Europe’s waters are under mounting pressure. Agricultural and industrial activities as well as increased urbanisation trigger pollution, over-abstraction and modification of water bodies. Digital technologies such as mobile devices, sensor networks, real-time monitoring, cloud computing, machine learning, and modelling tools are acknowledged as key enabler to improve the management of water infrastructures while at the same time considering interoperability, cybersecurity and governance aspects. The Horizon2020 project digital-water.city (DWC) brings to the market a series of innovations for water monitoring. New sensors enable the surveillance of key business operations such as illicit connections in stormwater networks, sewer maintenance efficiency, CSO emissions, irrigation efficiency and microbial river impacts. DWC also creates new modelling capacities for a range of uses e.g. the simulation of sewer flow, real-time assessment of water reuse risks, prediction of bathing water quality and advanced asset management strategies. Decision support systems are brought to a new level with enhanced control capacities of wastewater reuse for irrigation or integrated management of sewer networks and wastewater treatment plants. 15 digital solutions are being co-developed with the utilities of five major European urban and peri-urban areas: Paris, Berlin, Copenhagen, Milan and Sofia. An example of connecting water management to food safety is ensuring hygienic quality of treated wastewater for reuse in agricultural irrigation. DWC implements digital solutions in Milan to monitor microbial indicators in treated wastewater in near-real time. Drones are used to determine irrigation needs and a matchmaking platform brings together farmers, operators of wastewater treatment and health authorities aiming at the implementation of a sanitation safety plan and a serious game informing about the water-food-energy nexus. The same near real-time monitoring device is used in Paris and Berlin to monitor bathing water quality in surface water. In connection with low-cost temperature sensors for the detection of combined sewer overflows (CSO), overall surface water quality is improved from releasing retention capacities in sewers. The latter is also targeted by implementing improved flow forecasts from weather and radar data into hydraulic sewer models and wastewater treatment plant management as shown for Copenhagen. In Sofia, sewer infrastructure performance is improved by combining sewer inspection with sewer cleaning, plus, improving understanding of sewer hydraulics and optimization of the operational work of the utility, is aimed at with low-cost temperature sensors. With these and the other examples of digital solutions, DWC is linking utilities from major European cities and the digital and physical world

Motivated by complying with the EU Water Framework Directive (EU 2000) for ‘Øresund’ to reduce nitrogen emissions as well as to optimize the sewer system across their many shareholders, BIOFOS and DHI joined a large Intereuropean Research and Demonstration project, Digital Water City (DWC), under the Horizon2020 program. The paper presents methods and results of this work by September 2022., This project has received funding from the European Union's Horizon 2020 research and innovation program under grant agreement No 820954.

This report contains the demonstration outcomes of 11 digital solutions under WP2. For each solution, it describes the demonstration site and challenges, the achievements in terms of performance and return on investment and the approach to assess and quantify the benefits via solution-specific key performance indicators (KPIs). Section 1 introduces the solutions and their targeted impacts. The following section 2 to 12 document the demonstration of the digital solutions (DSs). For each DS, the solution itself and demonstration are outlined, KPI definition is documented and return on experience is assessed. By M30, all DS were at the stage of approaching the end of the demonstration phase. KPI were defined, but not fully assessed, yet. The deliverable will be updated by M42. This deliverable is further part of the full “environment” of WP2 deliverables. The baseline for implementing and demonstrating the DS is detailed in D2.1 Implementation plan (M12), and technical specifications and expected benefits and recommendations for replication are given in D2.3 Technology report (final version in M36 as D2.4) This report is a draft version of the final report that will be delivered updated in M42. Following the external review, the executive summary has been added to reflect the consideration of the comments received. The final report (M42) will be enhanced following the reviewers’ comments by splitting solution-specific Return on Experience section into technological issues (developers’ perspective), financial/ economic benefits (CAPEX/OPEX) and end- users’ experience including more generalized return on experience to reflect on the added value of the DWC digital solutions for water infrastructure operators linking solution-specific KPIs to overall expected impact and project KPIs., This report is a draft version of the final report that will be delivered updated in M42 (November 2022).

The first section describes the different CoPs operating in DWC including their key aims and goals. The second section reports the activities carried out and the progress achieved in the five local CoPs (i.e. DWC Berlin, DWC Copenhagen, DWC Milan, DWC Paris and DWC Sofia). Then, the two events organized for the Intra-Project CoP in the initial 30 months are documented. Finally, four annexes provide support information which has been shared with the CoP leaders to facilitate the setting up and operation of the CoPs.

This deliverable introduces the policy matrix for the project digital-water.city. It serves as a framework of reference on the policies impacting smart water management in the five analysed cities (Berlin, Paris, Milan, Copenhagen and Sofia). Policies on water management, data and digitalisation are gathered and evaluated. The Matrix has been the object of a multi-stage peer review on the interplay of local, national and European policies. The final section assesses the status of the legal framework for digital water governance and recommendations for decision-makers on the way forward.

The Implementation Plan (D2.1) is a document, which outlines how and where different digital solutions for water infrastructures will be demonstrated and assessed in the scope of WP2 of the DWC project.
