Universal screening and progress monitoring are evidence-based practices in early intervention/early childhood special education (EI/ECSE). Individual Growth and Development Indicators (IGDIs) for infants/toddlers are measures that programs can use for universal screening, progress monitoring, intervention decision-making, and accountability. Prior to the COVID-19 pandemic, IGDIs were administered and scored exclusively in person by certified early educators. Because of COVID-19, EI/ECSE practitioners could no longer conduct in-person assessments. We report how two early intervention programs implemented IGDIs using remote protocols that included (a) preparation of parents for IGDI administration at home, (b) session observation by program staff using videoconferencing, and (c) remote coding of the child's performance by program staff when interacting with a parent/caregiver play partner using the standard toy set. The remote protocols are described, and uptake by the programs is compared before and during the pandemic. Equivalence of children's scores from in-person versus remote protocols is reported, as well as caregivers' and program staff's preferences. Implications for remote early childhood services are discussed.

A tenet of the Multi-Tiered System of Supports (MTSS) is that even evidence-based interventions will not be effective with all children. We examined preschool children's response to a supplemental literacy intervention ("Story Friends") in two classrooms. Children with weak vocabulary skills were identified and received the intervention. The extremes in children's response to "Story Friends" ranged from highly effective to very ineffective. In one classroom, three children who were not responsive to "Story Friends" received additional intervention components. Two of these children acquired new vocabulary words at rates comparable to highly responsive peers receiving "Story Friends" only, and greater than peers in both classrooms not receiving additional support. The third child was dropped due to refusal to attend sessions. Children's lack of learning the control words demonstrated that their progress on the taught words was not due simply to listening to the words read in the stories.

Measures of young children's social development are needed in the Multi-Tier System of Supports (MTSS) approach to early childhood. In 2004, we reported initial development of an observational measure of infants' and toddlers' social skills designed for early educators, the Early Social Indicator (ESI). Engaging, focusing, and persisting in the completion of tasks are among the skills needed for school success. Tracking whether a child is learning cognitive problem-solving skills is essential in knowing if they are acquiring skills important for development and school readiness; and if not, how they are responding to early intervention. Use of the Early Problem-Solving Indicator (EPSI) was documented by data for 2,614 children (6-42 months of age) collected by the early childhood staff from 45 programs. Results indicated that the EPSI was (a) scalable across programs, assessors, and assessment occasions, (b) reliable, (c) sensitive to growth over months of age, (d) comprised a dynamic continuum of skills within and across skills over time, and (e) moderated by children's disability status but not gender or home language. Implications for research and practice are discussed.

Findings from randomized control trials indicated that children at risk for language delay achieved significantly larger growth on the Early Communication Indicator formative language measure if their home visitors used the MOD to guide DDDM, compared to children whose home visitors were self-guided in their DDDM. Here, we describe findings from a randomized control trial indicating that these superior MOD effects extend to children's language growth on standardized, norm-referenced language outcomes administered by assessors who were blind to condition and that parents' use of language promotion strategies at home mediated these effects. Implications and limitations are discussed.

Children's engagement is an important construct often reported in early intervention and early childhood special education. However, its utility depends on its definition, measurement, theory of change, and empirical evidence. Our purpose is to discuss innovations in children's literacy engagement (CLE) and report empirical evidence demonstrating how these advancements can be used to promote children's learning and school readiness. We discuss five specific innovations: (1) defining CLE as the behavioral target of intentional instruction, (2) directly assessing CLE using the CIRCLE ecobehavioral observation system, (3) including CLE in a larger framework of instructional decision-making, (4) evaluating new CLE-focused instructional interventions, and (5) supporting children who are not responding to instructional intervention. We describe how these innovations help address the questions of "under what conditions" and "for whom" preschool instructional interventions are effective. Implications are discussed.

Programs serving infants and toddlers are expected to use child data to inform decisions about intervention services; however, few tools exist to support these efforts. The Making Online Decisions (MOD) system is an adaptive intervention that guides early educators' data-based intervention decision making for infants and toddlers at risk for language delay. Using a cluster randomized design to test the effect of the MOD, home visitors (HVs) were assigned to either use the MOD or not across 13 Early Head Start programs. Both groups used the Early Communication Indicator (ECI) for progress monitoring and a parent-mediated language promotion intervention. Children from both groups demonstrated significant growth in expressive communication. However, children whose HVs fully implemented the MOD grew significantly more than the group that did not use the MOD, even after statistically controlling for parent and HV variables. Implications for designing effective and usable systems to promote the use of data-based decision-making practices by infant-toddler service providers are discussed, as well as limitations of the current study.

We addressed this limitation by advancing knowledge the EMIs scalability through a website and improved psychometrics in a large sample. Results indicated that the EMI was (a) scalable evidenced by a large volume of early childhood staff users in programs in five states with 628 children and 2,258 individual EMI assessments, (b) sensitive to growth over time, (c) comprised of a complex continuum of skill development, and (d) influenced by moderators (i.e., home language, Individual Family Service Plan [IFSP] status). Implications for research and practice are discussed.

Implications are discussed.

Many schools around the country are getting positive responses implementing Response to Intervention (RTI) within a Multi-Tiered System of Support (MTSS) framework (e.g., Abbott, 2011; Ball & Trammell, 2011; Buysee & Peisner-Feinberg, 2009). RTI refers to an instructional model that is based on a student's response to instruction. RTI instruction is often divided into three tiers, namely, Tier 1 (T1) whole class instruction, Tier 2 (T2) small group intervention, and Tier 3 (T3) individualized intervention. RTI emphasizes (1) universal screening to identify children who need additional support; (2) a continuum of best practice interventions that increase in intensity; and (3) ongoing progress monitoring (PM; Abbott et al., 2008). At the classroom level, a team is created and may include the classroom teacher, paraprofessionals, and sometimes special education teachers and administrators. The classroom team works to create an action-oriented plan through data-driven decision making (DDDM), which is a process used to make instructional decisions based on verifiable data. This article describes L3D, which is a preschool literacy program, grounded in DDDM that was developed across two federally-funded research projects (Greenwood, Abbott, Atwater, Beecher, & Petersen, 2012; Sheridan, Carta, Knoche, Abbott, & Clarke, 2011). The first project investigated different components within an MTSS model and created a DDDM tool called the Tune-Up Checklist (TUC; see Appendix A; Abbott, Knoche, Beecher, Peterson, & Payette, 2012). The TUC is a self-reflection tool that guides instructional implementation. The second project expanded the TUC to include fidelity of implementation checklists and created L3D.

Purpose: Children who do not develop early literacy skills, especially phonological awareness (PA) and alphabet knowledge, prior to kindergarten are at risk for reading difficulties. We investigated a supplemental curriculum with children demonstrating delays in these skills.Method: A cluster randomized design with 104 preschool-age children in 39 classrooms was used to determine the efficacy of a supplemental PA curriculum, "PAth to Literacy." The curriculum consists of 36 daily scripted 10-min lessons with interactive games designed to teach PA and alphabet skills. A vocabulary intervention ("Story Friends"), which also uses a small-group format, served as the comparison condition. Results: Multilevel modeling indicated that children in the experimental condition demonstrated significantly greater gains on the Dynamic Indicators of Basic Early Literacy Skills (DIBELS) First Sound Fluency (Dynamic Measurement Group, 2006) and Word Parts Fluency (Kaminski & Powell-Smith, 2011) measures. Educational relevance was evident: 82% of the children in the experimental condition met the kindergarten benchmark for First Sound Fluency compared with 34% of the children in the comparison condition. Teachers reported overall satisfaction with the lessons. Conclusions: Results indicated that the vast majority of children demonstrating early literacy delays in preschool may benefit from a supplemental PA curriculum that has the potential to prevent reading difficulties as children transition to kindergarten. In 2013, Spencer, Goldstein, Sherman, et al. reported the promising effects of a supplemental, technology-assisted, storybook intervention (Tier 2) containing embedded instruction targeting the oral language learning of preschool children at risk for delays. We sought to advance knowledge of the intervention by replicating it in a new sample and examining children's responses to the narrator's instructional prompts and associations with learning outcomes. Results indicated that children were highly successful in responding with the narrator's task-management prompts (i.e., "turn the page"), particularly after the first book. Children were much less proficient in correctly responding to the narrator's word-teaching prompts (i.e., "say enormous"), but improved over additional storybooks. Exposure to the intervention accelerated children's weekly oral language learning, and effect sizes were comparable to those of Spencer et al. Children's increased word knowledge was positively correlated with their correct responding to the narrator's word-teaching prompts in particular. Effectively scaling up evidence-based educational practices requires identification of barriers to the wide-scale implementation and maintenance of such practices at a distance from the original research and development team. The two studies reported here investigated the implementation of ClassWide Peer Tutoring (CWPT) in nine schools across five states. In Study 1, implementation was measured in terms of the percentage of teachers who completed the tasks required to conduct CWPT and the research protocol. Factors were identified that may have contributed to implementation variability across schools. In Study 2 we used "rate of implementation" as the implementation measure in an effort to assess the degree to which the factors identified in Study 1 affected implementation across a larger group of schools. Barriers were classified as Strong, Weak, or Non-Barriers. Implementation barriers included limited communication between practitioners and research staff, lack of support for CWPT from school and/or district leaders, and unexpected changes in school administrative responsibilities or staffing. Strategies for overcoming these barriers and the need for additional implementation research are discussed. (Contains 4 tables and 5 figures.)

A single-subject reversal design with counterbalanced phases across two classrooms was used to measure the effects of peer tutoring on the retention and generalization of spelling words in two third-grade general education classrooms. The results revealed that the mean pretest-posttest gain scores during all the peer tutoring phases of the two classes was 31.3, compared to 20.3 in the baseline phases. However, there was no apparent difference between peer tutoring and baseline phases in terms of the percentage correct on retention measures. Generalization test results showed that peer tutoring resulted in 13 to 18 percentage points higher than teacher-led instruction. (Contains 7 tables and 5 figures.)

A study investigated the multiyear effects of evidence-based literacy practices and a program to prevent early reading failure in one elementary school. Results indicate teachers did implement new evidence-based practices, use of these practices resulted in increases in silent reading, and growth in reading fluency was substantial overall. Early childhood is an opportune time to begin teaching STEM, and preschool education provides the opportunity. How children experience and respond to STEM in community‐based preschools is our focus. Using the CIRCLE classroom observation system, we examined how frequently and in what contexts preschool teachers provided STEM learning opportunities, and how children responded using quantitative–descriptive methods. Data were collected in 39 low‐socioeconomic status (SES), community‐based preschool classrooms on a stratified sample of 117 children that included mono‐English speaking children, dual language learners, and children with a diagnosed disability. Results indicated that children were exposed to nonacademic content 71% of the observed time. In contrast, STEM instruction occurred only 7% of the time, or about 6 min of our 90 min observation on a given day. When teachers provided STEM content, the probability that children were academically engaged was 0.57 compared with only 0.08 during nonacademic content. There were no statistically significant differences in STEM academic content received between girls and boys, children with versus without an Individualized Education Program (IEP), and English‐only speakers versus dual language learners. However, dual language learners were significantly less engaged during STEM than English‐only speakers. Implications are discussed. [ABSTRACT FROM AUTHOR]

Despite much progress in improving the quality of preschool programs, there is still an uneven quality of instruction in early childhood settings. Providing support and professional development (PD) for teachers that is practical, systematic and sustainable is one potential avenue to increase classroom quality in preschool, including quality of literacy instruction. Preschool educators who want to focus on increasing the quality of literacy instruction need simple-to-use tools that can be implemented quickly and provide a means to assess progress towards the goal of improving literacy instruction. The Quality of Literacy Implementation checklist measures how well the teaching staff include intentional, instruction in literacy/oral language. Rather than focusing on a specific curriculum or intervention, quality of implementation focuses on the teacher's delivery of key procedural features of evidence-based instruction. As is the case with fidelity of implementation, a quality of implementation checklist not only measures implementation but also provides a roadmap about how instruction might be modified to ensure that critical and essential skills are emphasized across the preschool day.

This article describes the development and validation of the Developmental Snapshot, a 52-item parent questionnaire on child language and vocal communication development that can be administered monthly and scored automatically. The Snapshot was created to provide an easily administered monthly progress monitoring tool that enables parents to better recognize language milestones and offers professionals prompt information to fine-tune intervention strategies. Initial items were piloted by 15 families; refinement and further development of the instrument was conducted with parents of 308 typically developing children. Reliability and criterion validity metrics were examined on subsets of approximately 60 children who completed the Snapshot on a monthly basis and who were evaluated on standard assessments administered by speech language pathologists (SLPs). Divergent validity was also examined for samples of children diagnosed with language delays related to autism spectrum disorder (ASD) (n = 77) or not (n = 49). Results supported the criterion validity (r = 0.67-0.97) and test-retest reliability claims of the Snapshot (r = 0.95). Sensitivity and specificity for language delay detection also were good at 87%. Potential applications for progress monitoring, fidelity of intervention, and enhancing parents' awareness of their child's language and vocal communication changes are discussed.

Increasingly, prekindergarten programs with literacy outcome goals are seeking to implement evidence-based practices to improve results. Such efforts require instructional intervention strategies to engage children as well as strategies to support teacher implementation. Reported is the iterative development of Literacy 3D, an enhanced support system for Tier 1 literacy instruction that combines evidence-based strategies for teacher implementation with instructional intervention strategies. A waitlist randomized control trial (W-RCT) design was used over two years. In Year 1, classroom clusters were randomized to two groups, one Literacy 3D and the other a waitlist BAU comparison. In Year 2, the waitlist group received Literacy 3D. First year results indicated that Literacy 3D was promising with regard to improving teachers' use of Literacy 3D practices as well as some intermediate teacher outcomes. Improvements were made and re-tested with the waitlist group in Year 2. Results produced better outcomes in teacher, child, and early literacy outcomes. Implications are discussed.

Educational relevance was evident: 82% of the children in the experimental condition met the kindergarten benchmark for First Sound Fluency compared with 34% of the children in the comparison condition. Teachers reported overall satisfaction with the lessons. Conclusions: Results indicated that the vast majority of children demonstrating early literacy delays in preschool may benefit from a supplemental PA curriculum that has the potential to prevent reading difficulties as children transition to kindergarten.

In 2013, Spencer, Goldstein, Sherman, et al. reported the promising effects of a supplemental, technology-assisted, storybook intervention (Tier 2) containing embedded instruction targeting the oral language learning of preschool children at risk for delays. We sought to advance knowledge of the intervention by replicating it in a new sample and examining children's responses to the narrator's instructional prompts and associations with learning outcomes. Results indicated that children were highly successful in responding with the narrator's task-management prompts (i.e., "turn the page"), particularly after the first book. Children were much less proficient in correctly responding to the narrator's word-teaching prompts (i.e., "say enormous"), but improved over additional storybooks. Exposure to the intervention accelerated children's weekly oral language learning, and effect sizes were comparable to those of Spencer et al. Children's increased word knowledge was positively correlated with their correct responding to the narrator's word-teaching prompts in particular. Implications for research and practice are discussed.

Response to Intervention (RTI) or Multi-Tiered Systems of Support (MTSS) is beginning to be implemented in preschool programs to improve outcomes and to reduce the need for special education services. The proportions of children in programs identified as struggling learners through universal screening have important implications for the feasibility of these approaches as well as for the way programs might allocate resources and staff implementing tiered models of intervention. The expected proportions of children who might be identified for higher tiers of instructional support in pre-kindergarten settings are relatively unknown. The proportions of children who would have been identified for higher tiers of instructional language/literacy support when using three different universal screening measures are described. Participants were 659 children participating in the Center for Response to Intervention in Early Childhood (CRTIEC) Tier 1 Study. Results indicated that the proportions of children at Tier 2 and Tier 3 performance levels were higher for children in low-income eligibility programs and varied by program-level characteristics including numbers of English language learners and children with special needs, as well as the universal screening measure used. Implications of these findings suggest the importance of increased focus on early literacy and language in Tier 1 instruction in programs serving high proportions of children at risk as a means of preventing reading failure in future years.

The prevalence of struggling readers by third grade nationwide is estimated at one in three. Reports trace the roots of this problem to early childhood and the opportunity to learn language and early literacy skills at home and in preschool. Reports also indicate that one-size-fits-all preschool language and literacy instruction is beneficial for only some children. The Center for Response to Intervention in Early Childhood (CRTIEC) was funded by the National Center for Special Education Research at the Institute of Education Sciences (IES) to conceptualize and develop evidence-based assessment and curricular tools that early education programs could include in their plans for teaching language and literacy skills using a multi-tier system of supports (MTSS) or response to intervention (RTI) approach. CRTIEC also was directed to provide leadership in disseminating information about progress in applying MTSS approaches to instruction in early childhood. The articles in this issue summarize the work of the Center through descriptions of the process of developing and validating tools needed for an MTSS approach and summaries of the research completed by the Center.

Purpose: Children who do not develop early literacy skills, especially phonological awareness (PA) and alphabet knowledge, prior to kindergarten are at risk for reading difficulties. We investigated a supplemental curriculum with children demonstrating delays in these skills. Method: A cluster randomized design with 104 preschool-age children in 39 classrooms was used to determine the efficacy of a supplemental PA curriculum, PAth to Literacy. The curriculum consists of 36 daily scripted 10-min lessons with interactive games designed to teach PA and alphabet skills. A vocabulary intervention (Story Friends), which also uses a small-group format, served as the comparison condition. Results: Multilevel modeling indicated that children in the experimental condition demonstrated significantly greater gains on the Dynamic Indicators of Basic Early Literacy Skills (DIBELS) First Sound Fluency (Dynamic Measurement Group, 2006) and Word Parts Fluency (Kaminski & Powell-Smith, 2011) measures. Children with emotional and behavioral disorders (E/BD) struggle to achieve social and academic outcomes. Many studies have demonstrated self-management interventions to be effective at reducing problem behavior and increasing positive social and academic behaviors. Functional behavior assessment (FBA) information may be used in designing effective self-management interventions. The purpose of this study was to link self-management procedures to hypothesized behavior function in three children with E/BD. Results demonstrated that self-monitoring (SM) alone could be enhanced using information derived from FBA and that consequences delivered by teachers were less effective than a self-management treatment package.

Preschool experience plays a role in children's development. However, for programs with language and early literacy goals, the question remains whether preschool instructional experiences are sufficiently effective to achieve these goals for all children. In a multisite study, the authors conducted a process-product description of preschool instruction, and children's growth and outcomes in typical programs (i.e., Pre-K, Title 1, Head Start, Tuition-Based) using a response to intervention (RTI) perspective. Results indicated that (a) students in their preschool year prior to kindergarten made small gains, but students starting the year in lower Tier 2 and 3 performance levels did not close initial skills gaps, (b) variations were noted by program types with varying sociodemographics and instructional processes, and (c) the quality of instruction (Tier 1) received by all was low with room for improvement. Implications for future research on the application of the RTI approach and potential benefits are discussed. (Contains 4 tables and 4 figures.)
