Selecting the correct thermal control coating for a spacecraft can be a significant challenge. From the start, the process includes balancing conflicting needs. Thermal control paints must have the ability to either absorb or emit heat as desired and this property cannot change beyond a set point over the life of the mission. When the mission involves operating in a heavy charging environment, the control coating must be static dissipative enough to bleed away absorbed energetic electrons to minimize induced electric fields and the risk of electrostatic discharges. Finding the right balance of thermal performance and electrical performance can be difficult for spacecraft designers. In an effort to aid in spacecraft design, a number of white and black thermal control coatings were tested at the Jet Propulsion Laboratory using a two-part test campaign. These tests involved an initial screening test to determine the bulk resistivity of the material using a traditional parallel plate test, but placed in a vacuum chamber immersed in a bath of liquid nitrogen to obtain data over a range of temperatures. The most promising materials were then exposed to a stream of energetic electrons and monitored for the production of electrostatic discharges. Results from these tests indicated that only a few of the common thermal control coatings have a resistivity below 109 ohm-cm as suggested in NASA-HDBK-4002A. Of those that meet this criterion, most will still produce electrostatic discharges when exposed to electrons with energies from 20keV to 60keV while held at cryogenic temperatures. Additional testing is required to characterize additional coatings to create a database that designers may use when selecting an appropriate coating for their application.

Carbon composite solar array panel coupons similar to those considered for use on the planned NASA Europa Mission were exposed to energetic electrons to observe the size and rate of electrostatic discharge production. The discharge size and rate were found to be primarily dependent on the quantity of dielectric binder pooled on the surface of the sample. Cooling the samples to cryogenic temperatures increased the size of discharges but an end of mission radiation dose had only minimal effects. Samples were composed of M55J carbon composite impregnated with an RS3 binder. Additional samples tested included a co-cured Kapton surface.

NASA is currently considering a mission to investigate the moons of Jupiter. When designing a spacecraft for this type of mission, there are a number of engineering challenges, especially if the mission chooses to utilize solar arrays to provide the spacecraft power. In order for solar arrays to be feasible for the mission, their total mass needed to fit within the total budget for the mission, which strongly suggested the use of carbon composite facesheets on an aluminum core for the panel structure. While these composite structures are a good functional substitution for the metallic materials they replace, they present unique challenges when interacting with the harsh Jovian space environment. As a composite material, they are composed of more than one material and can show different base properties depending in differing conditions. Looking at the electrical properties, in an Earth-based environment the carbon component of the composite dominates the response of the material to external stimulus. Under these conditions, the structures strongly resembles a conductor. In the Jovian environment, with temperatures reaching 50K and under the bombardment from energetic electrons, the non-conducting pre-preg binding materials may come to the forefront and change the perceived response. Before selecting solar arrays as the baseline power source for a mission to Jupiter, the response of the carbon composites to energetic electrons while held at cryogenic temperatures needed to be determined. A series of tests were devised to exam the response of a sample solar array panel composed of an M55J carbon weave layup with an RS-3 pre-preg binder. Test coupons were fabricated and exposed to electrons ranging from 10 keV to 100 keV, at 1 nA/cm2, while being held at cryogenic temperatures. While under electron bombardment, electrical discharges were observed and recorded with the majority of discharges occurring with electron energies of 25 keV. A decrease in temperature to liquid nitrogen temperatures showed a marked increase in the magnitude of these discharges. The results indicate that dielectric discharges are primarily produced due to the presence of large regions of the non-conductive pre-preg on the surface of the carbon sheets. The frequency and magnitude of discharges decreased when layers of the pre-preg material were removed from the composite surface. These tests indicate that solar array panels may be used in the Jovian environment, but that electrostatic discharges can be expected on the carbon composite solar arrays.

The Juno mission to Jupiter will have a highly elliptical orbit taking the spacecraft through the radiation belts surrounding the planet. During these passes through the radiation belts, the spacecraft will be subject to high doses of radiation from energetic electrons and protons with energies ranging from 10 keV to 1 GeV. While shielding within the spacecraft main body will reduce the total absorbed dose to much of the spacecraft electronics, instruments and cables on the outside of the spacecraft will receive much higher levels of absorbed dose. In order to estimate the amount of degradation to two such cables, testing has been performed on two coaxial cables intended to provide high voltages to three of the instruments on Juno. Both cables were placed in a vacuum of 5x10(exp -6) torr and cooled to -50(deg)C prior to exposure to the radiation sources. Measurements of the coaxial capacitance per unit length and partial discharge noise floor indicate that increasing levels of radiation make measurable but acceptably small changes to the F EP Teflon utilized in the construction of these cables. In addition to the radiation dose testing, observations were made on the internal electrostatic charging characteristics of these cables and multiple discharges were recorded.

The majority of research in the field of spacecraft charging concentrates on electron charging effects with little discussion of charging by protons. For spacecraft orbiting in the traditional LEO and GEO environments this emphasis on electrons is appropriate since energetic electrons are the dominant species in those orbits. But for spacecraft in orbits within the inner radiation belts or for interplanetary and lunar space probes, proton charging (center dot) effects may also be of concern. To examine bulk spacecraft charging effects in these environments several typical highly insulating spacecraft polymers were exposed to energetic protons (center dot) with energies from 1 Me V to lO Me V to simulate protons from the solar wind and from solar energetic proton events. Results indicate that effects in proton charged dielectrics are distinctly different than those observed due to electron charging. In most cases, the positive surface potential continued to increase for periods on the order of minutes to a day, followed by long time scale decay at rates similar to those observed for electron charging. All samples charged to positive potentials with substantially lower magnitudes than for equivalent electron doses. Possible explanations for the different behavior of the measured surface potentials from proton irradiation are discussed; these are related to the evolving internal charge distribution from energy dependent electron and proton transport, electron emission, charge migration due to dark current and radiation induced conductivity, and electron capture by embedded protons.

Long life spacecraft may be exposed to one or more major solar storms during the mission lifespan. This research task was undertaken to determine the risk to long duration interplanetary spacecraft from spacecraft charging due to exposure to solar energetic protons.

The interplanetary space environment is composed mostly of plasma from the solar wind and high energy protons from solar events such as coronal mass ejections. Satellites orbiting Earth are shielded to some degree from these events by the Earth's magnetic field but spacecraft traveling between planets are exposed to these solar protons directly. A major concern for spacecraft is internal electrostatic discharge (IESD), a form of spacecraft charging. The majority of research regarding IESD has been concerned with the electrons in the space environment around the Earth and at Jupiter; little research has been done on the charging of spacecraft in interplanetary space due to solar event protons. This paper reviews the work done so far on IESD due to protons and provides a possible example of an anomaly due to a proton induced discharge in interplanetary space on the Galileo spacecraft.

A key parameter in modeling differential spacecraft charging is the resistivity of insulating materials. This determines how charge will accumulate and redistribute across the spacecraft, as well as the time scale for charge transport and dissipation. Existing spacecraft charging guidelines recommend use of tests and imported resistivity data from handbooks that are based principally upon ASTM methods that are more applicable to classical ground conditions and designed for problems associated with power loss through the dielectric, than for how long charge can be stored on an insulator. These data have been found to underestimate charging effects by one to four orders of magnitude for spacecraft charging applications. A review is presented of methods to measure the resistive of highly insulating materials, including the electrometer-resistance method, the electrometer-constant voltage method, the voltage rate-of-change method and the charge storage method. This is based on joint experimental studies conducted at NASA Jet Propulsion Laboratory and Utah State University to investigate the charge storage method and its relation to spacecraft charging. The different methods are found to be appropriate for different resistivity ranges and for different charging circumstances. A simple physics-based model of these methods allows separation of the polarization current and dark current components from long duration measurements of resistivity over day- to month-long time scales. Model parameters are directly related to the magnitude of charge transfer and storage and the rate of charge transport. The model largely explains the observed differences in resistivity found using the different methods and provides a framework for recommendations for the appropriate test method for spacecraft materials with different resistivities and applications. The proposed changes to the existing engineering guidelines are intended to provide design engineers more appropriate methods for consideration and measurements of resistivity for many typical spacecraft charging scenarios.

Thee unmanned planetary spacecraft to the outer planets have been controlled and operated successfully in space for an accumulated total of 66 years. The Voyager 1 and 2 spacecraft each have been in space for more than 26 years. The Galileo spacecraft was in space for 14 years, including eight years in orbit about Jupiter. During the flight operations for these missions, anomalies for the ground data system and the flight systems have been tracked using the anomaly reporting tool at the Jet Propulsion Laboratory. A total of 3300 incidents, surprises, and anomaly reports have been recorded in the database. This paper describes methods and results for classifying and identifying trends relative to ground system vs. flight system, software vs. hardware, and corrective actions. There are several lessons learned from these assessments that significantly benefit the design and planning for long life missions of the future. These include the necessity for having redundancy for successful operation of the spacecraft, awareness that anomaly reporting is dependent on mission activity not the age of the spacecraft, and the need for having a program to maintain and transfer operation knowledge and tools to replacement flight team members.
