The Directorate General for Parliamentary Research Services of the European Parliament has prepared a report to the Members of the European Parliament where they enumerate seven main risks of Artificial Intelligence (AI) in medicine and healthcare: patient harm due to AI errors, misuse of medical AI tools, bias in AI and the perpetuation of existing inequities, lack of transparency, privacy and security issues, gaps in accountability, and obstacles in implementation. In this study, we propose fourteen functional requirements that AI systems may implement to reduce the risks associated with their medical purpose: AI passport, User management, Regulation check, Academic use only disclaimer, data quality assessment, Clinicians double check, Continuous performance evaluation, Audit trail, Continuous usability test, Review of retrospective/simulated cases, Bias check, eXplainable AI, Encryption and use of field-tested libraries, and Semantic interoperability. Our intention here is to provide specific high-level specifications of technical solutions to ensure continuous good performance and use of AI systems to benefit patients in compliance with the future EU regulatory framework., Comment: 14 pages, 1 figure, 1 table

We establish a dynamical mechanism to explain the origin of the asymmetry between the arms observed in some barred disk galaxies, where one of the two arms emanating from the bar ends is very well defined, while the second one displays a ragged structure, extending between its ridge and the bar. To this purpose, we study the invariant manifolds associated to the Lyapunov periodic orbits around the unstable equilibrium points at the ends of the bar. Matter from the galaxy center is transported along these manifolds to the periphery, forming this way the spiral arms that emanate from the bar ends. If the mass distribution in the galaxy center is not homogeneous, because of an asymmetric bar with one side stronger than the other, or because of a non-centered bulge, the dynamics about the two unstable Lagrange points at the ends of the bar will not be symmetric as well. One of their invariant manifolds becomes more extended than the other, enclosing a smaller section and the escaping orbits on it are fewer and dispersed in a wider region. The result is a weaker arm, and more ragged than the one at the other end of the bar.

Regular perturbation is applied to space-division multiplexing (SDM) on optical fibers and motivates a correlated rotation-and-additive noise (CRAN) model. For S spatial modes, or 2S complex-alphabet channels, the model has 4S(S+1) hidden independent real Gauss-Markov processes, of which 2S model phase noise, 2S(2S-1) model spatial mode rotation, and 4S model additive noise. Achievable information rates of multi-carrier communication are computed by using particle filters. For S=2 spatial modes with strong coupling and a 1000 km link, joint processing of the spatial modes gains 0.5 bits/s/Hz/channel in rate and 1.4 dB in power with respect to separate processing of 2S complex-alphabet channels without considering CRAN., Comment: This paper has been accepted for presentation at the IEEE 17th International Symposium on Wireless Communication Systems (ISWCS) 2021. Most physical and other natural systems are complex entities composed of a large number of interacting individual elements. It is a surprising fact that they often obey the so-called scaling laws relating an observable quantity with a measure of the size of the system. Here we describe the discovery of universal superlinear metabolic scaling laws in human cancers. This dependence underpins increasing tumour aggressiveness, due to evolutionary dynamics, which leads to an explosive growth as the disease progresses. We validated this dynamic using longitudinal volumetric data of different histologies from large cohorts of cancer patients. To explain our observations we put forward increasingly complex biologically-inspired mathematical models that captured the key processes governing tumor growth. Our models predicted that the emergence of superlinear allometric scaling laws is an inherently three-dimensional phenomenon. Moreover, the scaling laws thereby identified allowed us to define a set of metabolic metrics with prognostic value, thus providing added clinical utility to the base findings.

Regular perturbation is applied to the Manakov equation and motivates a generalized correlated phase-and-additive noise model for wavelength-division multiplexing over dual-polarization optical fiber channels. The model includes three hidden Gauss-Markov processes: phase noise, polarization rotation, and additive noise. Particle filtering is used to compute lower bounds on the capacity of multi-carrier communication with frequency-dependent powers and delays. A gain of 0.17 bits/s/Hz/pol in spectral efficiency or 0.8 dB in power efficiency is achieved with respect to existing models at their peak data rate. The aim of this paper is to obtain closed formulas for the perfect domination number, the Roman domination number and the perfect Roman domination number of lexicographic product graphs. We show that these formulas can be obtained relatively easily for the case of the first two parameters. The picture is quite different when it concerns the perfect Roman domination number. In this case, we obtain general bounds and then we give sufficient and/or necessary conditions for the bounds to be achieved. We also discuss the case of perfect Roman graphs and we characterize the lexicographic product graphs where the perfect Roman domination number equals the Roman domination number.

Space agencies and private companies prepare the beginning of human space exploration for the 2030s with missions to put the first human on the Mars surface. The absence of gravity and radiation, along with distance, isolation and hostile environments, are expected to increase medical events where previously unseen manifestations may arise. The current healthcare strategy based on telemedicine and the possibility to stabilize and transport the injured crewmember to a terrestrial definitive medical facility is not applicable in exploration class missions. Therefore, the need for deploying the full autonomous capability to solve medical emergencies may guide the design of future onboard healthcare systems. We present ten basic principles and concept design of a software suite to bring onboard decision support to help the crew dealing with medical emergencies taking into consideration physiological disturbances in space and spaceflight restrictions. 1) give real-time support for emergency medical decision making, 2) give patient-specific advice for executive problem-solving, 3) take into account available information from life support and monitoring of crewmembers, 4) be fully autonomous from remote facilities, 5) continuously adapt predictions to physiological disturbance and changing conditions, 6) optimize emergency medical decision making in terms of mission fundamental priorities, 7) take into account medical supplies and equipment on board, 8) apply health standards for the level of care V, 9) implement ethics responsibilities for spaceflights, and 10) apply ethical standards for artificial intelligence. Based on these principles, we propose an autonomous clinical decision support system (CDSS) to provide real-time advice for emergency medical interventions on board of space exploration missions., Comment: 35 pages, 1 figure, 3 tables, 60 references

A correlated phase-and-additive-noise (CPAN) mismatched model is developed for wavelength division multiplexing over optical fiber channels governed by the nonlinear Schr\"odinger equation. Both the phase and additive noise processes of the CPAN model are Gauss-Markov whereas previous work uses Wiener phase noise and white additive noise. Second order statistics are derived and lower bounds on the capacity are computed by simulations. The CPAN model characterizes nonlinearities better than existing models in the sense that it achieves better information rates. For example, the model gains 0.35 dB in power at the peak data rate when using a single carrier per wavelength. For multiple carriers per wavelength, the model combined with frequency-dependent power allocation gains 0.14 bits/s/Hz in rate and 0.8 dB in power at the peak data rate., Comment: This work has been accepted for publication in the IEEE/OSA Journal of Lightwave Technology
