Abstract

Small-scale fisheries collectively have a large ecological footprint and are key sources of food security, especially in developing countries. Many of the data-intensive approaches to fishery management are infeasible in these fisheries, but a strategy that has emerged to overcome these challenges is the establishment of territorial user rights for fisheries (TURFs). In this approach, exclusive fishing zones are established for groups of stakeholders, which eliminates the race to fish with other groups. A key challenge, however, is setting the size of TURFs-too large and the number of stakeholders sharing them impedes collective action, and too small and the movement of target fish species in and out of the TURFs effectively removes the community's exclusive access. We assessed the size of 137 TURFs from across the globe relative to this design challenge by applying theoretical models that predict their performance. We estimated that roughly two-thirds of these TURFs were sized ideally to overcome the challenges posed by resource movement and fisher group size. However, for most of the remaining TURFs, all possible sizes were either too small to overcome the resource-movement challenge or too large to overcome the collective action challenge. Our results suggest these fisheries, which target mobile species in densely populated regions, may need additional interventions to be successful.

Abstract

Although ecosystem service (ES) approaches are showing promise in moving environmental decision-making processes toward better outcomes for ecosystems and people, ES modeling (i.e., tools that estimate the supply of nature's benefits given biophysical constraints) and valuation methods (i.e., tools to understand people's demand for nature's benefits) largely remain disconnected, preventing them from reaching their full potential to guide management efforts. Here, we show how knowledge of environmental perceptions explicitly links these two lines of research. We examined how a diverse community of people with varying degrees of dependencies on coastal and marine ecosystems in southern Chile perceived the importance of different ecosystem services (ESs), their states (e.g., doing well, needs improvement), and management options. Our analysis indicates that an understanding of people's perceptions may usefully guide ecosystem modeling and management efforts by helping to: (1) define which ESs to enter into models and tradeoff analyses (i.e., what matters most?), (2) guide where to focus management efforts (i.e., what matters yet needs improvement?), and, (3) anticipate potential support or controversy surrounding management interventions. Finally, we discuss the complexity inherent in defining which ESs matter most to people. We propose that future research address how to design ES approaches and assessments that are more inclusive to diverse world views and notions of human wellbeing.

Abstract

Introduction: Illegal, unreported, and unregulated (IUU) fishing poses a significant threat to marine resource management globally. Environmental criminology plays a vital role in understanding and mitigating IUU activities by focusing on the contextual elements surrounding these crimes. This study examines the dynamics of poaching within areas managed through Territorial User Rights for Fisheries (TURFs), with a specific emphasis on the loco (Concholepas concholepas) fishery in Chile. Methods: Employing Crime Script Analysis (CSA) as the primary methodological lens, this research meticulously deconstructs the criminal process involved in TURFs poaching operations. CSA is used to identify key elements, providing a comprehensive understanding of poachers modus operandi. Additionally, by integrating CSA with Situational Precipitators of Crime (SPC), the study identifies critical factors such as environmental conditions, socio-economic disparities, and enforcement weaknesses that shape poaching opportunities within TURFs. Results: The analysis reveals a complex interplay between SPC factors, underscoring their role in shaping poaching dynamics. Key findings highlight the importance of specific environmental conditions, socio-economic disparities, and enforcement weaknesses in facilitating poaching activities. The study identifies various tactics and strategies employed by poachers and the roles of different actors involved in the poaching process. Discussion: Building upon these findings, the study proposes a comprehensive Situational Crime Prevention (SCP) framework aimed at effectively combating TURFs poaching. The framework emphasizes the importance of striking a careful balance between restrictive and inclusive measures to mitigate potential negative consequences. Abstract

Globally, small-scale fisheries are influenced by dynamic climate, governance, and market drivers, which present social and ecological challenges and opportunities. It is difficult to manage fisheries adaptively for fluctuating drivers, except to allow participants to shift effort among multiple fisheries. Adapting to changing conditions allows small-scale fishery participants to survive economic and environmental disturbances and benefit from optimal conditions. This study explores the relative influence of large-scale drivers on shifts in effort and outcomes among three closely linked fisheries in Monterey Bay since the Magnuson-Stevens Fisheries Conservation and Management Act of 1976. In this region, Pacific sardine (Sardinops sagax), northern anchovy (Engraulis mordax), and market squid (Loligo opalescens) fisheries comprise a tightly linked system where shifting focus among fisheries is a key element to adaptive capacity and reduced social and ecological vulnerability. Using a cluster analysis of landings, we identify four modes from 1974 to 2012 that are dominated (i.e., a given species accounting for the plurality of landings) by squid, sardine, anchovy, or lack any dominance, and seven points of transition among these periods. This approach enables us to determine which drivers are associated with each mode and each transition. Overall, we show that market and climate drivers are predominantly attributed to dominance transitions. Model selection of external drivers indicates that governance phases, reflected as perceived abundance, dictate long-term outcomes. Our findings suggest that globally, small-scale fishery managers should consider enabling shifts in effort among fisheries and retaining existing flexibility, as adaptive capacity is a critical determinant for social and ecological resilience.
