1. Évolution de l’urbanisme et exposition au risque cyclonique à Saint-Martin de 1954 à 2017

Abstract: Hurricanes are common in the French West Indies and particularly on the island of Saint Martin. One can question the inability of society to face up to and recover from the consequences of these events. In this study, we show that between 1954 and 2017 (before Hurricane Irma), Saint Martin had to adapt to numerous constraints, some of which were far more important than hurricanes. In almost 70 years, the population density of the French part of Saint Martin increased from 75 inhab/km² to 668 inhab/km². The majority of this increase occurred in a five years period following the Pons law of 1986 which favoured tax breaks for real estate investment. More than 12 000 buildings were constructed in Saint Martin to welcome the new inhabitants of the island as well as tourists. Many neighbourhoods experienced significant growth which started in the late 1980's. However we observe differences in urban planning, a result of social and territorial segregation which exists on the island. On the one hand, there are private residences in affluent neighbourhoods, on the other hand working-class neighbourhoods with vulnerable dwellings. The effect of hurricanes on this society, which has been highly unequal since the 1960's up to the 1980's, is to reinforce inequalities. The fragile habitats of the poorest populations have been more deeply affected than the richest parts of the population which have been financially supported for reconstruction.

2. Reconstruire un territoire moins vulnérable après une inondation

Abstract: The disaster management cycle contains three phases: 1) prevention during the pre-disaster period, 2) crisis management during the disaster, and then 3) post-disaster recovery. The "pre-disaster" period and the "crisis" period are the most studied phases and monopolize most of the resources and risk management tools. The post-disaster period is complex, poorly understood, little anticipated, and characterized by the involvement of a wide range of stakeholders. In most cases, the collective desire is to recover the initial state, without learning from the disaster. Nevertheless, the post-disaster period could be viewed as an opportunity to reorganize the territory more effectively to reduce its vulnerability in anticipation of future flood events. To explore this hypothesis, this work consists of analyzing the post-flood phase based on a bibliographical study, with some analytical commentary. These results will lead to enhanced understanding of the concept of "recovery" in the post-disaster phase.

Abstract: The reduction of flood vulnerability is often presented as an objective. However, the increase of buildings into flooded area highlights the ineffectiveness of global strategies of risk management and the trend often to neglect the changes in natural environments. Our societies are confronted with multiple challenges and tried to solve their problems in emergency with the social crises as legitimate priority. But, as demonstrated by the examples of Condrieu and Chalon-sur-Saône, mutations and social crises are often the time when the vulnerabilities are becoming apparent. The urban development of areas subject to flood risk was strongly conditioned by the response to socio-economic changes such as: (1) the rural depopulation, (2) the need to house the working classes, (3) the will to revitalize territories during socioeconomic crises (petroleum and chemical industry crises, agricultural crisis...). The causal relations between social crisis and « natural » crisis here comes from the separate management of social and environmental risks. Therefore, the strategies of adaptation in relation to environmental risks should be thought with the resolution of social crises, because of the risk of indefinitely repeating the cycle leading from social crises to environmental crises.

4. Les liens entre la société, la nature et la technique durant les derniers 200 ans : analyse dans deux vallées françaises

Abstract: Since the XIX century, European societies have progressively forgotten natural hazards. Physical divides between our societies and Nature triggered in our minds the believed of safety and domination against Nature. We often build house and road close to river where floods usually happened. In this research we have studied the geomorphological and urban evolution of the Rhone valley near the city of Vienne (France), as well as near the city of Allemont (French Alps) near the Grand Maison Dam. Environment and societies have deeply changed during the last 200 years in those areas. Coevolution of environment and societies occurred in relation with technological improvement and technical proliferation. Technics has deeply participated to construct nature and society in these areas. Contemporaneously, nature played a determinant role to structure our society and our technics. The 1856 floods that affected the Rhône valley favored habitants exodus from valleys and mountain to urbanized area, hydraulic planning and indirectly contributed to accelerate the new social, economic and technological organization often called “industrial revolution”. Surprisingly the strong interaction between our environment and our societies occurred whereas nature was becoming invisible in the urbanized areas.

Abstract: This work aims to analyse the conditions of application of a vulnerability reduction policy in the post-disaster phase, following Hurricane Irma (2017), on the island of Saint-Martin (French part). It focuses more specifically on the revision of the Natural Hazards Prevention Plan (hurricane hazard and marine submersion). The analysis is based in particular on a comparison of the process of drawing up previous regulatory documents on this territory, in order to highlight the difficulties of applying strategic planning to this very small island territory. More broadly, this work leads to a perspective on governance and the interplay of actors between the State and the local authority, and questions the management of the Natural Hazards Prevention Plan.

Abstract: Le milieu insulaire Caribéen se caractérisent par la présence de tempêtes tropicales et d’ouragans ainsi que par une économie fortement dépendante au tourisme balnéaire. En 2017, les îles de Saint-Martin et Saint-Barthélemy ont été affectés par l’ouragan Irma de catégorie 5, avec des vents >250 km/h et une surcote marine allant jusqu’à +3m, qui a conduit à la mort de 11 personnes et à 3 milliard d’euros de dégâts. Des études récentes suggèrent une augmentation future de l’intensité des ouragans les plus puissants avec le changement climatique dans cette zone. Dans un premier temps, nous avons analysé les causes de l’accroissement des risques, et plus particulièrement de la vulnérabilité, en nous basant sur des photos aériennes, des missions de terrain et des données socio-économiques. L’évolution du nombre d’habitations ainsi que des surfaces urbanisées, agricoles et naturelles ont été quantifiées. La transformation d’une économie agraire en une économie dominée par le tourisme a métamorphosé le paysage dans les zones côtières de l’île (trait de côte, remblaiement, urbanisation). Cette transformation s’est produite principalement dans les années 80, après les lois de défiscalisation. La nouvelle répartition spatiale et économique a conduit à une augmentation de la vulnérabilité vis-à-vis des submersions marines [1]. Les habitants de ces îles se sont adaptés à de nombreux changements (démographiques, économiques) durant les dernières décennies et les risques naturels ont été peu pris en compte [2].Dans un second temps, nous avons analysé « l’après Irma ». La catastrophe a créé chez de nombreux habitants un état de stress post-traumatique [3] et a pu favoriser une montée des tensions contre certaines politiques de l’Etat (PPRN), notamment en décembre 2019. Depuis 2017, des reconstructions ont eu lieu dans les zones précédemment submergées sur le littoral, notamment en relation avec les activités touristiques. Les modes de reconstruction, pour ce qui concerne les toits ou la présence de grandes baies vitrées, traduisent une faible prise en compte des géorisques. La remise en route de l’économie ne s’est pas réalisée à la même vitesse selon les îles, comme le souligne l’analyse de la consommation électrique ou le nombre de touristes arrivant sur ces îles [4]. Cela pourrait traduire une tendance qu’ont les catastrophes naturelles à accroitre les inégalités en (1) endommageant plus les habitats les plus fragiles, (2) en donnant moins de moyens pour reconstruire aux plus pauvres, (3) en ralentissant la reprise des activités économiques dans les zones moins bien dotés initialement.L’évolution des socio-éco-systèmes insulaires dans les décennies à venir s’avère problématique du fait à la fois de l’héritage difficiles de décisions passées et du modèle économique présent.[1] Pasquon et al., Int. Abstract: Le projet Relev s’appuie sur une approche interdisciplinaire en intégrant des compétences en risques naturels (géographie, génie civil, géologie), aménagement du territoire (urbanisme, architecture) et sciences humaines (psychologie, sociologie, histoire), pour permettre d’améliorer la gestion de la reconstruction des territoires et des populations à la suite de catastrophes naturelles. Le projet se concentre sur le relèvement en cours des îles de Saint-Martin et Saint-Barthélemy, à la suite des ouragans Irma et Maria en septembre 2017. L’approche s’est articulée autour de deux temporalités d’étude pour mieux comprendre l’évolution des stratégies de développement de ces territoires exposés aux géorisques : d’une part, une analyse historique des stratégies d'aménagement ante-Irma (de 1947 à 2017), d’autre part un retour d’expérience interdisciplinaire post-Irma (2017-2022) pour suivre la reconstruction de ces territoires. Ce retour d’expérience s’est focalisé plus particulièrement sur la reconstruction physique des infrastructures endommagées (bâtiments, infrastructures et réseaux techniques), le redémarrage des activités du tourisme et des PME en incluant les conséquences de la crise sanitaire de la Covid-19, le relèvement humain du point de vue individuel et collectif (état de stress, solidarité, vie sociale, autonomie économique, habitat, etc.) et enfin la réorganisation de la gouvernance locale. L’objectif est de s’appuyer sur une approche intégrée pour contribuer à l’émergence de nouveaux savoirs sur l’efficacité des stratégies de reconstruction post-catastrophe et de renforcer de manière cohérente la résilience des territoires face aux catastrophes naturelles, et par là même ; l’adaptation au changement climatique. Les enseignements du projet Relev documentent la gestion de la phase de reconstruction post-catastrophe à Saint-Martin et Saint-Barthélemy, et souligne la pertinence de planifier cette phase selon des modalités proches de celles déjà adoptées pour anticiper et préparer la gestion de crise. L'analyse interdisciplinaire a permis de mieux comprendre les liens de causalité entre la gouvernance de ces 2 îles, le relèvement psychosociologique des sinistrés, la reconstruction des infrastructures endommagées, la reprise des activités touristiques et l'histoire de l'urbanisation d'îles exposées aux risques naturels. En amont de futurs catastrophes, les enseignements du projet alimenteront également l’élaboration d’outils et de méthodes pour anticiper la gestion de la phase de reconstruction post-catastrophe. L'approche interdisciplinaire initiée dans le projet Relev nous incite à poursuivre cet effort de rapprochement et d'échange entre les disciplines à l'avenir, notamment sur des sujets mêlant enjeux environnementaux et sociétaux.

Abstract: International audience; Les institutions internationales, par la ratification des cadres d'action de Hyogo et de Sendai, invitent les gouvernements des États à élaborer des politiques et des mécanismes visant à garantir que la réduction des risques de catastrophe est intégrée aux efforts de redressement et de reconstruction. Cependant, les pays qui ont introduit des politiques de réduction des risques dans la planification du relèvement rencontrent souvent des difficultés dans leur mise en œuvre. À cet égard, l'état actuel de la reconstruction post-catastrophe à la suite des ouragans Irma et Maria dans les Petites Antilles montre les difficultés à concilier les deux impératifs de "reconstruire plus vite" et de "reconstruire mieux".Les îles de Saint-Martin et de Saint-Barthélemy, dans les Antilles françaises, sont régulièrement touchées par des ouragans et des submersions marines. Malgré d'indéniables similitudes, ces deux îles présentent de nombreuses différences. La différence la plus importante est la gestion des catastrophes naturelles. Depuis 2011, l’urbanisation en zone soumise à des risques naturels est réglementée Saint-Martin à travers un Plan de prévention des risques naturels (PPRN). Aucune réglementation n’existe en ce sens sur Saint-Barthélemy.En s’appuyant sur l’analyse de campagnes de photographies aériennes entre 1954 et 2017, des cartes d’évolution de la construction et de l’urbanisation ont été élaborées sur ces 2 îles. En parallèle, la connaissance des aléas, et principalement des submersions marines générées par les ouragans, ont évolué au cours du temps. L’analyse spatiale croisée d’une part des données d’occupation des sols, et d’autre part de la connaissance des zones exposées à la submersion, nous permettent de proposer une analyse comparative des stratégies d’aménagements moyen terme en zone à risque mises en place sur chacune des 2 îles. Concernant les zones de submersion marine, de nombreux bâtiments ont été construits entre 1954 et 2017. Ce nombre de bâtiments augmente progressivement avec le temps pour ces deux îles.Alors que Saint-Barthélemy ne montre que peu d’influence des lois de défiscalisation pour l'investissement à l’Outre-Mer (ex : loi Pons, 1986) sur les constructions situées sur les zones de submersion marine, Saint-Martin montre une mise en danger progressive de ses populations : de nombreuses constructions sont réalisées à partir de 1986 dans ces zones à risque. Saint-Barthélemy a opté pour un tourisme de luxe à la différence de Saint-Martin qui a un tourisme de masse. Pour développer sa stratégie de tourisme, Saint-Martin a été obligé de répondre à une exigence touristique passant outre les règles de sécurité dictées par le PPRN. Inversement, le modèle de tourisme de luxe présent sur Saint-Barthélemy semble avoir limité le taux de construction en première bande côtière.

Abstract: Dévastée par l’ouragan Irma, la petite île de Saint-Martin a bénéficié d’une « task force » organisée par l’État pour aider à sa reconstruction. Le Cerema analyse ce retour d’expérience dans un projet de recherche.; International audience; Petite île au milieu des Caraïbes, l’île de Saint-Martin est divisée en deux parties depuis 1648 : une partie française, Saint-Martin, forte de 53 km² et 34 065 habitants en 2018, et une partie néerlandaise, Sint Maarten, comptant environ 37 000 habitants sur 37 km². En 2007, Saint-Martin (tout comme l’île voisine Saint-Barthélemy) a changé de statut, passant de communes administrativement rattachées à la Guadeloupe à deux régions françaises d’outre-mer dotées d’une autonomie relative (Constitution française, art. 74). Ces nouvelles collectivités territoriales exercent depuis les compétences combinées de la région, du département et de la commune française (fiscalité, transport routier, ports maritimes, routes, tourisme, droit domanial, etc.). En conséquence, elles fixent les règles applicables, notamment en matière d’urbanisme, de construction et de logement. Toutefois, l’État français reste compétent pour fixer des règles dans plusieurs domaines, notamment l’organisation de la justice, les forces armées, la sécurité publique et l’environnement – y compris la prévention des risques naturels. En 2017, Saint- Martin a été touché par l’ouragan Irma (catégorie 5), qui a généré des vents d’une vitesse moyenne de 287 km/h et des inondations côtières. Onze habitants sont morts lors de cet événement, les infrastructures côtières ont été gravement endommagées et la mangrove partiellement détruite. Les dégâts matériels ont été générés par la submersion marine ou par le vent. En 2021, l’estimation des indemnités à verser aux victimes par les compagnies d’assurances s’élève à 2,10 millions d’euros pour les deux îles de Saint-Martin et Saint-Barthélemy. Ces chiffres sont à nuancer car le taux de pénétration des biens assurés est très faible sur ces deux îles : seuls 40 % de la population a une assurance habitation à Saint-Martin et 60 % à Saint-Barthélemy, contre 97 % en France métropolitaine.Face à l’ampleur de l’événement, l’État français a engagé d’importants moyens humains (3 000 personnes) et matériels (2 millions de bouteilles d’eau, 350 tonnes de nourriture, etc.) pour aider et organiser la gestion de la crise, pour un coût total de 163 millions d’euros. Le projet Relev (2018-2022), piloté par le Cerema, réunit cinq universités pour composer une équipe pluridisciplinaire (ingénieurs en génie urbain et en génie civil, urbanistes, géographes, sociologues, psychologues). L’objectif de ce projet est de mieux comprendre les stratégies de gestion de la reconstruction post-catastrophe afin de favoriser un retour à la normale le plus rapide possible et de réaménager durablement le territoire sinistré demanière plus résiliente. À court terme, l’approche développée vise à contribuer au relèvement du territoire, par l’amélioration de l’organisation et dela communication entre les décideurs locaux, les gestionnaires d’infrastructures et les habitants des secteurs exposés à des risques naturels. Enamont de futures catastrophes, ici ou ailleurs, ces échanges alimenteront également l’élaboration d’outils et de méthodes pour anticiper l’organisation des acteurs en charge de la reconstruction, l’association des populations au processus de reconstruction et la reconstruction physique des infrastructures endommagées. Notre ambition, via ce projet, est ainsi de contribuer directement à outiller les acteurs locaux de Saint-Martin et Saint-Barthélemy, et plus largement des Antilles, tout en tirant des enseignements mobilisables au niveau national.

Abstract: International audience; With the concept of "build back better", the United Nations emphasizes the importance of the recovery phase following a natural hazard as an opportunity to implement vulnerability reduction measures. This work here focuses on the ongoing recovery of the French part of island of St. Martin following hurricanes Irma in September 2017. The recovery of this semi-autonomous territory is a major challenge for the local authorities and for the French State. The current state of post-disaster recovery shows the difficulties of reconciling the two imperatives of "rebuild faster" and "rebuild better", in a context of social, political and media pressure. Therefore, what conditions would be necessary to take advantage of this key moment and make the small island more resilient to a new event? What do we learn from this experience for the management of the recovery?

Abstract: The understanding of the long-term influence of hurricanes on the coastal zone deal with the monitoring the geomorphological evolution and the socioeconomic changes. In this study we analyze, the evolution of the Saint-Martin Island (West Indies, Caraïbean Sea) from 1947 to 2019. During the last 70 years, several hurricanes occurred and Saint-Martin has seen huge economic and environmental changes due to (1) fiscal laws, (2) a huge population increase, (3) coastal urbanization. Based on aerial photos and satellite images, we have analyzed this development. We have described the urban, agricultural and natural change. The transformation of the agricultural economy into an economy dominated by tourism, has significantly changed the coastal zones. The new spatial and economical configuration of the island has led to a higher risk of marine flooding.Hurricane Irma (2017) seriously damaged coastal infrastructures and dwellings, caused fatalities as well as triggered the mangrove partial destruction. Field study comparison with satellite images observation show that non-negligible mistakes on the dwelling damage could be done. The damage quantification is often use to elaborate plan risk and must be carefully taken into account. In the Saint-Martin Island, the population disagree with plan risk focusing only on natural hazard without integrating socioeconomic risk and difficulties that strongly affect the inhabitants since several decade. Solution proposed to manage natural risk often trigger the conditions that favored the occurrence of social crisis and social crisis management has often generated an increase of the vulnerability to natural hazard (Gargani and Jouannic, 2015 ; Gargani, 2016 ; Jouannic et al., 2017). Abstract: Natural disasters lead to many victims and major damage in France and around the world. In 2017, Hurricane Irma hit the French islands of Saint-Martin and Saint-Barthélemy (West Indies), killing 11 people and causing more than €2 billion in insured damage. Ranked 5 in category on the Saffir-Simpson scale, with average winds of 287 km/h, this hurricane highlighted the vulnerability of our society to this type of phenomenon.One can question the inability of society to face up to and recover from the consequences of these events. In this sense, this work questions the adaptation of the island of Saint-Martin to hurricanes and its entire environment. We have chosen to focus on the evolution of this island over 65 years: from 1954 to 2017 (before Hurricane Irma). We mainly used aerial images of IGN (Institut National de l’Information Géographique et Forestière) available regularly since 1947. Among the elements that have served us to characterize this evolution, we have focused on land use (buildings, infrastructure and anthropization) and demographics.We show, in this study, that between 1954 and 2017 (before Hurricane Irma), Saint Martin had to adapt to numerous constraints, some of which were far more important than hurricanes. In 65 years, the population density of the French part of Saint Martin increased from 75 to 668 inhab/km². The majority of this increase occurred in a five year period following the Pons law of 1986 which favoured tax breaks for real estate investment. More than 12 000 buildings have been built in Saint Martin to welcome the new inhabitants of the island as well as tourists. Many neighbourhoods experienced significant growth which started in the late 80's. However we observe differences in urban planning, a result of social and territorial segregation which exists on the island. On the one hand, there are private residences in affluent neighbourhoods, on the other hand working-class neighbourhoods with vulnerable dwellings. The effect of hurricanes on this society, which has been highly unequal since the 1960's up to the 1980's, is to reinforce inequalities. The fragile habitats of the poorest populations have been more deeply affected than the richest parts of the population which have been financially supported for reconstruction.

Abstract: International audience; L'île de Saint-Martin dans les Antilles s'est transformée sur le plan économique et environnemental depuis les 70 dernières années. A partir de photos aériennes (IGN), ainsi que de données bibliographiques, nous avons analysé l'évolution économique et environnementale de la partie française de l'île ainsi que d'une baie en particulier : celle de Cul-de-Sac. Nous avons étudié l'évolution du nombre d'habitations, des surfaces urbanisées, agricoles et naturelles. Nous avons questionné la façon dont nos sociétés transforment les paysages en mettant en évidence l'influence de l'organisation économique d'un territoire sur la transformation des caractéristiques physiques de ce territoire. Ainsi le passage d'une économie agraire à une économie dominée par le tourisme a transformé le paysage en diminuant les surfaces consacrées à l'agriculture et en augmentant les surfaces urbanisées. Cette modification a été accélérée par des lois de défiscalisation mises en place par l'Etat français comme par exemple la loi Pons de 1986. La nouvelle organisation du territoire a conduit à une augmentation de la vulnérabilité vis-à-vis des risques naturels et plus particulièrement des submersions marines. Une possible augmentation des évènements extrêmes en relation avec le changement climatique pose la question de l'adaptation au sens large que ce type de territoire pourrait être amené à mettre en place dans le futur.

Abstract: International audience; From about fifty conversations led with professionals and with inhabitants in three sites confronted with a problem of recurring flood, we examine if the words resilience and vulnerability appears spontaneously and which contents the interviewees give to them. The studied sites are the Val de Loire between the municipalities of Angers and Saumur, the peninsula of Ambès in Gironde and the valley of Argens in the Var. It seems the concept of resilience has to be introduced before could be spontaneously used. Using of the word vulnerability is easier. The concept of resilience seems too fuzzy or too complex to be of use to the local dialogue. Some use it all the same with the aim of carrying the idea that the territory and the society have to change. A sliding occurred between the initial concept and the way the local society read it.; A partir d'une cinquantaine d'entretiens menés auprès de professionnels et d'habitants dans trois sites confrontés à une problématique d'inondation récurrente, nous examinons si les mots résilience et vulnérabilité apparaissent spontanément dans les témoignages et quel contenu les interviewés leur donnent. Les sites étudiés sont le val de Loire entre les communes d'Angers et de Saumur, la presqu'île d'Ambès en Gironde et la vallée de l'Argens dans le Var. Il apparaît que pour utiliser le concept de résilience spontanément, il faut avoir été initié. L’usage du terme vulnérabilité est plus courant. Le concept de résilience apparaît trop flou ou trop complexe pour servir au dialogue local. Certains l'utilisent quand même dans le but de porter l'idée que le territoire et la société doivent changer. Un glissement s’est produit entre le concept initial et la façon dont il est reçu localement.

Abstract: We describe and compare the morphology and activity of two types of gullies with different orientations collocated on the Kaiser dune field in the southern hemisphere of Mars: large apron gullies and linear dune gullies. The activity of large apron gullies follows an annual cycle: (i) material collapse into the alcove (mid-autumn/late winter) as CO2 condenses; (ii) remobilization by mass flows (late winter); and (iii) continuous appearance of hundreds of ‘digitate flows’ on the fan (autumn/winter). We find that large apron gullies could form in hundreds of Martian years. In contrast, linear dune gullies are active briefly in late winter, when the CO2 frost disappears. Their activity is characterized by the extension of channels, the creation of pits and the darkening of the surface. Linear dune gullies are likely to form within one to tens of Martian years. We infer that insolation, which influences the depth to ground ice and the amount of volatile deposited, may be the factor differentiating large apron gullies and linear dune gullies. Sediment transport by CO2 sublimation is a good candidate for the activity observed in all of these features. However, linear gullies could also be formed by brine release when the temperature rises abruptly after the removal of the CO2 ice.

Abstract: The scenario of the Messinian Salinity Crisis (MSC) remains one of the most debated topics in the Mediterranean realm and especially in the Sorbas Basin, which is one of the type-localities of MSC-related deposits. After a recently improved chronostratigraphic framework of the Miocene and Pliocene deposits of the basin, this work is an attempt to image the morphology of the Messinian Erosional Surface (MES) at depth. We built a basin-scale 3D-model of the Miocene and Pliocene series that confirms the erosional character of the Messinian/Pliocene boundary, solving a long-standing and debated question. We tentatively also suggest that the fluvial system developed during the peak of the MSC was exiting the basin toward the south. This new geometrical model, showing a robust internal consistency, can be used as a basis for interpreting the Messinian Salinity Crisis in other sedimentary basins around the Mediterranean Sea. The return of marine conditions in the Early Pliocene on an erosional surface interferes with the continuous formation of the Sorbas Basin asymmetrical syncline, subsidence of the hinge, uplift of the limbs and gravitational sliding. The irregular shape of the MES is superimposed in the southern part of the basin by small-scale box-type folds with two oblique NNE–SSW and WNW–ESE fold axes directions. The architecture of these folds suggests gravitational sliding of post-evaporitic marine sediments during the progressive deformation of the basin during the Zanclean.

Abstract: International audience; From about fifty conversations led with professionals and with inhabitants in three sites confronted with a problem of recurring flood, we examine if the words resilience and vulnerability appears spontaneously and which contents the interviewees give to them. For resilience, our reference is the definition given by Boris Cyrulnick: «the resilience is the capacity of a person or a group to plan ahead in spite of destabilizing events, of difficult living conditions, of sometimes severe traumas." The studied sites are the Val de Loire between the municipalities of Angers and Saumur, the peninsula of Ambès in Gironde and the valley of Argens in the Var.It seems the concept of resilience has to be introduced before could be spontaneously used. Using of the word vulnerability is easier. The concept of resilience seems too fuzzy or too complex to be of use to the local dialogue. Some use it all the same with the aim of carrying the idea that the territory and the society have to change. A sliding occurred between the initial concept and the way the local society read it.; A partir d'une cinquantaine d'entretiens menés auprès de professionnels et d'habitants dans trois sites confrontés à une problématique d'inondation récurrente, nous examinons si les mots résilience et vulnérabilité apparaissent spontanément dans les témoignages et quel contenu les interviewés leur donnent. Pour la résilience, notre référence est la définition donnée par Boris Cyrulnick : « La résilience est la capacité d'une personne ou d'un groupe à se projeter dans l'avenir en dépit d'événements déstabilisants, de conditions de vie difficiles, de traumatismes parfois sévères. ». Les sites étudiés sont le val de Loire entre les communes d'Angers et de Saumur, la presqu'île d'Ambès en Gironde et la vallée de l'Argens dans le Var.Il apparaît que pour utiliser le concept de résilience spontanément, il faut avoir été initié. L’usage du terme vulnérabilité est plus courant. Le concept de résilience apparaît trop flou ou trop complexe pour servir au dialogue local. Certains l'utilisent quand même dans le but de porter l'idée que le territoire et la société doivent changer. Un glissement s’est produit entre le concept initial et la façon dont il est reçu localement.

Abstract: La reduction de la vulnerabilite vis-a-vis des inondations est souvent presentee comme un objectif. Toutefois, le nombre d’habitations construites en zones inondables ne cesse d’augmenter, montrant l’inefficacite des strategies globales/nationales de reduction des risques et la tendance a souvent negliger les evolutions des environnements naturels. Confrontees a de multiples difficultes, nos societes tentent de resoudre dans l’urgence les problemes avec pour priorite legitime, les crises sociales. Or, comme le montrent les exemples de Condrieu et de Chalon-sur-Saone, les mutations et les crises sociales sont souvent le moment ou se prepare la vulnerabilite a venir. L’evolution urbaine des territoires soumis au risque inondation que nous avons etudie a ete fortement conditionnee par la reponse a des mutations socio-economiques comme : (1) l’exode rural, (2) la necessite de loger les classes populaires, (3) la volonte de redynamiser les territoires lors des crises socio-economiques (crises petrolieres et de l’industrie chimique, crise agricole, etc.). La relation de causalite entre crise sociale et crise « naturelle » provient ici de la gestion separee des risques sociaux et environnementaux, comme si ceux-ci etaient independants. C’est pourquoi, les strategies d’adaptation vis-a-vis des risques environnementaux, et du risque inondation en particulier, doivent etre reflechies conjointement a la resolution des crises sociales sous peine de repeter indefiniment le cycle qui conduit des crises sociales vers les crises environnementales.

Abstract: The formation of sedimentary basins in the Alboran domain is associated with the exhumation of metamorphic core complexes over a ca. 15 Ma period through a transition from regional late-orogenic extension to compression. An integrated study coupling field analysis and gravity data acquisition was performed in the Sorbas basin in the southeastern Betic Cordillera. Detailed field observations revealed for the first time that extensional tectonics occurred before shortening in this basin. Two extensional events were recorded with NW-SE to N-S and NE-SW kinematics respectively; the first of which being likely responsible for the basin initiation. Tectonic inversion of the basin then occurred around 8 Ma in an overall ca. N-S shortening context. 2D-gravity sections reveal that the basin acted as an active depocenter as the basin floor locally exceeding 2 km-depth is characterized by a marked asymmetric architecture. Based on this integrated study, we explore a new evolutionary scenario which can be used as a basis for interpretations of the Neogene tectonic history of the southeastern Betics.

Abstract: International audience; Liquid water may exist on the Martian surface today, albeit transiently and in a metastable state under the low atmospheric surface pressure. However, the identification of liquid water on Mars from observed morphological changes is hampered by our limited understanding of how metastable liquids interact with sediments. Here, we present lab experiments in which a block of ice melts and seeps into underlying sediment, and the resulting downslope fluid propagation and sediment transport are tracked. In experiments at Martian surface pressure, we find that pure water boils as it percolates into the sediment, inducing grain saltation and leading to wholesale slope destabilization: a hybrid flow mechanism involving both wet and dry processes. For metastable brines, which are more stable under Martian conditions than pure water, saltation intensity and geomorphological impact are reduced; however, we observed channel formation in some briny flow experiments that may be analogous to morphologies observed on Mars. In contrast, under terrestrial-like experimental conditions, there is little morphological impact of seeping water or brine, which are both stable. We propose that the hybrid flow mechanism operating in our experiments under Martian surface pressure could explain observed Martian surface changes that were originally interpreted as the products of either dry or wet processes.

Abstract: International audience; Gullies on terrestrial sand dunes are rare, and their presence on Mars, as well as their mechanical properties, and the quantity of fluid required for their formations currently remain poorly understood. This study focuses on gully morphologies on the Russell megadune (54.5°S; 12.7°E) using High Resolution Imaging Science Experiment (HiRISE) images and Digital Terrain Models (DTM). Based on the scenario of ground ice melting in a periglacial environment, we propose to test the hypothesis that Martian gullies on dunes are debris flows. This implies a flow with a significant proportion of liquid water (>10% in volume). We used an original method to study Martian gullies based on empirical equations from terrestrial debris flows in order to calculate the physical properties of Martians flows. We observe a decrease in viscosity induced by the relative increase of fluid concentration (from 28% to 39%) during the flow advance. The total estimated volume of eroded and deposited material range from ~14850 m3 to ~18890 m3. The volume of liquid water required to generate one gully ranges from 4450 m3 to 6900 m3. The calculated results for Martian gullies are consistent with terrestrial studies on debris flows. Based on a morphological description and on the estimated physical parameters, we propose a model for gully formation on Martian dunes. The melt water from near-surface ground ice is incorporated in the debris flow and water concentration increases during its propagation. The increase of water concentration in the debris flow can be explained by a progressive increase of water/ice content in the permafrost downstream. Consequently, the lack of a final deposit at the front of the gullies tends to demonstrate that the flow became relatively highly concentrated in liquid downstream and all the water could have been lost in the final stage of the flow. This process could explain the lack of terminal lobes at the front of the gullies. We conclude that a process of formation similar to terrestrial debris flows is plausible. The large amount of liquid water involved requires formation of Martian gullies on dunes during a warmer climatic episode.

Abstract: Gully morphology (often summarized as comprising an alcove, channel and debris apron) is one of the key elements used to support the argument for liquid water in the recent past on Mars. Nevertheless, the processes that create different gully morphologies, on both Mars and Earth, are not fully understood. One of the puzzling morphologic attributes of Martian dune gullies is their apparent lack of an apron, or terminal deposit, which has caused debate about their formation process. Several physical processes such as runoff, debris flows, granular flows, and sliding blocks falling downslope could explain the formation of these gullies. In this work, we focus on the role of liquid in the substrate as well as in the flow and choose to experimentally test the plausibility of this hypothesis. We performed a series of analogue experiments to investigate the formation of gullies on sand dune-like substrates. We used controlled flows of water over an inclined sand-box to produce gully-like forms. Ice-rich sedimentary substrates were used, including substrates that included a thin liquid water-saturated thawed layer (an ‘active layer’) above the ice-saturated zone to give an analogue for a ‘periglacial’ environment. We quantitatively demonstrate that debris flow processes in ‘periglacial’ experiments are conducive to the formation of narrow and long channels with small terminal deposits with perched channels. By re-analysis of Martian elevation data for dune-gullies on Mars, we have found good evidence that such terminal deposits could exist. Our experiments revealed that increased water content in the thawed layer above the frozen bed increases flow-length due to the subsequent reduction in infiltration capacity. Water is incorporated into the flow by erosion of the wet thawed layer (sand plus water) and by drainage of the thawed layer. Using a Mars environment simulation chamber, we found that atmospheric pressure conditions seem to have a limited influence on the morphology of the flows. Our experimental investigation allowed the reproduction of terrestrial debris flow and Martian gully morphologies, suggesting that a substrate that is resistant to infiltration could be present beneath the dune gullies on Mars. We suggest that, like in our laboratory experiments, the presence of ice at shallow depth is a possible explanation for the formation of these morphologies and that a wet thawed layer is a possible explanation for the long flow-length.

Abstract: International audience; The Messinian Salinity Crisis resulted from desiccation of the Mediterranean Sea after its isolation from the Atlantic Ocean at the end of the Miocene. Stratal geometry tied to borehole data in the Gulf of Lions show that the pre-crisis continental shelf has been eroded during a major sea-level fall and that sedi-ments from this erosion have been deposited in the basin. This detrital package is onlapped by high amplitude seismic reflectors overlain by the "Messinian Salt" and the "Upper Evaporites". Towards the shelf, the transition between regressive deposits and overlying onlapping sediments is characterised by a wave-ravinement surface, suggesting that a significant part of the onlapping reflectors and overlying Messinian Evaporites were deposited during a relatively slow landward migration of the shoreline. The clear boundary between the smooth wave-ravinement surface and the subaerial Messinian Erosional Surface observed on the Gulf of Lions shelf and onshore in the Rh^ one valley is interpreted to have resulted from a rapid acceleration of the Mediterranean sea level rise at the end of the Messinian Salinity Crisis. Numerical simulation of this cycle of sea level change during the Messinian Salinity Crisis and of precipitation of thick evaporites during the slow sea level rise shows that this scenario can be modelled assuming a value of evaporation minus precipitation of 1.75 m 3 /m 2 /yr in the deep Mediterranean basins.

Abstract: International audience; The two sides of the Strandja Sill show a highly discontinuous stratigraphic succession since the Late Oligocene. This area, together with the Sea of Marmara Basin, is usually proposed as the gateway for the Paratethyan freshwaters and organisms that constituted the Lago Mare facies in the Mediterranean Sea during the Messinian Salinity Crisis (MSC). Our investigations involving new field observations and datings, together with previous studies, suggest that the sill has possibly experienced such a connection at around 8 Ma, i.e. significantly before the crisis. The proposal of a sea-level drop of the Black Sea before 7 Ma is not supported by our data on dinoflagellate cysts. Consistency of calcareous nannofossil succession at DSDP Site 380 is reinforced, allowing to reassert that subaerial erosion impacted both the southwestern Black Sea and the central Marmara – Dardanelles area during the peak of the MSC. At that time, this region was crossed by two oppositely directed fluvial networks, further supporting the absence of a marine gateway through the Strandja Sill. It is concluded that none of the Lago Mare events recorded in the Mediterranean during the MSC were the consequence of the passage of Paratethyan waters and organisms through this area. In the Black Sea, the well-dated Messinian fluvial erosion can be followed offshore. The overlying prograding deltaic deposits attest to a fast marine reflooding after the crisis. This constitutes a comprehensive erosion-sedimentation model in an area intensively explored for hydrocarbons.

Abstract: International audience; The marine context of the Lago Mare deposit near Malaga has received agreement as well as its ascription to the third Lago Mare event of Clauzon et al. (2005). This deposit is not a " transitional unit towards normal marine conditions " but followed the marine reflooding of the Mediterranean Basin, allowing the connection with the Dacic Basin (Eastern Paratethys). We show that this Lago Mare event did not result from a climatic change leading to a dilution episode but from a high sea-level connection. Different interpretations on the respective effects of tectonics and eustatism on the sedimentary archives linked to the Messinian Salinity Crisis (MSC) are once more debated. They depend on (1) the duration assigned to the MSC and its subdivisions, (2) the amplitude of the successive sea level variations, and at last (3) the dimensional (local or regional) view of the MSC. Such discrepancies concern subsidiary matters which cannot mask first order facts and progresses in their knowledge.

Abstract: International audience; This paper provides a new environmental, sedimentological and stratigraphic context of the Lago Mare deposits from the North Alboran region and clarifies their chronologic location with respect to the Messinian Salinity Crisis. We present new micropaleontological data (dinoflagellate cysts, calcareous nannoplankton, planktonic foraminifers), correlated with field observations and offshore seismic interpretations. We show that the Lago Mare event known in three onshore localities (Río Mendelín near Malaga, Zorreras near Sorbas, Gafares near Níjar) follows the marine reflooding of the Mediterranean Basin which ended the Messinian Salinity Crisis. Chronologically, these Lago Mare deposits last from the latest Messinian to the early Zanclean. In fact, the first influx of Paratethyan- organisms is revealed by the dinoflagellate cyst record from near Malaga within a Gilbert-type fan delta overlying the Messinian Erosional Surface. Invading molluscs and/or ostracods may have persisted in lagoonal coastal areas more or less affected by discontinuous marine influxes (Sorbas and Níjar). The Malaga area is convenient for a paleogeographic and sedimentary reconstruction which shows the prevalent forcing of sea level changes during the time-interval 5.600-5.332 Ma at the difference of the usually solicited prevalent tectonics. The studied Lago Mare event is the third episode resulting in such a paleobiological assemblage in the Mediterranean region and corresponds to the final two-way water exchange at high sea level between the Mediterranean and the former Paratethys. Abstract: During the Messinian Salinity Crisis, ~ 6 Myr ago, deep canyons were incised when a huge sea-level drawdown of ~ 1.5 km affected the Mediterranean Sea. Nearly contemporaneously, more than 2 km of evaporites accumulated in the basin. This event was the consequence of a complex interaction of tectonic movements and global sea-level variation associated with climatic evolution. This unusual event ended with the reflooding of the Mediterranean area. In this paper, using seismic line interpretation, we show that several landslides occurred in various parts of the Mediterranean Basin during this crisis. Three of these landslides are well preserved, and their dynamics were analyzed. Modeling of the slope stability demonstrates that these landslides may have been due to (i) the relief created by the deep erosion, and/or (ii) the reflooding, which triggered a pore pressure increase. The relatively small run-out distances of the three landslides suggest propagation in a submarine environment and triggering by sea-level rise.

Abstract: The recent geological history of Mars remains poorly studied, in comparison to theearly history of Mars (>3,5 Ga). However, the acquisition of new high-resolution imagesallowed to identified the presence of gullies on the surface of recent landforms such asdunes. In this work, we focused on characterizing the morphology of gullies and theirprocess(es) of formation. These new observations revive the issue of the presence of liquid water present on the surface of Mars than either pure or as a mixture (brine, debris flow ...). Experimental simulations in a cold room at Martian and terrestrial atmospheric pressure have been conducted. In particular, they allowed us to quantify the role of water content in the active layer of the permafrost in order to better constrain the mechanism of formation of gullies and their motion. We also described the seasonal evolution of small branched networks developed at spring during the 2007-2012 period., L’histoire géologique récente de Mars reste peu étudiée, comparativement à l’histoire « primitive » de Mars (>3,5 Ga). Cependant, l’arrivée de nouvelles images haute résolution a permis d’identifier la présence de ravines à la surface de terrains très récents. Dans ce travail, nous nous sommes attaché à caractériser la morphologie des ravines et les processus qui les ont générés. Ces nouvelles observations relancent la question de la présence d’eau liquide actuellement à la surface de Mars que ce soit à l’état pur ou sous forme de mélange (saumure, coulée de débris...). Des simulations expérimentales en chambre froide à la pression atmosphérique de Mars et de la Terre ont été menées. Elles ont notamment permis de quantifier le rôle de la teneur en eau dans la couche active du pergélisol sur le mécanisme de formation des ravines et leur mobilité. Nous avons également décrit l’évolution saisonnière de petits réseaux ramifiés qui se sont développés chaque année au printemps durant la période 2007-2012.

Considering both onshore and offshore observations, the subsequent reflooding is generally thought to have been very sudden. We present here offshore seismic evidence from the Gulf of Lions and re-visited onshore data from Italy and Turkey that lead to a new concept of a two-step reflooding of the Mediterranean Basin after the Messinian Salinity Crisis. The refilling was first moderate and relatively slow accompanied by transgressive ravinement, and later on very rapid, preserving the subaerial Messinian Erosional Surface. The amplitude of these two successive rises of sea level has been estimated at ≤500 m for the first rise and 600-900 m for the second rise. Evaporites from the central Mediterranean basins appear to have been deposited principally at the beginning of the first step of reflooding. After the second step, which preceeded the Zanclean Global Stratotype Section and Point, successive connections with the Paratethyan Dacic Basin, then the Adriatic foredeep, and finally the Euxinian Basin occurred, as a consequence of the continued global rise in sea level. A complex morphology with sills and sub-basins led to diachronous events such as the so-called 'Lago Mare'.This study helps to distinguish events that were synchronous over the entire Mediterranean realm, such as the two-step reflooding, from those that were more local and diachronous. Abstract: International audience; Introduction : Liquid water is not likely to be found on the surface of Mars because of atmospheric pres-sure/temperature conditions below water's triple-point. However, the discovery of gullies suggests that significant amounts of liquid water has flowed on Mars in a recent past [1]. This study focus on morphology of gullies over dunes on the Russell crater (54.5°S ; 12.7°E). Recent numerical simulations have shown that sinuous shapes of these Martian gullies over dunes can be better reproduced with liquid-water-bearing flows [2]. The discovery of debris flows on sand dunes is unexpexted and the origin of the fluid necessary for the formation of debris flows remains currently a mystery. Recent work shows that the gullies located on the Russell dune are not only extremely youthfull but seem also to be still active [3]. This study aims to : 1/ realize a morphological description of the debris flows of the Russell dune and the Present flow activity using the HiRISE images ; 2/ estimates the physical properties of the flows (velocities, flow rates) and the maximum grain size of the dune surface material ; 3/ use the different flow morphologies and the calculated parameters to compare the debris flows and the Present flow activity.

Abstract: As the volume of hyperspectral data for planetary exploration increases, efficient yet accurate algorithms are decisive for their analysis. In this paper, the capability of spectral unmixing for analyzing hyperspectral images from Mars is investigated. For that purpose, we consider the Russell megadune observed by the Compact Reconnaissance Imaging Spectrometer for Mars (CRISM) and the High-Resolution Imaging Science Experiment (HiRISE) instruments. In late winter, this area of Mars is appropriate for testing linear unmixing techniques because of the geographical coexistence of seasonal CO2 ice and defrosting dusty features that is not resolved by CRISM. Linear unmixing is carried out on a selected CRISM image by seven state-of-the-art approaches based on different principles. Three physically coherent sources with an increasing fingerprint of dust are recognized by the majority of the methods. Processing of HiRISE imagery allows the construction of a ground truth in the form of a reference abundance map related to the defrosting features. Validation of abundances estimated by spectral unmixing is carried out in an independent and quantitative manner by comparison with the ground truth. The quality of the results is estimated through the correlation coefficient and average error between the reconstructed and reference abundance maps. Intercomparison of the selected linear unmixing approaches is performed. Global and local comparisons show that misregistration inaccuracies between the HiRISE and CRISM images represent the major source of error. We also conclude that abundance maps provided by three methods out of seven are generally accurate, i.e., sufficient for a planetary interpretation.

Abstract: International audience; More than one thousand specimens of a morphological complex including Galeacysta etrusca Corradini & Biffi 1988 from 11 Upper Miocene and Lower Pliocene localities of the Paratethyan and Mediterranean realms have been studied using a biometric approach in part relating to the degree of separation between endocyst and ectocyst. Four stable biometric groups have been distinguished statistically, the occurrence or prevalence of which appears closely linked to environmental conditions irrespective of the realm. Group ‘a' is related to brackish conditions, group ‘b' to marine conditions, group ‘c' to freshwater, and group ‘d' to high nutrient levels. Based on an accurate chronology provided by calcareous nannoplankton bioevents and recognition of the Messinian Erosional Surface, this study reveals: 1. the high sensitivity of the Galeacysta etrusca complex for reconstructing paleoenvironments and discriminating phases of connection and isolation of basins; 2. the detailed history of this species complex which originated in the Pannonian Basin at ca. 8 Ma before invading the Dacic Basin during the interval 6–5.60 Ma, then migrating into the Mediterranean during high sea-level connections (the ‘Lago Mare' events just before and after the peak of the Messinian Salinity Crisis, i.e. at 5.60 Ma and during the interval ca. 5.46–5.278 Ma, respectively), and finally into the Black Sea at ca. 5.13 Ma; 3. an improved paleogeography for the Mediterranean and Paratethyan realms with focus on the location of corridors and the timing of when they were active. Based on field observations and dinoflagellate cyst data, we propose that the reflooding of the Mediterranean Basin by Atlantic waters occurred at ca. 5.46 Ma, about 130 kyr before the Zanclean GSSP (5.332 Ma).

Abstract: An intense controversy on chronostratigraphy of upper Miocene–lower Pliocene deposits and the Messinian Salinity Crisis in the Dardanelles area led to a systematic investigation of calcareous nannoplankton content of 10 key-sections representative of the most relevant regional Kirazli and Alcitepe formations. Our study shows clearly that the Kirazli Formation deposits predate the Messinian Salinity Crisis while those of the Alcitepe Formation postdate this outstanding event, which severely impacted the region as widely known around the Mediterranean Basin. Fluvial canyon cutting or gap in sedimentation linked to the peak of the Messinian Salinity Crisis separates the two formations. Detailed palaeoenvironmental investigations (based on the fluctuation and distribution pattern of dinoflagellate cysts, pollen grains and calcareous nannoplankton) allow us to reconstruct the regional palaeogeography before, during and after the Messinian Salinity Crisis. The gathered data do not indicate any marine corridor between the Eastern Mediterranean Sea and Eastern Paratethys through the Marmara Sea region at the time of the Messinian Salinity Crisis.

Abstract: International audience; We describe in detail an annual seasonal process that occurs on the surface of the Russell Crater megadune on Mars. We give these features the name ‘perennial rills’, because their surface topographical expression persists from year-to-year and they form a distinctive, downstream-branching network of small channels, or rills. We used time-series images, elevation data from stereophotogrammetry and spectral data to characterize the evolution of these features over 6 Mars years. Growth and modification of these networks occurs abruptly in spring (at a solar longitude of c. 200°) after most of the seasonal CO2 ice has sublimated. We find that the peculiar morphology of perennial rills seems to be the only aspect that sets them apart from active linear dune gullies. By comparison to terrestrial analogues, we identified two conditions favouring the production of such a network: (a) the presence of an impermeable layer; and (b) the repeated formation of obstacles in front of propagating channels. We find that the most plausible formation mechanisms that can explain the formation of both the perennial rills and the active linear dune gullies are levitating CO2 blocks or liquid debris flows of water/brine, but neither can completely satisfy all the observational evidence.

Abstract: International audience; This work aims to study the co-evolution of the flooding risk and land use to better understand how, through land use patterns, human societies have adapted to their environment or influenced it. A rereading of the coevolution of floods and society is important to understand both the nature and society and question the issue of land use and human activities in flood areas. River morphology evolution and extreme events occurrence during the last 200 years have been analyzed focusing on the influence of anthropic constructions during the same period of time. We have used these data sets to discuss the co-evolution of nature and societies. The Rhone valley has been significantly constructed (dam, embankment, nuclear power station). These constructions have been built since 1850-1860 in relation with the economic development but also after the decision to better control flooding events which have been taken after the 1856 floods. If the first traces of civilization, especially in the Rhone Valley, show that man has established safe from floods-on the high altitude points, for example-several factors (hydrological period of calm, high population and economic activities growth...) led them to develop their cities and activities in areas submitted to flood risks. If the urbanization of flooding areas has happened and continues to happen, that is mean that some factors have a more decisive influence on the choice of location than the risk presence. Why and when the human has been installed in areas liable to natural hazards? The idea is to identify these factors and prioritize them. In other cases, some major flood could permanently change the human implantation strategies on its territory: according to the impact of floods and the human risk perception, some communities have chosen to leave the risk areas or to change their land uses (agriculture / housing). This study aims to clarify these choices and understand their construction.
