Abstract

The rapid development of seafood trade networks alongside the decline in biomass of many marine populations raises important questions about the role of global trade in fisheries sustainability. Mounting empirical and theoretical evidence shows the importance of trade development on commercially exploited species. However, there is limited understanding of how the development of trade networks, such as differences in connectivity and duration, affects fisheries sustainability. In a global analysis of over 400,000 bilateral trade flows and stock status estimates for 876 exploited fish and marine invertebrates from 223 territories, we reveal patterns between seafood trade network indicators and fisheries sustainability using a dynamic panel regression analysis. We found that fragmented networks with strong connectivity within a group of countries and weaker links between those groups (modularity) are associated with higher relative biomass. From 1995 to 2015, modularity fluctuated, and the number of trade connections (degree) increased. Unlike previous studies, we found no relationship between the number or duration of trade connections and fisheries sustainability. Our results highlight the need to jointly investigate fisheries and trade. Improved coordination and partnerships between fisheries authorities and trade organizations present opportunities to foster more sustainable fisheries.

Abstract

Experiments have revealed much about top-down and bottom-up control in ecosystems, but manipulative experiments are limited in spatial and temporal scale. To obtain a more nuanced understanding of trophic control over large scales, we explored long-term time-series data from 13 globally distributed lakes and used empirical dynamic modelling to quantify interaction strengths between zooplankton and phytoplankton over time within and across lakes. Across all lakes, top-down effects were associated with nutrients, switching from negative in mesotrophic lakes to positive in oligotrophic lakes. This result suggests that zooplankton nutrient recycling exceeds grazing pressure in nutrient-limited systems. Within individual lakes, results were consistent with a 'seasonal reset' hypothesis in which top-down and bottom-up interactions varied seasonally and were both strongest at the beginning of the growing season. Thus, trophic control is not static, but varies with abiotic conditions - dynamics that only become evident when observing changes over large spatial and temporal scales.

7. Circularity in fisheries data weakens real world prediction.

Abstract

The systematic substitution of direct observational data with synthesized data derived from models during the stock assessment process has emerged as a low-cost alternative to direct data collection efforts. What is not widely appreciated, however, is how the use of such synthesized data can overestimate predictive skill when forecasting recruitment is part of the assessment process. Using a global database of stock assessments, we show that Standard Fisheries Models (SFMs) can successfully predict synthesized data based on presumed stock-recruitment relationships, however, they are generally less skillful at predicting observational data that are either raw or minimally filtered (denoised without using explicit stock-recruitment models). Additionally, we find that an equation-free approach that does not presume a specific stock-recruitment relationship is better than SFMs at predicting synthesized data, and moreover it can also predict observational recruitment data very well. Thus, while synthesized datasets are cheaper in the short term, they carry costs that can limit their utility in predicting real world recruitment.

9. Environmental variability and fishing effects on the Pacific sardine fisheries in the Gulf of California

Abstract

Small pelagic fish support some of the largest fisheries globally, yet there is an ongoing debate about the magnitude of the impacts of environmental processes and fishing activities on target species. We use a nonparametric, nonlinear approach to quantify these effects on the Pacific sardine (Sardinops sagax) in the Gulf of California. We show that the effect of fishing pressure and environmental variability are comparable. Furthermore, when predicting total catches, the best models account for both drivers. By using empirical dynamic programming with average environmental conditions, we calculated optimal policies to ensure long-term sustainable fisheries. The first policy, the equilibrium maximum sustainable yield, suggests that the fishery could sustain an annual catch of ~2.16 * [10.sup.5] tonnes. The second policy with dynamic optimal effort, reveals that the effort from 2 to 4 years ago impacts the current maximum sustainable effort. Consecutive years of high effort require a reduction to let the stock recover. Our work highlights a new framework that embraces the complex processes that drive fisheries population dynamics yet produces simple and robust advice to ensure long-term sustainable fisheries. Si les petits poissons pelagiques soutiennent certaines des plus importantes peches du monde, un debat se poursuit quant a la magnitude des impacts de processus environnementaux et des activites de peche sur des especes visees. Nous utilisons une approche non lineaire et non parametrique pour quantifier ces effets sur la sardine du Pacifique (Sardinops sagax) dans le golfe de Californie. Nous demontrons que la pression de peche et la variabilite environnementale ont des effets comparables. En outre, pour ce qui est de predire les prises totales, les meilleurs modeles tiennent compte de ces deux facteurs. En combinant la programmation dynamique empirique aux conditions environnementales moyennes, nous etablissons les politiques optimales pour assurer la durabilite a long terme de la peche. La premiere politique, concernant le rendement equilibre maximal, indique que la peche pourrait soutenir des prises annuelles de ~2,16 * [10.sup.5] tonnes. La deuxieme politique, qui integre l'effort optimal dynamique, revele que l'effort durant les deux a quatre annees precedentes a une incidence sur l'effort equilibre maximal actuel. 24. Anisotropic larval connectivity and metapopulation structure driven by directional oceanic currents in a marine fish targeted by small-scale fisheries

Abstract

The dispersal during the planktonic larval period is a key feature to understand the metapopulation structure of marine fishes, and is commonly described by four general models: (1) lack of population structure due to extensive larval dispersal; (2) isolation by geographic distance, where larval connectivity decreases with increasing distance between sites in all directions (isotropy); (3) population structure without any clear geographic trend (chaotic); and (4) population structure explained by seascape approaches that explicitly incorporate the spatial and temporal variations in the direction and strength of oceanic currents via oceanographic modeling. We tested the four models in the Pacific red snapper Lutjanus peru, a key commercial species in the Gulf of California (GC), Mexico. We genotyped 15 microsatellite loci in 225 samples collected during 2015-2016 from 8 sites, and contrasted the observed empirical genetic patterns against predictions from each model. We found low but significant levels of population structure among sites. Only the seascape approach was able to significantly explain levels of genetic structure and diversity, but exclusively within spring and summer, suggesting that this period represents the spawning season for L. peru. We showed that in the GC, the strong asymmetry in the oceanic currents causes larval connectivity to show different values when measured in distinct directions (anisotropy). Management tools, including marine reserves, could be more effective if placed upstream of the predominant flow. Abstract

Maintaining healthy, productive ecosystems in the face of pervasive and accelerating human impacts including climate change requires globally coordinated and sustained observations of marine biodiversity. Global coordination is predicated on an understanding of the scope and capacity of existing monitoring programs, and the extent to which they use standardized, interoperable practices for data management. Global coordination also requires identification of gaps in spatial and ecosystem coverage, and how these gaps correspond to management priorities and information needs. We undertook such an assessment by conducting an audit and gap analysis from global databases and structured surveys of experts. Of 371 survey respondents, 203 active, long-term (>5 years) observing programs systematically sampled marine life. These programs spanned about 7% of the ocean surface area, mostly concentrated in coastal regions of the United States, Canada, Europe, and Australia. Seagrasses, mangroves, hard corals, and macroalgae were sampled in 6% of the entire global coastal zone. Two-thirds of all observing programs offered accessible data, but methods and conditions for access were highly variable. Our assessment indicates that the global observing system is largely uncoordinated which results in a failure to deliver critical information required for informed decision-making such as, status and trends, for the conservation and sustainability of marine ecosystems and provision of ecosystem services. Based on our study, we suggest four key steps that can increase the sustainability, connectivity and spatial coverage of biological Essential Ocean Variables in the global ocean: (1) sustaining existing observing programs and encouraging coordination among these; (2) continuing to strive for data strategies that follow FAIR principles (findable, accessible, interoperable, and reusable); (3) utilizing existing ocean observing platforms and enhancing support to expand observing along coast

Abstract

Small-scale fisheries (SSFs) around the world are increasingly facing pressures from a range of environmental, economic, and social sources. To sustain SSFs, it is imperative to understand how fishing communities adapt to these pressures. In particular, to manage economic risks fishers often catch many different species; diversifying harvest portfolios creates multiple income sources in case one species becomes less abundant, less valuable, or otherwise unavailable. Here, we apply fisheries connectivity network analysis to assess the portfolios and potential adaptive capacity of small-scale fishing communities in the Baja California Peninsula (BCP), Mexico. We found that network metrics like modularity and density varied by region and through time. The Pacific coast region of Baja California displayed increasingly modular fisheries connectivity networks, indicating fisheries landings became increasingly asynchronous with each other and the potential adaptive capacity increased. The remaining three regions of Baja California showed the opposite trend, where the temporal covariance between fisheries increased over time. Overall, this study shows that the potential adaptive capacity of fishing communities varies substantially throughout the BCP, and highlights how fisheries connectivity networks can offer a way to quantify and advance our understanding of adaptive capacity within small-scale fishing communities. Abstract

Climate change poses an urgent threat to biodiversity that demands societal responses. The magnitude of this challenge is reflected in recent international commitments to protect 30% of the planet by 2030 while adapting to climate change. However, because climate change is global, interventions must transcend political boundaries. Here, using the California Bight as a case study, we provide 21 biophysical guidelines for designing climate-smart transboundary marine protected area (MPA) networks and conduct analyses to inform their application. We found that future climates and marine heatwaves could decrease ecological connectivity by 50% and hinder the recovery of vulnerable species in MPAs. To buffer the impacts of climate change, MPA coverage should be expanded, focusing on protecting critical nodes for the network and climate refugia, where impacts might be less severe. For shared ecoregions, these actions require international coordination. Our work provides the first comprehensive framework for integrating climate resilience for MPAs in transboundary ecoregions, which will support other nations’ aspirations.

Abstract

Maximum Sustainable Yield (MSY) is a common target for fisheries aiming to achieve long‐term ecological sustainability. Although achieving MSY may ensure the long‐term sustainability of fish populations, we ask whether it will provide economic security for fishers. Here we use 16 years of daily landing records to estimate potential catches and revenues per capita if fisheries were exploited at MSY in 11 subregions across Mexico. We then compare fishers' estimated revenues per capita against national poverty limits at the household level. Our results show that even if MSY is reached in artisanal fisheries, the overcapacity of fleets and the dissipation of rents threatens the economic well‐being of fishers and their families, pushing revenues per capita below poverty levels. Our work demonstrates the importance of resolving the trade‐offs between achieving economic, social and environmental objectives when managing for the long‐term sustainable use of natural resources. Abstract

Sustainably managed wild fisheries support food and nutritional security, livelihoods, and cultures (1). Harmful fisheries subsidies—government payments that incentivize overcapacity and lead to overfishing—undermine these benefits yet are increasing globally (2). World Trade Organization (WTO) members have a unique opportunity at their ministerial meeting in November to reach an agreement that eliminates harmful subsidies (3).
