Abstract

This thesis seeks to explore two fundamental theological questions: first, what does it mean for the Christian community to conceive of itself as a community defined by the covenant of grace; and second, what are the implications of this distinctiveness for its socio-political mission in an age of globalization. The project is interdisciplinary in its approach, and seeks to integrate biblical and theological inquiry together with the specific opportunities and challenges found in a globalized world. Our way of organizing this thesis is attuned to the demands of argument and method of research employed. Divided into three parts, the thesis derives from a critical examination of a theology of grace and its ramifications for the mission of the church in addressing contemporary issues. Part 1 commences by surveying broadly Reformational theological scholarship from the turn of the twentieth century, and explores how this thesis will make a distinctive contribution to scholarly discussion of the church's socio-political mission through focusing on the central doctrine of grace. Part 2 constitutes a comparative analysis of three leading contemporary theologians evaluating to what extent a theology of grace is evident in their theological political theories. Part 3 is where we seek to apply our theological investigation with the phenomenon of globalization, and engage with international political theory through concentrating on the concepts of power and justice in an interdependent world. The conclusion reached in this thesis is that the doctrine of grace, by virtue of its theocentric and trinitarian emphasis on revelation, reconciliation, election, and creation, directs the Christian community in an age of globalization to be an agent of God's justice in the socio-political arena through demonstrating servant-leadership to contribute in enabling the world's poorest and weakest citizens to share in the benefits brought by a globalized world.

14. A Master Plan for Public Higher Education in South Dakota.

Abstract

This master plan for higher education in South Dakota addressed itself to several key areas: admissions, retentions and transfers, enrollment projections and building needs, governing structure, academic programs and role of each institution, financial aides, faculty salaries and benefits, and adult and technical education. Some major recommendations were: (1) Two of the state colleges should be closed, or if not closed, converted to junior colleges. Neither of the two institutions was closed but one was made a junior college and technical college branch of the University of South Dakota. (2) The Board approved a recommendation that there be a common course numbering system for all seven campuses and that college credit received by a student from one campus would be fully acceptable as comparable credit on any other state college or university campus within the state. (3) Arrangements also were made for a student who was enrolled on one campus to take courses on another without actually transferring. (4) The plan called for the creation of the Division of Continuing Education. (5) The number of courses with 10 or fewer students must be reduced. (6) All graduate programs must be rejustified to the Board. (Author/MJM)

15. Graduate Programs in South Dakota State Colleges and Universities.

Abstract

In 1971, the South Dakota Regents of Education adopted a resolution that stated that all graduate programs at South Dakota State University, the University of South Dakota, South Dakota School of Mines and Technology, Northern State College, and Black Hills State College be rejustified to the Regents. If such programs could not be rejustified, they were to be dropped from the degree offerings at the institutions. In a study of graduate education in the State as a whole, it was found that: (1) the need for Ph.D. graduates from South Dakota colleges and universities is not present, and there is only limited need for its master's graduates; (2) improved quality of graduate education calls for fewer graduate programs and strengthening those remaining; and (3) graduate programs of quality are expensive and will require large amounts of state funds if they are to be continued and improved. Included in the report is a listing of those graduate programs that have been suspended and those that have been continued at each of the State colleges and universities. (HS)

Abstract

The impact of Europe's sugar policy on southern Africa is examined, and it is explored whether the interests of developing countries are better served by the enhanced liberalization of developing countries or by the enhanced liberalization of agriculture through an extension of World Trade Organization (WTO) access conditions. It is found that the region stand to benefit more from a preservation of the status quo than from liberalization.

23. The European Community and Central Europe: prospects for integration

Abstract

Despite the officially declared support for the political democratisation and economic liberalisation of Central Europe, the European Community (EC) has failed to develop a coherent strategy towards this region. Membership of the Community is regarded in Central Europe as essential not only to the successful transition from Soviet-style economy to free market, but also as a guarantee of long-term political stability. However, if the Central European states are expected to wait until their economies reach Western standards of sophistication, whilst at the same time the Community continues to deepen its economic and political integration, Central Europe will be faced with impossibly tough criteria for membership. The present paper aims therefore to assess the chances of the newly democratised states in Central Europe joining the EC. Unfortunately, the EC does not accord a high priority to enlarging the Community. The paper examines the reasons and validity of this approach and concludes that the present policy is in need of serious public debate and reformulation. It is the central thesis of the current paper that the Community lacks the political capacity to deepen integration and incorporate new member states simultaneously.

Abstract

East-Central Europe is undergoing a rapid political and economic transformation. The unprecedented depth and speed of the economic reforms have produced serious questions about the stability of the region, and its future relations with western Europe and the world economy. This paper surveys and evaluates the size and character of existing debt stocks owed to the West by Hungary, Poland, and Czechoslovakia. The future political and economic stability of East-Central Europe and the European Community depends, to a large extent, on the ability of the Western financial system to respond to the long-term needs of the region.
