I. INTRODUCTION Clean indoor air laws .are hotly debated in state and local jurisdictions across the country. The increasing popularity of these laws raises questions about unintended consequences of regulation. The laws are designed to protect worker and patron health from the adverse effects of second-hand smoke. However, it is common for entrepreneurs to claim that the laws will harm business activity, as smoking customers alter their behavior. Disagreements between health advocates, regulating authorities, and the business community have spawned a large empirical literature devoted to isolating the economic impacts of smoking bans. Scollo et al. (2003) provide a comprehensive review of 97 studies conducted prior to August 31, 2002. They find that most of the "high-quality" studies conclude that there is no negative impact of smoking bans on a range of economic performance measures. (1) However, most of the research to date has focused on data aggregated to the county or city level. These data provide important evidence on the aggregate impacts of regulatory policy, but ignore the possibility that smoking regulations may have very different impacts on individual firms. Thus, even if a smoking law has no aggregate impact, it may still distort outcomes across firms. This possible heterogeneity in policy -impact should be taken into account by policymakers when weighing policy decisions. In addition, many studies on smoking bans have focused on the impact on sales and related measures of economic performance. The interest in sales-related data makes sense because it is .an important determinant of firm profits and also an important part of the sales tax base. However, sales data are not the only measure of economic performance that matter for policymakers and the business community. Employment is a key variable input into the production of restaurant services and it will provide information on the economic effect of regulation. Employment is also a critical benchmark for policymakers and recent research has begun to identify possible employment impacts of smoking bans. (2) Here the results have been mixed. Thompson et al. (2008), Hyland, Vena, and Cummings (2000), and Hyland and Cummings (1999) find that smoking bans had no significant adverse impacts on employment or turnover in restaurants located in Arizona and New York. In contrast, Adams and Cotti (2007) find that smoking bans did affect bar employment using county-level data for the United States (but not restaurant employment). Further, Dunham and Marlow (2003) find that many bar and restaurant owners report that they have reduced worker benefits and/or raised worker responsibilities in response to a smoking ban. One possible explanation for the contrasting aggregate employment results so far may be differences in smoking prevalence across regions. Much of the research on employment impacts (and sales impacts as well) has focused on states with relatively low rates of adult smoking. For instance, in 2006, Arizona (18.1%) and New York (18.3%) both had rates of adult smoking prevalence that were well below the national median of 20.2%, according to data for the Centers for Disease Control. Thus, previous research may have found that smoking bans do not affect restaurant employment because there were relatively few smokers in the market area. This implies that the impacts of smoking laws might be highly heterogeneous across regions. Indeed. Adams and Cotti (2007) find that the impact of smoking laws varies with county smoking prevalence for both bars and restaurants. Further, Dunham and Marlow (2000b, 2004) find that smoking prevalence has a significant impact on -nonsmoking seat allocations. Using a probabilistic theoretical model, we expect smoking regulations to affect employment through the demand side of the labor market. Demand-side considerations are driven by changes in the desirability of restaurant visits when smoking in the establishment is restricted. …

Hammond G. W. and Gurley-Calvez T. Heterogeneity in the determinants of local self-employment growth by gender, age and selected industry, Regional Studies. This study explores the determinants of self-employment growth across US regions and by gender, age group and industry. It uses Public Use Micro Sample (PUMS) data for the 2000–2006 period and finds that self-employment growth was faster for women than for men; that growth in the 45–64-year age group outpaced growth in the age 20–44-year group; and that growth was much faster in professional and business services than in healthcare. The regression results suggest that there is significant heterogeneity in the impact of regional characteristics on self-employment growth by gender, age group and industry.

We analyze the impact of fiscal decentralization on U.S. county population, employment, and real income growth. Our findings suggest that government organization matters for local economic growth, but that the impacts vary by government unit and by economic indicator. We find that single-purpose governments per square mile have a positive impact on metropolitan population and employment growth, but no significant impact on nonmetropolitan counties. In contrast, the fragmentation of general-purpose governments per capita has a negative impact on employment and population growth in nonmetropolitan counties. Our results suggest that local government decentralization matters differently for metropolitan and nonmetropolitan counties.

Human capital is one factor that significantly influences local economic growth. Our goal in this research is to analyze trends in local human capital dynamics during the past thirty years. The authors find little evidence of convergence in college attainment across metropolitan and nonmetropolitan areas and evidence of divergence across Census regions. The authors also find within-distribution divergence for all labor markets, as well as for metropolitan and nonmetropolitan areas, which is accompanied by lower levels of intra-distributional mobility than we observe for the income distribution. To the extent that human capital accumulation drives growth, these trends are likely to contribute to increasingly different levels of income growth across labor markets in the future. Finally, looking at factors that influence upward mobility within the distribution, the authors find that an increase in the number of four-year colleges and universities per capita increased a labor market’s upward rank and quintile mobility in human capital.

This research analyzes manufacturing growth and decline across metropolitan and nonmetropolitan regions during the 1972–2002 period. We decompose real value added growth across local labor market areas in the lower 48 U.S. states into contributions from labor, capital, and total factor productivity. We then estimate a model describing the long-run growth of labor, capital, and productivity and find that increased productivity increases the growth of labor and capital, as well as a positive correlation between labor and capital stock growth. We also find evidence that human capital investment and agglomeration economies encourage productivity growth, while unionization discourages it.

This article analyzes determinants of growth across labor markets in the United States, using a production function approach based on four inputs: labor, manufacturing investment, human capital investment, and public capital investment. We find little role for public capital investment in growth, but that manufacturing investment spurred growth in nonmetropolitan areas, in contrast to metropolitan areas. We also find that human capital investment mattered more for metropolitan areas than for nonmetropolitan areas. Further, the presence of more colleges and universities, more household amenities, and lower tax rates are all found to have encouraged human capital accumulation in U.S. labor markets. The federal Office of Management and Budget’s (OMB) periodic releases of updated metropolitan statistical area (MSA) definitions garner significant attention from local economic development professionals and policymakers. This paper tests the hypothesis that the MSA designation influences local growth, using OMB designations released since 1980 and data on per capita personal income, population, and employment. We find little evidence that the MSA designation influences long-term employment or per capita income growth. However, we do find evidence suggestive of a short-run impact on employment growth and more significant impacts on population growth.

This paper employs time series methods to analyze convergence across metropolitan and non-metropolitan regions during the 1969–2001 period. The results suggest that non-metropolitan regions are diverging from below the U.S. average income level, while metropolitan regions show mixed evidence of convergence. These summary results vary by geographic location and the size of the region, with medium-sized metropolitan regions showing the strongest tendencies to converge, while non-metropolitan areas with larger urban centers and small towns showed the strongest tendencies to diverge. Differences in human capital (as well as employment concentrations in farming and mining) appear to have influenced the relative performance of metropolitan and non-metropolitan regions during the last 30 years, suggesting a role for agglomeration economies in the observed trend toward divergence.

The authors find evidence of income convergence across all substate labor markets in the lower forty-eight U.S. states during the 1969 to 1999 period. However, convergence is not expressed in a uniform way across metropolitan/nonmetropolitan regions, across time periods, or across census regions. The authors show that catching up within the distribution is more common for nonmetropolitan regions than for metropolitan regions. Furthermore, the largest metropolitan regions show strong tendencies to converge toward the bottom of their income distribution while at the same time showing comparatively little distributional mobility. This contrasts with results for the smallest nonmetropolitan regions, which show no evidence of convergence but high levels of intradistributional mobility. The authors also examine the relationship between human capital accumulation and industry mix and subsequent distributional mobility. The results suggest that educational attainment is positively correlated with growth for metropolitan regions, but it appears to be less correlated with upward mobility within the nonmetropolitan distribution.

A dynamic labor market model is used to motivate the inclusion of population characteristics and industrial structure as determinants of regional employment instability. We examine how these factors influence regional employment instability using data from both metropolitan and nonmetropolitan regions in the United States. We find that population characteristics are important determinants of employment volatility and that increased industrial specialization (reduced diversification) increases employment volatility, but the magnitude of that influence drops substantially once population characteristics are considered. We also find that the influence of population characteristics and industrial specialization varies significantly across metropolitan and nonmetropolitan regions.

We examine the mobility and modality trends in US state per capita personal income (and its components) during the 1929-1999 period. We find strong evidence of convergence for states, but that the tendency towards convergence (and the associated mobility within the distribution) varies during the period and especially for the 1980s. Our analysis of convergence by income component suggests that transfer income contributes more to the observed convergence than does asset income. We also note that distributional mobility need not be accompanied by high rank mobility and find that trends toward convergence in the US have tended to preserve rank ordering. This research examines the trend in retail and services capture, as measured by location quotients, in counties throughout the South from 1969 to 1997. Analysis indicates that location quotients have been falling on average in nonmetropolitan and trade shed counties in the retail and services industries. However, location quotient values have not, in general, been converging to any particular value. Further, there is substantial mobility (both upward and down-ward) in county location quotients over time. Both findings suggest that there is potential for success with public policy programs designed to help local com-munities capture more local spending.

The interest is grounded, in part, in the common belief that the designation of a region as a new MSA will spur its subsequent growth. The purpose of this paper is to test the hypothesis that the MSA designation influences local growth, using Office of Management and Budget (OMB) designations released since 1980 and data on per capita personal income, population, and employment. Based on results from several methods, including quasiexperimental matching, we find little evidence that the MSA designation has a significant impact on long-term employment or per capita income growth. However, we do find some evidence in favor of a short-run impact on aggregate employment growth and more significant impacts on population growth. We disaggregate employment and find significant short-run impacts on transportation and utilities; retail trade; and government. This paper extends the recent empirical literature on the relationship between local decentralization and growth using data from both metropolitan and non-metropolitan regions in the U.S. The analysis utilizes both metropolitan and non-metropolitan regions, and thus avoids the possible selection bias present in previous research. The results for non-metropolitan regions indicate a relatively weak or negative relationship between the local decentralization measures and local economic growth compared to a positive relationship suggested by a recent study on metropolitan regions. Results for the non-metro regions also suggest that there are different impacts across population and income than we observe for metropolitan regions.

We describe the system architecture and data template design for the Animal Diversity Web (http://www.animaldiversity.org), an online natural history resource serving three audiences: 1) the scientific community, 2) educators and learners, and 3) the general public. Our architecture supports highly scalable, flexible resource building by combining relational and object-oriented databases. Content resources are managed separately from identifiers that relate and display them. Websites targeting different audiences from the same database handle large volumes of traffic. Content contribution and legacy data are robust to changes in data models. XML and OWL versions of our data template set the stage for making ADW data accessible to other systems.

This paper examines how amenities, asset indicators, and fiscal factors influence the growth in factors of production from 1972 to 1999 in the 466 non-metropolitan labor market areas in the continental United States. In developing our model of non-metropolitan factor markets, we combine the emphasis of Brown et al. (2003) on the affect of taxes and public expenditure policy on labor and capital formation with the emphasis of Beeson et al. (2001) on the importance of climate and natural features on localized population growth. We develop our own measure of capital stock in non-metropolitan areas using data from the Census of Manufacturing for 1967, 1972, 1977, 1982, 1987, and 1992. Results indicate that local taxes discourage both employment growth and manufacturing capital formation, but that local public infrastructure investment and the level of local entrepreneurship encourages employment growth. Amenities such as a favorable climate and the presence of surface water encourage the growth of employment, and greater local wealth, as measured by dividend, interest, and rent income, encourages the formation of manufacturing capital stock. Results fail to support an “export base” approach for rural economies where greater manufacturing capital stock encourages greater employment in a region.

This article examines spatial aspects of distributional dynamics and finds that the distribution of US metropolitan incomes relative to their neighbours has diverged during the 1969-1999 period. Use of a spatial Markov approach shows that non-metropolitan neighbours of metropolitan regions have tended to converge during the period, with roughly equal rates of upward and downward mobility within the distribution. Non-metropolitan regions, not neighbouring metropolitan regions, show much less tendency to converge and reveal higher rates of downward rather than upward mobility. Results highlight regional differences in mobility coherence, with metropolitan areas in the West tending to outpace their non-metropolitan neighbours.

The loss of the exchange rate as an independent policy instrument implied by EMU has spurred calls for an insurance scheme as a buffer against temporary, asymmetric shocks to national income. We study the potential properties of such a system using historical data from the 12 EC economies. An insurance scheme with reasonable properties can be implemented on the basis of a fairly complex econometric formula. Simplifying the computation of the transfers severely worsens the performance of the system, however. Forcing the system to balance financially is not a critical constraint. The simulations show that stabilizing asymmetric shocks around a common trend may amplify the univariate variance of GDP for some member countries.

Three experiments were conducted on antipredator behaviors of newly metamorphosed green frogs (Rana clamitans) and northern leopard frogs (R. pipiens) in the presence of a common predator, the eastern garter snake (Thamnophis s. sirtalis). Both species engaged in distinctive antipredator behaviors, i.e., crouching and ceasing to move, in the presence of active snakes. These behaviors rendered frogs less likely to be captured. Green frogs were contacted by snakes more frequently than were leopard frogs, but capture rates of individuals that had been contacted were not different between species. Green frogs allowed snakes to approach more closely, and they jumped more frequently upon initial escape, than leopard frogs. Morphological measurements showed that there were no specific differences in snout-vent length, or in snout-vent length/leg length ratios, but that the average leap distance was greater for leopard frogs compared to green frogs. The results supported the hypothesis that leopard frogs use distance from the predator in terrestrial habitats more effectively than do green frogs to avoid predation, which agreed generally with some descriptive field results reported elsewhere.

In this, the 17th Foundation Annual Lecture, George Hammond asserts that the skills of public relations practitioners have never been more valuable than they are in this era of specialization. Yet, he says, these skills remain underutilized and poorly understood. To remedy this, Mr. Hammond says, public relations people must be tireless in their efforts to render service in “the best interests of the majority” and must understand how their goals are related to social movements.

The history, clinical findings, and treatment of the acute and chronic anterior tibial compartment syndromes have been presented. The diagnosis in the chronic syndrome is suggested by a history of pain in the anterior tibial compartment coming on only after strenuous exercise of the lower extremity and completely relieved by rest. In patients with symptoms characteristic of the chronic form of this syndrome the acute form of the anterior compartment syndrome may develop. Emergency fasciotomy should be done in patients with the acute anterior tibial compartment syndrome. In the chronic syndrome, fasciotomy may be indicated in those patients who do not desire or are unable to curtail their activities sufficiently to alleviate symptoms. Thirteen patients with the acute anterior tibial compartment syndrome and five with the chronic syndrome have been seen and illustrative case histories are presented.

Case reports illustrating acute and chronic osteomyelitis of these sesamoid bones of the feet have been presented. The infrequent occurrence, clinical picture, and treatment of the disease have been stressed.

• The finding of spondylolisthesis was accompanied by the complaint of backache with or without lower extremity pain in 72 of 73 patients; in the remaining case the symptom was that of unilateral sciatica. In 35 cases no history of trauma could be elicited. In five cases the fifth lumbar vertebra had slipped forward more than half the distance across the superior surface of the sacrum. The basic treatment in all 73 cases was an arthrodesis; in addition, protruding disks required excision in three cases. Sixty patients were restudied 3 to 19 years after the operation. The desired solid ankylosis had been achieved in only 24 patients. The pseudarthroses found in the other 36 were more frequent in the patients receiving bone grafts from a bone bank instead of iliac grafts, or confined to bed for only four weeks or less. Significant pain persisting in the legs after operation was explained by the finding of pseudarthrosis in 6 out of the 10 patients whose results were classified as fair or poor, but moderate pain continued also in 3 patients in whom solid fusion was achieved. It is recommended that further efforts be made to improve the technique of arthrodesis in this situation, that use of a bilateral spica cast to the knees be continued for three months after operation, and that early ambulation be avoided. The success of the operation should be verified by suitable roentgenograms, and a program of exercise and training should begin as soon as the patient becomes ambulatory.

From June, 1939, to January, 1953, 114 Vitallium mold arthroplasties of the hip for various disabilities were performed at the Lahey Clinic on 104 patients. The purpose of this paper is to evaluate, carefully and objectively, the end-results of this procedure by both history and clinical examination. 1 These patients ranged in age from 15 to 67 years, and 85% were between the ages of 20 and 59 at the time of operation. Fifty-eight per cent of the patients were females. The great majority of the patients complained of progressive, disabling pain in the hip, associated with stiffness, limp, and difficulty in walking. A few patients had ankylosis in poor position, which warranted operative correction. Arthroplasty was advised for 10 patients who had incapacitating bilateral hip disease. The exact diagnosis of the pathological process in the hip was readily indicated by the history, examination, and roentgenograms in the majority of
