The submerged karst phenomena in the Kvarner area are posing valuable segment of Croatian marine geomorphologic natural heritage, but are also potentially interesting as a habitats to various biotic community. In order to assure adequate legal protection of these sites in future, the authors are hereby proposing following measures: (a) evaluation of features and values, as well as the estimation of a current rate of threat, should be made for each site covered by the Project ; (b) based on the fore mentioned evaluations, an assessment on necessity of preventive protection of certain sites should be made ; (c) preliminary determination of possible protected area category (in accordance with protected areas categorization as set by Croatian law on nature and environmental protection and management objectives. Finally, (d) due to preventive reasons it is strongly recommended to restrain from making the data contained in this Project available to general public before the adequate protection shall be imposed.

Ecological and geological valorisation of the coastal line and submarine area of the islands Ćutin mali and Ćutin veli aiming to establish a protected area.

Ovim programom obuhvaćena su geološka, sedimentološka i biološka istraživanja podmorja s ciljem biološke i geološke valorizacije te prijedloga uspostavljana zaštićenog područja. Na istraživanom području ustanovljeno je 53 vrsta makroflore i 195 vrsta makrofaune. U obalnom području otoka ustanovljeno je 8 bnentoskih biocenoza, od kojih 5 su prema MAP-u klasificirane ako posebno vrijedne zajednice, te 19 vrsta posebno vrijedne flore i faune.

The Municipality of Kostrena is an coastal community situated in northern part of the Adriatic Sea. Administratively, the Municipality of Kostrena is within the Primorsko-Goranska County, Croatia. Being surrounded by highly urbanized and mostly industrial areas, Kostrena is permanently struggling with environmental issues. Nevertheless, it has been notified some time ago that certain parts of aquatic wildlife and underwater geology are still very well preserved comparing to neighbouring marine areas. Such fact has motivated the local authorities (Municipality of Kostrena) to assess the marine life in order to initiate a protection setting procces. Thus, the Municipality has engaged the experts with the Natural History Museum in Rijeka, County Institute for Development, Spatial Planning and Environmental Protection, and Civil Engeneering Institut (Branch in Rijeka) to perform the baseline natural researches and to determine the mode of protection process. Up to date, the Innitial Study on natural characteristics of proposed marine park has been completed and publicly presented in Kostrena. It could be interesting to mention that during the public presentation of the Initial Study the entire idea of protection has been strongly supported by local people and, particularely, professional fisherman. Since the future regulation containing protection measures will surely affect various marine-oriented activites, their support is extremely important in terms of future protection regime/measures.

Ovim programom obuhvaćena su geomorfološka, sedimentološka i biološka istraživanja podmorja koja su poslužila za valorizaciju priobalja i podmorja dijela akvatorija općine Kostrena. Metodom direktnog opažanja uz uporabu autonomne ronilačke opreme obrađena su četiri transekta od površine do 40 m dubine. Mjerena je količina svjetlosti i temperatura. Geomorfološkim i sedimentološkim istraživanjima ustanovljeni su interesantni geomorfološki oblici: valutice, žala, strmci, klifovi i sipari. U dubljim djelovima podmorja ispod 35 m dubine dno je blago nagnuto, pokriveno fluidnim muljem. Biološkim istraživanjem ukupno je utvrđeno 35 vrsta makroalgi i 196 vrsta makrofaune (Cyanophyceae 1, Rhodophyta 13, Phaeophyta 9, Chlorophyta 9, Porifera 24, Cnidaria 15, Nemertini 1, Echiurida 1, Sipunculida 1, Mollusca 44, Annelida 10, Crustacea 32, Tentaculata 5, Echinodermata 10, Tunicata 4, Pisces 49). Ustanovljeno je 9 bentoskih biocenoza s više razvijenih asocijacija zelenih algi i facijesa koralja i spužava. Utvrđeni sastav i brojnost populacija ribljih vrsta odgovaraju staništu na kojem žive. Brojne su male epibentoske vrste, a rijeđe male hiperbentoske vrste prvenstveno usnjače. Od ukupnog broja rakova najviše ih pripada skupini Decapada (27 svojiti) od kojih se 6 spominju kao rijetke vrste. Smisao uspostavljanja zaštićenog područja očuvanje je vrijednih životnih zajednica. Ovako zaštićena područja predstavljaju izvor za obnovu vrsta u životnim zajednicama šireg prostora. Smatramo da je bolje zaštititi uže područje jačim režimom zašitite nego šire područje blažim režimom, jer je upitna djelotvornost blažih mjera po zaštitu i obnovu pridnenih zajednica. Uskladu s prijedlozima prostornih planova Županije primorsko-goranske i općine Kostrena predloženo je da se podmorski park u Kostreni prema važećem Zakonu proglasi spomenikom prirode.

Despite the fact that improper and destructive human relation towards the environment poses rather global and universal problem, we have to distinguish various characteristics of particular regions and areas. Diversity of the problems commonly implicates necessity of “site specific” approach in looking for appropriate environmental solution. If we put socio-political and economic context together with natural particularities of an region such as Primorsko-Goranska County, interdisciplinary approach in creating environmental policy emerges by itself. Therefore, this paper tends to subsume the most significant factors that have the influence on marine and coastal environment, the most important and substantial natural resource of the Primorsko-Goranska County. This paper is drafted as a collection of interrelated separates that should finally form an comprehensive environmental assessment gained through the several different aspects. Thus, it includes both legislative and practical aspects of coastal/marine protection by using of regional approach, i.e. the framework herein is jurisdiction of a county as an administrative unit. Special attention is given to the substantial environmental protection documents whose issuance/adoption is ordered by law (such as Spatial Plan of Primorsko-Goranska County, Environmental Protection Program, contingency plans) as well as to specific protection institutes such as marine demesne or protected natural areas. In addition, paper describes the paths to built-in the principles of sustainability and environmental conservation into decision making process. The fact that the authors of proposed paper are the persons who are directly involved either in scientific researches and drafting the environmental documents, or in enforcing of both national and local environmental laws and regulations gives an very good opportunity to include some “first hand” experience into the paper. Finally, the joint work of the people from a different branches who are sharing the environmental concern should widen their understanding of global environmental problem and - in the same time - benefit the community where the threats of transition period request a common and resolute respond.

In order to recognize the importance of regional or “ site specific” approach in application of sustainable development concept, this paper deals with several aspects of sustainable development performance In Primorsko-Goranska County. Beside the general data on Primorsko-Goranska County, the paper describes the legal and institutional framework for sustainable development implementation, both at state and county level of legislation. In addition, two brief case studies covering the application of sustainable development in physical planning as a legislative activity and in polices adopted by the several industrial business entities are given with purpose to illustrate the rate of current sustainable development performance.
