The research objective is an assessment of effectiveness of hyperbaric re-respiration (HRR) in treatment of military servicemen suffering from chronic abacterial prostatitis (CAP). The research type is prospective (cohort), clinical and physiological. The subjects are 38 patients with CAP in the acute phase (category III A and III B), aged 32-46, were randomly allocated into 3 groups depending on the kind of therapy: the control group - conventional treatment of CAP in the acute phase (n = 10); the comparison group (n = 14) - traditional therapy and 12-14 hyperbaric oxygen therapy treatments (35-40-minute stay in the oxygen chamber at a pressure of about 153 kPa); the treatment group (n = 14) - the traditional therapy and a course of HRR (12-14 treatments, 35-40 minute stay under the conditions of higher oxygen (27.9 kPa) and carbon dioxide (3.4 kPa) partial pressure produced in the pressure chamber at a total pressure of about 153 kPa). All patients before treatment, after his graduation, and then six months later determined the indices of phagocyte activity of neutrophils, which are judged on the state of nonspecific resistance. Initial examination revealed a clear shortage of nonspecific protective mechanisms in most patients. Spent treatment accompanied by statistically significant increases in aerobic and anaerobic phagocyte activity only in patients of the treatment group that has resulted in significant inter-group differences of the studied parameters. Through 6 months in patients of the treatment group registered a further increase in the activity of aerobic and anaerobic mechanisms of phagocytosis in the absence of such trends in the other two groups. Therefore, the appointment of HRR promotes activation of nonspecific resistance mechanisms in patients with CAP, which contributes to extension of relapse-free period in the course of the disease.

5. Investment Claims Amid Civil Unrest: Questions of Attribution and Responsibility

- Abstract
Political instability and civil strife are known inhibitors of foreign investment. The Middle East is a region with tremendous investment potential due to a constellation of factors, including abundant natural resources, convenient geographical location, and an increasingly educated population. However, the instability reverberating through the region since the inception of the Arab Spring has amplified the risks associated with that potential. This article explores international law protections that may be available to foreign investors and host states in the context of civil unrest. It sets out an analytical framework for the issues of attribution and responsibility in this context. Addressing first the issue of attribution (i.e. whether the host state may bear responsibility for unrest-related damage caused by third parties), the article surveys historical cases addressing revolution-related claims against Mexico, Venezuela, Costa Rica, and the United States, with a view to defining the circumstances under which attribution can exist. Turning to the issue of responsibility, the article analyzes both the claims potentially available to investors and the defenses potentially available to host states. The article demonstrates that while international law continues to apply amid political volatility, additional considerations come into play. Therefore, for foreign investors and host states alike, careful planning and tailored legal advice can help considerably towards understanding the risks and managing expectations with regard to a particular investment opportunity.

The storage cell of the internal, longitudinally polarized, atomic gas target of the HERMES experiment is presented. The polarized atoms of hydrogen or deuterium are accumulated in an open-ended thin walled storage cell through which the circulating electron or positron beam of the HERA accelerator passes. The target areal density is 10 14 atoms=cm 2 ; two orders of magnitude larger than without the cell. The construction details of the cell are described and the cell’s performance during HERMES run of 1997–2000 is discussed. r 2002 Published by Elsevier Science B.V.

We present a measurement of the longitudinal spin asymmetry A|| in photoproduction of pairs of hadrons with high transverse momentum pT. Data were accumulated by the HERMES experiment using a 27.5 GeV polarized positron beam and a polarized hydrogen target internal to the HERA storage ring. For h^+h^- pairs with _(pT)^(h1)>1.5GeV/c and _(pT)^(h2)>1.0GeV/c, the measured asymmetry is A_(||) = -0.28±0.12(stat)±0.02(syst). This negative value is in contrast to the positive asymmetries typically measured in deep inelastic scattering from protons, and is interpreted to arise from a positive gluon polarization.

Cross section ratios for deep-inelastic scattering from 14N and 3He with respect to 2H have been measured by the HERMES experiment at DESY using a 27.5 GeV positron beam. The data cover a range in the Bjorken scaling variable x between 0.013 and 0.65, while the negative squared four-momentum transfer Q^2 varies from 0.5 to 15 GeV^2. The data are compared to measurements performed by NMC, E665, and SLAC on 4He and 12C, and are found to be different for x < 0.06 and Q^2 < 1.5 GeV^2. The observed difference is attributed to an A-dependence of the ratio R = sigma_L / sigma_T of longitudinal to transverse deep-inelastic scattering cross sections at low x and low Q^2.

Single-spin asymmetries for semi-inclusive pion production in deep-inelastic scattering have been measured for the first time. A significant target-spin asymmetry of the distribution in the azimuthal angle straight phi of the pion relative to the lepton scattering plane was formed for pi(+) electroproduction on a longitudinally polarized hydrogen target. The corresponding analyzing power in the sinstraight phi moment of the cross section is 0.022+/-0.005+/-0.003. This result can be interpreted as the effect of terms in the cross section involving chiral-odd spin distribution functions in combination with a chiral-odd fragmentation function that is sensitive to the transverse polarization of the fragmenting quark.

Exclusive incoherent electroproduction of the ρ0(770) meson from 1H, 2H, 3He, and 14N targets has been studied by the HERMES experiment at squared four-momentum transfer Q^2>0.4 GeV^2 and positron energy loss ν from 9 to 20 GeV. The ratio of the 14N to 1H cross sections per nucleon, known as the nuclear transparency, was found to decrease with increasing coherence length of quark-antiquark fluctuations of the virtual photon. The data provide clear evidence of the interaction of the quark-antiquark fluctuations with the nuclear medium.

Spin-polarised atomic hydrogen is used as a gaseous polarised proton target in high energy and nuclear physics experiments operating with internal beams in storage rings. When such beams are intense and bunched, this type of target can be depolarised by a resonant interaction with the transient magnetic field generated by the beam bunches. This effect has been studied with the HERA positron beam in the HERMES experiment at DESY. Resonances have been observed and a simple analytic model has been used to explain their shape and position. Operating conditions for the experiment have been found where there is no significant target depolarisation due to this effect., REVTEX, 6 pages, 5 figures

The data were taken with the 27.6 GeV longitudinally polarised positron beam at HERA incident on a longitudinally polarised pure hydrogen gas target internal to the storage ring. The HERMES atomic beam source is used to provide nuclear polarized hydrogen or deuterium atoms for the HERMES target. The setup including the dissociator, the sextupole magnet system and the high-frequency transitions is described. Measurements of the hydrogen intensity of up to 6.4×10 16 atoms / s in two hyperfine substates and of the deuterium intensity of up to 5.8×10 16 atoms / s in three hyperfine substates are presented. A degree of dissociation of 92.8% for H (94.5% for D) at the entrance of the storage cell and a nuclear polarization of around 0.97 (H) and 0.92 (D) have been found constant within a couple of percent over the whole running period of the HERMES experiment.

The use ofstorage cells has become a standard technique f internal gas targets in storage rings. In case ofpolarized hydrogen or deuterium targets, recombination ofthe atoms occurs during the collisions ofthe atoms with the walls of the storage cell and may lead to a reduction ofthe target polarization. In this paper, we present measurements of recombination at the polarized internal hydrogen and deuterium gas target ofthe HERMES experiment in the years 1997–1999 within a temperature range of35–250 K : The underlying reaction mechanisms will be discussed with respect to the measured temperature and gas density dependence ofsurf ace recombination. Special attention is paid to the influence ofwater on recombination. These dependencies can be consistently described by a combination ofthree reaction mechanisms. The first one, dominating at temperatures above 120 K; is an activated Eley–Rideal reaction. A second process dominating below 100 K in case ofnew storage cells, is interpreted as a tunneling reaction between a physisorbed state and an atom chemically bound on the surface. Atomic beam devices are frequently equipped with sextupole magnets to focus the beam or to act as spin filters in combination with RF-transitions for manipulating the hyperfine population within the atomic beam. A useful tool for the analysis of sextupole systems, the application of time-of-flight (TOF) measurements is presented. TOF measurements are enabled without mechanical beam chopper by utilizing adiabatic radio frequency transitions to select atoms within a certain time interval. This method is especially interesting for the use in atomic beam devices that are already equipped with RF-transitions and sextupole magnets and where space limitations or the required quality of the vacuum do not allow the installation of a mechanical chopper. The measurements presented here were performed with the atomic beam polarimeter of the HERMES polarized deuterium target and the results have been used to optimize the sextupole system of the polarimeter.

An atomic beam polarimeter for measurement of the hyperfine population numbers and the absolute polarization of thermal atomic hydrogen (H) and deuterium (D) beams is described. The principle of measurement and the method of calibration are given. The polarimeter measures the 4 (6) relative hyperfine population numbers of a thermal H (D) beam in the region of 10 13 atoms s −1 to an absolute error of less than 0.01. The polarimeter has been in continuous operation with the internal polarized hydrogen and deuterium gas target used in the HERMES experiment at DESY since 1996.

Spin transfer in deep-inelastic Lambda electroproduction has been studied with the HERMES detector using the 27.6 GeV polarized positron beam in the DESY HERA storage ring. For an average fractional energy transfer [z]=0.45, the longitudinal spin transfer from the virtual photon to the Lambda has been extracted. The spin transfer along the Lambda momentum direction is found to be 0.11+or-0.17(stat)+or-0.03(syst); similar values are found for other possible choices for the longitudinal spin direction of the Lambda . This result is the most precise value obtained to date from deep-inelastic scattering with charged lepton beams, and is sensitive to polarized up quark fragmentation to hyperon states. The experimental result is found to be in general agreement with various models of the Lambda spin content, and is consistent with the assumption of helicity conservation in the fragmentation process

A single-spin asymmetry in the azimuthal distribution of neutral pions relative to the lepton scattering plane has been measured for the first time in deep-inelastic scattering of positrons off longitudinally polarized protons. The analysing power in the sin(phi) moment of the cross section is 0.019 +/- 0.007(stat.) +/- 0.003(syst.). This result is compared to single-spin asymmetries for charged pion production measured in the same kinematic range. The pi^0 asymmetry is of the same size as the pi^+ asymmetry and shows a similar dependence on the relevant kinematic variables. The asymmetry is described by a phenomenological calculation based on a fragmentation function that represents sensitivity to the transverse polarization of the struck quark., Comment: 4 pages, 1 figure, replaced to correct eprint author field, 2nd replacement to correct figure; upper limit of model predictions are corrected. The influence of the nuclear medium on the production of charged hadrons in semi-inclusive deep-inelastic scattering has been studied by the HERMES experiment at DESY using a 27.5 GeV positron beam. The differential multiplicity of charged hadrons and identified charged pions from nitrogen relative to that from deuterium has been measured as a function of the virtual photon energy nu and the fraction z of this energy transferred to the hadron. There are observed substantial reductions of the multiplicity ratio R/sub M//sup h/ at low nu and at high z, both of which are well described by a gluon-bremsstrahlung model of hadronization. A significant difference of the nu -dependence of R/sub M//sup h/ is found between positive and negative hadrons. This is interpreted in terms of a difference between the formation times of protons and pions, using a phenomenological model to describe the nu - and z-dependence of R/sub M//sup h/.

Evidence for a positive longitudinal double-spin asymmetry = 0.24 +-0.11 (stat) +-0.02 (syst) in the cross section for exclusive diffractive rho^0(770) vector meson production in polarised lepton-proton scattering was observed by the HERMES experiment. The longitudinally polarised 27.56 GeV HERA positron beam was scattered off a longitudinally polarised pure hydrogen gas target. The average invariant mass of the photon-proton system has a value of = 4.9 GeV, while the average negative squared four-momentum of the virtual photon is = 1.7 GeV^2. The ratio of the present result to the corresponding spin asymmetry in inclusive deep-inelastic scattering is in agreement with an early theoretical prediction based on the generalised vector meson dominance model., Comment: 10 pages, 4 embedded figures, LaTeX

Physical review / D 64(9), 097101 (2001). doi:10.1103/PhysRevD.64.097101, A single-spin asymmetry in the azimuthal distribution of neutral pions relative to the lepton scattering plane has been measured for the first time in deep-inelastic scattering of positrons off longitudinally polarized protons. The analysing power in the sin(phi) moment of the cross section is 0.019 +/- 0.007(stat.) +/- 0.003(syst.). This result is compared to single-spin asymmetries for charged pion production measured in the same kinematic range. The pi^0 asymmetry is of the same size as the pi^+ asymmetry and shows a similar dependence on the relevant kinematic variables. Measurements of the individual multiplicities of pi /sup +/, pi /sup -/ and pi /sup 0/ produced in the deep-inelastic scattering of 27.5 GeV positrons on hydrogen are presented. The average charged pion multiplicity is the same as for neutral pions, up to z approximately= 0.7, where z is the fraction of the energy transferred in the scattering process carried by the pion. This result (below z approximately= 0.7) is consistent with isospin invariance. The total energy fraction associated with charged and neutral pions is 0.51 +or- 0.01(stat.) +or- 0.08 (syst.) and 0.26 +or- 0.01(stat.) +or- 0.04(syst.), respectively. For fixed z, the measured multiplicities depend on both the negative squared four momentum transfer Q/sup 2/ and the Bjorken variable x. The observed dependence on Q/sup 2/ agrees qualitatively with the expected behaviour based on NLO-QCD evolution, while the dependence on x is consistent with that of previous data after corrections have been made for the expected Q/sup 2/-dependence.

The data have been accumulated by the HERMES experiment at DESY using the HERA 27.6 GeV longitudinally polarized positron beam and an unpolarized hydrogen gas target. The asymmetry in the azimuthal distribution of the produced photons in the angle phi relative to the lepton scattering plane was determined with respect to the helicity state of the incoming positron beam. The beam-spin analyzing power in the sin(phi) moment was measured to be -0.23 +/- 0.04(stat) +/- 0.03(syst) in the missing-mass range below 1.7 GeV. Physical review / D 64(11), 112005 (2001). doi:10.1103/PhysRevD.64.112005, Spin transfer in deep-inelastic Lambda electroproduction has been studied with the HERMES detector using the 27.6 GeV polarized positron beam in the HERA storage ring. For an average fractional energy transfer = 0.45, the longitudinal spin transfer from the virtual photon to the Lambda has been extracted. The spin transfer along the Lambda momentum direction is found to be 0.11 +/- 0.17 (stat) +/- 0.03 (sys); similar values are found for other possible choices for the longitudinal spin direction of the Lambda. This result is the most precise value obtained to date from deep-inelastic scattering with charged lepton beams, and is sensitive to polarized up quark fragmentation to hyperon states. The experimental result is found to be in general agreement with various models of the Lambda spin content, and is consistent with the assumption of helicity conservation in the fragmentation process., Published by Inst., Woodbury, NY

We present a measurement of the longitudinal spin asymmetry A|| in photoproduction of pairs of hadrons with high transverse momentum pT. Data were accumulated by the HERMES experiment using a 27.5 GeV polarized positron beam and a polarized hydrogen target internal to the HERA storage ring. For h^+h^- pairs with _(pT)^(h1)>1.5GeV/c and _(pT)^(h2)>1.0GeV/c, the measured asymmetry is A_(||) = -0.28±0.12(stat)±0.02(syst). This negative value is in contrast to the positive asymmetries typically measured in deep inelastic scattering from protons, and is interpreted to arise from a positive gluon polarization.

The dependence on Q^2 (the negative square of the 4-momentum of the exchanged virtual photon) of the generalised Gerasimov-Drell-Hearn integral for the proton has been measured in the range 1.2 GeV^2 < Q^2 < 12 GeV^2 by scattering longitudinally polarised positrons on a longitudinally polarised hydrogen gas target. The contributions of the nucleon-resonance and deep-inelastic regions to this integral have been evaluated separately. The latter has been found to dominate for Q^2 > 3 GeV^2, while both contributions are important at low Q^2. The total integral shows no significant deviation from a 1/Q^2 behaviour in the measured Q^2 range, and thus no sign of large effects due to either nucleon-resonance excitations or non-leading twist., 9 pages, 3 figures, 1 table

Exclusive incoherent electroproduction of the ρ0(770) meson from 1H, 2H, 3He, and 14N targets has been studied by the HERMES experiment at squared four-momentum transfer Q^2>0.4 GeV^2 and positron energy loss ν from 9 to 20 GeV. The ratio of the 14N to 1H cross sections per nucleon, known as the nuclear transparency, was found to decrease with increasing coherence length of quark-antiquark fluctuations of the virtual photon. The data provide clear evidence of the interaction of the quark-antiquark fluctuations with the nuclear medium.

48. Investment Claims Amid Civil Unrest: Questions of Attribution and Responsibility

- Abstract
Political instability and civil strife are known inhibitors of foreign investment. The Middle East is a region with tremendous investment potential due to a constellation of factors, including abundant natural resources, convenient geographical location, and an increasingly educated population. However, the instability reverberating through the region since the inception of the Arab Spring has amplified the risks associated with that potential. This article explores international law protections that may be available to foreign investors and host states in the context of civil unrest. It sets out an analytical framework for the issues of attribution and responsibility in this context. Addressing first the issue of attribution (i.e. whether the host state may bear responsibility for unrest-related damage caused by third parties), the article surveys historical cases addressing revolution-related claims against Mexico, Venezuela, Costa Rica, and the United States, with a view to defining the circumstances under which attribution can exist. Turning to the issue of responsibility, the article analyzes both the claims potentially available to investors and the defenses potentially available to host states. The article demonstrates that while international law continues to apply amid political volatility, additional considerations come into play. Therefore, for foreign investors and host states alike, careful planning and tailored legal advice can help considerably towards understanding the risks and managing expectations with regard to a particular investment opportunity.
