Abstract

Public trust in government influences public attitudes toward the development of new technology. However, research conducted to assess the relationship has been done primarily in Western-style democracies. This research examines how public trust in the Chinese government is related, directly and indirectly, to public attitudes toward shale gas development. An online survey of a large convenience sample of Chinese residents (n = 1361) was conducted in 2022 in five provinces where shale gas extraction and/or exploration are occurring. We found that trust in central government has a direct positive association with the perceived benefits and risks of shale gas development. Respondents with higher trust in central and provincial government are more likely to express support shale gas development. There is also a statistically significant indirect positive association with support for shale gas development via greater perceived benefits, yet we did not find a statistically significant indirect effect of trust on support for shale gas development through perceived risks. The results are interesting because in China the government and the shale gas industry are more closely connected than they are in Western-style democracies and the environmental movement in China is at an early stage of development. Future research should examine how attitudes in China evolve as the scale of the shale gas industry grows and the environmental movement grows. [ABSTRACT FROM AUTHOR]

35. Affordable Electric Vehicles: Their Role in Meeting the U.S. Contribution to the Paris Climate Goals

Abstract

The United States government established a national goal of 50% plug-in vehicle penetration of the new light-duty vehicle fleet by 2030. Achievement of this goal is required to satisfy the country’s commitments to greenhouse-gas control under the 2015 Paris climate accords. Based on a market analysis of historical sales patterns, current and planned plug-in vehicle offerings, and sales forecasts for 2030, this article concludes that the US is unlikely to meet the 2030 goal without rapid commercialization of affordable plug-in vehicles, where affordable is defined as a price less than $45,000 per vehicle. Public policies are reviewed, in part based on European experience, that can accelerate the commercialization of affordable plug-in vehicles in the United States.

41. Are Green Vehicles Worth the Extra Cost? The Case of Diesel-Electric Hybrid Technology for Urban Delivery Vehicles

Abstract

A central question for environmental policy is whether the long-term benefits of energy-saving technologies are sufficient to justify their short-term costs, and if so, whether financial incentives are needed to stimulate adoption. The fiscal effects of incentivizing new technologies, and the revenue effects of using the technology, are also policy relevant, given current fiscal constraints. This study evaluates the economic and fiscal effects of promoting diesel-electric hybrid technology in urban delivery vehicles, an application supported by U.S. policymakers. An economic model is used to simulate the conditional probability density functions of the net present values (NPVs) of diesel electric hybrids annually from 2012 to 2030. The NPV time paths, which reflect fuel price, environmental, and technology trends, show the expected dates that hybrids become economically viable, and allow an evaluation of the net benefits of hybrid technology as an investment over the entire simulation horizon. The NPV distributions are computed for five stakeholder classes, including transportation firms, parties benefiting from reduced externality damages, state and local governments, and the larger society. The analysis shows that hybrid technology investment does not appear to be justified from a societal perspective at a 7 percent discount rate, but the probability for positive net returns increases substantially at a 3 percent rate.
