Erneuerbare Energiequellen und energiesparender technischer Fortschritt ermöglichen es, den CO2-Ausstoß einer Volkswirtschaft bei steigendem Bruttoinlandsprodukt zu senken. Um die Klimaziele zu erreichen, müssen diese Anstrengungen aber noch deutlich verstärkt werden.

Mit dem "European Chips Act" will die EU mehr als 40 Mrd. Euro ausgeben, um bei systemwichtigen Technologien unabhängiger von China zu werden und im Subventionswettlauf mit den USA nicht zurückzufallen. Doch sowohl das geostrategische Argument als auch die Effizienz und Nachhaltigkeit der Subventionen sind fragwürdig.

We assess the cleansing effects of the recent banking crisis. In U.S. regions with higher levels of supervisory forbearance on distressed banks during the crisis, there is less restructuring in the real sector and the banking sector remains less healthy for several years after the crisis. Regions with less supervisory forbearance experience higher productivity growth after the crisis with more firm entries, job creation, and employment, wages, patents, and output growth. Supervisory forbearance is greater for state-chartered banks and in regions with weaker banking competition and more independent banks, while recapitalisation of distressed banks through TARP does not facilitate cleansing.

In der Finanzkrise sind Boni für Bankmanager in die Kritik geraten. Bonussysteme stehen im Verdacht, Anreize für eine zu riskante Kreditvergabe zu setzen. Der vorliegende Beitrag untersucht am Beispiel einer großen internationalen Geschäftsbank, wie sich ein Bonussystem, das ein hohes Volumen neu vergebener Kredite belohnt und den Ausfall von Krediten bestraft, auf das Verhalten von Kreditsachbearbeitern auswirkt. Die Ergebnisse zeigen, dass Kreditsachbearbeiter die Anbahnung neuer und die Überwachung bestehender Kredite verstärken, wenn sie ihren monatlichen Bonus zu verlieren drohen. Eine genauere Prüfung von Kreditanträgen findet dagegen nicht statt. Kreditsachbearbeiter passen ihr Verhalten besonders gegen Monatsende an, wenn die Bonuszahlung herannaht. Langjährige Mitarbeiter reagieren stärker auf das System als jüngere Kollegen. Komplexe Produktivitätsaspekte wie die Teamfähigkeit können mit Bonussystemen nicht erfasst werden.

Die gegenwärtige Corona-Strategie der Bundesregierung, wenn man sie denn so nennen kann, konzentriert sich darauf, besonders gefährdete Personen durch Impfung zu schützen und die Ansteckung aller anderen durch den Lockdown zu vermeiden. Sie ignoriert, dass Menschen im täglichen Leben immer Risiken eingehen und dabei auch Risiken berücksichtigen, die durch das Verhalten anderer entstehen. Sie entscheiden selbst, wie stark sie sich gefährden, je nach ihrer persönlichen gesundheitlichen Situation und Risikoaffinität. Die Möglichkeit, Risiken einzugehen, ist ein inhärenter Teil einer freiheitlichen Gesellschaft: Die Gesellschaft vertraut prinzipiell dem Einzelnen, einigermaßen vernünftige Entscheidungen zu treffen - und die Konsequenzen zu tragen, wenn die Dinge schiefgehen. Der Staat setzt dabei die Rahmenbedingungen, aber niemals mit dem Ziel, das Risiko für den Einzelnen auf null zu drücken.

Savings rates among European households have reached record levels during the Corona recession. We investigate three possible explanations for the increase in household savings: precautionary motivations induced by increased economic uncertainty, reduced consumption opportunities due to lockdown measures, and Ricardian Equivalence, i.e. increases in the expected future tax-burden of households driven by increases in government debt. To test these explanations, we compile a monthly panel of euro area countries from January 2019 to August 2020. Our findings indicate that the chief driver of the increase in household savings is supply: As governments restrict households' opportunities to spend, households spend less. We estimate that going from no lockdown measures to that of Italy's in March, would have resulted in the growth of Germany's deposit to Gross Domestic Product (GDP) ratio being 0.6 percentage points higher each month. This would be equivalent to the volume of deposits increasing by roughly 14.3 billion euros or 348 euros per house monthly. Demand effects, driven by either fears of unemployment or fear of infection from COVID-19, appear to only have a weak impact on household savings, whereas changes in government debt are unrelated or even negatively related to savings rates. The analysis suggests that there is some pent-up demand for consumption that may unravel after lockdown measures are abolished and may result in a significant increase in consumption in the late spring/early summer 2021.

The German government launched an unprecedented range of support programmes to mitigate the economic fallout from the Covid-19 pandemic for employees, self-employed, and firms. Fiscal transfers and guarantees amount to approximately €1.2 billion by now and are supplemented by similarly impressive measures taken at the European level. We argue in this note that the pandemic poses, however, also important challenges to financial stability in general and bank resilience in particular. A stable banking system is, in turn, crucial to ensure that support measures are transmitted to the real economy and that credit markets function seamlessly. Our analysis shows that banks are exposed rather differently to deteriorated business outlooks due to marked differences in their lending specialisation to different economic sectors. Moreover, a number of the banks that were hit hardest by bleak growth prospects of their borrowers were already relatively thinly capitalised at the outset of the pandemic. This coincidence can impair the ability and willingness of selected banks to continue lending to their mostly small and medium sized entrepreneurial customers. Therefore, ensuring financial stability is an important pre-requisite to also ensure the effectiveness of fiscal support measures. We estimate that contracting business prospects during the first quarter of 2020 could lead to an additional volume of non-performing loans (NPL) among the 40 most stressed banks ‒ mostly small, regional relationship lenders ‒ on the order of around €200 million. Given an initial stock of NPL of €650 million, this estimate thus suggests a potential level of NPL at year-end of €1.45 billion for this fairly small group of banks already. We further show that 17 regional banking markets are particularly exposed to an undesirable coincidence of starkly deteriorating borrower prospects and weakly capitalised local banks. Since these regions are home to around 6.8% of total employment in Germany, we argue that ensuring financial stability in the form of healthy bank balance sheets should be an important element of the policy strategy to contain the adverse real economic effects of the pandemic.

Die Politik steht zurzeit vor einem scheinbar unlösbaren Dilemma. Einerseits sollen die Infektionszahlen niedrig gehalten werden: um die medizinische Infrastruktur nicht zu überfordern, und weil in Abwesenheit einer wirkungsvollen Behandlung Menschenleben gerettet werden sollen. Andererseits wäre aber die Ansteckung großer Teile der Bevölkerung (jünger als 60 Jahre und ohne Vorerkrankungen) vielleicht sogar erstrebenswert, weil die Symptome bei dieser Gruppe ohnehin kaum bis gar nicht wahrnehmbar sind und durch sie eine Herdenimmunität entstehen würde, die systematisch Infektionsketten unterbrechen könnte.

Young entrepreneurial firms are of critical importance for innovation. But to bring their new ideas to the market, these startups depend on investors who understand and are willing to accept the risk associated with a new firm. Perhaps the key reason as to why the US has succeeded in producing nearly all the most successful new firms of the 21st century is the economy's ability to supply vast sums of capital to promising startups. The volume of venture capital (VC) invested in the US is more than 60 times that of Germany (OECD, 2017). In this policy note, we argue that differences in the regulatory and structural context of institutional investors, in particular life insurance companies, is a central driver of the relative lack of VC - and thereby successful startups - in Germany.

We conduct stress tests for a large sample of German banks across different recoveries from the Corona recession. We find that, depending on how quickly the economy recovers, between 6% to 28% of banks could become distressed from defaulting corporate borrowers alone. Many of these banks are likely to require regulatory intervention or may even fail. Even in our most optimistic scenario, bank capital ratios decline by nearly 24%. The sum of total loans held by distressed banks could plausibly range from 127 to 624 billion Euros and it may take years before the full extent of this stress is observable. Hence, the current recession could result in an acute contraction in lending to the real economy, thereby worsening the current recession , decelerating the recovery, or perhaps even causing a "double dip" recession. Additionally, we show that the corporate portfolio of savings and cooperative banks is more than five times as exposed to small firms as that of commercial banks and Landesbanken. The preliminary evidence indicates small firms are particularly exposed to the current crisis, which implies that cooperative and savings banks are at especially high risk of becoming distressed. Given that the financial difficulties may seriously impair the recovery from the Covid-19 crisis, the pressure to bail out large parts of the banking system will be strong. Recent research suggests that the long run benefits of largely resisting these pressures may be high and could result in a more efficient economy.

Die Corona-bedingte Wirtschaftskrise könnte den deutschen Bankensektor massiv in Mitleidenschaft ziehen, wenn die nationale und europäische Aufsicht nicht in den nächsten Monaten gegensteuert. Das ist die Aussage einer IWH-Studie, in der wir die Jahresabschlüsse von mehr als einer halben Million deutscher Unternehmen mit den Bilanzdaten von über 1 000 hiesigen Banken verknüpft haben. Die Stichprobe umfasst rund 90% der Bilanzsumme aller Banken und schließt alle großen systemrelevanten Geldhäuser mit ein. Wir benutzen dabei sektorspezifische Prognosen für die wirtschaftliche Entwicklung: Wir beziehen also die Tatsache mit ein, dass die Tourismusbranche besonders und die Baubranche relativ wenig von der Krise betroffen ist. Wir simulieren mehrere Szenarien: eines mit einer schnellen Erholung (V-förmig), eines mit einer relativ langsamen Erholung (U) und ein Szenario, in dem die Krise noch eine längere Zeit anhält (L).

Deposit insurance protects depositors from failing banks, thus making insured deposits risk-free. When a deposit insurance limit is increased, some deposits that previously were uninsured become insured, thereby increasing the share of risk-free assets in households’ portfolios. This increase cannot simply be undone by households, because to invest in uninsured deposits, a household must first invest in insured deposits up to the limit. This basic insight is the starting point of the analysis in this paper., Grâce à l’assurance-dépôts, les déposants sont protégés contre les défaillances bancaires et leurs dépôts assurés sont à l’abri des risques. Why do some banks react to deregulation by expanding geographically while others do not? This paper examines this question using exogenous variation in locally non-diversifiable risk that banks face in their home state. As a measure of locally non-diversifiable risk we use data on damages arising from natural disasters in the U.S. Combining this data with information on the staggered deregulation in the 90s, we find that banks facing such risks expand significantly more into other states after deregulation than banks that do not face such risks. Only large banks are able to take advantage of deregulation, small banks are not. Finally, banks that do expand, do not necessarily seek to reduce their exposure to risk when expanding.

Der Boom auf dem US-amerikanischen Eigenheimmarkt in den frühen 2000er Jahren führte zur schwersten Finanzkrise der vergangenen Jahrzehnte. Wissenschaftler haben unterschiedliche Faktoren dokumentiert, die zum rasanten Anstieg der Immobilienpreise beigetragen haben. Kaum beleuchtet wurde bisher die Rolle der US-Wohnungspolitik, insbesondere die Förderung des privaten Wohneigentums durch den Community Reinvestment Act (CRA). Der vorliegende Beitrag untersucht die Geschichte dieses Bundesgesetzes und seine Auswirkungen auf den Markt für Hypotheken und Wohneigentum seit den späten 1990er Jahren. Infolge des CRA wurden seit 1998 deutlich mehr Hypotheken aufgenommen. Der Anstieg der Immobilienpreise in der Boomphase beruhte zum Teil auf diesem politisch induzierten Anstieg der Hypothekenvergabe. Der CRA ermöglichte es auch Kreditnehmern mit geringerer Kreditwürdigkeit, eine Hypothek aufzunehmen - in der Folge kam es zu vermehrten Zahlungsausfällen. Der CRA hat also zum Boom-Bust-Zyklus auf dem amerikanischen Immobilienmarkt beigetragen. Er kann als Beispiel einer wohlmeinenden Politik gelten, die unbeabsichtigt wohlfahrtsmindernde Wirkungen zeitigt.

Die globale Bankenkrise der Jahre 2008/2009 hatte weltweit signifikant negative Auswirkungen auf die Realwirtschaft, und in vielen Ländern fiel die folgende wirtschaftliche Erholung deutlich langsamer aus als in vorherigen Rezessionen. In den Monaten nach der Insolvenz der amerikanischen Investmentbank Lehman Brothers reduzierten Banken ihre Kreditvergabe an Unternehmen, was zu einem Anstieg der Arbeitslosigkeit, einem Rückgang an Investitionen und einer Verringerung der Produktivität führte. Während diese kurzfristigen Effekte in der bisherigen Forschung gut dokumentiert sind, sind die langfristigen Auswirkungen von Bankenkrisen bisher weit weniger gut verstanden. Zwei aktuelle Studien unter IWH-Beteiligung zeigen, dass Bankenkrisen generell negative langfristige Effekte auf das Wachstum von Firmen haben, dass die Rettung von schwachen Banken während der Krise mit Produktivitätsverlusten in späteren Jahren einhergeht, und dass diese negativen langfristigen Effekte durch die Existenz inflexibler Löhne verstärkt werden.

We employ a unique identification strategy linking survey data on household consumption expenditure to bank-level data to estimate the effects of bank funding stress on consumer credit and consumption expenditures. We show that households whose banks were more exposed to funding shocks report lower levels of nonmortgage liabilities. This, however, only translates into lower levels of consumption for low income households. Hence, adverse credit supply shocks are associated with significant heterogeneous effects.

'Vereintes Land - drei Jahrzehnte nach dem Mauerfall' heißt die Publikation, die das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) heute vor einem Monat veröffentlicht hat. Wir analysieren darin die Entwicklungsunterschiede im heutigen Deutschland. Ob Wirtschaftsleistung oder Löhne, Zuwanderung oder Bildung: In vielerlei Hinsicht zeichnen die regionalen Muster beständig die einstige Teilung zwischen DDR und alter Bundesrepublik nach. Das zeigen wir sehr anschaulich und überlegen, wie sich die Unterschiede verkleinern ließen. Und die Reaktionen aus Teilen der Politik? Entrüstung, Diskreditierung von Forschung und Versuche, Wissenschaftler persönlich herabzusetzen.
