Introducción: el Sistema Nacional de Salud cubano cuenta con una red de revistas científicas médicas y dentro de estas las estudiantiles. Entender la historia de una revista científica ayuda a los investigadores a identificar publicaciones relevantes, seguir la evolución de ciertos temas o líneas de investigación, así como medir el impacto de la misma. Objetivo: describir la reseña histórica de la revista Gaceta Médica Estudiantil de la Universidad de Ciencias Médicas de Guantánamo, Cuba. Métodos: se realizó una investigación de corte histórico, a través de una revision documental, entrevista a expertos y galenos fundadores, así como la revisión de los diferentres registros, bases de datos en que ha sido registrada Gaceta Médica Estudiantil. Desarrollo: se relatan cronológicamente aspectos del surgimiento, fortalecimiento y consolidación de Gaceta Médica Estudiantil. Se resaltan sus principales resultados para la comunidad científica, tales como: Premio Rector 2023 de la Universidad de Ciencias Médicas de Guantánamo, Premio CITMA Guantánamo 2023 y se encuentra indexada en el Grupo 2, según lo establece la clasificación de revistas del Ministerio de Educación Superior. Conclusiones: la fundación de Gaceta Médica Estudiantil es un hito para la historia de la ciencia joven guantanamera. Pese a su corto tiempo contó con la dirección y asesorías correctas para su evolución. Este constituye el primer documento que aborda la historia de esta revista científica estudiantil.

Hurricane Matthew affected the eastern region of Cuba from October 4th to 5th causing large damages and numerous landslides. This research presents an inventory of landslides triggered by the hurricane. Visual interpretation of satellite images of moderate resolution from Sentinel 2A instrument and localized higher resolution satellite images provided by PlanetScope, as well as field research were the main sources of information. The resulting landslide inventory was compared with other landslide factors such as slope, geology, and soil deep and composition from maps at a scale of 1:100 000. Data recorded by 1-hour rain gauges and 24-hour rain gauge was also analyzed in order to identify rainfall thresholds for the occurrence of landslides during the Hurricane Matthew influence in the study region. A total of 619 landslides were identified and classified as rockslide, rockfall or debris flows. The research found the slope was not as important factor as the type of rock. Most of landslides were located in areas of green shale of volcanic and vulcanoclastic rocks and rocks of the ophiolitic complex formed by ancient remnants of oceanic crust. The accumulate rainfall threshold estimated for the event was between 178-407 mm/day.

For the systematic evaluation of the hydraulic drought, precise and formal data of habitual observations of both, variables of the hydrological cycle and those associated with the hydraulic infrastructure are needed. Managing this type of drought requires innovative techniques to assess water resources under extreme conditions. This research was focused on the design of a methodological tool for the evaluation of hydraulic drought. Initially, the search for tools for drought management was intended, identifying 18 environmental indicators and 46 indexes among the most used for monitoring and control, from which seven are selected. Methodological gaps are identified for the evaluation of hydraulics drought through specific indicators. An index is proposed to evaluate the state of water resources during drought events, validated in the Manuel Tames municipality of Guantánamo province, with the purpose of influencing the improvement of the management of this valuable resource supporting the decision-making process. Oxyrrhis marina Dujardin 1841 es una morfoespecie fagotrófica con una distribución universal. Si bien se reconoce su presencia en varios ecosistemas alrededor del mundo, son pocos los reportes de floraciones y relativamente pocos los estudios explícitos sobre su distribución natural. En este trabajo se informa por primera vez la presencia de O. marina en la costasuroriental de Cuba, específicamente en la bahía de Guantánamo, en Septiembre de 2013, en una floración mixta con otras especies de cianobacterias y dinoflagelados. La especie fue identificada sobre la base de características morfológicas bien establecidas mediante el uso de técnicas de microscopía óptica y tratamiento digital de imagen.

The interrogation scenes of Harold Pinter's The Birthday Party are often interpreted as absurd or symbolic. However, I argue that the scenes provoke recognition of complicity and theatrically position the audience as interrogator and interrogated through use of indeterminacy, laughter, nonsense, and terror. Moreover, torture techniques from the CIA Interrogation & Manipulation Manual are presciently executed in the play. The play's interrogators deploy nonsense and indeterminacy as torture, destroying the ontological certainty of the interrogated, and these methods mirror the CIA Manual's 'Alice in Wonderland' technique and 'theory' of 'regression'. In this essay, real interrogations emerge as dangerously theatrical, and nonsense as a potential means of grievous harm. Additionally, I consider the implications of this analysis in relation to Mohamedou Ould Slahi's memoir Guantánamo Diary. Slahi's memoir includes multiple instances of how unsettling metaphors of fictional works are invoked or paralleled by actual interrogation and torture. Furthermore, analysis of the memoir complicates this essay's examination of the roles of nonsense, laughter, and indeterminacy, as Slahi shows how laughter ties to normalisation, how nonsense relates to incompetence, and how that incompetence is a corollary of the fantasy of order and absolutes that interrogators enact, a fantasy with irreparable consequences. What separates camps and prisons as distinct institutions of confinement? This question has important implications for geographic research, and particularly for current and potential intersections between "camp studies" and other contiguous fields in geography. Here, I conceptualize camps and prisons as historical formations, whose distinction varies at specific junctures. I compare confinement sites in reference to their temporal equilibriums and changes over time, so as to highlight possible convergences among them. To demonstrate my argument, I take legal developments concerning the Guantánamo Bay detention camp as an empirical reference point, and I examine the camp's progressive normalization within the US carceral circuit. This article reckons with the figure of Blackness in the US military prison at Guantánamo Bay, from captives who are racialized as both Muslim and Black to the invocations of racism and slavery in discourses incited by the prison. Broad continuities between the War on Terror and various forms of anti‐Black state violence have long been observed by critical commentators, but this article aims to theorize these relationships with greater precision through the analytic of captivity. As a modality of racialization, captivity entails mobility across contexts as well as encounters of captivation through public narrative. This approach offers a distinctive vantage point on how the War on Terror's racialization of Muslims cross‐cuts diverse geographies of Blackness, including in Muslim‐majority societies. This essay follows the memoirs of Mohamedou Ould Slahi (Mauritania) and Walid Muhammad al‐Hajj (Sudan) and is informed by the author's experiences as an attorney and activist working to close the prison. »Das Unsichtbare erforschen. Erfahrungen extremer Gewalt als methodologische Herausforderung«. The study of extreme violence confronts researchers with a number of methodological challenges. This applies especially to approaches in violence research that focus on visual materials. Drawing on research on experiences of violence and resistance in the Guantánamo Bay detention camp, this article discusses two key sets of problems connected with the (in)visibility of violence. Problems of contextual (in)visibility result from various aspects of the context under study (e.g., spatial layout, access control, media technologies). An analysis of Guantánamo and its visual representations suggests that, quite generally, visually-oriented violence research needs to reflect the availability, selectivity, framing, and contested nature of its materials. In contrast, problems of epistemic (in)visibility do not result from the contexts studied but from the way they are studied. These problems become particularly relevant when examining the acts and experiences of those affected by violence. I argue that the dominant methodological approach to violence and culturally entrenched concepts of victimhood promote the neglect of the victims' experiences, subjectivity, and agency. Therefore, research needs to search for alternative ways to approach phenomena of violence - for example, by analyzing non-visual materials, such as personal documents of victims. Referring to accounts of former Guantánamo inmates, some of the challenges of such an approach are discussed. Overall, I conclude that that questions of (in)visibility need to be considered in every study on violence - both as an important condition of analysis and as an essential aspect of the phenomena analyzed. Introduction: leprosy is a health problem with a high biopsychosocial impact, however, there is no study that characterizes it in the municipality of Guantánamo. Objective: to characterize clinical aspects of leprosy in the Guantánamo municipality in the period 2015-2019. Method: an observational, retrospective, descriptive and longitudinal study of all patients (N = 117) with this diagnosis was carried out. The frequency of diagnosis by years, clinical forms, detection method, time of diagnosis and degree of disability secondary to this disease were specified. Results: 2017 was the year during which more patients with leprosy were diagnosed (25.7%), the most frequent clinical form was lepromatous (56.4%). More commonly, leprosy was detected spontaneously (83.8%), the diagnosis of leprosy was early (92.3%) and in 93.1% of the patients it did not generate any degree of disability. Conclusions: leprosy is not currently a health problem in the Guantánamo municipality, but the diagnosis is not usually with the precociousness that is demanded since it is still carried out late, with poor recognition of the clinical manifestations by primary health care and population, which reveals the importance of actions aimed at screening for this disease.

Contemporary sovereignty is updated within the field of governmentality, and exercises its power in an extralegal and extrahuman form on certain populations considered dangerous for social security. These practices lead to unlivable lives not only because they are outside the law, but also, and for the same logical reasons, because they are outside the frameworks that define what is human. Guantanamo constitutes the exemplary paradigm of the denial of the legal and ontological status of prisoners whose lives are suspended indefinitely. Among the conclusions drawn from this reflection is that the excess of sovereign power threatens the human life of those sectors considered to be dangerous, as well as community life which becomes reduced to risk, enmity and rejection.

Introduction: no studies have been conducted to characterize patients with HIV/AIDS infection in Manuel Tames municipality, Guantánamo. Objective: to characterize clinically and epidemiologically the HIV/AIDS infected patients in Manuel Tames municipality, Guantanamo. Method: a descriptive, cross-sectional, retrospective study was carried out, covering the period 1988-2020. The studied population consisted of 46 patients with a diagnosis of HIV/AIDS. Variables studied were as follow: age, sex, marital status, year of the diagnosis report, clinical classification, source of information, scheme of treatment, concomitant diseases. Results: patients 25 to 35 years old were found as the most affected (n=18; 31.9%), with a predominance of males (n=28; 60.9%). Most of patients were found single (n=37; 80.4%). The most common source of information was the capitated category (n=11; 23.9%). Most patients were found in category A (n=33; 71.7%), which supports the figure that 32 patients (69.6%) had no disease associated with virus infection. The highest percentage of patients used the Dulutegravir plus Trubada treatment scheme (n=26; 56.5%). Conclusions: as an end point of the outcome it can be said that HIV/AIDS infection is a disease seen in the middle ages of life, with an increasing number of infections as the years go by. When patients maintain a correct treatment schedule, fewer concomitant diseases are observed and they remain in the clinical categories with the fewest complications.

Guardians of the Night (2018) is a short‐length film set in Guantánamo, Cuba, that aims to engage with a temporal scape too long disregarded by visual anthropologists: the night. This article, written by the filmmakers, reflects on some of the challenges and opportunities offered by the night for ethnographic fieldwork, filmmaking, and more specifically, sound recording. We locate our work as part of a movement to recognize the night as a spatiotemporal dimension that should be explored further from a sensorial perspective and outside the diecentric focus that social sciences have established in their approaches to social and cultural phenomena. Introducción: la Psiquiatría ha recorrido un largo camino a lo largo de la historia de la humanidad, es la rama de las ciencias médicas que se ocupa del estudio de las enfermedades mentales. Actualmente se considera la ciencia que se ocupa del estudio del psiquismo del hombre como ser social. El problema de investigación partió de la necesidad de ofrecer referentes relacionados con la contextualización actual de la evolución de la Psiquiatría en Guantánamo. Objetivo: recopilar información concerniente a la evolución histórica de la especialidad de Psiquiatría en esta provincia. Método: se realizó una investigación de corte histórico, a través de revisiones de diversas bibliografías, entrevista a expertos, galenos precursores y profesionales de la salud estudiosos del tema en cuestión. Resultados: se acopió información concerniente con la evolución histórica de la Psiquiatría guantanamera, donde se relacionan los aspectos generales y fundadores de la especialidad antes y después de 1959 (década de los 70, 80, 90 y actualidad). Consideraciones finales: la Psiquiatría guantanamera evoluciona de forma reveladora y aplicando actualmente para su atención el método clínico hasta llegar a tener equipos de salud mental en toda la provincia, brindando una atención de calidad, asentando las bases con la introducción de las nuevas pautas para la promoción de la salud mental y prevención de los trastornos psíquicos, diagnóstico de las enfermedades mentales, tratamiento y rehabilitación de las personas que las padecen.

El artículo propone analizar los discursos mediáticos sobre refugio en Uruguay entre 2014/2018, con el objetivo de comprender las operaciones argumentativas e ideológicas que orientan el discurso de la prensa escrita de Uruguay para influir en la formación de los marcos interpretativos. Se analizan las editoriales y cartas de lectores de dos de los medios más vendidos en el país desde la perspectiva del análisis crítico del discurso. La metodología cuantitativa se construyó a partir de la elaboración de una base de datos (927 piezas en total) y la cualitativa en el análisis de contenido del corpus (13 piezas editoriales y 46 cartas de lectores). El artículo concluye que las estrategias discursivas apuntaron a imponer una agenda propia de los medios en torno a las consecuencias políticas de la recepción de refugiados “musulmanes” en Uruguay y a intervenir la agenda política del gobierno de izquierdas liderado por José Mujica.

This article situates Chapter 3 of Nasser Hussain's The Jurisprudence of Emergency within the broader reassessment in recent years of the history of habeas corpus in England during the seventeenth, eighteenth, and nineteenth centuries. As it demonstrates, not only was Hussain ahead of his time in highlighting the means by which habeas became a tool not for the promotion of individual rights, but for the accumulation of judicial power and the concomitant normalization of emergencies; one can also see clear reflections of his analysis in the jurisprudence of U.S. courts arising out of the detention of non-citizens at Guantánamo. This is an article by a practitioner who has worked on two sides of the divide between countering terrorism and protecting human rights, both as Netherlands Human Rights Ambassador and later as the Dutch Special Counterterrorism Envoy. What was most striking in looking at these two periods that were roughly a decade apart, was how different the issues and perspectives at the junction of countering terrorism and respecting human rights were. These can be attributed to three factors: 1) that in the first period the shock of 9/11 was still new and the US was in overdrive; 2) the differences between al-Qaeda and the Islamic State; and 3) revolutionary technological changes that have an impact on human rights and on the way a terrorist organization can function these days. In this article, the results of investigations are described on the wooden domestic architecture in the city of Guantánamo, whose state of decadence causes a negative impact in the urban image, and the environment, in spite of its urban, historical and cultural transcendence for that city. It had as an objective to contribute to their recognition, starting from their characterization and their state of current conservation. Theoretical and empiric methods were applied, inside which are the inventory, study of cases, characterization, diagnostic, definition and classification of causes that impact in their deterioration and gradual disappearance. As a result, the need for a comprehensive intervention strategy is proposed, with a view to establish its possible protection in the future. A series of emerging actions associated with the existing transformations, as well as consolidation efforts are recommended, as a preliminary approach to recovering this heritage. En el presente trabajo se analizan las normas convencionales del Derecho Internacional Humanitario y del Derecho Internacional de los Derechos Humanos (DIDH) aplicadas al caso de los prisioneros acusados de terrorismo internacional que se encuentran en la base naval estadounidense ubicada en la bahía de Guantánamo (Cuba). Sus instalaciones se utilizan como centro de detención de prisioneros capturados en diversas operaciones de las Fuerzas Armadas estadounidenses, a quienes se les señala partícipes en diversos grados de implicancia en redes globales de terrorismo. En la actualidad, una gran cantidad de prisioneros se encuentran detenidos de manera indeterminada, sin tener acceso a las garantías mínimas legales reconocidas por el DIDH, amparándose en la doctrina de la guerra preventiva o “Preemptive War” como estrategia de seguridad nacional. De allí que se presente un conflicto de normas convencionales entre las que se reconocen en el Convenio IV para los prisioneros de la base naval y las normas convencionales del DIDH. Ello conlleva a los siguientes interrogantes: uno sobre la norma aplicable el estatus jurídico que les correspondería a los prisioneros de la base naval en Guantánamo, y otro sobre la postura adoptada por Estados Unidos a una circunstancia transgresora de los derechos humanos.

Introducción: la historia de la cirugía se remonta a los orígenes de la humanidad. En sus inicios la cirugía no constituía una parte separada de la medicina, pero muchos de los tratamientos que aplicaban los primeros hombres que poblaron la tierra eran realmente quirúrgicos. Guantánamo tiene actualmente muy buenos cirujanos y un buen desarrollo de la especialidad, sin embargo, se evidencia un escaso nivel de conocimientos sobre la evolución histórica de dicho tema en la mencionada provincia. Objetivo: elaborar un material referativo sobre aspectos importantes de la historia de la Cirugía General en la localidad de Guantánamo. Método: se realizó una investigación de corte histórico, a través de revisiones bibliográficas, entrevista a expertos, galenos fundadores y profesionales de la salud estudiosos del tema. Resultados: se elaboró un material donde se relacionan los aspectos generales y fundadores de la cirugía guantanamera antes de 1959, así como después de 1959 (década de los 70, 80, 90 y actualidad). Conclusiones: la cirugía guantanamera evoluciona de forma significativa después del triunfo de la Revolución y sienta las bases para introducir con el desarrollo científico-técnico las nuevas técnicas quirúrgicas.

Neste artigo mobilizando o pensamento de Giorgio Agamben, Judith Butler e Jacques Derrida, problematizamos os discursos que anunciam o fim da democracia. Apresentaremos as críticas à democracia, começando pelo percurso que leva Agamben a perceber que a exceção constitui a regra, mesmo nas democracias contemporâneas. Guantánamo será para nós paradigma do estado de exceção identificado por Agamben, explorado pela crítica de Butler à política de guerra dos EUA. No segundo momento, vamos visitar, na filosofia de Derrida, a ideia de democracia como um regime autoimunitário, que só existe como abertura para sua própria autodestruição, não podendo ela ser definida senão como uma democracia porvir.

This article reads the poetry of MohammedelGharani and Ibrahimal-Rubaish, former detainees included in Marc Falkoff's collection Poems from Guantánamo: The Detainees Speak, and of José Ramón Sánchez, longtime resident of the Cuban city of Guantánamo, as a formof regional literature produced on contested ground. The article discusses the concept of sovereign power over individuals presented in three contemporary British and American theatre plays, specifically in Guantanamo: Honor Bound to Defend Freedom by Vera Brittain and Gillian Slovo, Frances Ya-Chu Cowhig's Lidless and Yussef El Guindi's Back of the Throat. The focus of the paper is on the representation of suspected terrorists, their imprisonment, abuse and torture. The plays are examined from the perspective of Girard's concept of scapegoat, Foucault's biopolitics and torture, and Agamben's sovereign power over bare life and state of exception, in order to show mechanisms applied by the US government to deny the suspects of their freedom and human rights.
