The algorithmic fairness of predictive analytic tools in the public sector has increasingly become a topic of rigorous exploration. While instruments pertaining to criminal recidivism and academic admissions, for example, have garnered much attention, the predictive instruments of Child Welfare jurisdictions have received considerably less attention. This is in part because comparatively few such instruments exist and because even fewer have been scrutinized through the lens of algorithmic fairness. In this work, we seek to address both of these gaps. To this end, a novel classification algorithm for predicting reunification success within Oregon Child Welfare is presented, including all of the relevant details associated with building such an instrument. The purpose of this tool is to maximize the number of stable reunifications and identify potentially unstable reunifications which may require additional resources and scrutiny. Additionally, because the algorithmic fairness of the resulting tool, if left unaltered, is unquestionably lacking, the utilized procedure for mitigating such unfairness is presented, along with the rationale behind each difficult and unavoidable choice. This procedure, though similar to other post-processing group-specific thresholding methods, is novel in its use of a penalized optimizer and contextually requisite subsampling. These novel methodological components yield a rich and informative empirical understanding of the trade-off continuum between fairness and accuracy. As the developed procedure is generalizable across a variety of group-level definitions of algorithmic fairness, as well as across an arbitrary number of protected attribute levels and risk thresholds, the approach is broadly applicable both within and beyond Child Welfare.

The proposed Noctis Landing Site/Exploration Zone (LS/EZ) is shown in Figure 1. Our preliminary study suggests that the proposed site meets all key Science and Resources (incl. Civil Engineering) requirements. The site is of significant interest, as the EZ not only offers a large number and wide range of regions of interest (ROIs) for short-term exploration, it is also located strategically at the crossroads between Tharsis and Valles Marineris, which are key for long-term exploration. The proposed site contains Regions of Interest (ROIs) that meet the following Science requirements: -­‐ Access to (1) deposits with a high preservation potential for evidence of past habitability and fossil biosignatures and (2) sites that are promising for present habitability. The site presents a wide variety of ROIs qith likely aqueous features and deposits, including sinous channels and valleys, slope gullies, lobate debris aprons, impact craters with lobate ejecta flows, and "bathtub ring" deposits. Neutron spectrometry also suggests hydrogen is present within the topmost 0.3 m or so of 4 to 10 wt% WEH (Water Equivalent Hydrogen). -­‐ Noachian and/or Hesperian rocks in a stratigraphic context that have a high likelihood of containing trapped atmospheric gases. Collapsed canyon rim material with preserved stratigraphy is abundantly present and accessible. -­‐ Exposures of at least two crustal units that have regional or global extents, that are suitable for radiometric dating, and that have relative ages that sample a significant range of martian geological time. Canyons floors in Ius Chasma, Tithonium Chasma, and plateau tops on Tharsis and in Sinai Planum offer access to distinct crustal units of regional extent. -­‐ Access to outcrops with linked morphological and/or geochemical signatures indicative of aqueous or groundwater/ mineral interactions. Iron and sulfur-bearing deposits on canyon floors in Noctis Labyrinthus, and in Ius Chasma (IC) and Tithonium Chasma (TC) offer many such outcrop options. -­‐ Identifiable stratigraphic contacts and cross-cutting relationships from which relative ages can be determined. In place and collapsed canyon walls in NL, TC, and IC offer such opportunities. -­‐ Other types of ROIs include access points to surrounding plateau top areas for longer term regional exploration. A key attribute of the proposed Noctic Landing site is its strategic location to allow the shortest possible surface excusions to Tharsis and Valles Marineris (VM). VM is the feature and region on Mars that exposes the longest record of Mars' geology and evolution through time. Tharsis is the region of Mars that has experienced the longest and most extensive volcanic history, and might still be volcanically active. Some of the youngest lava flows on Mars have been identified on the western flanks of the Tharsis Bulge, i.e., within driving range of future longrange (500 - 1000 km) pressurized rover traverses. The proposed site also contains ROIs that offer the following Resources (incl. Civil Engineering) characteristics: -­‐ Access to raw material that exhibits the potential to (1) be used as feedstock for water-generating in situ resource utilization (ISRU) processes and (2) yield significant quantities (greater than 100 MT) of water. The raw material is likely in the form of hydrated minerals, and possibly ice/regolith mix. The top of the raw material deposit is at the surface. -­‐ Access to a region where infrastructure can be emplaced or constructed. This region is less than 5 km from the LS and contains flat, stable terrain. The region exhibits evidence for an abundant source of loose regolith. Several deep pits in the area combined with the availability of sand suggests that some natural terrain features can be adapted for construction purposes. -­‐ Access to raw material that exhibits the potential to be used as metal feedstock for ISRU and construction purposes. Iron and sulfur-rich mineral surface deposits have been identified in CRISM data in many locations in this area. Noctis Landing is the lowest-altitude location on Mars that straddles both the Tharsis region (above average geothermal gradients) and Valles Marineris (minimal crustal thickness from surface (valley floor) to a subsurface liquid water table. Noctis Landing has the potential for being an ideal site for eventual deep drilling on Mars to access deep subsurface liquid water and potentially encountering extant life. Available data remains insufficient to fully qualify the Noctis Landing site. Additional remote sensing data (visible, Near and Mid-IR, and radar) and surface reconnaissance via a high-mobility robotic rover are recommended. In particular, it will be important to assess the trafficability of the site, and its potential for yielding water and metals as a resource. Access to plateau tops from the Noctis Landing site on the canyon floor should be demonstrated. Future exploration of the site would also be enhanced significantly by the availability of robotic (tele-operatable) surveying and sample-collecting drones. Testing of the use of such collaborative science and exploration technologies should be conducted at terrestrial sites such as the Haughton-Mars Project site on Devon Island, High Arctic, among others. Note: Noctis Landing is not an official Mars nomenclature name for this location. Because the area of the proposed LS/EZ had no name, and because it is close to Noctis Labyrinthus to the West while being distinct from it, the provisional name Noctis Landing is proposed. Noctis means night in Latin.

A minimally-modified SpaceX Dragon capsule launched on a Falcon Heavy rocket presents the possibility of a new low-cost, high-capacity Mars lander for robotic missions. We have been evaluating such a "Red Dragon" platform as an option for the Icebreaker Discovery Program mission concept. Dragon is currently in service ferrying cargo to and from the International Space Station, and a crew transport version is in development. The upcoming version, unlike other Earth-return vehicles, exhibits most of the capabilities necessary to land on Mars. In particular, it has a set of high-thrust, throttleable, storable bi-propellant "SuperDraco" engines integrated directly into the capsule that are intended for launch abort and powered landings on Earth. These thrusters provide the possibility of a parachute-free, fully-propulsive deceleration at Mars from supersonic speeds to the surface, a descent approach which would also scale well to larger future human landers. We will discuss the motivations for exploring a Red Dragon lander, the current results of our analysis of its feasibility and capabilities, and the implications of the platform for the Icebreaker mission concept. In particular, we will examine entry, descent, and landing (EDL) in detail. We will also describe the modifications to Dragon necessary for interplanetary cruise, EDL, and operations on the Martian surface. Our analysis to date indicates that a Red Dragon lander is feasible and that it would be capable of delivering more than 1000 kg of payload to sites at elevations three kilometers below the Mars Orbiter Laser Altimeter (MOLA) reference, which includes sites throughout most of the northern plains and Hellas.

The Mars icebreaker life mission will search for subsurface life on mars. It consists of three payload elements: a drill to retrieve soil samples from approx. 1 meter below the surface, a robotic sample handling system to deliver the sample from the drill to the instruments, and the instruments themselves. This paper will discuss the robotic sample handling system.

The search for evidence of life on Mars is the primary motivation for the exploration of that planet. The results from previous missions, and the Phoenix mission in particular, indicate that the ice-cemented ground in the north polar plains is likely to be the most recently habitable place that is currently known on Mars. The near-surface ice likely provided adequate water activity during periods of high obliquity, ~ 5 Myr ago. Carbon dioxide and nitrogen is present in the atmosphere, and nitrates may be present in the soil. Perchlorate in the soil together with iron in basaltic rock provides a possible energy source for life. Furthermore, the presence of organics must once again be considered, as the results of the Viking GCMS are now suspect given the discovery of the thermally reactive perchlorate. Ground-ice may provide a way to preserve organic molecules for extended periods of time, especially organic biomarkers. The Mars Icebreaker Life mission focuses on the following science goals: 1. Search for specific biomolecules that would be conclusive evidence of life. 2. A general search for organic molecules in the ground ice. 3. Determine the processes of ground ice formation and the role of liquid water. 4. Understand the mechanical properties of the Mars polar ice-cemented soil. 5. Assess the recent habitability of the environment with respect to required elements to support life, energy sources, and possible toxic elements. And 6. Compare the elemental composition of the northern plains with mid-latitude sites. The Icebreaker Life payload has been designed around the Phoenix spacecraft and is targeted to a site near the Phoenix landing site. However, the Icebreaker payload could be supported on other Mars landing systems. Preliminary studies of the SpaceX Dragon lander show that it could support the Icebreaker payload for a landing either at the Phoenix site or at mid-latitudes. Duplicate samples could be cached as a target for possible return by a Mars Sample Return mission. If the samples were shown to contain organic biomarkers interest in returning them to Earth would be high.

We present a mission concept where a SpaceX Dragon capsule lands a payload on Mars that samples ground ice to search for evidence of life, assess hazards to future human missions, and demonstrate use of Martian resources.

Several proposed or planned planetary science missions to Mars and other Solar System bodies over the next decade require subsurface access by drilling. This paper discusses the problems of remote robotic drilling, an automation and control architecture based loosely on observed human behaviors in drilling on Earth, and an overview of robotic drilling field test results using this architecture since 2005. Both rotary-drag and rotary-percussive drills are targeted. A hybrid diagnostic approach incorporates heuristics, model-based reasoning and vibration monitoring with neural nets. Ongoing work leads to flight-ready drilling software.

Presentation on hypothetical "Icebreaker" proposed robotic mission, a follow-on to the 2007Phoenix Mars polar lander which replaces the sco op with a lightweight drill.

Results of the EVA Walkback Test showed that 6 male astronauts were able to ambulate 10 km on a level treadmill while wearing a prototype EVA suit in simulated lunar gravity. However, the effects of lunar terrain, topography, and real-time navigation on ambulation performance are unknown. Primary objective: To characterize the effect of lunar-like terrain and navigation on VO2 and distance traveled during an unsuited 10 km (straight-line distance) ambulatory return in earth gravity.

This project proposes to study subsurface permafrost microbial habitats at a relevant Arctic Mars-analog site (Haughton Crater, Devon Island, Canada) while developing and maturing the subsurface drilling and drilling automation technologies that will be required by post-2010 missions. It builds on earlier drilling technology projects to add permafrost and ice-drilling capabilities to 5m with a lightweight drill that will be automatically monitored and controlled in-situ. Frozen cores obtained with this drill under sterilized protocols will be used in testing three hypotheses pertaining to near-surface physical geology and ground H2O ice distribution, viewed as a habitat for microbial life in subsurface ice and ice-consolidated sediments. Automation technologies employed will demonstrate hands-off diagnostics and drill control, using novel vibrational dynamical analysis methods and model-based reasoning to monitor and identify drilling fault states before and during faults. Three field deployments, to a Mars-analog site with frozen impact crater fallback breccia, will support science goals, provide a rigorous test of drilling automation and lightweight permafrost drilling, and leverage past experience with the field site s particular logistics.

The Construction Resource Utilization Explorer (CRUX) is a technology maturation project for the U.S. National Aeronautics and Space Administration to provide enabling technology for lunar and planetary surface operations (LPSO). The CRUX will have 10 instruments, a data handling function (Mapper - with features of data subscription, fusion, interpretation, and publication through geographical information system [GIs] displays), and a decision support system DSS) to provide information needed to plan and conduct LPSO. Six CRUX instruments are associated with an instrumented drill to directly measure regolith properties (thermal, electrical, mechanical, and textural) and to determine the presence of water and other hydrogen sources to a depth of about 2 m (Prospector). CRUX surface and geophysical instruments (Surveyor) are designed to determine the presence of hydrogen, delineate near subsurface properties, stratigraphy, and buried objects over a broad area through the use of neutron and seismic probes, and ground penetrating radar. Techniques to receive data from existing space qualified stereo pair cameras to determine surface topography will also be part of the CRUX. The Mapper will ingest information from CRUX instruments and other lunar and planetary data sources, and provide data handling and display features for DSS output. CRUX operation will be semi-autonomous and near real-time to allow its use for either planning or operations purposes.

Future in-situ lunar/martian resource utilization and characterization, as well as the scientific search for life on Mars, will require access to the subsurface and hence drilling. Drilling on Earth is hard - an art form more than an engineering discipline. Human operators listen and feel drill string vibrations coming from kilometers underground. Abundant mass and energy make it possible for terrestrial drilling to employ brute-force approaches to failure recovery and system performance issues. Space drilling will require intelligent and autonomous systems for robotic exploration and to support human exploration. Eventual in-situ resource utilization will require deep drilling with probable human-tended operation of large-bore drills, but initial lunar subsurface exploration and near-term ISRU will be accomplished with lightweight, rover-deployable or standalone drills capable of penetrating a few tens of meters in depth. These lightweight exploration drills have a direct counterpart in terrestrial prospecting and ore-body location, and will be designed to operate either human-tended or automated. NASA and industry now are acquiring experience in developing and building low-mass automated planetary prototype drills to design and build a pre-flight lunar prototype targeted for 2011-12 flight opportunities. A successful system will include development of drilling hardware, and automated control software to operate it safely and effectively. This includes control of the drilling hardware, state estimation of both the hardware and the lithography being drilled and state of the hole, and potentially planning and scheduling software suitable for uncertain situations such as drilling. Given that Humans on the Moon or Mars are unlikely to be able to spend protracted EVA periods at a drill site, both human-tended and robotic access to planetary subsurfaces will require some degree of standalone, autonomous drilling capability. Human-robotic coordination will be important, either between a robotic drill and humans on Earth, or a human-tended drill and its visiting crew. The Mars Analog Rio Tinto Experiment (MARTE) is a current project that studies and simulates the remote science operations between an automated drill in Spain and a distant, distributed human science team. The Drilling Automation for Mars Exploration (DAME) project, by contrast: is developing and testing standalone automation at a lunar/martian impact crater analog site in Arctic Canada. The drill hardware in both projects is a hardened, evolved version of the Advanced Deep Drill (ADD) developed by Honeybee Robotics for the Mars Subsurface Program. The current ADD is capable of 20m, and the DAME project is developing diagnostic and executive software for hands-off surface operations of the evolved version of this drill. The current drill automation architecture being developed by NASA and tested in 2004-06 at analog sites in the Arctic and Spain will add downhole diagnosis of different strata, bit wear detection, and dynamic replanning capabilities when unexpected failures or drilling conditions are discovered in conjunction with simulated mission operations and remote science planning. The most important determinant of future 1unar and martian drilling automation and staffing requirements will be the actual performance of automated prototype drilling hardware systems in field trials in simulated mission operations. It is difficult to accurately predict the level of automation and human interaction that will be needed for a lunar-deployed drill without first having extensive experience with the robotic control of prototype drill systems under realistic analog field conditions. Drill-specific failure modes and software design flaws will become most apparent at this stage. DAME will develop and test drill automation software and hardware under stressful operating conditions during several planned field campaigns. Initial results from summer 2004 tests show seven identifi distinct failure modes of the drill: cuttings-removal issues with low-power drilling into permafrost, and successful steps at executive control and initial automation.

To make revolutionary improvements in exploration, space systems need to be flexible, realtime reconfigurable, and able to trade data transparently among themselves and mission operations. Onboard operations systems, space assembly coordination and EVA systems in exploration and construction all require real-time modular reconfigurability and data sharing. But NASA's current exploration systems are still largely legacies from hastily-developed, one-off Apollo-era practices. Today's rovers, vehicles, spacesuits, space stations, and instruments are not able to plug-and-play, Lego-like: into different combinations. Point-to-point dominates - individual suit to individual vehicle, individual instrument to rover. All are locally optimized, all unique, each of the data interfaces has been recoded for each possible combination. This will be an operations and maintenance nightmare in the much larger Project Constellation system of systems. This legacy approach does not scale to the hundreds of networked space components needed for space construction and for new, space-based approaches to Earth-Moon operations. By comparison, battlefield information management systems, which are considered critical to military force projection, have long since abandoned a point-to-point approach to systems integration. From a system-of-systems viewpoint, a clean-sheet redesign of the interfaces of all exploration systems is a necessary prerequisite before designing the interfaces of the individual exploration systems. Existing communications and Global Information Grid and middleware technologies are probably sufficient for command and control and information interfaces, with some hardware and time-delay modifications for space environments. NASA's future advanced space operations must also be information and data compatible with aerospace operations and surveillance systems being developed by other US Government agencies such as the Department of Homeland Security, Federal Aviation Administration and Department of Defense. This paper discusses fundamental system-of-systems infrastructure: approaches and architectures for modular plug-and-play software interfaces for revolutionary improvements in flexibility, modularity, robustness, ease of maintenance, reconfigurability, safety and productivity. Starting with middleware, databases, and mobile communications technologies, our technical challenges will be to apply these ideas to the requirements of constellations of space systems and to implement them initially on prototype space hardware. This is necessary to demonstrate an integrated information sharing architecture and services. It is a bottom-up approach, one that solves the problem of space operations data integration. Exploration demands uniform software mechanisms for application information interchange, and the corresponding uniformly available software services to enhance these mechanisms. We will examine the issues in plug-and-play, real-time-configurable systems, including common definition and management and tracking of data and information among many different space systems. Different field test approaches are discussed, including the use of the International Space Station and terrestrial analog mission operations at field sites.

Exploration of the Martian subsurface will be essential in the search for life and water, given the desiccated and highly oxidized conditions on the surface. Discovery of these, at least in non-fossil form, is unlikely without drilling or other physical access to the subsurface. Hence subsurface access will be critical for both future in-situ science and Mars sample return. Drilling applications present many new challenges for diagnosis and control technology. Traditionally, diagnosis has concentrated on determining the internal state of a system, and detecting failures of system components. In the case of drilling applications, an additional challenge is to diagnose the interactions between the drill and its environment. This is necessary because particular observations of the drilling operation may be consistent with a number of possible problems, including faults in the equipment, but also changes in the material being drilled (for example, from rock to ice). The diagnosis of a particular observation may also depend on knowledge of geological formations previously encountered during drilling, and different remedial actions may be required for each diagnosis. Current 2009 Mars mission scenarios call for no more than 33 sols to be spent drilling. Yet they also call for a baseline of two 2m-deep holes in each of three target areas, for a total of six drilling operations. Using current levels of automation, it is estimated that 15-16 sols would be required to drill each hole. As a result of this, either the drilling part of the mission plan will need to be severely downscoped to no more than two holes total, or on-board automation and robotics must be increased in order to reduce the number of sols required per hole by removing ground control from the drilling control loop. This lecture will discuss salient issues and concerns of robotic drilling automation compares with other applications, and implementation constraints.

Space exploration missions are evolving toward more complex architectures involving more capable robotic systems, new levels of human and robotic interaction, and increasingly autonomous systems. How this evolving mix of advanced capabilities will be utilized in the design of new missions is a subject of much current interest. Cost and risk constraints also play a key role in the development of new missions, resulting in a complex interplay of a broad range of factors in the mission development and planning of new missions. This paper will discuss how human, robotic, and autonomous systems could be used in advanced space exploration missions. In particular, a recently completed survey of the state of the art and the potential future of robotic systems, as well as new experiments utilizing human and robotic approaches will be described. Finally, there will be a discussion of how best to utilize these various approaches for meeting space exploration goals.

Future human missions to Mars will require effective communications supporting exploration activities and scientific field data collection. Constraints on cost, size, weight and power consumption for all communications equipment make optimization of these systems very important. These information and communication systems connect people and systems together into coherent teams performing the difficult and hazardous tasks inherent in planetary exploration. The communication network supporting vehicle telemetry data, mission operations, and scientific collaboration must have excellent reliability, and flexibility.
