Improving agricultural productivity and production is a prerequisite to sustain rural livelihoods in developing countries of sub-Saharan Africa (SSA). This requires increased use of quality seed of improved and well-adapted crop varieties. Legumes are particularly critical in ensuring food and nutritional securities of the majority of farming households. However, their productivity has been constrained because of limited availability of quality seed, jeopardizing henceforth food security and rural livelihoods. The lack of interest in production of legume seeds by potential seed producers, especially the private sector, is attributable to limited information on the cost and profitability of producing these seeds. Using primary data collected from Tanzania and Uganda, we analyzed the cost structure of improved groundnut (Arachis hypogaea L.) seed production to assess viability. We adopted cost-benefit analysis framework to evaluate different seed production models. Results showed that groundnut seed price varied between 1 and 2 US$ kg−1 for certified and quality declared seed and between 2 and 3.5 US$ kg−1 for early generation seed. Overall, up to 50% increase in total seed production costs resulted in reduced drop in the gross margin earned. However, when production costs increased by 75–100%, the gross margin dropped by about 18% and 50% in Tanzania and in Uganda, respectively. These findings indicated that groundnut seed could be provided to farmers in remote communities at an affordable price while still keeping seed producers profitably in business. Availing these seeds to smallholder producers is a major step in achieving food security and nutritional health in developing countries in SSA.

BackgroundSeed systems are considered as a vehicle through which the sustainable agricultural intensification can be achieved. However, most sub-Saharan African countries have been ineffective to provide sufficient incentives for stakeholders to consistently invest in the seed systems specifically for crops like sorghum. This study was therefore conducted to uncover investment opportunities for stakeholders in the sorghum seed systems to attain an impact-oriented seed production and delivery systems.ResultsThe study applied descriptive statistics, Logit regression model, and Gross margin to analyze possible areas for investments. Descriptive statistics analyzed the percentage of farmers using sorghum improved varieties and sources used to obtained improved variety seeds. Logit regression model was applied to analyze factors correlating with planting of improved seeds. Gross margin was applied to show profitability of growing improved sorghum seeds and grain. Findings revealed that 39.2% of the sampled farmers were growing improved sorghum variety seeds. Farmers obtained improved variety seeds from both informal (57.8%) and formal (42.2%) sources. Logit estimates indicate that variety preference, unavailability of seeds, resistance to diseases, and drought had significant correlation with planting of improved variety seeds. Seed companies and quality declared seed (QDS) producers earned high margin of 53,08,900 Tanzanian Shillings per hectare (TZS/ha, 1 USD = 2315 TZS during the period of data collection) and 33,94,709 TZS/ha, respectively. Farmers using improved variety seed earned higher margin (8,19,805 TZS/ha) than farmers who did not use improved variety seeds (3,17,373 TZS/ha)ConclusionsThe identified investment opportunities were increasing number of farmers using improved variety seeds that would drive increased production, distribution, and marketing of quality seed. The large number of farmers still sourcing seed from the informal channel provides avenue to reach out to these farmers through demand creation and wide variety popularization meeting farmer preferences. The huge margin seed producers make provides good incentive to drive private seed companies and individual seed entrepreneurs to make sustainable business out of sorghum seed. The policy implications for reviving sorghum production and productivity are further discussed.

Access and use of seed of improved varieties of groundnut among farmers can improve farmers&rsquo, livelihoods and contribute to the potential of crop production in Tanzania. This paper analyzes factors underpinning the adoption of improved groundnut varieties among farmers to pave the way for upscaling quality seed used for increased production and commodity business in farming communities. A four-stage stratified sampling was used to collect data from 300 groundnut farmers in seven agro-ecological zones through individual interviews. Secondary data were collected from the literature and the Tanzania Agricultural Research Institute at Naliendele centre (TARI&ndash, Naliendele). Descriptive statistics and Probit regression model were used for data analysis. The empirical results showed that Johari 1985, Pendo 1998, Naliendele 2009, Mnanje 2009, Mangaka 2009 and Nachi 2015, are the main six improved groundnut varieties used by farmers, with Pendo 1998 having the highest adoption rate (17.1%). In the grain market, four varieties, namely Pendo 1998, Mnanje 2009, Nachi 2015 and Johari 1985, were observed to be highly preferred by grain off-takers. Furthermore, among the adopted improved varieties, Nachi 2015, is observed to be the most consistent high yielding variety, ranging from 1100 kg/ha to 1500 kg/ha in all agro-ecological zones. A farmer&rsquo, s decision to adopt new varieties is affected by age and gender, farmer group membership, availability of improved seed and seed cost. Overall, male farmers are more likely to adopt improved varieties of groundnut than female farmers. The implications of these findings are also discussed, in particular in the area of policy support.

Groundnut is an important global food and oil crop that underpins agriculture-dependent livelihood strategies meeting food, nutrition, and income security. Aflatoxins, pose a major challenge to increased competitiveness of groundnut limiting access to lucrative markets and affecting populations that consume it. Other drivers of low competitiveness include allergens and limited shelf life occasioned by low oleic acid profile in the oil. Thus grain off-takers such as consumers, domestic, and export markets as well as processors need solutions to increase profitability of the grain. There are some technological solutions to these challenges and this review paper highlights advances in crop improvement to enhance groundnut grain quality and nutrient profile for food, nutrition, and economic benefits. Significant advances have been made in setting the stage for marker-assisted allele pyramiding for different aflatoxin resistance mechanisms—in vitro seed colonization, pre-harvest aflatoxin contamination, and aflatoxin production—which, together with pre- and post-harvest management practices, will go a long way in mitigating the aflatoxin menace. A breakthrough in aflatoxin control is in sight with overexpression of antifungal plant defensins, and through host-induced gene silencing in the aflatoxin biosynthetic pathway. Similarly, genomic and biochemical approaches to allergen control are in good progress, with the identification of homologs of the allergen encoding genes and development of monoclonal antibody based ELISA protocol to screen for and quantify major allergens. Double mutation of the allotetraploid homeologous genes, FAD2A and FAD2B, has shown potential for achieving >75% oleic acid as demonstrated among introgression lines. Significant advances have been made in seed systems research to bridge the gap between trait discovery, deployment, and delivery through innovative partnerships and action learning.

This paper examines whether there is a difference in the adoption of push-pull pest management technology (PPT) and other sustainable agricultural practices (SAPs) on field-plots managed by males or females and those that are jointly-managed by males and females using plot-level and gender disaggregated data from Western Kenya. The econometric results suggest that there was no gender heterogeneity in the adoption of PPT after controlling for the manager of the field-plot and plot characteristics. However, gender differences in the adoption pattern of some other SAPs were evident. Jointly-managed plots were more likely to receive animal manure and soil and water conservation measures compared to male-managed and female-managed plots. We did not find any gender differences in the adoption of maize-grain legume intercropping, crop rotation, fertilizer use and improved maize seeds. The analysis further showed a significant correlation between PPT and other SAPs, suggesting that the adoption of agricultural technologies is interrelated. Lack of evidence on gender differences suggests that promotion and dissemination of PPT can be supported equally for male and female cereal farmers. Wider adoption can be achieved through promoting awareness of the technology and offering training through field days.

Considerable research documents why women farmers have lower technology adoption rates than men farmers, but relatively little is known about what happens within a household after technology uptake. This study contributes through an investigation of the intrahousehold distribution of benefits and costs of agricultural technology adoption in western Kenya. Using gender-disaggregated data and an endogenous switching regression approach, we elucidate the causal effects of push pull technology (PPT) adoption on intrahousehold labor and expenditure allocation. Results show that adoption increases household labor allocation for harvesting of maize, the staple crop, but reduces the labor required for other tasks (e.g., ploughing and weeding). In net, the technology is labor saving, with men experiencing a slightly greater workload reduction than women. In terms of expenditure impacts, PPT uptake increases household expenditures on children’s education and consumption goods commonly associated with female preferences. Study findings support wider uptake of PPT to trigger gains in social and economic wellbeing for both men and women farmers. Implications for policy and practice are discussed.

Using new survey data from rural Kenya, this paper assesses the moderating effect of women’s empowerment on the relationship between agricultural technology adoption and women’s dietary diversity. We use a multiple treatment endogenous switching regression framework to control for potential endogeneity of women’s empowerment and technology adoption. We find that women’s empowerment has a positive and significant effect on the women’s dietary diversity score regardless of technology adoption status. We further show that women’s empowerment enhances the positive effects of technology adoption on women’s dietary diversity. Although technology adoption has a positive impact on women’s dietary diversity regardless of empowerment status, its effect is stronger for households with empowered vs. disempowered women. Study results suggest that individual and household welfare could be enhanced to a greater degree through interventions that promote women’s empowerment and technology adoption simultaneously rather than separately.

This paper documents a positive relationship between maize productivity in western Kenya and women's empowerment in agriculture, measured using indicators derived from the abbreviated version of the Women's Empowerment in Agriculture Index. Applying a cross-sectional instrumental-variable regression method to a data set of 707 maize farm households from western Kenya, we find that women's empowerment in agriculture significantly increases maize productivity. Although all indicators of women's empowerment significantly increase productivity, there is no significant association between the women's workload (amount of time spent working) and maize productivity. Furthermore, the results show heterogenous effects with respect to women's empowerment on maize productivity for farm plots managed jointly by a male and female and plots managed individually by only a male or female. More specifically, the results suggest that female- and male-managed plots experience significant improvements in productivity when the women who tend them are empowered. These findings provide evidence that women's empowerment contributes not only to reducing the gender gap in agricultural productivity, but also to improving, specifically, productivity from farms managed by women. Thus, rural development interventions in Kenya that aim to increase agricultural productivity-and, by extension, improve food security and reduce poverty-could achieve greater impact by integrating women's empowerment into existing and future projects.

This study examines the farm-level economic benefits and aggregate welfare impacts of adopting push–pull technology (PPT)—an innovative, integrated pest and soil-fertility management strategy—with a set of household- and plot-level data collected in western Kenya. The evaluation is based on a combination of econometric and economic surplus analysis. Treatment effect estimates are used to assess the technology-induced shift in the maize supply curve, which is then used as an input to the economic surplus analysis. Finally, the aggregate poverty impact is computed using the economic surplus estimates. We observe that the adoption of PPT led to significant increases in maize yield and net maize income. The technology has significant potential benefit in terms of increasing economic surplus and reducing the number of people considered poor in western Kenya. Important factors influencing the decision to adopt PPT included access to information, household education, social capital, and social networks. We conclude that effective policies and development programmes for promoting PPT in Kenya should include information delivery and education mechanisms that are more effective. In addition to Intra-household resource allocations and internal dynamics of decision-making, gendered perceptions on household food security play a critical role in households’ nutritional status, especially in developing countries. However, evidence on the role of gender-based perceptions on households’ food security and related implications on the households’ nutritional status is limited. This study examines the determinants of gender-disaggregated household food security perceptions among smallholder farming households. We used two panels of data from households in eastern and western Kenya and employ the House hold Food Insecurity Access Scale to measure perceptions of household food insecurity, and the random effects generalized ordered probit model to evaluate the determinants of security perceptions across gender. The results reveal that the factors that influence food security perceptions vary across gender. The education level of household head and the number of relatives were negatively associated with female perceptions of household food insecurity, whereas the household dependency ratio was positively associated with female perceptions of household food insecurity. In contrast, age and gender of household head were positively correlated with male perception of household food insecurity. The findings suggest that gender matters in household food security perceptions and that the determinants of the food security perceptions vary across gender.

The history of producer organizations in sub-Saharan Africa (SSA) is a mixed one. In the past, producer organizations often failed to provide desired services due to dependence on government support, which led to heavy political interference as well as internal leadership and managerial problems. However, the hasty retreat of the state following adjustment and market liberalization reforms left an institutional void that the private sector has failed to fill. This study reviews the role that producer organizations can play, and the challenges they face in improving access to markets and technologies for enhancing productivity of smallholder agriculture in SSA in the post-adjustment era. The paper critically examines the evidence for improving access to markets, information and technologies, and the conditions that facilitate the success of producer organizations in providing such services. Emphasis is on the characteristics of user groups, institutional arrangements, governance mechanisms, types of products (staples, perishables and other commodities), and the role of the public and private sector service providers. We conclude that while recent experiences are mixed, good governance, more homogeneous and optimal group size, transparency and market orientation can enhance the role of producer organizations in improving access to markets. However, ideally these organizations need to prioritise agribusiness opportunities over social welfare objectives even though this may mean that some households are unable to take advantage of them. Donors and governments have important roles to play in stimulating the emergence and development of economically viable and self-sustaining producer organizations. The private sector is also critical in terms of providing producer organizations with financial and business development services.

Summary This paper evaluates the ex post impact of adopting improved groundnut varieties on crop income and poverty in rural Uganda. The study utilizes cross-sectional data of 927 households, collected in 2006, from seven districts in Uganda. Using propensity score matching methods, we find that adopting improved groundnut varieties (technology) significantly increases crop income and reduces poverty. The positive and significant impact on crop income is consistent with the perceived role of new agricultural technologies in reducing rural poverty through increased farm household income. This study supports broader investment in agriculture research to address vital development challenges. Reaching the poor with better technologies however requires policy support for improving extension efforts, access to seeds and market outlets that simulate adoption.

Many countries in sub-Saharan Africa have liberalized markets to improve efficiency and enhance market linkages for smallholder farmers. The expected positive response by the private sector in areas with limited market infrastructure has however been very limited. The functioning of markets is constrained by high transaction costs and coordination problems along the production-to-consumption value chain. New kinds of institutional arrangements are needed to reduce these costs and fill the vacuum left when governments withdrew from markets in the era of structural adjustments. One of these institutional innovations has been the strengthening of producer organizations and formation of collective marketing groups as instruments to remedy pervasive market failures in rural economies. The analysis presented here with a case study from eastern Kenya has shown that marketing groups pay 20-25% higher prices than other buyers to farmers while participation was also positively correlated with adoption of improved dryland legume varieties, crops not targeted by the formal extension system. However the effectiveness of marketing groups is undermined by external shocks and structural constraints that limit the volume of trade and access to capital and information, and require investments in complementary institutions and coordination mechanisms to exploit scale economies. Successful groups have shown high levels of collective action in the form of increased participatory decision making, member contributions and initial start-up capital. Failure to pay on delivery, resulting from lack of capital credit, is a major constraint that stifles competitiveness of marketing groups relative to other buyers. These findings call for interventions that improve governance and participation; mechanisms for improving access to operating capital; and effective strategies for risk management and enhancing the business skills of farmer marketing groups.

Using survey data from the community, producer marketing groups (PMGs) and farm households in Kenya, this paper investigates the potential of rural institutions (farmer organizations, their rules and enforcement mechanisms) for remedying pervasive market imperfections and facilitate access to new technology in rural areas. Qualitative and quantitative analyses show that while the functioning of markets is constrained by high transaction costs and coordination failures, PMGs present new opportunities for small producers through vertical and horizontal coordination of production and grain marketing. They pay 20 to 25% higher prices than other buyers and facilitate the adoption of improved varieties that help increase marketable surplus. Their accumulated assets and traded volumes are influenced by participatory decision making, member contributions and initial start-up capital. While participation declines with farm size, the associated benefits depend on marketed amounts. Moreover, the time lag to payment for deliveries makes PMGs less attractive marketing channels for the poor. The success of such groups requires policy support, increased capital access, rural finance and market information.

Poverty among smallholder farmers in sub-Saharan Africa has been associated with low agricultural productivity emanating from gender yield gaps among other factors. Using data collected from smallholder groundnut producers in Nigeria, we analyzed the gender yield gap by applying the exogenous switching regression (ESR) model and Oaxaca&ndash, Blinder (OB) decomposition framework. Results from the two complementary approaches showed a significant gender yield gap in favor of male headed households (MHHs). The main and significant source of the gap was differences in resources/endowments. We found that involving female headed households (FHHs) in prerequisite yield augmenting activities like technology validation trials, testing, and demonstrations is critical in closing the existing yield gap.

The adoption of improved sorghum technologies by smallholder farmers is still low in Tanzania. Many farmers fail to acquire quality inputs due to different underlying reasons. This article analyzes factors underlining the adoption of improved technologies among sorghum farmers in Tanzania and evaluates profitability of grain production. A total of 212 individual farmers were interviewed through structured questionnaires from nine districts. Data were analyzed using descriptive statistics, probit regression model and gross margin analysis. Results show that 39.2%, 26.5%, 16.9%, 8.4% and 7.2% of sorghum farmers adopted seeds of improved varieties, insecticides, inorganic fertilizers, threshing machine and optimum seed rate, respectively. Probit estimates indicated that age, sex, number of years in school, group membership, farm size, availability of free seeds, seed accessibility, grain market accessibility and grain market price were the significant factors influencing adoption of these technologies. Adopters obtained higher profitability (822,288 Tshs/ha) than non-adopters (374,363 Tshs/ha) of improved varieties. Further policy actions are needed to improve determinants of adoption, breeding technologies and accessibility of agricultural inputs to ensure benefits to farmers and the sorghum sub-sector.
