2. Population genetic study of Alopecurus rendlei in Luxembourg, Belgium, France and Germany.

In recent decades considerable changes in agricultural practices (especially increased fertilisation, early and increased cutting) have led to the decline of many characteristic grassland species. Formerly widespread species have become rare, and many grassland species are considered to be nowadays threatened and are on Red Lists. The continuous loss of species-rich grassland habitats remains unabated and affects even species that are still relatively widespread and abundant. The associated fragmentation and reduced gene flow will therefore impact the genetic diversity of local populations also of these species. The present study concerns a formerly common grassland species that has experienced a sharp decline in large parts of the study area (Saar-Lor-Lux) within the last decades. Alopecurus rendlei, is an annual grass occurring in fragmented and sometimes very small populations on periodically humid to wet grassland sites with moderate nutrient supply. The aims of the study were to analyse genetic diversity and population genetic structure to study the potential consequences of habitat fragmentation and to determine if there is a relationship between genetic differentiation and geographical distance (IBD pattern). Leaf samples were collected along 25 meter transects and genotyped after DNA extraction using 13 newly designed microsatellite markers. Genetic variation within populations was assessed as NP (private alleles), NAP (alleles per population), NE (effective alleles), HO (observed heterozygosity), uHE (unbiased expected heterozygosity) and FIS (fixation index). Population structure was analysed by principal coordinate analysis (PCoA), AMOVA and STRUCTURE and a Mantel test was performed to analyse the relationship between geographic distance and genetic differentiation. The studied populations showed a high genetic diversity (mean NP = 0.026, NAP = 5.16, NE = 3.17, HO = 0.52, uHE = 0.65) and a weak genetic structure (STRUCTURE analysis). The assumption that at least some effects of genetic drift were already detectable in the studied populations could be confirmed, particularly in the highly isolated and very small population D11 in Germany (uHe = 0.56). Weak genetic differentiation among regions (1%) and a low differentiation of populations within regions (5%) strongly suggest that the populations were only recently fragmented, and that genetic drift remains largely unnoticeable mostly due to very large population sizes. Another non-exclusive explanation for the high genetic diversity and the weak genetic structure could be that there is ongoing gene flow between the extant populations, as shown by the significant isolation by distance pattern. Conservation measures will be necessary to counteract a further decline of A. rendlei and the generally strong species loss in grassland. Ensuring extensive agricultural practices adapted to the species' habitat requirements plays an important role. Likewise, measures to counteract further fragmentation and decline of current population sizes to prevent a reduction of gene flow are needed to assure the long-term conservation of the species. The articles presented in this working paper provide an insight into tentative research results in the project’s five mutually related focal areas: In “Policy Borderlands: borders and governance in political science,” Stefanie Thurm, Peter Ulrich, and Georg Wenzelburger exemplify the perspectives of politological research on border regions, distinguishing between realist, liberal, and postmodern approaches to some advanced forms of cross-border cooperation. In light of the governance debate they introduce concepts of multi-level governance, before turning to an empirical analysis of borderland strategies, specifically those of the Saarland toward France and Lorraine toward Germany, and the mutual strategies of Brandenburg and its Polish neighbor. It becomes clear from the analysis that a policy transfer has occurred, the eastern borderlands borrowing from the experience of the west. In both cases much remains to be done if strategic goals are to be achieved as formulated. In “Communicative Borderlands: language use and social practice in vocational training – comparing west and east,” Konstanze Jungbluth, Leonie Micka, Claudia Polzin-Haumann, Nicole Richter, Dagna Zinkhahn Rhobodes, and Sara Bonin examine different levels of language usage and multilingualism in the two border regions. Applying their concept of ‘co-constructing communicative borderlands’ (CCCBL), they shed light on the development of both shared and divergent lexical and semantic features. They focus not only on borderland language practice and policies in west and east (the latter involving a multilingual concept developed in 2021), but also particularly on cross-border vocational training. Reflecting the different timescales of EU integration, this seems to be of more one-sided interest in the east than in the west. An empirical example from a multilingual classroom illustrates the growth of intermediate spaces and innovative forms of communication with concomitant erosion of language barriers – a typically liminal borderland phenomenon. In “Hybrid Borderlands: on borders, from borders, borderland experiences in film,” Tobias Schank, Astrid Fellner, Isis Luxenburger, and Eva Nossem deploy the concept of bordertexturing in a theoretical and methodological approach to the elucidation of borders from a cultural studies perspective. This conceives borders as complex multimodal cultural and social constructs, the product of multiple discourses, whose dynamic interweaving is revealed in their very genesis. Exemplified in films that focus broadly but effectively on border regions, the perspective aligns the creative vision of the filmmaker vis à vis border phenomena with that of the academic critic as one that not only often has to do with border discourses but also artistically enacts their complex multimodality. After all, the medium of film can itself be seen as border-transgressing experience translated onto celluloid. Viewed through the lens of bordertexturing, recent work on film phenomenology (after Vivian Sobchack) issues in a plea for complexity in scholarly practice for which the Linking Borderlands project paradigmatically stands. In “Planning Borderlands: Conceptualizing Territorial Development in Cross-Border Regions”, Karina Pallagst, Benjamin Blaser, Kirsten Mangels, and Nino Pfundstein investigates cross-border territorial development with particular reference to services of general interest. Starting from the observation that political and social borders still possess meaning today, and that the concept of cross-border territorial development seeks to address transnational issues in border regions, the paper emphasizes the widely varying durability and permeability of borders and the impact of this on planning, especially with regard to the provision of services. In “Energy Borderlands in comparison: on the empirical productivity of the concepts around interconnected areas and conflict zones,” Alexandra Lampke, Kamil Bembnista, Florian Weber, Ludger Gailing, and Peter Dörrenbächer address current negotiations on energy supplies in the project’s two key border regions. That common efforts at the European level cannot outweigh the strongly national character of energy policies is above all clear where dominant sources of energy clash. The French nuclear power plant Cattenom and the Polish opencast lignite mine Turów stand for such conflict zones. The hydrogen network Grande Region Hydrogen and the climate-neutral German-Polish twin city of Görlitz-Zgorzelec, on the other hand, reveal a permeability of borders and a complex interweave of structures that justifies their systematic designation as transition zones or interlinked areas. Current negotiation processes remain largely hegemonic, but possess a dynamic potential that calls for ongoing observation and analysis. Together, the five articles show that, from its inception, the Linking Borderlands project has unmistakably demonstrated the complexities (Wille 2021) of the two borderlands under consideration. Our overall aim is to shed further light on these complexities by interrelating work, in both content and methodology, within the project’s five focal areas. This promises not only to actively link insights into the two disparate borderlands but also to develop profitable synergies between the perspectives of the different disciplines concerned. Graphically expressed in our logo (see Fig. 1), the intermeshing of focal areas and approaches is the driving impulse of our project. Exemplified in the present collection of articles, Linking Borderlands is a vital laboratory, a space of interdisciplinary experiment and dialogue. The number of cross-border workers is high in the Greater Region. This phenomenon is due to dynamic differences (economic, fiscal, social benefits, property prices) that exist in this Region. This article offers a unique perspective on cross-border labour force with an interdisciplinary approach combining economics, sociology and geography. We will ask ourselves to what extent the daily practices of frontier workers influence the development of their territory of residence. We will mobilize the results of a field survey of two urban communities in Lorraine with a high proportion of cross-border workers. Thionville, border with Luxembourg and Forbach, border with Germany on the other side. We will demonstrate that cross-border work is interesting for people and their town of residence are trying to satisfy their specific needs even if this goal is expensive.

L’objet de ce document est d’alimenter la réflexion sur le rôle de la formation sur le marché du travail trans-frontalier, en mobilisant les débats engagés à la fois dans les différents Cahiers de la Grande Région et lors d’une conférence-débat organisée en ligne le 1er décembre 2020 sur le thème « Inadéquations, Compé-tences, et formation : Quelles équations pour le marché du travail transfrontalier ? ». Plus précisément, cette contribution vise à répondre à la question suivante : comment la formation et ses différentes pratiques dans les domaines professionnels, mais aussi dans l’enseignement scolaire et universitaire peuvent atténuer les déséquilibres qui se font jour sur le marché du travail de la Grande Région ? Le document propose ainsi quelques pistes de réflexions pour la coopération transfrontalière en matière de formation., Mit vorliegendem Dokument sollen Überlegungen zur Rolle der Ausbildung auf dem grenzüberschreitenden Arbeitsmarkt angestellt werden. Hierfür werden gleichzeitig die durch die verschiedenen Hefte der Großre-gion, als auch die bei der am 1. Dezember 2020 organisierten Online-Podiumsdiskussion zum Thema „Mis-matches, Kompetenzen, Ausbildung… Welche Passverhältnisse für den grenzüberschreitenden Arbeits-markt?“ angeregten Diskussionen herangezogen. Konkreter ausgedrückt beabsichtigt dieser Beitrag, eine Antwort auf folgende Frage zu geben: wie können die Ausbildung und deren unterschiedliche Praxismaß-nahmen in den beruflichen Bereichen, aber auch in schulischen und universitären Bereichen dazu beitragen, die Ungleichgewichte abzumildern, die auf dem Arbeitsmarkt der Großregion zu beobachten sind? It does so by mobilizing the debates initiated in the different Cahiers de la Grande Région and during a conference-debate organized online on December 1 2020 on the topic of "Inequities, Skills, and Training: What Equations for the Cross-Border Labor Market?” More precisely, this contribution aims at answering the following question: how can training and its different practices in the professional fields, but also in school and university education, mitigate the imbalances that are emerging on the labor market of the Greater Region? The document thus proposes a few lines of thought for cross-border cooperation in the field of training.

Die "sorties de guerre" 1918 und 1945 haben die heutige Großregion - wie viele andere europäische Grenzregionen - stark geprägt. Offensichtlichster Ausdruck waren diverse Verschiebungen von staatlichen Grenzen mit ihren politischen, kulturellen, sozialen und ökonomischen Folgen. Die Beziehungen zwischen Staaten, aber auch zwischen Bewohnern mussten neu konfiguriert werden. In der historischen Analyse treten neben diesen Brüchen jedoch auch Kontinuitäten auf. Der Vortrag geht dieser Thematik aus der Sicht der Grenzgeschichte nach und fragt nach der sozialen Funktion von Grenzen in der Großregion nach den beiden Weltkriegen.

L’objectif de cette communication est d’identifier les enjeux économiques et sociaux du travail à distance dans le cadre d’un marché du travail transfrontalier, celui de la Grande Région SaarLorLux, espace transfrontalier regroupant le Luxembourg, la Lorraine (en France), la Sarre et Rhénanie Palatinat (en Allemagne) et la Wallonie (en Belgique). Cet espace est fortement concerné par les flux de travailleurs frontaliers (près de 260 000 en 2021). Le télétravail a été imposé par la pandémie et n’est pas sans soulever un certain nombre de questions : juridiques, sociales, fiscales…. liées à la présence de la frontière entre le lieu de résidence et le lieu de travail. Dans un contexte tendu par les problèmes de mobilité et de congestion, une autre forme de travail à distance s’est développée ces dernières années sous la forme des espaces de Coworking. Cette communication souhaite ainsi discuter ces deux modalités organisationnelles du travail à distance, mais aussi leurs enjeux pour le développement des territoires frontaliers à la fois de résidence et de travail., The objective of this paper is to identify the economic and social challenges of telework in the context of a cross-border labor market : Greater Region SaarLorLux, a cross-border area including Luxembourg, Lorraine (in France), Saarland and Rhineland Palatinate (in Germany) and Wallonia (in Belgium). This area is strongly concerned by the flows of border workers (nearly 260,000 in 2021). Teleworking has been imposed by the pandemic and is not without raising a certain number of questions: legal, social, fiscal.... linked to the presence of the border between the place of residence and the place of work. In a context of mobility and congestion problems, another form of remote work has developed in recent years : coworking spaces. This paper aims to discuss these two organizational modalities of teleworking, but also their challenges for the development of the border territories of both residence and work.

Luxembourg is characterized by phenomena of mobility that include cross-border commuters and residential migrants. While both groups have been mainly examined from a socioeconomic perspective, this paper adopts a sociocultural approach. We will focus on the question of the extent to which cross-border mobility in everyday life promotes cross-border lifeworlds. This will involve examining people’s social contacts at their place of work and/or place of residence as well as the spatial organization of practices of the everyday life of both groups. The paper gives insights into everyday lives at the EU’s internal borders, whose organization into nation states is subordinate and at the same time constitutive.

Mit den Grenzschließungen im Frühjahr 2020 wurde es für Grenzgänger:innen – auch in der sogenannten „Großregion“ / „Grande-Région“ – schwierig, ihren Arbeitsplatz zu erreichen. Vor allem systemrelevante Arbeitskräfte im Gesundheits-, Rettungs- und Industriesektor standen im Zentrum der Debatte um mangelnde Solidarität zwischen den verschiedenen Grenzregionen und Ländern. Dieser Artikel analysiert die Auswirkungen der Grenzschließungen auf verschiedene Aspekte der Solidarität in der Großregion, die Grenzregion mit der höchsten Zahl an Grenzgänger:innen in Europa. Die Solidarität als europäischer Wert wurde auf die Probe gestellt – sowohl zwischen den Ländern (z. B. durch den ‚Diebstahl‘ von wichtigen Arbeitskräften und nahezu unmöglich gemachter grenzüberschreitender Mobilität durch Grenzkontrollen) als auch zwischen unterschiedlichen Gruppen von Arbeitnehmer:innen, wie Telearbeiter:innen und Nicht-Telearbeiter:innen sowie zwischen Grenzpendler:innen und Nicht-Grenzpendler:innen, welche etwa durch Kurzarbeitsregelungen unterschiedlich behandelt wurden (z. B. im Gesundheitssektor)., With the border closures in spring 2020, it became difficult for cross-border workers - also in the so-called "Großregion" / "Grande-Région" - to reach their jobs. Especially essential workers in the health, rescue and industrial sectors were at the centre of the debate about a lack of solidarity between the different border regions and countries. This article analyses the impact of border closures on different aspects of solidarity in the Greater Region, the border region with the highest number of cross-border workers in Europe. Solidarity as a European value has been put to the test - both between countries (e.g. through the 'theft' of key labour and border controls making cross-border mobility almost impossible) and between different groups of workers, such as teleworkers and non-teleworkers, as well as between cross-border commuters and non-cross-border commuters, who have been treated differently, for example through short-time working schemes (e.g. in the health sector).

18. Frontières contestées dans l’espace Schengen à l’exemple de la pandémie

Malgré la libre circulation dans l’espace Schengen, la frontiérisation s’est propagée aux régions frontalières en Europe, au plus tard avec la pandémie du Covid-19. Les travaux menés jusqu’à présent sur les fermetures de frontières dans le cadre de la pandémie montrent que les études sur le covidfencing portent principalement sur des questions socio-économiques, de gouvernance et sur la gestion de crise. Le quotidien des habitants des régions frontalières, leur vécu des événements et les identités face à l’autre sont peu pris en compte. La communication traite cette dimension de culture quotidienne pendant la pandémie et analyse la dynamique de rebordering et debordering. Pour ce faire, les exemples de contestation du covidfencing à la frontière luxo-allemande, franco-allemande et germano-polonaise seront discutées en tant que people’s resilience. Ce dernier comprend des protestations, des solidarités ou des actions symboliques qui mettent en évidence les actes de contestation des frontiérisations par les acteurs civils. Les dynamiques de frontiérisation sont des phénomènes récents dans les régions frontalières en Europe et ne sont pas encore pris en compte dans l’étude des régions frontalières. Cependant, il faut s’attendre qu’après la pandémie, les frontiérisations dans les réalités de vie au sein des régions frontalières resteront pertinentes et continuerons à faire l’objet des contestations par ses habitants. L’unilatéralisme politique, l’euroscepticisme persistant ou la montée du populisme dans un contexte de flux migratoires continus n’en sont quelques des facteurs décisifs. C’est dans ce contexte qu’en conclusion seront présentées des perspectives pour l’étude des régions frontalières à l’ère de frontiérisation.

Le télétravail a été imposé par la pandémie et n’est pas sans soulever un certain nombre de questions : juridiques, sociales, fiscales…. liées à la présence de la frontière entre le lieu de résidence et le lieu de travail. Dans un contexte tendu par les problèmes de mobilité et de congestion, une autre forme de travail à distance s’est développée ces dernières années sous la forme des espaces de Coworking. Cette communication souhaite ainsi discuter ces deux modalités organisationnelles du travail à distance, mais aussi leurs enjeux pour le développement des territoires frontaliers à la fois de résidence et de travail. The objective of this paper is to identify the economic and social challenges of telework in the context of a cross-border labor market : Greater Region SaarLorLux, a cross-border area including Luxembourg, Lorraine (in France), Saarland and Rhineland Palatinate (in Germany) and Wallonia (in Belgium). This area is strongly concerned by the flows of border workers (nearly 260,000 in 2021). Teleworking has been imposed by the pandemic and is not without raising a certain number of questions: legal, social, fiscal.... linked to the presence of the border between the place of residence and the place of work. In a context of mobility and congestion problems, another form of remote work has developed in recent years : coworking spaces. This paper aims to discuss these two organizational modalities of teleworking, but also their challenges for the development of the border territories of both residence and work.

L’objet de ce document est d’alimenter la réflexion sur le rôle de la formation sur le marché du travail trans-frontalier, en mobilisant les débats engagés à la fois dans les différents Cahiers de la Grande Région et lors d’une conférence-débat organisée en ligne le 1er décembre 2020 sur le thème « Inadéquations, Compé-tences, et formation : Quelles équations pour le marché du travail transfrontalier ? ». Plus précisément, cette contribution vise à répondre à la question suivante : comment la formation et ses différentes pratiques dans les domaines professionnels, mais aussi dans l’enseignement scolaire et universitaire peuvent atténuer les déséquilibres qui se font jour sur le marché du travail de la Grande Région ? Le document propose ainsi quelques pistes de réflexions pour la coopération transfrontalière en matière de formation. Mit vorliegendem Dokument sollen Überlegungen zur Rolle der Ausbildung auf dem grenzüberschreitenden Arbeitsmarkt angestellt werden. Hierfür werden gleichzeitig die durch die verschiedenen Hefte der Großre-gion, als auch die bei der am 1. Dezember 2020 organisierten Online-Podiumsdiskussion zum Thema „Mis-matches, Kompetenzen, Ausbildung… Welche Passverhältnisse für den grenzüberschreitenden Arbeits-markt?“ angeregten Diskussionen herangezogen. Konkreter ausgedrückt beabsichtigt dieser Beitrag, eine Antwort auf folgende Frage zu geben: wie können die Ausbildung und deren unterschiedliche Praxismaß-nahmen in den beruflichen Bereichen, aber auch in schulischen und universitären Bereichen dazu beitragen, die Ungleichgewichte abzumildern, die auf dem Arbeitsmarkt der Großregion zu beobachten sind? Insofern liefert das Dokument einige Denkanstöße für die grenzüberschreitende Zusammenarbeit im Ausbildungs-bereich. The purpose of this paper is to contribute to the reflection on the role of training in the cross-border labor market. It does so by mobilizing the debates initiated in the different Cahiers de la Grande Région and during a conference-debate organized online on December 1 2020 on the topic of "Inequities, Skills, and Training: What Equations for the Cross-Border Labor Market?” More precisely, this contribution aims at answering the following question: how can training and its different practices in the professional fields, but also in school and university education, mitigate the imbalances that are emerging on the labor market of the Greater Region? The document thus proposes a few lines of thought for cross-border cooperation in the field of training.

This chapter describes the process by which a cross-border metropolitan region develops, using the example of the Greater Region. Between 2008 and 2010 the idea of a cross-border, polycentric metropolitan region in the Greater Region was investigated and further developed within the ESPON project 'Metroborder'. In recent years, driven by policy declarations, strategic approaches for implementing this metropolitan region have been developed. A Spatial Development Strategy of the Greater Region with a focus on the metropolitan dimensions of the sub-regions provides the foundation for this. The issue of governance in relation to the crossborder interactional area (in the narrower conception of this area) is also discussed.

Luxembourg is characterized by phenomena of mobility that include cross-border commuters and residential migrants. While both groups have been mainly examined from a socioeconomic perspective, this paper adopts a sociocultural approach. We will focus on the question of the extent to which cross-border mobility in everyday life promotes cross-border lifeworlds. This will involve examining people’s social contacts at their place of work and/or place of residence as well as the spatial organization of practices of the everyday life of both groups. The paper gives insights into everyday lives at the EU’s internal borders, whose organization into nation states is subordinate and at the same time constitutive.

In the context of demographic change and the associated shrinking and aging of the population, the safeguarding of public services in rural areas faces great challenges. Rural border areas find themselves in a unique situation due to their location, and must overcome additional challenges if they want to cooperate with their neighbours in the provision of public services. This paper examines cross-border cooperation in public service provision in rural areas of the Greater Region. The area examined here comprises the German territorial authorities on the German-French border within the Greater Region. An analysis of the responsibilities for and understanding of public services in Germany and France, a concise inventory of education and healthcare services, a written survey of German territorial authorities in the German-French border area, and case studies of projects (e.g. INTERREG A projects) are used to demonstrate the successes, problems and opportunities of cross-border approaches.

Life in the border regions within the European Union has become normal for many people, especially for younger generations. Crossing the borders is part of everyday life. In recent years, until the refugee crisis, national borders had lost significance due to their increased permeability, although neither borders nor border demarcations have ever become meaningless. National policies and frameworks determine fundamental orientations that have specific implications on both sides of borders. This is associated with processes of inclusion and exclusion, (regional) identities, feelings of belonging and issues concerning a sense of home. Against this background, this paper provides a theory-based introduction to the central constructs and concepts that gain significance in the cross-border context: border(s) and border demarcations, (spatial and regional) identities and home. Identification processes are illuminated and categorised using the example of the Greater Region.

This chapter presents the foundations of spatial planning in the sub-regions of the Greater Region and the Upper Rhine region. Furthermore, the planning systems in Belgium (Wallonia), Germany, France and Luxembourg are described, and differences are identified that necessitate ongoing discussions between the partners about planning traditions and (new) strategies of spatial development.

The most recent framework agreements on vocational education and training form the focus of discussion. The question of whether the Greater Region can be described as a cross-border vocational education and training area is also addressed.

The institutionalisation of border regions has a long history. Initial forms of cooperation usually emerged in relation to a specific event. The 1970s were decisive for the emergence of cross-border organisations in both the Greater Region and the Upper Rhine region. Over the decades the structures were consolidated, although regionally specific adaptations and developments continue both on a conceptual and practical level. The European INTERREG A programme has played a significant role in improving cross-border cooperation, and INTERREG continues to be an important factor in the implementation of cross-border projects. Efforts to further develop the institutional framework and cooperation structures in recent years demonstrate that there are still many challenges but also unexploited potential in the Greater Region and the Upper Rhine region.

The text originates from a time of borderization, at global level and at the EU’s internal borders. At the latest since covidfencing began in the spring of 2020, many Europeans have become familiar with border experiences and the practices of civic contestation of borders. With that in mind, the text argues that it is necessary to open European border region studies to the contestation of borders, for which it should enter into dialogue with international (and critical) border studies., Der Text geht von einem Zeitalter der Vergrenzungen sowohl auf globaler Ebene als auch an den EU-Binnengrenzen aus. Denn spätestens seit dem Covidfencing im Frühjahr 2020 sind viele Europäer*innen mit border experiences und Praktiken der zivilgesellschaftlichen Anfechtung von Grenzen vertraut. Vor diesem Hintergrund argumentiert der Text für eine notwendige Öffnung der Europäischen Grenzraumforschung für das Umkämpftsein von Grenzen, wofür sie mit der internationalen (und kritischen) Grenzforschung in Dialog treten sollte.

The Belgium-Luxembourg Economic Union (BLEU) was established on 25 July 1921. Some years later, in 1935, three additional sections were added to the BLEU Convention: on financial and monetary matters, a common trade regime and a “special revenue community” with specific excise duties. In 1963, the provisions of the BLEU were revised following the entry into force of the European Economic Community (EEC) and Benelux. The two countries renewed the Convention in a new enhanced version on 18 December 2002, reflecting a determination to extend their collaboration beyond the economic and monetary field and paving the way for closer political and administrative cooperation, especially in the areas of justice, citizenship, health and cross-border synergies in the Greater Region, and creating a framework for dialogue within the European Union. For one century now, Belgium and Luxembourg have enjoyed a strong bilateral partnership, one that has been marked by various difficulties and tensions but has been deepened and renewed over the years. The centenary of the BLEU, which occurs in a context beset by unprecedented challenges and uncertainties for the Greater Region, Europe and the international community, is an opportunity for discussion and reflection on the lessons that can be learned from the past, the current situation and prospects for the future of this union.

High unemployment rates on one side of a border and training opportunities on the other, the lack of training programmes for specialised jobs on the one side of the border and well defined vocational programmes on the other side: cross-border vocational education and training (VET) is an increasingly used tool to accommodate the differing needs inside the European Union in recent years. This paper will present, explain and analyse the diverse approaches and concepts of tailor-made as well as more standardized cross-border VET programmes in the Greater Region SaarLorLux (DE, FR, LUX, BE) and explain the different mobility types (from short-time exchange programmes, to internships as well as a formalised division of mobility between days of apprenticeship in one country and days of practical training in another country). This cross-border region is the largest transboundary commuting area and therefore the largest transboundary labour market in the EU.

34. National isolation or regional cooperation? The media debate on border closures during the Covid-19 crisis in Luxembourg

Having been initially confined largely to China, East Asia and Italy, the Covid-19 crisis swept quickly over Europe in March 2020. Luxembourg was among the many small continental European states with high rates of infection. In the absence of a common European Union response, national responses to the crisis varied strongly. Decisions on the closing of borders and the limiting of cross-border movements have become a symbol of a newly found unilateralism. Luxembourg took the rare decision not to close its borders and disapproved of the restriction of cross-border movements by neighbouring states. The paper argues that this is the result of its size and economic policy which, in the context of EU integration, has led to strong interdependencies and social networks within the cross-border region. This argument is based on an analysis of the pre-Covid-19 situation in Luxembourg as a cross-border metropolitan region and how local newspaper articles can open a window to understand how the disruption caused by the pandemic reconfigured Luxembourg’s borders with its neighbouring European states of Belgium, France and Germany.

Dans cette optique, il faut souligner que la Grande Région SaarLorLux connaît déjà des phénomènes de mobilité transfrontaliers prononcés : mobilité dans le contexte d'emploi et dans le contexte de migration résidentielle., This contribution deals with the daily cross-border practices of the inhabitants of Saarland, Lorraine, Luxembourg, Rhineland-Palatinate and Wallonia. It will deal with various aspects of unquestioned activities that are regularly carried out in a country other than the country of residence. The dimension of regular physical mobility in a transnational perspective will have to be integrated into this analysis insofar as cross-border everyday practices represent routine activities associated with a circular (pendular) movement that extends beyond neighbouring national territories. From this point of view, it should be emphasised that the Greater Region SaarLorLux is already experiencing pronounced cross-border mobility phenomena: mobility in the context of employment and in the context of residential migration., Dieser Beitrag befasst sich mit grenzüberschreitenden Alltagspraktiken, die von den Einwohnern des Saarlandes, Lothringens, Luxemburgs, Rheinland-Pfalz und Walloniens ausgeübt werden. Er wird verschiedene Aspekte von Aktivitäten behandeln, die nicht in Frage gestellt werden und die regelmäßig in einem anderen Land als dem des Wohnsitzes ausgeübt werden. In diese Analyse sollte die Dimension der regelmäßigen physischen Mobilität aus einer transnationalen Perspektive einbezogen werden, da grenzüberschreitende Alltagspraktiken Routinetätigkeiten darstellen, die mit einer kreisförmigen (Pendel-)Bewegung verbunden sind, die sich über benachbarte nationale Gebiete hinaus erstreckt. In dieser Hinsicht ist zu betonen, dass die Großregion SaarLorLux bereits ausgeprägte grenzüberschreitende Mobilitätsphänomene kennt: Mobilität im Kontext der Beschäftigung und im Kontext der Wohnortmigration.

Studies on the connection between migration and urbanity are usually concerned with conditions and developments in cities. The presence of ‘urbanity’ in rural space is the topic of the present contribution. It will be discussed using the example of residential migration in the Greater Region SaarLorLux. The massive influx of residential migrants from Luxembourg into the border regions of the neighbouring countries is a relatively recent phenomenon, the main cause of which lies in the developments in the real-estate market in the Grand Duchy of Luxembourg. This phenomenon is of special interest for the topic of migration in rural areas in two regards: because of the important demographic changes produced by the residential migrants in individual border villages and because of the complex composition of the group of residential migrants, which is extremely differentiated regarding the dimension rural – urban. Central to the article is the question, whether urban attitudes and practices become visible in German border villages, and, if so, how the migratory movement from Luxembourg influences this ‘rural urbanity’. Furthermore, taking the everyday practices of the residential migrants as starting point, it asks in how far the dichotomy urbanity - rurality presents a conceptual approach for the examination of individual and structural integration processes.

Dans la Grande Région, on estime environ à 1 000 les constructions nouvelles d'églises ou rénovations complètes d'églises anciennes durant le 20e siècle. Une croissance forte et par poussées de la population du fait de l'industrialisation ; les destructions provoquées par les deux guerres ainsi que les déplacements de population qu'elles ont engendrés, ont eu aussi des répercussions sur la construction des églises. Les évolutions au sein de l'Eglise elle-même jouent également un rôle dans l’architecture, notamment le débat sur la liturgie instaurée depuis le début du 20e siècle qui s'est terminé par une réforme au concile de Vatican II et dont l'influence a été plus ou moins grande dans les différentes régions., In the Greater Region SaarLorLux, it is estimated that around 1,000 new churches were built or old ones completely renovated during the 20th century. Strong population growth due to industrialisation, the destruction caused by the two wars and the resulting displacement of people also had an impact on church building. Developments within the Church itself also play a role in the architecture, especially the debate on the liturgy which began at the beginning of the 20th century and ended with a reform at the Second Vatican Council, and which had a greater or lesser influence in the different regions., In der Großregion SaarLorLux wurden im 20. Jahrhundert schätzungsweise 1.000 neue Kirchen gebaut oder alte Kirchen komplett renoviert. Ein starkes und schubweises Bevölkerungswachstum durch die Industrialisierung, die Zerstörungen durch die beiden Kriege und die damit verbundene Vertreibung der Bevölkerung haben sich auch auf den Kirchenbau ausgewirkt, insbesondere die Liturgie-Debatte seit Anfang des 20. Jahrhunderts, die mit einer Reform auf dem Zweiten Vatikanischen Konzil endete und in den verschiedenen Regionen mehr oder weniger großen Einfluss hatte.

Angesichts der Dominanz ökologischer Fragen in Wissenschaft, Wirtschaft und Politik stellt dieses Buch dezidiert kulturelle Umwelt-Diskurse in den Mittelpunkt: Wie lassen sich die rasanten, bislang kaum vorstellbaren ökologischen Veränderungen erfassen, erzählen und imaginieren? Am Beispiel des grenzüberschreitenden Raumes der europäischen Großregion (Lothringen, Luxemburg, Rheinland-Pfalz, Saarland, Wallonien) regen die Environmental Humanities mit ihrer transdisziplinären Perspektive dazu an, die vielfältigen Interaktionen zwischen Menschen und Nicht-Menschen in einem gemeinsamen ökokulturellen Raum neu zu denken., Origine anthropique du changement climatique, clivage entre milieux urbains et ruraux, activisme environnemental local et global : tous ces enjeux et débats mettent en avant le rapport entre nature et culture. We present the patients' perspective regarding the use of Personal Health Records, and give insights on patients' characteristics, such as socioeconomic and behavioural factors, that are associated with the access to and use of Personal Health Records. The findings come from the INTERREG APPS project that investigated preferences for and intention to use Personal Health Records in four cross-border regions, in Lorraine/France, Luxembourg, Rhineland-Palatinate and Saarland/Germany, and Wallonia/Belgium.

La mobilité du travail est un concept multidimensionnel. Elle peut concerner un mouvement dans une trajectoire professionnelle (promotion, déclassement …), mais aussi une mobilité géographique. Dans la littérature économique, elle est analysée soit comme une condition de réalisation d’un marché autorégulé, soit comme une contrainte traduisant l’instabilité de l’emploi sur les marchés externes ou encore comme une ressource assurant le développement professionnel des travailleurs, la croissance des entreprises et des territoires. Les études empiriques sur le travail frontalier nuancent quelque peu ces analyses théoriques. Les caractéristiques des travailleurs et les éléments de contexte sont en effet à prendre en compte afin de mieux comprendre la mobilité., Mobility of work is a multidimensional concept. It may concern a movement inside a professional career (promotion…), but also a geographical move. In the economic literature, mobility is analyzed as either a condition for the realization of a self-regulating market, or a constraint showing the instability of employment on the external markets, or even a resource for the professional development of the workers, the growth of the firms and the territories. Empirical studies of cross-border work tend to temper these theoretical analyses. The characteristics of workers and context elements have actually to be taken into account in order to better understand mobility.

In the course of the COVID-19 pandemic, borders have become relevant (again) in political action and in people's everyday lives within a very short time. This was especially true for the inhabitants of border regions, whose cross-border life worlds were suddenly irritated by closed borders and police controls. However, the COVID-19 pandemic also led to an increased evidence of social, cultural, eco-nomic, health and mobility boundaries beyond national borders. The authors of this new issue of “UniGR-CBS Borders in Perspective” shed light on these dynamics from the perspective of territorial borders, social boundaries and (dis)continuities in border regions through a variety of thematic and spatial approaches. Their critical observations and scientific comments were made during the lockdown in April and May 2020 and provide insights into the events during the global pandemic., Im Zuge der COVID-19-Pandemie sind Grenzen binnen kürzester Zeit im politischen Handeln und im Alltag der Menschen (wieder) relevant geworden. Dies betraf in besonderem Maße die Bewohner*innen von Grenzregionen, deren grenzüberschreitende Lebenswelten plötzlich von geschlossenen Grenzen und polizeilichen Kontrollen irritiert wurden. Doch auch jenseits von Staatsgrenzen führte die COVID-19-Pandemie zu einer verstärkten Wahrnehmung von sozialen, kulturellen, wirtschaftlichen, gesundheitlichen und mobilitätsbezogenen Grenzen. Die Autor*innen der neuen Ausgabe von “UniGR-CBS Borders in Perspective” beleuchten diese Dynamiken aus dem Blickwinkel von territorialen Grenzen, sozialen Grenzziehungen und (Dis)Kontinuitäten in Grenzregionen über vielfältige thematische und räumliche Zugänge. Ihre kritischen Beobachtungen und wissenschaftlichen Kommentare sind während des Lockdown im April und Mai 2020 entstanden und geben Einblicke in das Zeitgeschehen während der globalen Pandemie., Au cours de la pandémie COVID-19, les frontières ont (re)pris de l'importance dans l'action politique et dans la vie quotidienne en très peu de temps. C'était particulièrement vrai pour les habitants des régions frontalières, dont le quotidien transfrontalier était soudainement irrité par la fermeture des frontières et les contrôles de police. Toutefois, la pandémie de COVID-19 a également entraîné une perception accrue des frontières sociales, culturelles, économiques, sanitaires et de mobilité au-delà des frontières nationales. Les auteurs de la nouvelle édition de l’« UniGR-CBS Borders in Perspective » éclairent ces dynamiques sous l'angle des frontières territoriales, des démarcations sociales et des (dis)continuités dans les régions frontalières par le biais de diverses approches thématiques et spatiales. - Abstract
Territorial borders and social demarcation processes are becoming dramatically more important during the coronavirus pandemic. A concise example is the 25th anniversary of the Schengen Agreement that coincides with border control tightening and the closure of internal EU borders. At the same time, there is a certain degree of solidarity between the EU countries, which, at the end of March, slowly seems to be picking up speed. This includes not only the increasingly articulated concern to act in a coordinated manner both with the containment matters and the exit strategy. It is also shown in the increasing admission of critically ill patients from neighboring countries and the dispatch of medical supplies to particularly affected areas in other countries.

Luxembourg is characterized by phenomena of mobility that includecross-border commuters and residential migrants. While both groups havebeen mainly examined from a socioeconomic perspective, this paperadopts a sociocultural approach. We will focus on the question of the ex-tent to which cross-border mobility in everyday life promotes cross-borderlifeworlds. This will involve examining people’s social contacts at theirplace of work and/or place of residence as well as the spatial organizationof practices of the everyday life of both groups. The paper gives insights in-to everyday lives at the EU’s internal borders, whose organization into na-tion states is subordinate and at the same time constitutive.

Cette contribution a pour objet d'analyser l'importance des frontières nationales pour les identités spatiales dans des régions transfrontalières. À cet effet, elle élaborera un modèle d'analyse pluridimensionnel permettant d'étudier les identités et, à l'exemple de la Grande Région SaarLorLux, posera la question de savoir comment les habitants se représentent l'espace et organisent leurs pratiques de vie quotidienne sur le plan spatial. Par ailleurs, l'analyse révèlera des projections spatiales dans le discours politique et montrera dans quelle mesure celles-ci constituent une base de processus identitaires. La contribution démontre que, malgré des imbrications transfrontalières, les frontières nationales jouent un rôle important dans les processus de projection et d'appropriation identitaires des habitants de la Grande Région SaarLorLux, mais pas nécessairement en tant que catégories rigides.
