In recent years, the governments of the main industrialized countries have more and more focused their attention on the issue of climate change, with the point of view that if mitigation strategies can have an impact on the economies, alongside the challenge lies an opportunity. This article provides a brief description of the European strategy, with a focus on the impact assessment (produced for the EU Commission) on the European economies of the EU Policy Package. A particular attention must be devoted to the description of the correct way of interpreting the results derived form different models in terms of economic effects of mitigation strategies: in a partial equilibrium energy system model, the total compliance cost are not net loss in GDP, but the incremental cost that the rest of the economic system would be required to pay in order to comply with the targets. The results of the scenario analysis carried out for the EU Commission through the PRIMES energy system model are described and compared with a similar analysis carried out by ENEA through a MARKALItaly model. The two estimations about the impact of the EU objectives for 2020 on the direct energy system costs are not very different and quite high in absolute values. A further assessment produced through the MARKAL-MACRO version of the ENEA model shows that the order of magnitude of the overall economic cost of the policy package should be in fact much less relevant. The scenario analysis carried out by ENEA shows also the role of different technologies in a strategy able to shift the evolution of the Italian energy system on a "sustainable" path, i.e. a path coherent with both the medium-term objectives of the EU policy package and the ambitious long-term objectives under discussion in most of the industrialized countries.

The EC Regulation concerning measures to safeguard security of gas supply (EC/994/2010) requires member states to make a full assessment of the risks affecting the security of gas supply. According to Article 9, this risk assessment must: (a) use the infrastructure and supply standards (articles 6 and 8); (b) take into account all relevant national and regional circumstances; (c) run various disruption scenarios; (d) identify the interaction and correlation of risks with other Member States. (e) take into account the maximal interconnection capacity of each border entry and exit point. The objective of this report is to provide guidance and advice for performing risk assessments. It will do so by first providing a literature review, and then by proposing a basic structure for undertaking a gas security risk assessment, in accordance with best practices and standard procedures found in risk management., JRC.F.3-Energy security

In the interest of effective policymaking, this report seeks to clarify certain controversies and identify key gaps in the evidence-base relating to unconventional gas. The scope of this report is restricted to the economic impact of unconventional gas on energy markets. As such, it principally addresses such issues as the energy mix, energy prices, supplies, consumption, and trade flows. Whilst this study touches on coal bed methane and tight gas, its predominant focus is on shale gas, which the evidence at this time suggests will be the form of unconventional gas with the most growth potential in the short- to medium-term. This report considers the prospects for the indigenous production of shale gas within the EU-27 Member States. It evaluates the available evidence on resource size, extractive technology, resource access and market access. This report also considers the implications for the EU of large-scale unconventional gas production in other parts of the world. This acknowledges the fact that many changes in the dynamics of energy supply can only be understood in the broader global context. It also acknowledges that the EU is a major importer of energy, and that it is therefore heavily affected by developments in global energy markets that are largely out of its control., JRC.F.3-Energy security

This paper compares different results from a set of energy scenarios produced by international energy experts, in order to analyze projections on increasing European external energy dependence and vulnerability. Comparison among different scenarios constitutes the basis of a critical review of existing energy security policies, suggesting alternative or complementary future actions. According to the analysis, the main risks and negative impacts in the long term could be the increasing risk of collusion among exporters due to growing dependence of industrialized countries and insufficient diversification; and a risk of demand/supply imbalance, with consequent instability for exporting regions due to insufficient demand, and lack of infrastructures due to insufficient supply. Cooperation with exporting countries enhancing investments in production capacity, and with developing countries in order to reinforce negotiation capacity of energy importing countries seem to be the most effective policies at international level.

Energy market liberalization and international economic interdependence have affected governments' ability to react to security of supply challenges. On the other side, whereas in the past security of supply was largely seen as a national responsibility, the frame of reference has increasingly become the EU in which liberation increases security of supply mainly by increasing the number of markets participants and improving the flexibility of energy systems. In this logic, security of supply becomes a risk management strategy with a strong inclination towards cost effectiveness, involving both the supply and the demand side. Security of supply has two major components that interrelate: cost and risk. This paper focus the attention on costs in the attempt to develop a market compatible approach geared towards security of supply.

Description of energy-intensive industrial technologies included in the Open Industrial demand technology database (Open-IDTD) and data for the calculation of environmental performance factors

The European Roadmap towards the production of electricity from nuclear fusion foresees the potential availability of nuclear fusion power plants (NFPPs) in the second half of this century. The possible penetration of that technology, typically addressed by using the global energy system EUROFusion TIMES Model (ETM), will depend, among other aspects, on its costs compared to those of the other available technologies for electricity production, and on the future electricity demand. This paper focuses on the ongoing electrification process of the transport sector, with special attention devoted to road transport. A survey on the present and forthcoming technologies, as foreseen by several manufacturers and other models, and an international vehicle database are taken into account to develop the new road transport module, then implemented and harmonized inside ETM. Following three different storylines, the computed results are presented in terms of the evolution of the road transport demand in the next decades, fleet composition and CO 2 emissions. The ETM results are in line with many other studies. On one hand, they highlight, for the European road transport energy consumption pattern, the need for dramatic changes in the transport market, if the most ambitious environmental goals are to be pursued. On the other hand, the results also show that NFPP adoption on a commercial scale could be justified within the current projection of the investment costs, if the deep penetration of electricity in the road transport sector also occurs.
