This paper analyzes extractive industries in Colombia and their connections to other economic activities in the country. We use detailed social security data on all formal employees to create an industry-relatedness measure using labor flows between industries. Drawing on the vast network analysis literature, we exploit centrality measures to reveal the importance of the extractive sector among Colombian industries. Our results show that extractive industries are well connected within the Colombian industrial network, and that they are central overall and within their clusters. We also find that extractive industries have stronger linkages with manufacturing and agriculture than with other sectors. Finally, a higher relatedness to extractive activities is correlated with lower levels of employment, specially of female workers.

Post-editing the output of a statistical machine translation (SMT) system to obtain high-quality translation has become an increasingly common application of SMT, which henceforth we refer to as post-editing-based SMT (PE-SMT). PE-SMT is often deployed as an incrementally retrained system that can learn knowledge from human post-editing outputs as early as possible to augment the SMT models to reduce PE time. In this scenario, the order of input segments plays a very important role in reducing the overall PE time. Under the active learning-based (AL) framework, this paper provides an empirical study of several typical segment prioritization methods, namely the cross entropy difference (CED), n-grams, perplexity (PPL) and translation confidence, and verifies their performance on different data sets and language pairs. Experiments in a simulated setting show that the confidence of translations performs best with decreases of 1.72-4.55 points TER absolute on average compared to the sequential PE-based incrementally retrained SMT.

Introducción. La resistencia bacteriana es crítica para la selección de los antibióticos en el tratamiento de las infecciones, por ello es vital conocer su estado actual en nuestro medio. Objetivo. Determinar la sensibilidad antibiótica bacteriana in vitro obtenida de los cultivos de queratitis e infecciones intraoculares. Materiales y métodos. Se llevó a cabo un estudio retrospectivo en la Fundación Oftalmológica de Santander (FOSCAL), entre junio de 2011 y enero de 2012. Resultados. Se examinaron 92 muestras. Se identificaron 110 bacterias, 27 hongos y 12 amebas de vida libre. Del total de bacterias Gram positivas, 1,1 %, 0 %, 1,1 %, 16,9 %, 29,3 % y 85 % fue resistente a imipenem, moxifloxacina, gatifloxacina, levofloxacina, ciprofloxacina y tobramicina, respectivamente, mientras que la resistencia a estos mismos fármacos se presentó, respectivamente, en 0 %, 8,3 %, 0 %, 0 %, 18,2 % y 27,3 % de las bacterias Gram negativas. Los porcentajes de resistencia de los estafilococos positivos para coagulasa resistentes a la meticilina fueron 0 %, 0 %, 0 %, 7 %, 17 % y 100 %, respectivamente, y los porcentajes de los estafilococos negativos para coagulasa resistentes a la meticilina fueron 3 %, 0 %, 0 %, 24 %, 44 % y 100 %, respectivamente. Los porcentajes de resistencia bacteriana globales (tanto para bacterias Gram positivas como para Gram negativas) a imipenem, moxifloxacina, gatifloxacina, levofloxacina, ciprofloxacina y tobramicina fueron 1 %, 1 %, 1 %, 15,1 %, 28 % y 64,5 %, respectivamente. Conclusiones. Los niveles de resistencia bacteriana para imipenem, moxifloxacina y gatifloxacina fueron menores que para levofloxacina, ciprofloxacina y tobramicina. Los niveles de resistencia para la tobramicina fueron muy altos, lo que pone en duda su utilidad clínica en las infecciones oculares en nuestro medio. Objective: To determine in vitro antibiotic susceptibility of bacterial isolates obtained from keratitis and intraocular infections. Materials and methods: A retrospective study of microbiological tests in Fundación Oftalmológica de Santander (FOSCAL) was carried out between June, 2011, and January, 2012. Results: A total of 92 samples were examined and 110 bacteria, 27 fungi and 12 free-living amoebae were identified. Polymicrobial infections constituted 50% of the total; 1.1%, 0%, 1.1%, 16.9%, 29.3% and 85% of Gram-positive bacteria were resistant to imipenem, moxifloxacin, gatifloxacin, levofloxacin, ciprofloxacin and tobramycin, respectively, while 0%, 8.3%, 0%, 0%, 18.2% and 27.3% of Gram-negative bacteria were resistant to imipenem, moxifloxacin, gatifloxacin, levofloxacin, ciprofloxacin and tobramycin, respectively. For methicillin-resistant coagulase-positive staphylococci, resistance percentages to imipenem, moxifloxacin, gatifloxacin, levofloxacin, ciprofloxacin and tobramycin were 0%, 0%, 0%, 7%, 17% and 100%, respectively. For methicillin-resistant coagulase-negative staphylococci, resistance percentages to imipenem, moxifloxacin, gatifloxacin, levofloxacin, ciprofloxacin and tobramycin were 3%, 0%, 0%, 24%, 44% and 100%, respectively. Overall bacterial resistance to imipenem, moxifloxacin, gatifloxacin, levofloxacin, ciprofloxacin and tobramycin, for both Gram-positive and Gram-negative, was 1%, 1%, 1%, 15.1%, 28% and 64.5%, respectively. Conclusions: The levels of bacterial resistance to imipenem, moxifloxacin and gatifloxacin were lower than for levofloxacin, ciprofloxacin and tobramycin. The levels of resistance to tobramycin were very high, which calls into question its usefulness in this region of our country.

This paper presents a new word alignment method which incorporates knowledge about Bilingual Multi-Word Expressions (BMWEs). Our method of word alignment first extracts such BMWEs in a bidirectional way for a given corpus and then starts conventional word alignment, considering the properties of BMWEs in their grouping as well as their alignment links. We give partial annotation of alignment links as prior knowledge to the word alignment process; by replacing the maximum likelihood estimate in the M-step of the IBM Models with the Maximum A Posteriori (MAP) estimate, prior knowledge about BMWEs is embedded in the prior in this MAP estimate. In our experiments, we saw an improvement of 0.77 Bleu points absolute in JP–EN. Except for one case, our method gave better results than the method using only BMWEs grouping. Even though this paper does not directly address the issues in Cross-Lingual Information Retrieval (CLIR), it discusses an approach of direct relevance to the field. La Constitución de 1978, nacida del consenso entre las fuerzas políticas, ha demostrado ser, tras casi treinta años de vigencia, un instrumento eficaz para la implantación del sistema democrático en España. El reconocimiento de esta realidad no puede ser, sin embargo, óbice para que el analista y el estudioso adviertan graves motivos de preocupación por el deterioro institucional que, en parte por circunstancias políticas que han favorecido un imprevisto, pero también inmanente, desarrollo de algunos de sus supuestos fundamentales, se ha producido en los últimos años. El auge de nacionalismos exacerbados, el cuestionamiento de la existencia de la nación española, la colisión de criterios sobre la naturaleza de la unidad del Estado de las Autonomías, la ambigüedad sobre el límite de la transferencia de competencias a las comunidades, la indefinición sobre las competencias inherentes al Estado, el blindaje de las reformas estatutarias, la subordinación de las mayorías representativas a los condicionamientos de minorías como consecuencia de las deficiencias de la Ley Electoral, son, entre otras, causas de desánimo por parte de los ciudadanos y motivos principales de esa preocupación que invitan a reflexionar sobre la conveniencia de una reforma constitucional y los posibles modos de concretarla.
