Abstract

Japanese security policy has undergone a significant degree of evolution since the early 1990s. As a result, the range of responses Japan can make in international crisis has significantly expanded. The gradual evolution and expansion of the Japanese security policy culminated in the legislation of security-related bills under the second Abe administration in September 2015. The security-related bills dramatically transformed Japanese security policy as it allowed Japan to exercise the right of collective defense when certain conditions are met. The gradual change of Japanese security policy has so far gathered much academic attention. There is a strong claim in the existing literature on Japanese security policy that changes in security policies became possible because of reforms in domestic institutions, which had expanded the Japanese prime minister's power. It is the contention of this article that the Japanese prime minister is still faced with severe constraints from the Diet, in particular from the House of Councilors even after a series of institutional reforms has empowered Japanese prime ministers to significantly alter Japanese security policy. It demonstrates that as the House of Councilors has significant power in the Japanese political system, some Japanese prime ministers had to have the implementation of some security policies delayed or was driven to revise some policies they had originally envisioned through several case studies.

This paper shows how a series of institutional reforms since 1994 have transformed the Japanese prime minister’s relationship with other actors in the Japanese parliamentary system and expanded his power. It further discloses that his power has grown even more since the formation of the second Abe administration in 2012.

In June 1999 Japan’s political parties agreed on institutional reforms in the government and the Diet. They agreed to create a new position in the government; to eliminate the government committee member system (seifu iin seido); and to introduce in the Diet the National Basic Policy Committee. This paper describes the contents of the three reforms, traces how the parties reached agreement on them, and provides a preliminary interpretation of why the parties introduced these reforms in the manner they did.

Abstract

The article presents a detailed description of the reasons behind the resignations of the two consecutive Prime Ministers of Japan, namely Yasuo Fukuda and Shinzo Abe. The gap between the public opinion and the working of the Liberal Democratic Party (LDP), the party in power, is stated to be the key to the understanding of the reason behind the abrupt resignation of Abe and Fukuda. Disaffection of the population concerning the Fukuda government led to the resignation of the Prime Minister. It is stated that the ruling LDP failed to adopt policies in accordance with the voice of the public, due to which there is very less chance that policies emanating from the cabinet obtain the public approval.

Abstract

The article offers information on the political environment in Japan with special reference to the challenges encountered by Yasuo Fukuda after becoming the Prime Minister of Japan in September 2007. After becoming the Prime Minister, Fukuda encountered the problem of the division of power that is stated to bring about uncertainties in decision making process and hinders the adoption of the application of the texts of law. It is predicted that the Prime Minister will be able to come out of this legislative impasse provided it forms a coalition with the Democratic Party.

The article presents a description of the regime of Yasuo Fukuda, Prime Minister of Japan. The characteristics of the Fukuda government is discussed. The Fukuda government has brought about several reforms in the political landscape of Japan. The Fukuda cabinet is making all efforts to attract the opposition for negotiations. Fukuda Yasuo has invited the Liberal Democratic Party (PLD) to discuss about a project for the replacement of the law on the special measures against terrorism, which was refused by the opposition. The evolution of the relations within the Fukuda government and the Democratic Party is predicted to have a decisive influence on the subsequent legislative elections.
