The relationship between satellite land surface temperature (LST) and ground-based observations of 2m air temperature (T2m) is characterised in space and time using >17 years of data. The analysis uses a new monthly LST climate data record (CDR) based on the Along-Track Scanning Radiometer (ATSR) series, which has been produced within the European Space Agency GlobTemperature project (http://www.globtemperature.info/). Global LST-T2m differences are analysed with respect to location, land cover, vegetation fraction and elevation, all of which are found to be important influencing factors. LSTnight (~10 pm local solar time, clear-sky only) is found to be closely coupled with minimum T2m (Tmin, all-sky) and the two temperatures generally consistent to within ±5 °C (global median LSTnight- Tmin= 1.8 °C, interquartile range = 3.8 °C). The LSTday (~10 am local solar time, clear-sky only)-maximum T2m (Tmax, all-sky) variability is higher (global median LSTday- Tmax= -0.1°C, interquartile range = 8.1 °C) because LST is strongly influenced by insolation and surface regime. Correlations for both temperature pairs are typically >0.9 outside of the tropics. The monthly global and regional anomaly time series of LST and T2m – which are completely independent data sets - compare remarkably well. The correlation between the data sets is 0.9 for the globe with 90% of the CDR anomalies falling within the T2m 95% confidence limits. The results presented in this study present a justification for increasing use of satellite LST data in climate and weather science, both as an independent variable, and to augment T2m data acquired at meteorological stations.

Deconstructing infrastructure is recognized as an environmentally sustainable method to take down buildings, mitigate waste, and reduce overall environmental impact. However, the economic benefits of deconstruction continue to be contested, resulting in few municipalities formally implementing deconstruction policy. While this report recognizes that numerous factors influence policy, this report seeks to establish the variance in deconstruction practices across North America. This report has a particular focus on British Columbia in an attempt to determine how Vancouver’s proposed deconstruction policy relates to other municipal policy and how the City of Vancouver’s policy could be improved. This report argues that although Vancouver’s deconstruction policy for city-owned infrastructure has yet to be formally executed, Vancouver does have a standard practice for the deconstruction of City-owned facilities and is one of the few leaders of the burgeoning field of deconstruction. Although few cities have developed and implemented binding deconstruction policy, Vancouver has the potential to benefit and learn from Los Angeles’, CA deconstruction policy, which has various targets for different materials. Additional recommendations for the City of Vancouver include: - As a building-owner, the City of Vancouver should implement a minimum target that necessitates recycling and reuse of a certain percentage of material. However, this target should not replace existing audits, which hold buildings to the highest possible standard of deconstruction. - As a building-owner, the City of Vancouver should Implement separate targets for inert and “other” waste to avoid loopholes in deconstruction requirements. - As a regulator, the City of Vancouver should continue to ban particular materials from landfills while simultaneously developing infrastructure that recycles prohibited goods appropriately. - As a regulator, the City of Vancouver should consider placing governmental incentives on non-profitable demolition and construction materials.

We describe a global dataset of quality‐controlled in situ daily air temperature ob-servations covering the period 1850–2015, developed in the framework of the EUSTACE (EU Surface Temperature for All Corners of Earth) project (www.eusta cepro ject.org). The dataset includes a total of 35,364 daily series of maximum and minimum temperature obtained from seven different collections. About 97% of the series are publicly available in a common format, while the remaining 3% can be obtained from the original data providers. Unlike other similar products, duplicates have been removed without blending of series, which simplifies data traceability and improves the temporal homogeneity of the individual series at the cost of a smaller average length. Residual artificial signals (breakpoints) in the series caused by sta-tion relocations, changes in instrumentation, etc., have been detected by means of the combination of four breakpoint detection tests, four variables and three temporal aggregations. The combined results give not only the most probable position of the breakpoints, but also a measure of their likelihood. The reliability of the detection was estimated for each year of each target series, based on the number of reference series and on their correlation with the target series. Moreover, its general perfor-mance was evaluated through a benchmark of synthetic series. This product will be combined with datasets of marine and ice in situ air temperature observations and with measurements from satellite to produce the first complete global statistical re-construction of daily near‐surface air temperature.
