This paper presents the design and construction of GoKnowGraph, a Knowledge Graph (KG) that is customized exclusively for storing and semantically searching for system documents pertaining to the Government of Kerala (GoK). GoKnowGraph empowers the efficient retrieval of relevant government documents in multiple languages, thus augmenting accessibility and information retrieval within this GoK system. Our contributions encompass the development of a meticulously curated ontology, integrating essential information from GoK, and proposing a robust method for constructing and querying the KG. Moreover, our system supports cross-language document search for queries in English and advanced querying options, including attribute-based filters, to ensure precise information retrieval. Comparative assessments against a state-of-the-art system underscore GoKnowGraph's pronounced superiority in both relevance and accuracy. The meticulous alignment between user queries and the retrieved documents highlights the platform's capacity to effectively bridge the gap between unstructured data and the facilitation of informed decision-making within the GoK system. The active utilization and inheritance of agricultural heritage cannot be separated from the support of relevant government policies. This study combined the bibliometric method and content analysis method to analyze the agricultural heritage protection and development policies based on the government's 410 agricultural heritage official documents and constructed a six-dimensional analysis framework of document release form, release subject, release quantity, document relevance, document type, and document content. The results show that the form and subject of document release are diversified; the number of documents released has an approximate inverted "U"-type characteristic; the number of documents formulated specifically for agricultural heritage is relatively small (21.46%); and information documents and guidance documents are more favored by the government than incentive documents. The discussion of the document content demonstrates that the excavation and application of agricultural heritage are worthy of further improvement; the economic value is widely used in the multifunctional utilization of agricultural heritage; and farmers, enterprises, scientific research institutions, and governments are all crucial participants in the management of agricultural heritage. Some problems remain in the government's management of agricultural heritage, such as producing too few targeted documents and the insufficient coverage of the documents that have been produced thus far. The legal deposit of online publications is handled through a cooperation by the Baden State Library, the State Library of Württemberg, the Library Service Centre Baden-Württemberg and the German National Library. The joint project has developed five innovative services for archiving government documents, e-books, electronic journals and papers, as well as websites. As a selective depository library in Tennessee for decades, the Paul Meek Library has received and housed publications of the Government Printing Office (GPO) in a variety of formats as part of the library's collection. Over the years, lack of consistent oversight and lack of staff have led to deficiencies in the development and maintenance of the government documents collection. The purpose of this paper is to share the library's experience with using the Cataloging Record Distribution Program (CRDP) to provide a sustainable and accessible collection. Women in Africa are poorer, less educated, and enjoy less access to jobs and opportunities than men. While that is true for women around the world, the situation in contemporary Africa appears deeper. Earlier neo-classical economists viewed women as irrational economic agents, but boosted by the intellectual activities of feminist economists that highlighted the gender bias of mainstream economics. The aid and development agencies such as the World Bank and UNDP have committed to poverty reduction by embracing and strengthening the idea of holistic human development to eliminate gender-related inequality. The concept is well spelt out in the national/regional policy frameworks and international development declaration such as Sustainable Development Goal (SDG). Consequently, the growing contributions of women entrepreneurs to economic development are increasingly recognised. In South Africa, the government has endeavoured to boost development through public policies and strategies that focus on women's empowerment and entrepreneurship. Therefore, cognizant of proximate similarities between South Africa and Brazil, this paper examines gendered policy approaches and initiatives by their governments to advance entrepreneurship development. The study relied heavily on reputable secondary sources from government publications, journal articles, books and publications from professional bodies. The study findings provide insights into gaps in building sustainable women entrepreneurial and development activities. The findings also show a need for a gendered transformational entrepreneurship using a holistic and process-orientated approach. The study concludes that existing government platforms for women entrepreneurs are crucial for addressing national developmental challenges by providing learning grounds and complementary growth paths through the introduction of gender-sensitive and sustainable approaches for entrepreneurship. This study examined the specific process, contents, and changes of early technology introduction in Korea through government documents from the 1960s and 1970s. What the government wanted to pursue through the technology introduction approval process at this time was to demand and enforce foreign technology companies to provide fair conditions that local companies could not demand due to the global market structure of vertical division. By the mid-1970s, the government had controlled the payment of additional costs by expedient methods as well as the payment of technical fees and contractual terms, and even standardized contract terms. In the late 1970s, the government began to independently select technologies to be introduced and set longer-term goals to change the existing technology introduction structure, such as technology level limits, technology sector bias, the bias to Japanese technologies. By the end of the 1970s, the government had switched to a system of introducing new high-tech products at the same time as it encouraged companies to develop technologies rather than relying on technology introduction. This study shows that the 1960s-1970s was a period of continuous learning, improvement, and systematization for the improvement of ability and the settlement of systems to introduce efficient technology into Korea. Objective: As access to information grows in tandem with the growth of the Internet, access to grey literature also increases. Because little is known about the use of grey literature in nursing journals, the authors investigated the prevalence and types of grey literature citations in top nursing journals. Methods: We analyzed all citations (n=52,116) from articles published in 2011 in 6 top nursing journals selected from the Medical Library Association’s Nursing and Allied Health Resource Section’s 2012 “Selected List of Nursing Journals.” Grey literature citations were identified and categorized by type. Results: Grey literature accounted for 10.4% of citations across all 6 journals. Publications from governments (54.3%) and corporate organizations (26.8%) were the most common types of grey literature. Conclusion: The substantial citation of grey literature in nursing journals shows that nursing scholars seek and use this category of information. These findings have implications for teaching and learning among nursing researchers and the information professionals who serve the nursing research community.

The concept of moving a university's historic, 2.9 million item government documents collection offsite was daunting. The actual move of the collection took 24 months. In this move, much was learned about developing a project management plan, including consult the literature early, anticipate confusion points within the collection, discuss wear-and-tear issues, and understand the effect the move would have on service. The final move required 31 working days over five months of shifting. With a shared vision of increasing digital access to and preservation of federal government technical reports, a collaborative team of engineering and government document librarians developed the Technical Report Archive & Image Library for complex collaborations that includes both (1) shared management for physical collection and (2) shared management and production for digital conversion processes. The model described in this article supports achieving a shared vision, regardless of the number of participants, geographic location, or member assets and is accomplished through the recognition and use of community collaboration and through social capital and gift-culture principles. In January 1882, John H. Hickcox, a central government documents figure in his time, and the creator of United States Government Publications: A Monthly Catalogue or Hickcox's Monthly Catalogue was arrested in Washington, DC, for taking letters addressed to the Librarian of Congress. Although the charges were eventually dismissed, 1882 is the last year that Hickcox worked for the Library of Congress. In an effort to add to the history of the key players in government documents publishing, this paper explores this strange incident and also documents other details of Hickcox's life and his catalog, which were discovered during the course of this investigation. • Identifies modality shifts in translating Chinese government documents to English. • Discusses the adopted strategies of modality omission, retaining and addition. • Explains translation strategies in terms of communicative conventions and tenor. This article investigates how modality is handled in Chinese-to-English translation, in order to identify a range of choices available for translators and the relative frequencies of the choices. The study uses a self-built parallel corpus of Chinese government documents on Tibet and Xinjiang and their English translations. Modal expressions in the source and translated texts are analyzed according to the type and value of modality. Results show that the strategies of modality omission, modality retaining, and modality addition are adopted in the process of translation. High-valued modal expressions in the Chinese source texts are likely to be left out or translated into expressions of lower values. Median-valued modal expressions tend to be retained, and most added English modal expressions are of median value. Low-valued modal expressions enjoy similar distributions in the source and translated texts. These translation strategies result in a decrease in high-valued modal expressions and an increase in median-valued modal expressions. The type of modality tends to remain unchanged in the process of translation. Possible factors affecting the translation choices are discussed in terms of the communicative conventions and the tenor of the source and target texts. [ABSTRACT FROM AUTHOR]

An education information librarian, a government documents librarian, and an instructional designer collaboratively developed a lesson plan to engage researchers with open educational resources (OER). They selected and curated freely available, online United States federal government documents on topics that would engage their audience. During the lesson, they wanted to inspire workshop attendees to become researchers through a collaborative group project and share this lesson plan with students and library patrons. This article will describe the process used to collect resources, develop the lesson plan, and assess engagement of participants during seven workshops. A study was conducted to determine the findability of known print U.S. government documents using five different resources: the Catalog of Government Publications (CGP), in-house library catalog, library discovery service, HathiTrust, and Google. Overall, Google was the most effective finding tool, followed by the library discovery service, the in-house library catalog, Catalog of Government Publications, and HathiTrust. Three-quarters of documents were available full-text via Google. Implications of the online availability of government publications on the need for large print document collections and the continuing reconsideration of library spaces are discussed as are future studies. Congressional Research Service (CRS) products, such as CRS Reports and Issue Briefs, are valuable reference tools that can assist reference professionals in providing service to a wide range of patrons and should not be overlooked. This article briefly explains how legislative reference bureaus came into existence and details the early legislative history of the formation of CRS, the federal legislative reference service. This article also explains what products CRS creates and for what purpose. Finally, this article provides a brief legislative history of modern congressional efforts to publicly disseminate CRS products, which includes summaries of public discourse on the subject. This article provides an overview of open government data. It outlines what it is, provides examples, and summarizes library engagement with these data. The professional and academic literature and other web sources were examined along with government policies and portals. Open government data is a fairly recent and evolving phenomenon that promotes government transparency and invites citizen participation and innovative reuses of public data. This study investigated effective utilization of information resources for research in nursing by student nurses in Benue State School of Nursing and Midwifery, Makurdi. The study looked at the types of information resources mostly utilized by student nurses, extent of utilization by student nurses for research in nursing. Four (4) research objectives with corresponding research questions guided the study. The study adopted descriptive survey research design. The population for the study was 376 student nurses/midwives and a sample of 194 student nurses was gotten using Taro Yamene's formula for sample size and were sampled using simple random sampling technique. The instrument for data collection was questionnaire which was validated by 3 experts. Data was collected and analyzed using descriptive statistics of frequency counts and mean scores to answer the research question. Finding of the study revealed that, textbooks, journals, dictionaries, encyclopedia, projects, directories, newspapers/magazines, government documents, handbooks, almanacs, yearbooks as well as gazettes are the types of information resources mostly utilize by student nurses for research in nursing in Benue State Schools of Nursing and Midwifery, Makurdi. Findings also revealed that, student nurses utilizes information resources for nursing research to a great extent and students nurses are satisfied with the information resources utilize for research in nursing. Findings further revealed that, lack of time to use the information resources in the library, lack of awareness on existence of specific information resources, lack of current nursing textbooks and journals, difficulty in finding relevant information resources, lack of internet access, not allowed to borrow books in the library, the environment is not conducive for learning and research, lack of computers as well as lack of adequate skills on how to use the library are factors militating against effective utilization of information resources by student nurses for research in nursing in Benue State School of Nursing and Midwifery, Makurdi. Background: The demographic structure of Iran as a developing country has undergone various changes in recent years. Therefore, the present study sought to analyze policy and upstream documents related to the older people health in Iran in order to identify and analyze the requirements considered by health policymakers to promote the older people health in Iran., Materials and Methods: This is a qualitative study conducted in 2021 through national qualitative document analysis. All upstream documents published and related to older people health were reviewed between February 1979 and October 2021. The Scott's four-step method was used to extract the related documents., Results: Policy requirements for promoting older people healthcare in Iran were categorized into 4 main themes in the form of a conceptual framework and 15 sub-themes. Thus, in order to ensure the health of the older people in Iran, it is necessary to take into account the four categories of managerial requirements, financing, infrastructures, and providing older people services. In other words, the sustainable financing requirements and the infrastructural requirements should firstly exist together as basic requirements. There is much rhetoric and policy in democratic governments concerning the need for public access to government information, and in Australia this access is deemed to be the default position. Such policies run parallel with trends for disseminating this information almost exclusively on departmental and government agencies’ websites. This article uses a case-study approach to examine a particular government department’s compliance with the regulatory environment and to explore why a particular set of government documents, mandated to be available at a government department website, appeared not to be there. The research demonstrates not only the need for a coherent set of information practices within government departments and based on best practice, but highlights the importance of national libraries’ preservation initiatives such as the Australian Government Web Archive. The National Oceanic and Atmospheric Administration (NOAA) and the European Organisation for the Exploitation of Meteorological Satellites (EUMETSAT) work together in three different fields: geostationary satellites, polar-orbiting satellites, and ocean altimetry satellites. These programs each generate different data, and render the two organizations capable of performing global observations that meet the requirements of their respective missions. The paper examines the data policies of the two organizations in the context of the agreements established by the World Meteorological Organization (WMO). The paper analyzes the partnership through their data policies and agreements from agency websites, technical literature, treaties, and reports generated by their respective data centers. The research illustrates how, despite differences in policy, industrial standards, technologies, and national boundaries, resource-pooling initiatives can improve efficiency and benefit user communities. Through the mutual exchange of data, instruments, and grounds operations, NOAA and EUMETSAT have established a long-standing partnership that has strengthened the weather community and overall information infrastructure of meteorology.
