In the Covid-19 crisis, most OECD countries use short-time work schemes (subsidized working time reductions) to preserve employment relationships. This paper studies whether short-time work can save jobs through stabilizing aggregate demand in recessions. We build a New Keynesian model with incomplete asset markets and labor market frictions, featuring an endogenous firing as well as a short-time work decision. In recessions, short-time work reduces the unemployment risk of workers, which mitigates their precautionary savings motive and aggregate demand falls by less. Using a quantitative model analysis, we show that this channel can increase the stabilization potential of short-time work over the business cycle up to 55%, even more when monetary policy is constrained by the zero lower bound. Further, an increase of the short-time work replacement rate can be more effective compared to an increase of the unemployment benefit replacement rate.

We study the restructuring of the labor force after mergers and acquisitions. Overall restructuring is large. Net employment of targets declines by more than half within two years after acquisitions relative to a matched sample, and is concentrated in targets that close all establishments. There is a substantial increase in employee turnover. We place our analysis within a framework in which acquirers seek growth options from targets and provide managerial capabilities to organize production more efficiently. Consistent with this framework, we show that growth and turnover are both higher for managers, and that firms become more hierarchical if they grow and if they become more diversified. Acquirers have a better-educated, better-paid, and more qualified workforce than targets, and they adapt the workforce by hiring new employees who are much younger and less expensive. Mergers create internal labor markets, which are more active if firms have more managerial capacities. However, most hiring is external, especially for managers.

How do wages respond to financial recessions? Based on a dynamic macroeconomic model with frictions in the labor and the financial market, we address two prominent mechanism through which firms' financial constraints amplify unemployment and explore their effect on wages. First, the financial labor wedge reduces wages. Second, financial constraints may interact with aggregate labor market conditions in various ways putting upward or downward pressure on wages. We test partial-equilibrium implications of these theoretical mechanisms based on a large data set for Germany for 2006 to 2014 that combines administrative data on workers and wages with detailed information on the balance sheets of firms. Both mechanisms play a role empirically. Using our estimates as central calibration targets in our model, we document that financial recessions are associated with a substantial decline in both unemployment and wages. Financial constraints therefore weaken the direct link between wage rigidity and unemployment volatility.

Nicht nur in der Industrie werden die Sorgen größer, die Abwärtstendenz erfasst zunehmend auch die anderen Wirtschaftszweige. Immer mehr Ökonomen warnen vor einer Rezession in Deutschland. Wie sollten Unternehmen und Politik auf die konjunkturelle Eintrübung reagieren? Könnte Kurzarbeit eine Lösung sein? Werner Eichhorst und Ulf Rinne, IZA, Bonn, zeigen, dass Kurzarbeit Unternehmen dabei unterstützen kann, ihre Belegschaft im Betrieb zu halten. Dieses Instrument greife aber bei tiefergehenden strukturellen Problemen zu kurz. Eine Weiterbildungsoffensive sei unabhängig von Kurzarbeit notwendig. Dabei gelte es, den schwierigen Spagat zwischen selbstbestimmter Qualifizierung auch losgelöst vom Arbeitsplatz und bedarfsgerechter Weiterbildung unter Einbeziehung der Unternehmen zu bewerkstelligen. Hubertus Heil, Bundesminister für Arbeit und Soziales, stellt das »Arbeit-von­morgen-Gesetz« vor, das einen Instrumentenkasten, der noch stärkere Anreize für Weiterbildungs- und Qualifizierungsmaßnahmen geben soll, beinhaltet. Dies sei gerade für die Unternehmen, die sich im Strukturwandel befinden, besonders wichtig. Martin Brudermüller, Vorstandsvorsitzender der BASF SE, erläutert die Maßnahmen, mit denen BASF auf die Wachstumsverlangsamung und den industriellen Strukturwandel reagiert. Es bestehe aber auch Handlungsbedarf in der Politik. Dieser sei mit dem Umbruch der Agenda 2010 vergleichbar. Almut Balleer, RWTH Aachen, Britta Gehrke, Brigitte Hochmuth und Christian Merkl, Universität Erlangen-Nürnberg, argumentieren, dass Kurzarbeit zur Stabilisierung der Beschäftigung in den Jahren 2009 und 2010 beigetragen habe, aber dafür nicht allein verantwortlich gewesen sei. Kurzarbeit sollte zudem weiterhin konjunkturell, aber nicht strukturell eingesetzt werden. Ulrich Kater, Deka Bank, Frankfurt am Main, sieht in der gegenwärtigen Konjunktureintrübung gegenüber herkömmlichen Konjunkturschwankungen einige Besonderheiten. So sei die konjunkturelle Abschwächung von einer weltweit rückläufigen Industrienachfrage getrieben, während auf gesamtwirtschaftlicher Ebene die konjunkturelle Abschwächung dank einer robusten Binnendynamik und eines widerstandsfähigen Arbeitsmarktes sehr moderat sei. Vor allem geo- und handelspolitische Einflüsse sorgten für investitionshemmende Unsicherheiten. Es sei sinnvoller, weniger über Maßnahmen zur Stabilisierung der laufenden »Rezession«, sondern mehr über die Förderung des Wachstums in demografisch schwierigen Zeiten nachzudenken. Felix Pakleppa, Zentralverband Deutsches Baugewerbe, verweist auf die Besonderheit der Bauwirtschaft, die noch keine konjunkturelle Eintrübung in »unseren Auftragsbüchern … zu verzeichnen (habe)«. Sebastian Link und Timo Wollmershäuser, ifo Institut, stellen die Ergebnisse der neuesten ifo Konjunkturumfragen vor. Danach nimmt die Kurzarbeit weiter deutlich zu. Derzeit fahren 5,5% der Unternehmen im Verarbeitenden Gewerbe Kurzarbeit. Auf seinem letzten Tiefstand Ende 2017 hatte der Anteil nur 0,5% betragen. Darüber hinaus erwarten 12,4% der Unternehmen im Verarbeitenden Gewerbe Kurzarbeit in den kommenden drei Monaten.

Im zweiten Halbjahr 2018 hat sich die konjunkturelle Entwicklung im Vergleich zu den starken Vorjahren vor allem durch außenwirtschaftliche Einflüsse deutlich abgeschwächt. Im Verlauf dieses Jahres dürfte sie aber verhalten aufwärts gerichtet sein. Der Arbeitsmarkt zeigt sich gegenüber dieser konjunkturellen Schwächephase robust. Insbesondere die Beschäftigung steigt weiter, da sich die Unternehmen zunehmend knappe Arbeitskräfte sichern. Dabei stabilisiert die gute Lage am Arbeitsmarkt auch die binnenwirtschaftliche Nachfrage. Die Frühjahrsprognose des IAB blickt auf die zu erwartenden Entwicklungen im Jahr 2019.

Nach einer starken wirtschaftlichen Entwicklung in den letzten zwei Jahren hat sich die Konjunktur im ersten Halbjahr 2018 auch durch außenwirtschaftliche Einflüsse etwas abgeschwächt, bleibt aber aufwärtsgerichtet. This paper analyzes Germany's unusual labor market experience during the Great Recession. We estimate a general equilibrium model with a detailed labor market block for postunification Germany. This allows us to disentangle the role of institutions (short-time work, government spending rules) and shocks (aggregate, labor market, and policy shocks) and to perform counterfactual exercises. We identify positive labor market performance shocks (likely caused by labor market reforms) as the key driver for the "German labor market miracle" during the Great Recession. Dieses Papier analysiert die außergewöhnliche Entwicklung des deutschen Arbeitsmarktes im Laufe der Großen Rezession in den Jahren 2008 und 2009. Wir schätzen ein allgemeines Gleichgewichtsmodell mit einem detaillierten Arbeitsmarkt mit deutschen Daten ab der Wiedervereinigung. Dieses Vorgehen erlaubt uns die Rolle von verschiedenen Institutionen (Kurzarbeit, Staatsausgaben und Regeln in eben diesen), aggregierten Schocks und politischen Eingriffen zu trennen und deren Wirkungen mit Hilfe von kontrafaktischen Analysen zu quantifizieren. Wir identifizieren positive Schocks auf dem Arbeitsmarkt als wichtigsten Faktor, um das deutsche "Arbeitsmarktwunder" der Jahre 2008 und 2009 zu erklären. Wir argumentieren, dass die Hartz-Arbeitsmarktreformen ursächlich hierfür sind.

Short-time work is a labor market policy that subsidizes working time reductions among firms in financial difficulty in order to prevent layoffs and stabilize employment. Many OECD countries have used this policy in the Great Recession, for example. This paper shows that the effects of discretionary short-time work are strongly time dependent and non-linear over the business cycle: it may save up to 0.8 jobs per short-time worker in deep economic crises. In contrast, in normal times and expansions, the effects are smaller and may even turn negative. Our results demonstrate that the policy becomes more efficient as the recession deepens. We disentangle discretionary short-time work from automatic stabilization in German data and estimate time-varying employment effects using a smooth transition VAR. Kurzarbeit ermöglicht eine temporäre Reduktion der Arbeitszeit von Arbeitnehmern in Firmen, die einer schwachen Nachfrage gegenüber stehen. Diese soll somit Entlassungen verhindern und die Beschäftigung über den Konjunkturzyklus stabilisieren. Viele OECD Staaten haben dieses Arbeitsmarktinstrument in der Wirtschafts- und Finanzkrise 2008/2009 eingesetzt. In diesem Papier zeigen wir, dass sich die Effekte diskretionärer Kurzarbeit deutlich über den Konjunkturzyklus verändern und in Rezession und Expansion nichtlinear sind. In tiefen Rezessionen kann Kurzarbeit bis zu 0,8 Arbeitsplätze pro Kurzarbeiter erhalten. Im Gegensatz dazu sind die Effekte in Expansionen kleiner und können sogar negativ werden. This paper shows how fiscal policy affects unemployment in a New Keynesian model with search and matching frictions and distortionary taxation. The model is estimated using US data that includes labor market flows and distinct fiscal instruments. Several findings stand out. First, unemployment mult ipliers for spending and consumption tax cuts are substantial, even though output multipliers turn out to be less than one. Second, multipliers for labor tax cuts ar e small. Third, fiscal rules enhance the positive effects of discretionary fiscal policy. However, these expansionary effects on the multipliers are modest compare d to earlier studies. Nachdem die Flüchtlingszuwanderung inzwischen stark zurückgegangen ist, stellt sich nun die Herausforderung der Integration der anerkannten bzw. geduldeten Geflüchteten in den Arbeitsmarkt. Die aktuelle IAB-Prognose blickt auf die zu erwartenden Entwicklungen in den Jahren 2016 und 2017.

This paper re-examines the role of supply shocks for real exchange rate fluctuations. First, in a structural VAR analysis, we combine long run and sign restrictions to identify productivity and non-productivity supply shocks. Second, we show that a variance decomposition in the frequency domain generates quantitatively different results compared to the standard forecast error variance decomposition. In particular, productivity shocks emerge as the most important driver of US real effective exchange rate fluctuations at low frequencies, while real demand shocks are more salient at high frequencies. We use the spectrum at frequency zero to structurally decompose the persistence of the real exchange rate. Supply shocks explain more than half of the persistence of the exchange rate.

Auch wenn sich das Wirtschaftswachstum fortsetzt, bestehen weiterhin Risiken. Am Arbeitsmarkt nahm die Beschäftigung weiter zu. Die stärkere Konjunktur im Winter konnte für einen Abbau der Arbeitslosigkeit genutzt werden, die zuvor eher stagnierte. Die aktuelle IAB-Prognose blickt auf die Jahre 2015 und 2016.

Steinsson (2008) shows that real shocks that affect the New Keynesian Phillips curve explain the behavior of the real exchange rate in a sticky-price business cycle model. This paper reveals that these shocks are important for the volatility of the real exchange rate in the data. In a structural VAR analysis, we identify productivity, labor supply, cost-push, government spending, risk premium, and monetary policy shocks using sign restrictions derived from Steinsson's model. We study different methods of variance decomposition. According to the forecast error variance decomposition, the real demand shocks are the most important source of real exchange rate volatility. At business cycle frequencies, however, three supply shocks account for up to 40 percent of real exchange rate fluctuations.

Working time accounts (WTAs) allow firms to smooth hours worked over time. This paper analyzes whether this increase in flexibility has also affected how firms adjust employment in Germany. Using a rich microeconomic dataset, we show that firms with WTAs show a similar separation and hiring behavior in response to revenue changes as firms without WTAs. One possible explanation is that firms without WTAs used short-time work instead to adjust hours worked. However, we find that firms with WTAs use short-time work more than firms without WTAs. These findings call into question the popular hypothesis that WTAs were the key driver of the unusually small increase in German unemployment in the Great Recession.

This paper analyzes the effects of short-time work (i.e., government subsidized working time reductions) on unemployment and output fluctuations. The central question is whether the rule based component (i.e., the existence of the institution short-time work) and the discretionary component (i.e., rule changes) stabilize employment over the business cycle. In our baseline scenario the rule based component stabilizes unemployment fluctuations by 15% and output fluctuations by 7%. Given the small share of short-time work expenses in terms of GDP, the stabilization effects are large compared to other instruments such as the income tax system. By contrast, discretionary short-time work interventions do not have any statistically significant effect on unemployment. These effects are based on a structural VAR estimation which is identified using the output elasticity of short-time work estimated from German establishment paneldata. The model shows that non-effects of discretionary interventions may be due to their low persistence.

This paper re-examines the role of real supply shocks in international business cycles. In contrast to previous studies, we extend the concept of supply shocks beyond the productivity shock towards labor supply shocks. Our analysis simultaneously identifies five real and nominal disturbances in a unified framework. We identify a structural VAR by imposing sign restrictions from a New Open Economy Macro model. We find evidence that real supply disturbances account for 15% 25% of real exchange rate and trade balance fluctuations of the US vis- -vis an aggregate of industrialized countries . The real exchange rate is further driven by nominal shocks originating in financial markets. In light of these results, real exchange rate adjustments serve as an important absorber of asymmetric real supply shocks.

This dissertation investigates modern slavery: Essay 1 presents a theoretical matching model of forced labor. It addresses how oppressors recruit their victims and how certain mechanisms affect the extent of exploitation. Essay 2 presents a theoretical model where slaveholders can buy protection from punishment by bribing corrupt inspectors. Bribery is modelled via Nash bargaining. Multiple equilibria and hysteresis are possible. Essay 3 studies empirically how political decision-making, institutional environment and exploitation are interlinked by creating a novel dataset.
