A társadalmi és térbeli igazságosság koncepciói arra a kérdésre keresik a választ, hogyan kezelhetők a társadalmon belüli egyenlőtlenségek méltányos módon, és hogyan lehet egyenlő lehetőségeket biztosítani a társadalom tagjai számára. Ennek a kérdésnek a megválaszolásában kulcsszerepe van a szolgáltatások fenntartásának: hogyan biztosítható különböző szolgáltatások igazságos és méltányos ellátása ezek meglétét, elérhetőségét, megfizethetőségét vagy minőségét figyelembe véve. A közérdekű szolgáltatások ideájának alapelvei egy olyan európai társadalmi működésmódban gyökereznek, amely az egyenlő lehetőségek, társadalmi jólét, szolidaritás és kohézió elérését célozza. Ezek a társadalmi és térbeli igazságosságot érintő törekvéseknek is központi elemei. A vizsgált esettanulmányok tapasztalatai azt jelzik, hogy bár a közérdekű szolgáltatások biztosításával kapcsolatos helyi kihívások bizonyos mértékig kezelhetők (pl. az életkörülmények javítása), a helyi szolgáltatások fejlesztését célzó programok a társadalmi és térbeli szempontból igazságtalan helyzetek és hierarchikus függőségek újratermelését is eredményezhetik az elosztási mechanizmusok és intézményi gyakorlatok hiányosságai miatt. Az ebben a folyamatban részt vevő aktorok szerepe, felelőssége és erőviszonyaik mind alapvető fontossággal bírnak, minthogy ők képeznek kapcsot az elismert és érvényesíteni kívánt elvek, illetve a tényleges megvalósítás között. Resumen: El artículo comienza con un debate sobre el concepto de “contracción” y sus orígenes, fuera del ámbito del desarrollo rural. A partir de ahí, se muestra la distribución de las zonas rurales en contracción en toda Europa. A continuación, se describen los procesos socioeconómicos que impulsan el declive demográfico en las zonas rurales, utilizando tanto la revisión bibliográfica del proyecto ESCAPE como los resultados de sus ocho estudios de caso. Seguidamente, se describe de forma breve la evolución de las intervenciones de la UE para paliar los efectos del declive demográfico, y se hacen algunas observaciones sobre el panorama político/de gobernanza actual. Concluimos considerando cómo una mejor comprensión del problema y del proceso de reducción puede conducir a intervenciones más eficaces, en el contexto de una visión renovada a largo plazo para el medio rural europeo. Este último debe reconocer plenamente el creciente abanico de oportunidades a las que se enfrentan las zonas rurales, a medida que la COVID-19 cambia estas y se aceleran las transformaciones en el comportamiento laboral y en la geografía de la actividad económica, y se cumplen los anteriores cambios graduales en la tecnología y los mercados. Abstract: The paper begins with a discussion of the concept of “shrinking”, and its origins, outside the realm of rural development. Building on this, the paper shows the distribution of shrinking rural areas across Europe. Using both the project’s literature review and findings from its eight case studies the socio-economic processes which drive demographic decline in rural areas are then described. A brief account of the evolution of EU interventions to alleviate the effects of shrinking, and some remarks about the current policy/governance landscape follow. We conclude by considering how a better understanding of the problem and process of shrinking may lead to more effective interventions, within the context of a refreshed long-term vision for Rural Europe. The latter needs to fully acknowledge the expanding repertoire of opportunities confronting rural areas as COVID-19 changes in working behaviour, and the geography of economic activity, accelerate, and fulfil, previously incremental shifts in technology and markets. Resumen: este artículo explora la dinámica de la población en Hungría durante las últimas tres décadas a nivel de distrito. La cartografía de los distritos en crecimiento, estancamiento y contracción desde diversas perspectivas indica patrones previstos, como los polos de crecimiento de la población en la zona suburbana alrededor de la capital, las ciudades más grandes y a lo largo de las fronteras con Austria y Eslovaquia en el sur. El hecho de que la contracción de grado significativo o dramático sea más frecuente en los distritos rurales que en sus homólogos urbanos y suburbanos, caracterizando a casi la mitad de las unidades rurales de nivel LAU-1, también se encuentra entre los resultados esperados de la investigación. El crecimiento o el estancamiento de las zonas rurales, especialmente en las regiones más atrasadas, representa un patrón imprevisto de dinámica demográfica para el que una interpretación secundaria de dos estudios de caso proporciona antecedentes socioeconómicos, espaciales e históricos. Abstract: this article explores population dynamics in Hungary over the last three decades at the district level. Mapping of growing, stagnating and shrinking districts from a variety of perspectives indicates anticipated patterns such as population growth poles in the suburbanised area around the capital city, larger cities and along the Austrian and Southern Slovakian borderlines. The fact that shrinking of significant or dramatic degree is more prevalent across rural districts than in their urban and suburban counterparts characterising almost half of rural LAU-1 level units is also among the expected research results. Growing or stagnating rural areas especially in lagging regions represent an unforeseen pattern of population dynamics for which a secondary interpretation of two case studies provides socio-economic, spatial and historical background. The ‘at-risk-of-poverty’ rate is the most widely recognised indicator of income poverty. Its principal advantage is that it is relatively straightforward to define and (given appropriate data) to calculate. National at-risk-of-poverty rates play a key role in monitoring EU2020 objectives relating to combating poverty. Regional patterns of poverty have the potential to deepen our understanding of processes of impoverishment and differentiation, and how they can be more effectively addressed by policy. Estimating regional poverty rates, and especially producing a European map, is a challenging task, given current data resources. This paper begins by placing the at-risk-of-poverty rate within the wider conceptual context relating to poverty, social exclusion and deprivation. It then provides an account of an exercise to map at-risk-of-poverty rates at NUTS 3 across 20 European countries. Together with data derived from national registers (where available) and more direct apportionment methods, coverage of most of Western Europe is achieved. The patterns revealed are described, and generalisations, which serve as pointers to further research on the processes responsible, are derived. The paper concludes with some reflections on the value of regional at-risk-of-poverty rates in advancing our understanding of the distribution and causes of poverty, and hence appropriate interventions to ameliorate it.

The paper investigates the basic issues of the application of potential model. Within the framework of that, the author makes an attempt to review some of the essential problems of the model's functional principles and theoretical verification, as well some distinctiveness of its structure and special variations. The comprehensive knowledge of the model building helps to recognise the investigational problems between the space and the entities existing in it. The virtues and limits of the model don't appear through a direct opposition, but they are shown in an indirect way, according to the purpose of the author, by the exploration and valuation of the model's typical issues of use. By emphasizing the relationship between masses and distances, which can be confirm empirically, the potential model helps to discover those characteristics of the social structures, which are often hidden. The complex system of field of applications alludes to the variegation of the model and the potential concept, besides reveals its position and role in the spatial analysis especially in the investigation of spatial interactions.
