diseases of the Baroque period. Responses to it were not only medical, but religious as well. A good example of the latter is the Most Holy Trinity monument in the city of Osijek, which was in the 18th century the biggest town of the Kingdom of Slavonia and today is the regional centre in the Republic of Croatia. The monument was erected between 1729 and 1730 on the main square of the Osijek military fortress Tvrda by the widow of the General Maksimilijan Petraš who died during the 1728 plague epidemic. Inscription on it implores the mercy of God as a protection against plague. Its foundation could be also interpreted as a part of the Catholic Revival, which was implemented by the Habsburgs in Osijek and Slavonia after their liberation from the Ottomans. But although, on the one hand, it could be interpreted as a symbol of the successful implementation of the Habsburg unifying religious policies due to its strong resemblance with the similar columns throughout the Habsburg Monarchy, on the other hand, it represented a continuation of the theurgic understanding of medicine, which could be interpreted as the failure of the Habsburg enlightened medical policies. Thus the archival documents from the Osijek State Archive together with the Osijek plague column itself were analysed with the aim of explaining the above mentioned ambiguities. Rad predstavlja ideju federalizacije Habsburške Monarhije, točnije formiranja njezine treće državne jedinice prije Prvoga svjetskog rata kroz objave slovenskih liberalnih časopisa iz Trsta i Gorice. Based on the liberal Slovenian newspapers from Trieste (Edinost) and Gorizia (Soča), the paper focuses on the idea of introducing the third state unit in the Habsburg Monarchy before the First World War. The author first presents the broader context in which the concept was formed and then analyses the comments of two newspapers on the reactions of various political groups, their ambitions, and the national tensions that arose in the context of discussing the proposed reform. The author argues that the trialist concept was, foremost, an Austrian attempt to federalize the Habsburg Monarchy in order to reduce the strength of Hungary. At the beginning of the 20th century, the majority of Slovenes and Croats, including the Slovene liberals from Trieste and Gorizia, supported this idea because it implied their political emancipation. On the other hand, Hungarians, Italians, German nationalists, and Serbs saw this concept as a threat to their own national interests. In the further development of the trialist concept, due to Austria’s ambitions to satisfy the Italians, Trieste and Gorizia were excluded from the imagined third unit, which led to tensions between the Slovenian liberals and conservatives, and in the Croatian-Slovenian relations as well. The Slovenian liberals from Trieste and Gorizia began to advocate the idea of a broader federalism, where the Habsburg Monarchy would have more than three federal units, while in the context of South Slavic relations they were inclined to Serbian state visions.

The Carniolan Savings Bank was the first financial institution in the Slovenian territory. It was founded in 1820 in Ljubljana, the capital city of Carniola, a province in the Austrian part of the Habsburg Monarchy. This institution collected deposits and managed the credit operations in the country. Even after the basic idea changed due to business development, it continued to play a significant role as a microfinance provider. The thesis covers the period from the establishment of the institution in 1820 to the disintegration of the Austro-Hungarian Monarchy in 1918. Therefore, the study also deals with the main features of the interwar period. It draws attention to some issues faced by the Savings Bank between 1918 and 1945. The dissertation defines the importance and dimensions of innovation in the institutional sense that the Savings Bank acquired. It defines the role that the institution had in an economic, social, political and national context. This has been achieved through in-depth analysis and a classic historical approach. The dissertation provides an original study of the extensive and unexplored historical material. The Carniolan Savings Bank provides an excellent example of the intertwining of politics and nationalism with economic development. It had a significant impact on the changes that were a prerequisite for mobilising the financial resources of social classes that previously had no access to banking services. Therefore, the Savings Bank collected dispersed financial resources on the financial market by allocating capital to various investment opportunities. The most prominent were mortgage loans and the purchase of government securities. However, the rules in place at the state level limited the importance of the Savings Bank to the regional and especially the local level, reflecting its impact on the country’s economic development. Accordingly, it sought ways to get involved, as evidenced by Credit Association that was used by small merchants and craftsmen. Disertacija ponuja izvirno študijo obsežnega in do sedaj neraziskanega arhivskega gradiva.

Na redovito pohađanje škole također loše utječe raštrkanost krajiških kuća u pukovniji i vrlo loše vrijeme tijekom zime, jer neka djeca moraju hodati 1 do 2 sata do škole i natrag i to uglavnom preko planina i loših cesta.

18. stoljeće ,Nizozemska ,nizozemska kartografija ,Slavonija ,Habsburška Monarhija ,first half of the 18th century ,Low Countries ,Dutch cartography ,Slavonia ,Habsburg Monarchy - Abstract
