Major results of researches conducted by Russian geodesists in 2019-2022 on the topics of the International Association of Geodesy (IAG) of the International Union of Geodesy and Geophysics (IUGG) are presented in this issue. This report is prepared by the Section of Geodesy of the National Geophysical Committee of Russia. In the report prepared for the XXVII General Assembly of IUGG (Germany, Berlin, 11-20 July 2023), the results of principal researches in geodesy, geodynamics, gravimetry, in the studies of geodetic reference frame creation and development, Earth's shape and gravity field, Earth's rotation, geodetic theory, its application and some other directions are briefly described. The high temperature limit of interacting spins is usually not associated with ordering or critical phenomena. Nevertheless, spontaneous fluctuations of a local spin polarization at equilibrium have nontrivial dynamics even in this limit. Here, we demonstrate that the spin noise power spectrum of these fluctuations can undergo discontinuous changes as a function of an external magnetic field. As a simple illustration, we consider a model of Ising-like long range spin-spin interactions with a transverse magnetic field as a control parameter. This system undergoes a phase transition associated with disappearance of the noise power peak responsible for the most detrimental decoherence effect of the interactions. \end{abstract}

The $^{6}$Be continuum states were populated in the charge-exchange reaction $^1$H($^{6}$Li,$^{6}$Be)$n$ collecting very high statistics data ($\sim 5 \times 10^6$ events) on the three-body $\alpha$+$p$+$p$ correlations. The $^{6}$Be excitation energy region below $\sim 3$ MeV is considered, where the data are dominated by contributions from the $0^+$ and $2^+$ states. It is demonstrated how the high-statistics few-body correlation data can be used to extract detailed information on the reaction mechanism. Such a derivation is based on the fact that highly spin-aligned states are typically populated in the direct reactions., Comment: submitted to Physical Review C

The concept of Maximum Potential Intensity (MPI) is widely used in tropical cyclone research to estimate the minimum central pressure and the maximum velocity of tropical storms from environmental parameters. The MPI pressure derives from consideration of an idealized thermodynamic cycle, while the MPI velocity additionally requires information about real-time power and heat flows within the storm. Recently MPI velocity was proposed to be a substantial overestimate (by 10-30 percent) presumably neglecting the power needed to lift precipitating water (the gravitational power of precipitation). This conclusion did not involve a theoretical analysis of the MPI concept but was based on observed hurricane rainfall to estimate gravitational power of precipitation. However, since the MPI pressure estimate does explicitly account for lifting water, and the MPI velocity derives from this pressure, the question arises whether a correction to MPI velocity is required. Here we represent and examine the MPI derivations in their most general form and show that although a correction to MPI velocity is justified, it is an order of magnitude or so smaller than originally proposed. We show that the neglect of gravitational power of precipitation in the MPI velocity estimate was caused by the incomplete formulation of the general relationship between pressure work and dissipation of kinetic energy, taken per unit time and integrated over the storm. We highlight the importance of an internally consistent framework to estimate both storm energy and power and provide some perspectives for further investigating the role of moisture., Comment: 15 pages, 3 figures

Investigating dispersion surface morphology of sonic metamaterials is crucial in providing information on related phenomena as inertial coupling, acoustic transparency, polarisation, and absorption. In the present study, we look into frequency surface morphology of two-dimensional metamaterials of K3,3 and K6 topologies. The elastic structures under consideration consist of the same substratum lattice points and form a pair of sublattices with hexagonal symmetry. We show that, through introducing universal localised mass-in-mass phononic microstructures at lattice points, six single optical frequency-surfaces can be formed with required properties including negative group velocity. Splitting the frequency-surfaces is based on the classical analog of the quantum phenomenon of "energy-level repulsion", which can be achieved only through internal anisotropy of the nodes and allows us to obtain different frequency band gaps., Comment: 25 pages, 15 figures

Starting from basic physical principles, we present a novel derivation linking the global wind power to measurable atmospheric parameters. The resulting expression distinguishes three components of the atmospheric power (the kinetic power associated with horizontal and vertical motion and the gravitational power of precipitation) and highlights problems with previous approaches. Focusing on Lalibert\'e et al. (2015), we show how inappropriate treatment of material derivatives in the presence of phase transitions leads to significant errors in wind power analyses. We discuss the physical constraints on global wind power and the opportunities provided by considering the dynamic effects of water vapor condensation., Comment: 10 pages

The kinetic energy budget of the atmosphere's meridional circulation cells is analytically assessed. In the upper atmosphere kinetic energy generation grows with increasing surface temperature difference \$\Delta T_s\$ between the cold and warm ends of a circulation cell; in the lower atmosphere it declines. A requirement that kinetic energy generation is positive in the lower atmosphere limits the poleward cell extension \$L\$ of Hadley cells via a relationship between \$\Delta T_s\$ and surface pressure difference \$\Delta p_s\$: an upper limit exists when \$\Delta p_s\$ does not grow with increasing \$\Delta T_s\$. This pattern is demonstrated here using monthly data from MERRA re-analysis. Kinetic energy generation along air streamlines in the boundary layer does not exceed \$40\$~J~mol\$^{-1}\$; it declines with growing \$L\$ and reaches zero for the largest observed \$L\$ at 2~km height. The limited meridional cell size necessitates the appearance of heat pumps -- circulation cells with negative work output where the low-level air moves towards colder areas. These cells consume the positive work output of the heat engines -- cells where the low-level air moves towards the warmer areas -- and can in theory drive the global efficiency of atmospheric circulation down to zero. Relative contributions of \$\Delta p_s\$ and \$\Delta T_s\$ to kinetic energy generation are evaluated: \$\Delta T_s\$ dominates in the upper atmosphere, while \$\Delta p_s\$ dominates in the lower. Analysis and empirical evidence indicate that the net kinetic power output on Earth is dominated by surface pressure gradients, with minor net kinetic energy generation in the upper atmosphere. T Bayr and D Dommenget [J. Climate 26 (2013) 1387] proposed a model of temperature-driven air redistribution to quantify the ratio between changes of sea level pressure $p_s$ and mean tropospheric temperature $T_a$ in the tropics. This model assumes that the height of the tropical troposphere is isobaric. Here problems with this model are identified. A revised relationship between $p_s$ and $T_a$ is derived governed by two parameters -- the isobaric and isothermal heights -- rather than just one. Further insight is provided by the model of R S Lindzen and S Nigam [J. Atmos. Sci. 44 (1987) 2418], which was the first to use the concept of isobaric height to relate tropical $p_s$ to air temperature, and did this by assuming that isobaric height is always around 3 km and isothermal height is likewise near constant. Observational data, presented here, show that neither of these heights is spatially universal nor do their mean values match previous assumptions. Analyses show that the ratio of the long-term changes in $p_s$ and $T_a$ associated with land-sea temperature contrasts in a warming climate -- the focus of Bayr and Dommenget [2013] -- is in fact determined by the corresponding ratio of spatial differences in the annual mean $p_s$ and $T_a$. The latter ratio, reflecting lower pressure at higher temperature in the tropics, is dominated by meridional pressure and temperature differences rather than by land-sea contrasts. Considerations of isobaric heights are shown to be unable to predict either spatial or temporal variation in $p_s$. The physical equations determining the motion of moist atmospheric air in the presence of condensation remain controversial. Two distinct formulations have been proposed, published and cited. The equation of Bannon [2002, J. Atmos. Sci. 59: 1967--1982] includes a term for a "reactive motion" that arises when water vapor condenses and droplets begin to fall; according to this term the remaining gas moves upwards so as to conserve momentum. In the equation of Ooyama[2001, J. Atmos. Sci. 58: 2073--2102] the reactive motion term is absent. Both equations contain a term for condensate loading, but in the formulation of Ooyama [2001] there are two additional terms. In some modern nonhydrostatic models of moist atmospheric circulation, however, formulations have been mixed. Here we examine the contrasting equations for the motion of moist air. We discuss inconsistencies in the application of Newton's second and third laws to an air and condensate mixture. We show that the concept of reactive motion in this context is based on a misunderstanding of the conservation of momentum in the presence of a gravitational field: such a reactive motion does not exist. We show that the "mixed" equation used in some models is not physically consistent either. We examine why consideration of total momentum, that is air and condensate combined, has been misleading in the search for valid equations of motion in the presence of phase transitions., Comment: 17 pages, no figures

The 0+ ground state of the 10He nucleus produced in the 3H(8He,p)10He reaction was found at about $2.1\pm0.2$ MeV (\Gamma ~ 2 MeV) above the three-body 8He+n+n breakup threshold. Angular correlations observed for 10He decay products show prominent interference patterns allowing to draw conclusions about the structure of low-energy excited states. We interpret the observed correlations as a coherent superposition of the broad 1- state having a maximum at energy 4-6 MeV and the 2+ state above 6 MeV, setting both on top of the 0+ state "tail". This anomalous level ordering indicates that the breakdown of the N=8 shell known in 12Be thus extends also to the 10He system., Comment: 5 pages, 5 figures

Growth of nanoclusters and nanopillars is considered in a model of surface deposition of building blocks (atoms) diffusionally transported from solution to the forming surface structure. Processes of surface restructuring are also accounted for in the model, which then yields morphologies of interest in catalysis applications. Kinetic Monte Carlo numerical approach is utilized to explore the emergence of FCC-symmetry surface features in Pt-type metal nanostructures. Available results exemplify evaluation of the fraction of the resulting active sites with desirable properties for catalysis, such as (111)-like coordination, as well as suggest optimal growth regimes.

By using the 1H(6Li,6Be)n charge-exchange reaction, continuum states in 6Be were populated up to E_t=16 MeV, E_t being the 6Be energy above its three-body decay threshold. In kinematically complete measurements performed by detecting alpha+p+p coincidences, an E_t spectrum of high statistics was obtained, containing approximately ~5x10^6 events. The spectrum provides detailed correlation information about the well-known 0^+ ground state of 6Be at E_t=1.37 MeV and its 2^+ state at E_t=3.05 MeV. Moreover, a broad structure extending from 4 to 16 MeV was observed. It contains negative parity states populated by Delta L=1 angular momentum transfer without other significant contributions. This structure can be interpreted as a novel phenomenon, i.e. the isovector soft dipole mode associated with the 6Li ground state. The population of this mode in the charge-exchange reaction is a dominant phenomenon for this reaction, being responsible for about 60% of the cross section obtained in the measured energy range., Comment: 8 pages, 7 figures

We numerically examine the spatial evolution of the structure of coherent and partially coherent laser beams (PCBs), including the optical vortices, propagating in turbulent atmospheres. The influence of beam fragmentation and wandering relative to the axis of propagation (z-axis) on the value of the scintillation index (SI) of the signal at the detector is analyzed. A method for significantly reducing the SI, by averaging the signal at the detector over a set of PCBs, is described. This novel method is to generate the PCBs by combining two laser beams - Gaussian and vortex beams, with different frequencies (the difference between these two frequencies being significantly smaller than the frequencies themselves). In this case, the SI is effectively suppressed without any high-frequency modulators., Comment: 13 pages, 8 figures

Unknown isotope 26S, expected to decay by two-proton (2p) emission, was studied theoretically and was searched experimentally. The structure of this nucleus was examined within the relativistic mean field (RMF) approach. A method for taking into account the many-body structure in the three-body decay calculations was developed. The results of the RMF calculations were used as an input for the three-cluster decay model worked out to study a possible 2p decay branch of this nucleus. The experimental search for 26S was performed in fragmentation reactions of a 50.3 A MeV 32S beam. No events of 26S or 25P (a presumably proton-unstable subsystem of 26S) were observed. Based on the obtained production systematics an upper half-life limit of T_{1/2}<79 ns was established from the time-of-flight through the fragment separator. Together with the theoretical lifetime estimates for two-proton decay this gives a decay energy limit of Q_{2p}>640 keV for 26S. Analogous limits for 25P are found as T_{1/2}<38 ns and Q_{p}>110 keV. In the case that the one-proton emission is the main branch of the 26S decay a limit Q_{2p}>230 keV would follow for this nucleus. It is likely that 26S resides in the picosecond lifetime range and the further search for this isotope is prospective for the decay-in-flight technique., Comment: 15 pages, 7 figures

We numerically examine the spatial evolution of the structure of coherent and partially coherent laser beams, including the optical vortices, propagating in turbulent atmospheres. The influence of beam fragmentation and wandering relative to the axis of propagation (z-axis) on the value of the scintillation index (SI) of the signal at the detector is analyzed. These studies were performed for different dimensions of the detector, distances of propagation, and strengths of the atmospheric turbulence. Methods for significantly reducing the scintillation index are described. These methods utilize averaging of the signal at the detector over a set of partially coherent beams (PCBs). It is demonstrated that the most effective approach is using a set of PCBs with definite initial directions of propagation relative to the z-axis. This approach results in a significant compensation of the beam wandering which in many cases is the main contributor to the SI. A novel method is to generate the PCBs by combining two laser beams - Gaussian and vortex beams, with different frequencies (the difference between these two frequencies being significantly smaller than the frequencies themselves). In this case, the effective suppression of the SI does not require high-frequency modulators. This result is important for achieving gigabit data-rates in long-distance laser communication through turbulent atmospheres., Comment: 35 pages, 29 figures
