The article considers separate state strategic positions on the interaction between government bodies and business structures in the sphere of housing and communal services. It is proved that the practice of partnership interaction between government and business in housing and communal services has a kind of "spontaneous" character and requires the formation of a system of management processes in the form of strategic documents. The main priorities of the successful development of partnership interaction in the sphere of housing and communal services are outlined. It is proposed to set up a Coordinating Council for the development of public-private partnership with a view to developing and implementing measures for the development of the public-private partnership institute in the industry. The main tasks of the Coordination Council are defined. The necessity of revision of the existing model of development of the industry, introduction of new mechanisms of functioning of organizations and management of housing and communal services objects has been confirmed. It is proved that a promising direction of transformation is the introduction of tariff formation, which will prevent the annual increase in the cost of utilities., В статті розглянуто окремі державні стратегічні положення щодо взаємодії органів влади і бізнес-структур у сфері житлово-комунального господарства. Доведено, що практика партнерської взаємодії влади та бізнесу в ЖКГ носить свого роду «стихійний» характер» та вимагає формування системи управлінських процесів у вигляді стратегічних документів. Окреслено основні пріоритети успішного розвитку партнерської взаємодії у сфері житлово-комунального господарства. Запропоновано створити Координаційну раду щодо розвитку державно-приватного партнерства в цілях розробки та реалізації заходів щодо розвитку інституту державно-приватного партнерства в галузі. Визначено основні завдання Координаційної ради. Підтверджено необхідність перегляду існуючої моделі розвитку галузі, впровадження нових механізмів функціонування організацій і управління об’єктами житлово-комунального господарства. Доведено, що перспективним напрямком перетворень є впровадження тарифоутворення, що дозволить запобігти щорічне зростання вартості послуг ЖКГ.
