The Observing Air–Sea Interactions Strategy (OASIS) is a new United Nations Decade of Ocean Science for Sustainable Development programme working to develop a practical, integrated approach for observing air–sea interactions globally for improved Earth system (including ecosystem) forecasts, CO2 uptake assessments called for by the Paris Agreement, and invaluable surface ocean information for decision makers. Our “Theory of Change” relies upon leveraged multi-disciplinary activities, partnerships, and capacity strengthening. Recommendations from >40 OceanObs’19 community papers and a series of workshops have been consolidated into three interlinked Grand Ideas for creating #1: a globally distributed network of mobile air–sea observing platforms built around an expanded array of long-term time-series stations; #2: a satellite network, with high spatial and temporal resolution, optimized for measuring air–sea fluxes; and #3: improved representation of air–sea coupling in a hierarchy of Earth system models. OASIS activities are organized across five Theme Teams: (1) Observing Network Design & Model Improvement; (2) Partnership & Capacity Strengthening; (3) UN Decade OASIS Actions; (4) Best Practices & Interoperability Experiments; and (5) Findable–Accessible–Interoperable–Reusable (FAIR) models, data, and OASIS products. Stakeholders, including researchers, are actively recruited to participate in Theme Teams to help promote a predicted, safe, clean, healthy, resilient, and productive ocean.

The Ocean Observatories Initiative air‐sea flux mooring deployed at 54.08°S, 89.67°W, in the southeast Pacific sector of the Southern Ocean, is the farthest south long‐term open ocean flux mooring ever deployed. Mooring observations (February 2015 to August 2017) provide the first in situ quantification of annual net air‐sea heat exchange from one of the prime Subantarctic Mode Water formation regions. Episodic turbulent heat loss events (reaching a daily mean net flux of −294 W/m2) generally occur when northeastward winds bring relatively cold, dry air to the mooring location, leading to large air‐sea temperature and humidity differences. Wintertime heat loss events promote deep mixed layer formation that lead to Subantarctic Mode Water formation. However, these processes have strong interannual variability; a higher frequency of 2 σ and 3 σ turbulent heat loss events in winter 2015 led to deep mixed layers (>300 m), which were nonexistent in winter 2016.

In contrast to most of the Southern Ocean, the Kerguelen Plateau supports an unusually strong spring chlorophyll (Chl a) bloom, likely because the euphotic zone in the region is supplied with higher iron concentrations. This study uses satellite wind, sea surface temperature (SST), and ocean color data to explore the impact of wind-driven processes on upwelling of cold (presumably iron-rich) water to the euphotic zone. Results show that, in the Kerguelen region, cold SSTs correlate with high wind speeds, implying that wind-mixing leads to enhanced vertical mixing. Cold SSTs also correlate with negative wind-stress curl, implying that Ekman pumping can further enhance upwelling. In the moderate to high eddy kinetic energy (EKE) regions surrounding Kerguelen, we find evidence of coupling between winds and SST gradients associated with mesoscale eddies, which can locally modulate the wind-stress curl. This coupling introduces persistent wind-stress curl patterns and Ekman pumping around these long-lived eddies, which may modulate the evolution of Chl a in the downstream plume far offshore. Close to the plateau, this eddy coupling breaks down. Kerguelen has a significant wind shadow on its downwind side, which changes position depending on the prevailing wind and which generates a wind-stress curl dipole that shifts location depending on wind direction. This leads to locally enhanced Ekman pumping for a few hundred kilometers downstream from the Kerguelen Plateau; Chl a values tend to be more elevated in places where wind-stress curl induces Ekman upwelling than in locations of downwelling, although the estimated upwelling rates are too small for this relationship to derive from direct effects on upward iron supply, and thus other processes, which remain to be determined, must also be involved in the establishment of these correlations. Sea breezes are characteristic features of coastal regions that can extend large distances from the coastline. Oscillations close to the inertial period are thought to account for around half the kinetic energy in the global surface ocean and play an important role in mixing. In the vicinity of 30°N/S, through a resonance between the diurnal and inertial frequencies, diurnal winds could force enhanced anti-cyclonic rotary motions that contribute to near-inertial energy. Observations of strong diurnal anti-cyclonic currents in water of depth 175 m off the Namibian coastline at 28.6°S are analysed over the annual cycle. Maxima in the diurnal anti-cyclonic current and wind stress amplitudes appear to be observed during the austral summer. Both the diurnal anti-cyclonic current and wind stress components have approximately constant phase throughout the year. These observations provide further evidence that these diurnal currents may be wind forced. Realistic General Ocean Turbulence Model (GOTM) 1-D simulations of diurnal wind forcing, including the first order coast-normal surface slope response to diurnal wind forcing, represent the principal features of the observed diurnal anti-cyclonic current but do not replicate the observed vertical diurnal current structure accurately. Cross-shelf 2-D slice simulations suggest that the first order surface slope response approximation applies away from the coast (>140 km). However, nearer to the coast, additional surface slope variations associated with spatial variations in the simulated velocity field (estimated from Bernoulli theory) appear to be significant and also result in transfer of energy to higher harmonics. Evidence from 3-D simulations at similar latitude in the northern hemisphere suggests that 3-D variations, including propagating near-inertial waves, may also need to be considered
