This document provides an assessment of the progress from 2020-2023 in developing FAIR data policies within ENVRI-FAIR environmental research infrastructures. In particular, it is a comparison with D4.2 which provided the initial landscape survey is given. The text describes the progress made in advancing ENVRI research infrastructures towards FAIRness, and the diagrams provide ‘heat maps’ where the colour indicates the state. The conclusion is that much progress has been achieved, but – as always – there is more that could be done, with varying amounts to be done in the different RIs. It is of particular importance that progress on the ‘legal policies’ has been rapid and is almost completed for the RIs of ENVRI.

This deliverable provides an overview of relevant developments in the practices and technologies that support making research assets findable, accessible, interoperable, and reusable, especially where these are relevant for the ENVRI cluster of environmental research infrastructures. A review of selected initiatives and associated technologies is provided with some context for their relevance to the ENVRI community, especially those that are represented within the ENVRI-FAIR consortium.

This document presents the policies planned for the ENVRI-Hub service catalogue within the context of interoperation with EOSC and the FAIR principles. The ENVRI-Hub catalogue is supplied by the Research Infrastructures within ENVRI-FAIR (or more specifically their digital asset suppliers) and so it is necessary for the policies of the RIs to be sufficiently compatible to avoid problems of conflicting policies when accessing digital assets at the RIs from the ENVRI-Hub. The key policy drivers (EOSC Rules of participation, FAIR principles, and ENVRI-Hub initial documents) were documented in D4.6 where policy recommendations for the RIs were made, in order for their policies to be compatible with ENVRI-Hub and hence EOSC and FAIR. The next steps to create policies for the ENVRI-Hub were also documented in D4.6 following ENVRI-FAIR Policy workshop 4 where the approach was discussed. While ENVRI RIs are finalising their policies and their implementation through guidelines (best practice) and IT implementation (technology) this deliverable lays out the policies needed at ENVRI-Hub and the steps to realisation.

D10.7 “Final Report on EPOS Policies and Governance for FAIR and EOSC” describes the work done towards ensuring that clear policies are in place with the governance to provide assurance. It builds on MS66 and D10.6. In this deliverable we therefore describe the EPOS policies and associated governance. It should be noted that a Policy Group continues within EPOS to review policies, provide policies when missing, propose appropriate governance and commission IT support. This group has also provided much input for WP4 including running workshops.

This document presents the move from a theoretical policy framework, derived from Workshop 1 and discussed at Workshop 2, towards a practical implementation of policy. It starts with the analysis of key policy drivers (EOSC Rules of participation, FAIR principles and ENVRI-Hub initial documents) in the respect of organisational decisions (“Policy drivers”) needed from an ENVRI RI. The document collects these main policy statements (i.e., the “core” of the policy documents) into a draft framework, including other implied policies derived from the core requirements. The document also includes considerations of differences between Policies, Practices (Guidelines) and Technologies (IT Implementation) in Research Infrastructure management and maintenance, as well as some common requirements for interoperable and documentable policy documents. To move from this position to a practical implementation, Workshop 3 demonstrated how we can create policies (and subsequently guidelines and IT implementation) starting from the policy statements but creating policy documents. The policy documents of various RIs were compared, and the policy document template of EPOS, together with other examples, informed the discussion. In parallel, a landscape analysis leading to D4.5 should provide a state-of-the-art view across the participating RIs, from which policies suitable for the ENVRI-Hub (to interoperate across ENVRI RIs and also with EOSC) and their congruency can be analysed. Due to the delays with D4.5, this deliverable documents the path to draft policies for the ENVRI-Hub. In Workshop 4 (which leads to D4.7) these results will be discussed and the move to the final ENVRI policies planned.

In the ENVRI-FAIR project brief on implementation of Open Science and EOSC targets the current achievements and planned activities in ENVRI-FAIR are summarised with regard to a) Integration with the EOSC infrastructure b) FAIR principles implementation and repositories c) Technical, semantic, legal and organisational interoperability d) Stewardship of data and e) Cross-cluster collaboration activities and achievements.

Through multiple international/national efforts, Earth, space, and environmental science communities are developing both general and domain-specific leading practices for data management, infrastructure development, vocabularies, and common data/digital services. The ESIP/RDA ESES-IG works towards coordinating and harmonizing these efforts to reduce possible duplication, increase efficiency, share use cases, and promote partnerships in the community. The ESES-IG offers an opportunity for any ESIP Cluster/Working Group to expose their work to a wider international audience and seek additional feedback. This poster was presented at the 2021 Earth Science Information Partners (ESIP) Summer Meeting held virtually in July 2021.

This document provides a snapshot of the ongoing landscape analysis of key policies of the ENVRI-FAIR environmental research infrastructures. This document outlines the role of the Policy Working Group in the context of the project, the strategy for the policy work, the initial understanding of the policies and the intended policy framework. The main part of the document describes the (ongoing) analysis of the policy landscape, and the initial conclusions derived from this first phase of work.

The objective of the EOSCpilot data interoperability task (6.2) is to demonstrate how to ensure availability of scientific data to services and users through an open cloud infrastructure. To do so, this task has produced a set of recommendations driving a coherent strategy, as well as a set of technical solutions to help users and programmatic services to find and access datasets across several scientific disciplines, enabling the EOSC to be built around a more coordinated and aligned data ecosystem.

This deliverable outlines the terms of reference (ToR) for the Policy Working Group (PWG) established in work package (WP) 4 of ENVRI-FAIR. It describes the overall structure, governance, and operation of this body which brings together relevant experts from the participating research infrastructures (RIs) with the objective of reaching a consensus on a homogeneous set of common FAIR data and service policies for the ENVRI cluster of environmental research RIs.

The poor access to data on the marine environment is a handicap to government decision-making, a barrier to scientific understanding and an obstacle to economic growth. In this light, the European Commission initiated the European Marine Observation and Data Network (EMODnet) in 2009 to assemble and disseminate hitherto dispersed marine data. In the ten years since then, EMODnet has become a key producer of publicly available, harmonised datasets covering broad areas. This paper describes the methodologies applied in EMODnet Geology project to produce fully populated GIS layers of seabed substrate distribution for the European marine areas. We describe steps involved in translating national seabed substrate data, conforming to various standards, into a uniform EMODnet substrate classification scheme (i.e., the Folk sediment classification). Rock and boulders form an additional substrate class. Seabed substrate data products at scales of 1:250,000 and 1:1 million, compiled using descriptions and analyses of seabed samples as well as interpreted acoustic images, cover about 20% and 65% of the European maritime areas, respectively. A simple confidence assessment, based on sample and acoustic coverage, is helpful in identifying data gaps. The harmonised seabed substrate maps are particularly useful in supraregional, transnational and pan-European marine spatial planning. © 2019 by the authors. Licensee MDPI, Basel, Switzerland.

The EOSCpilot project is the first phase in the development of the European Open Science Cloud (EOSC). It aims to improve interoperability between European data infrastructures, enabling efficient means to discover, access and share data in a sustainable manner, which is also easy to implement. This document reports on the development of a set of guidelines to facilitate findability and reuse through a simple set of metadata properties that can be easily adopted, and that are applicable across scientific domains. We describe the process used in the identification of these properties, the properties themselves, and analyse how they relate to those properties proposed for use by other, comparable, international efforts. In addition, we describe the means by which these guidelines can be adopted, and list the demonstrators that are under consideration to validate them.

Four data interoperability demonstrators have been proposed to test components of the strategy. This report provides a status update and highlights recommendations from the demonstrators and feedback from EOSCpilot partners.

This workshop will consider the outcomes of the next RDA ADMP IG workshop (cf. [2]) to discuss additional ADMP related topics and will address further open research questions around ADMPs, with a special focus on continuous adoption of DMPs and automation support. Hence, the aim of this workshop is to identify on base of the submitted contributions and the conclusion of the discussion during the workshop the recent obstacles that prevent the realization of ADMPs and how those could be addressed. The outcome of this workshop will be the preparation of a roadmap towards a reference framework of ADMP management and automation.

There is an increasing requirement for researchers to work collaboratively using common resources whilst being geographically dispersed. By creating a virtual research environment (VRE) using a service oriented architecture (SOA) tailored to the needs of Earth Science (ES) communities, the EVEREST project will provide a range of both generic and domain specific data management services to support a dynamic approach to collaborative research. EVER-EST will provide the means to overcome existing barriers to sharing of Earth Science data and information allowing research teams to discover, access, share and process heterogeneous data, algorithms, results and experiences within and across their communities, including those domains beyond Earth Science. Researchers will be able to seamlessly manage both the data involved in their computationally intensive disciplines and the scientific methods applied in their observations and modelling, which lead to the specific results that need to be attributable, validated and shared both within the community and more widely e.g. in the form of scholarly communications.Central to the EVEREST approach is the concept of the Research Object (RO) which provides a semantically rich mechanism to aggregate related resources about a scientific investigation so that they can be shared together using a single unique identifier. Although several e-laboratories are incorporating the research object concept in their infrastructure, the EVER-EST VRE will be the first infrastructure to leverage the concept of Research Objects and their application in observational rather than experimental disciplines. Development of the EVEREST VRE will leverage the results of several previous projects which have produced state-of-the-art technologies for scientific data management and curation as well those which have developed models, techniques and tools for the preservation of scientific methods and their implementation in computational forms such as scientific workflows. The EVER-EST data processing infrastructure will be based on a Cloud Computing approach, in which new applications can be integrated using “virtual machines” that have their own specifications (disk size, processor speed, operating system etc.) and run on shared private (physical deployment over local hardware) or commercial Cloud infrastructures.The EVER-EST e-infrastructure will be validated by four virtual research communities (VRC) covering different multidisciplinary Earth Science domains including: ocean monitoring, natural hazards, land monitoring and risk management (volcanoes and seismicity). Each VRC will use the virtual research environment according to its own specific requirements for data, software, best practice and community engagement. This user-centric approach will allow an assessment to be made of the capability for the proposed solution to satisfy the heterogeneous needs of a variety of Earth Science communities for more effective collaboration, and higher efficiency and creativity in research. EVER-EST is funded by the European Commission’s H2020 for three years starting in October 2015. The project is led by the European Space Agency (ESA), and involves some of the major European Earth Science data providers/users including NERC, DLR, INGV, CNR and SatCEN.

Earth science monitoring systems are distributed across Europe and the globe and measure the physicochemical characteristics of the planet under different geological regimes. The European Plate Observing System (EPOS) aims at creating a multidisciplinary pan-European data infrastructure for solid earth science to support a safe and sustainable society. In accordance with this scientific vision, the mission of EPOS is to integrate the diverse and advanced European Research Infrastructures for solid earth science relying on new e-science opportunities to monitor and unravel the dynamic and complex earth system. EPOS aims to enable innovative multidisciplinary research for a better understanding of the earth’s physical and chemical processes that control earthquakes, volcanic eruptions, ground instability and tsunami as well as the processes driving tectonics and earth’s surface dynamics. EPOS will improve our ability to better manage the use of the subsurface of the Earth. Through integration of data, models and facilities EPOS will allow the earth science community to make a step change in developing new concepts and tools for key answers to scientific and socio-economic questions concerning geo-hazards and geo-resources as well as earth sciences applications to the environment and to human welfare. EPOS brings together 24 European nations and combines national earth science facilities, the associated data and models together with the scientific expertise into a single e-infrastructure covering the whole geoscience domain and connects ten classes of geo-infrastructures, which have until now been handled separately, thus enabling an unprecedented level of scientific integration. This infrastructure will allow the earth sciences to achieve a step change in our understanding of the planet; it aims to enable us to prepare for geo-hazards and to responsibly manage the subsurface for infrastructure development, waste storage and the use of earth’s resources. With a European Research Infrastructure Consortium (ERIC) to be located in Rome (Italy), EPOS will provide an opportunity to maintain world-leading European earth sciences and represent a model for pan-European federated infrastructure currently being developed as ‘FAIR Principles’ for research data: Data should be Findable, Accessible, Interoperable and Re-usable (FORCE11, Wilkinson et al. 2016).

A user consultation exercise has been conducted to identify current practices with respect to long-term data preservation within the earth science domain. This survey has been conducted as two separate but related tasks and covered a wide range of topics including semantics, metadata, ontologies, policies and technologies. This report contains the results of the direct user consultations and also includes information from a web-based independent search activity. It will be used as input to work package (WP) 33 which is concerned with the definition of data preservation policies and harmonised semantics, ontologies and metadata as well as the development of a preliminary architecture for a European earth science long-term data preservation infrastructure.
