This research aims at assessing the potential of an semi-unsupervised approach to create labeled samples for predicting deprivation probability at 100x100m. We compare Machine Learning (ML) and Deep Learning approaches (DL) with a combination of Sentinel-1 (S1) and Sentinel-2 (S2) data. Our results confirm that the propose approach for creating labelled samples using semi-supervised method works. This study investigates the potential of freely available Sentinel-1 imagery coupled with Google Earth Engine (GEE) for mapping and monitoring flooding in Dar es Salaam. Sentinel-1 images (n = 55) available during the rainy season (March–May) since 2016 were used and processed in GEE. For separating water and land surfaces, we used a histogram-based automatic thresholding method. The binarization accuracy was assessed using confusion matrix based on 1064 randomly generated points in GEE. Overall accuracy of 95% (Kappa = 0.90) were achieved. Dar es Salaam has experienced flood inundation per flood event on average over an area of 50 km2 in March 2019 and 2021. Territories located along the Ocean and inland water shores, built and bare ground were subject to flooding compared to other land cover types. Flooding inundations have been difficult to detect in the city center. With the current temporal and spatial resolution of Sentinel-1, flood detection in city centers remains a challenge yet. Airport location is a well-known planning issue that can have a significant impact on a city’s accessibility, economy, noise pollution, and residents’ well-being. In this article, we leverage existing open-source geoinformation and geographical information system (GIS) software to compute statistical indicators that allow us to characterize worldwide the extent to which airports are enclosed in their surrounding urban environment, considering both human overcrowding and actual land use around airports. A so-called enclosure index is developed based on the number of residents and their distance from the airport. A significant number of airports face a high enclosure index, but no clear relationships with air traffic volumes are found. This study also investigates actual land use around airports through a principal component analysis, which unveils interesting contrasts across airports’ surroundings and suggests that, on average, airports with more traffic tend to be located close to—or within—densely built districts. Earth observation technologies offer non-intrusive solutions for monitoring complex and risky sites, such as landfills. In particular, unmanned aerial vehicles (UAVs) offer the ability to acquire data at very high spatial resolution, with full control of the temporality required for the desired application. The versatility of UAVs, both in terms of flight characteristics and on-board sensors, makes it possible to generate relevant geodata for a wide range of landfill monitoring activities. This study aims to propose a robust tool and to provide data acquisition guidelines for the land cover mapping of complex sites using UAV multispectral imagery. For this purpose, the transferability of a state-of-the-art object-based image analysis open-source processing chain was assessed and its sensitivity to the segmentation approach, textural and contextual information, spectral and spatial resolution was tested over the landfill site of Hallembaye (Wallonia, Belgium). This study proposes a consistent open-source processing chain for the land cover mapping using UAV data with accuracies of at least 85%. It shows that low-cost red-green-blue standard sensors are sufficient to reach such accuracies and that spatial resolution of up to 10 cm can be adopted with limited impact on the performance of the processing chain. Urbanization in the global South has been accompanied by the proliferation of vast informal and marginalized urban areas that lack access to essential services and infrastructure. UN-Habitat estimates that close to a billion people currently live in these deprived and informal urban settlements, generally grouped under the term of urban slums. Two major knowledge gaps undermine the efforts to monitor progress towards the corresponding sustainable development goal (i.e., SDG 11 - Sustainable Cities and Communities). First, the data available for cities worldwide is patchy and insufficient to differentiate between the diversity of urban areas with respect to their access to essential services and their specific infrastructure needs. Second, existing approaches used to map deprived areas (i.e., aggregated household data, Earth observation (EO), and community-driven data collection) are mostly siloed, and, individually, they often lack transferability and scalability and fail to include the opinions of different interest groups. In particular, EO-based-deprived area mapping approaches are mostly top-down, with very little attention given to ground information and interaction with urban communities and stakeholders. Existing top-down methods should be complemented with bottom-up approaches to produce routinely updated, accurate, and timely deprived area maps. In this review, we first assess the strengths and limitations of existing deprived area mapping methods. We then propose an Integrated Deprived Area Mapping System (IDeAMapS) framework that leverages the strengths of EO- and community-based approaches. The proposed framework offers a way forward to map deprived areas globally, routinely, and with maximum accuracy to support SDG 11 monitoring and the needs of different interest groups.

With rapid urbanization leading to the proliferation of deprived urban areas (often referred to as “slums") in sub-Saharan Africa, there is a growing number of city dwellers living in inadequate housing conditions and being exposed to multiple hazards. In this context, Earth Observation has the potential for filling gaps in spatial data availability and thereby support evidence-based policy making. We assess the potential of free open-source software, open dual-pol SAR and optical imagery (Sentinel-l and Sentinel-2), and open global datasets for producing accurate city-scale maps of areas having morphological characteristics of deprivation. Implementing a grid-based machine learning approach, we evaluate different combinations of spectral and spatial Sentinel features, and features from global data. The results show that a high accuracy can be reached with the best combinations. Since publishing maps with hard labels (e.g. deprived vs. non-deprived areas) could raise ethical concerns or even lead to misuses, the output is provided as gridded morphological deprivation probability maps., info:eu-repo/semantics/published

Machine learning algorithms such as Random Forest (RF) are being increasingly applied on traditionally geographical topics such as population estimation. Even though RF is a well performing and gen- eralizable algorithm, the vast majority of its implementations is still ‘aspatial’ and may not address spatial heterogenous processes. At the same time, remote sensing (RS) data which are commonly used to model population can be highly spatially heterogeneous. From this scope, we present a novel geographical implementation of RF, named Geographical Random Forest (GRF) as both a predictive and exploratory tool to model population as a function of RS covariates. GRF is a disaggregation of RF into geographical space in the form of local sub-models. From the first empirical results, we conclude that GRF can be more predictive when an appropriate spatial scale is selected to model the data, with reduced residual autocorrelation and lower Root Mean Squared Error (RMSE) and Mean Absolute Error (MAE) values. Finally, and of equal importance, GRF can be used as an effective exploratory tool to visualize the relationship between dependent and independent variables, highlighting interesting local variations and allowing for a better understanding of the processes that may be causing the observed spatial heterogeneity., info:eu-repo/semantics/published

Urbanisation has had a profound impact in sub-Saharan Africa and can be attributed to the complex human-environment interaction. Knowledge on long-term urbanisation processes in sub-Saharan Africa is lacking. Besides, understanding the urbanisation process in sub-Saharan Africa necessitates to go beyond the global scale to the local scale to unravel the idiosyncrasies in the growth of each city. The perennial lack of data (or data meeting required specifications) is a bottleneck to such studies. Very often, the nature of the available data might present challenges to existing classification algorithms. Moreover, availability of adequate and well-curated reference datasets presents a bottleneck to the generation of accurate land-cover maps. The main aim of this research was to conduct a long-term analysis of urbanisation patterns in Central Africa by developing methodologies based on deep learning, a class of Artificial Intelligence. To this end, we address the main research question: “How can we understand long-term urbanisation patterns by applying deep learning on digital aerial images in Central Africa?” We used case-studies from three cities in Central Africa namely Goma and Bukavu in The Democratic Republic of Congo and Bujumbura in Burundi, to aid in understanding the urbanisation process in sub-Saharan Africa. We generate baseline data from an archive of historical panchromatic orthomosaics that allow for the capturing of the urbanisation before the onset of rapid urbanisation that was characteristic of Countries in sub-Saharan Africa after gaining independence from colonialism.The main contribution of this thesis is the 60-year long-term analysis of urbanisation patterns for three cities in Central Africa using a unique dataset of historical orthomosaics. The growth patterns and driving forces are analysed using spatial and qualitative data. The results show that social triggers such as wars drive urban expansion. On the contrary, biophysical drivers such as, L’urbanisation a eu un impact profond sur l’Afrique subsaharienne et peut être attribuée à l’interaction complexe entre l’homme et l’environnement. Les connaissances sur les processus d’urbanisation sur des temps longs font défaut. De plus, la disponibilité d'ensembles de données de référence adéquats et fiables constitue un goulot d'étranglement pour la création de cartes précises de l'occupation des sols.L'objectif principal de cette recherche était de mener une analyse sur des temps longs des différentes modes d'urbanisation en Afrique centrale en développant des méthodologies basées sur le deep learning, une forme d'intelligence artificielle. Socio-economic and demographic data is often released at the level of census administrative units. However, there is often a need for data available at a higher spatial resolution. Dasymetric mapping is an approach that can be used to disaggregate such data into finer levels of detail. It relies on the assumption that proxies available at a higher spatial resolution, along with knowledge of an area, can be used to produce weights in order to spatially reallocate the data to a finer scale layer. The power and efficiency of machine learning (ML) approaches can be taken advantage of when producing weighted layers for dasymetric mapping. Less advanced users, however, may find these approaches too complex. To encourage a wider uptake of such approaches, easy-to-use tools are necessary. GRASS GIS is a free and open-source GIS software that contains many modules for processing geographic data. The existing GRASS GIS add-on “v.area.weigh” already makes the dasymetric mapping approach more accessible, however users must provide their own weighted layer. This paper presents the development of a GRASS GIS add-on, “r.area.createweight”, which provides a simple and convenient tool to facilitate the implementation of a ML-based approach to produce weighted layers for dasymetric mapping. Regional land use monitoring at high spatial, temporal, and thematic resolution is an important expectation of Walloon stakeholders. Over the last decade, increased data-processing capacities and the annual acquisition of remotely sensed data have resulted in the production of a large amount of relevant geodata. The INSPIRE directive and its obligations for 2020 serve as a path for the development of a new user-driven and open-source hierarchical land use classification system mapping scheme, as presented in this paper. The process includes intensive user consultation, the development of an entire automatic processing chain, and efforts to address challenges such as big data handling, the variability of input data properties, and reproducibility. The thematically detailed land use map, with its 69 classes, is already widely used by Walloon stakeholders, and new demands for updating have already emerged. Sub-Saharan African (SSA) cities are some of the most rapid-growing regions inthe world. As estimated by the United Nations, more than 50% of the Africanpopulation will reside in cities by 2030 while in absolute numbers, its population willhave doubled - from 1.2 billion in 2015 to 2.5 billion by 2050. This ongoing shift hasdramatically affected the capacity of several SSA cities to provide essential servicesfor its residents, such as durable housing, employment and healthcare accessibility.On the contrary, the proliferation of slums, further marginalizing the urban poor hasbeen an undisputed observation of the last years. It is therefore profound, that effortsto improve the quality of life of urban dwellers are needed. A starting point to do so,it to provide relevant authorities, stakeholders and organizations with useful socioeconomic,demographic and health indicators of the urban dwellers. Nonetheless, Inlarge parts of SSA, this type of critical information is at best scarce and at worstnon-existent and certainly not suited for sophisticated intra-urban analyses.This thesis harnesses the strength of very-high-resolution (VHR) satellite remotesensing to provide multi-level (physical, socio-economic, demographic and epidemiological)representations of the urban surface in several major SSA cities. Multitemporal environmental and urban studies are essential to guide policy making to ultimately improve human wellbeing in the Global South. Land-cover products derived from historical aerial orthomosaics acquired decades ago can provide important evidence to inform long-term studies. To reduce the manual labelling effort by human experts and to scale to large, meaningful regions, we investigate in this study how domain adaptation techniques and deep learning can help to efficiently map land cover in Central Africa. We propose and evaluate a methodology that is based on unsupervised adaptation to reduce the cost of generating reference data for several cities and across different dates. We present the first application of domain adaptation based on fully convolutional networks for semantic segmentation of a dataset of historical panchromatic orthomosaics for land-cover generation for two focus cities Goma-Gisenyi and Bukavu. Our experimental evaluation shows that the domain adaptation methods can reach an overall accuracy between 60% and 70% for different regions. Land cover maps contribute to a large diversity of geospatial applications, including but not limited to land management, hydrology, land use planning, climate modeling and biodiversity monitoring. In densely populated and highly fragmented landscapes as observed in the Walloon region (Belgium), very high spatial resolution is required to depict all the infrastructures, buildings and most of the structural elements of the semi-natural landscapes (like hedges and small water bodies). Because of the resolution, the vertical dimension needs explicit handling to avoid discontinuities incompatible with many applications. For example, how to map a river flowing under a bridge? The particularity of our data is to provide a two-digit land cover code to label all the overlapping items. The identification of all the overlaps resulted from the combination of remote sensing image analysis and decision rules involving ancillary data. The final product is therefore semantically precise and accurate in terms of land cover description thanks to the addition of 24 classes on top of the 11 pure land cover classes. The quality of the map has been assessed using a state-of-the-art validation scheme. Its overall accuracy is as high as 91.5%, with an average producer’s accuracy of 86% and an average user’s accuracy of 91%.
