A process comparison study was conducted using four different advanced manufacturing techniques to fabricate a composite solid rocket booster systems tunnel cover. Costs and labor hours were tracked to provide the comparison between the processes. A relative structural comparison of the components is also included. The processes utilized included filament winding, pultrusion, automated tape laying, and thermoplastic thermoforming. The hand layup technique is also compared. Of the four advanced processes evaluated, the thermoformed thermoplastic component resulted in the least total cost. The automated tape laying and filament winding techniques closely followed the thermoplastic component in terms of total cost; and, these techniques show the most promise for high quality components and lower production costs. The pultruded component, with its expensive tooling and material requirements, was by far the most expensive process evaluated, although the results obtained would not be representative of large production runs.

Conclusions drawn from the experiment thus far are presented. The problems of a large city most often do not require highly sophisticated solutions; the simpler the solution, the better. A problem focused approach is a greater help to the city than a product focused approach. Most problem situations involve several individuals or organized groups within the city. Mutual trust and good interpersonal relationships between the technologist and the administrator is as important for solving problems as technological know-how.

Analyses of AGC analog data from the Small Astronomy Satellite (SAS) at VHF (136 MHz) have shown amplitude fluctuations in the signals received at several equatorial tracking sites operated by NASA. Coincident digital telemetry data, transmitted from SAS at 1 kbps, has also been analyzed. Errors in data are shown to increase markedly for nighttime satellite passes around the periods of the two equinoxes as compared to the errors observed during other periods. This paper establishes the qualitative and quantitative correlations between the ionospheric scintillation phenomenon and the occurrence of errors. Strong time and geographic cause and effect relationships are established by determining the statistical correlation between scintillation indices and bit error rates.

The NASA/Baltimore Applications Project operating at the Goddard Space Flight Center was called upon by the Housing Authority of Baltimore City to consider the problems of providing low cost public housing because of increased energy costs and suggest methods for correction and alleviation. The first step chosen was to elicit as many different options for solution as possible through means of a Public Housing Energy Workshop held in Easton, Md. in September 1980. A final role for the Workshop was a listing and qualifying of each alternative as to its suitability and cost. Specific areas were examined by three panels: (1) Systems, (2) Conservation and Motivation, and (3) Fuels. Each panel was made up of persons from differing but appropriate backgrounds; membership was not restricted to housing people alone. A summary of their deliberations is given - it will be used as a stepping stone to further selection and implementation of alternatives.

An update is presented for the following projects: (1) asphalt pavement recycling; (2) data collection platform/water quality monitoring; (3) digital emergency traffic routing; (4) fire department communications and dispatch system; (5) health department management information system; (6) hazardous materials; (7) coal gasification; and (8) emergency vehicle proximity sensing.

The Baltimore Applications Project (BAP) was originally designed as an experimental effort to assist the government of the City of Baltimore in applying technology to the solution of municipal problems. Recent modifications in the structuring and operation of the program are discussed. A tabular update on the individual tasks undertaken and their treatment is provided. Details of energy and nonenergy related tasks are presented in appendices.

Ingredients essential for a successful decision process relative to proper technological choices for a large city were determined during four years of experience in the NASA/Baltimore Applications Project. The general approach, rationale, and process of technology transfer are discussed.

The program to assist the City of Baltimore with technology of all types has completed its third year of operation. Some 43 task areas are discussed; the task identification is essentially complete.

Discussion of some results of the effects of ionospheric irregularities on NASA satellite tracking and data acquisition operations. Ionospheric scintillation fading produced by irregularities has been observed at 136 MHz (vhf), 400 MHz (uhf), 1550 MHz (L-band) and 1700 to 2200 MHz (S-band). Details of these observations are presented. Vhf scintillation effects are evident in both auroral and equatorial regions. Fading effects decrease with increasing radio frequency in the auroral region. The same frequency dependence for fading is not observed in the equatorial region. Although there is a seasonal and diurnal character to scintillation in the equatorial region, fading effects are usually more severe than in the auroral region for a given radio frequency. Space diversity measurements indicate that reasonable solutions for vhf telemetry problems are available for either region. Space diversity should provide a solution for microwave frequencies as well. Ionospheric fading amplitude for 1700 MHz is relatively small in the auroral region. In the equatorial region amplitude fading levels for 1550-MHz signals from ATS-5 are often much larger than expected. Observations of the Apollo Lunar Surface Experiment Package (ALSEP) operating at 2300 MHz observed near the geomagnetic equator show fading peaks in excess of 15 dB.

Microwave fading of space communication channels in the equatorial region is caused by the effects of the disturbed ionosphere. Three dimensional plots of percentage occurence of very high frequency scintillation effects shown as a function of time of day and week of the year prove that, most fading occurs at nighttime and around the weeks of the equinox. The magnitude of fading at the equator violates existing scattering theories and must be taken into account when designing a microwave communication link to space.
