Abstract

This study aims to identify the main determinants of students' performances in reading and maths across eight European Union countries (i.e. Austria, Croatia, Germany, Hungary, Italy, Portugal, Slovakia, and Slovenia). Based on student level data from the OECD-PISA 2018 survey and by means of the application of efficient algorithms, we highlight that the number of books at home or a variable combining the type and location of school represent the most important predictors of the students' performance in all the analysed countries, while other school characteristics are rarely relevant. Econometric results show that students attending vocational schools perform significantly worse than those in general schools. Looking at differences between students attending schools in big cities and those in small cities, they are never statistically significant except in Portugal. Through the Gelbach decomposition method, which allows to measure the relative importance of observable characteristics to explain a gap, we show that the differences in test scores between big and small cities depend on the schools' characteristics, while the differences between general and vocational schools are mainly explained by the families' social status. Abstract

Poche prestazioni sociali in Italia sono state oggetto di aspri scontri, anche ideologici, quanto il Reddito di Cittadinanza (RdC). Da un lato la retorica della panacea contro i mali del welfare italiano e dell’abolizione della povertà; dall’altro quella di una misura che incentiva l’ozio, facile preda dei «furbetti» quando non delle organizzazioni criminali. Coerentemente con le promesse fatte in campagna elettorale, il governo Meloni ha introdotto una riforma che supera il RdC, integralmente sostituito da nuove misure di contrasto alla povertà e di inclusione lavorativa: l’Assegno di Inclusione e il Supporto per la Formazione e il Lavoro. La riforma Meloni va nella direzione di superare i limiti e correggere gli errori di disegno e attuazione del RdC? Le nuove misure funzioneranno oppure la riforma avrà creato nuovi problemi, forse maggiori di quelli che si propone di risolvere? Per rispondere a queste domande, il volume prende le mosse da un’analisi sistematica dei risultati e dei limiti principali del RdC nei suoi quattro anni di vita. Questo consente di avanzare delle considerazioni sulla riforma Meloni, valutandola rispetto a come dovrebbe funzionare uno schema di contrasto alla povertà, un tema al centro dell’elaborazione progettuale e dell’azione dell’Alleanza contro la povertà in Italia sin dalla sua costituzione. Sostegno ai poveri: quale riforma? si rivolge a un pubblico vasto, interessato alle que- stioni economiche e sociali del nostro Paese, così come al pubblico dell’accademia e al mondo di chi si occupa professionalmente delle politiche sociali, e ai giornalisti e ai policy-maker che si occupano di questioni di politica economica. Il volume è il frutto del lavoro svolto dagli autori nel Comitato scientifico dell’Alleanza contro la povertà in Italia, nata nel 2013, che raggruppa un ampio numero di soggetti sociali che hanno deciso di contribuire in maniera collettiva alla costruzione di adeguate politiche pubbliche contro la povertà assoluta

Abstract

This article describes an open-source platform for collecting multi-modal driver behavior data. The presented platform encompasses all essential components for efficient data collection, including hardware, software, and a rigorous simulation protocol. The hardware aspect involves the creation of a simulated driver environment including a realistic driving cockpit and position with a real seat, and non-invasive sensors to ensure non-intrusive data collection. The software component of our platform leverages the power of the Internet of Things (IoT) to enable seamless communication between various sensors in an atomic and scalable manner. Through the implementation of a thoughtfully designed simulation protocol, driver data is systematically gathered in controlled and replicable scenarios featuring varying stress levels. The presented work therefore offers a comprehensive and effective solution for gathering essential data to advance the development of Drive Status Monitoring (DSM) systems.

Abstract

Few social benefits in Italy have been the subject of such bitter clashes, including ideological ones, as the Reddito di Cittadinanza (RdC). On the one hand is the rhetoric of a panacea for the ills of Italian welfare and the abolition of poverty; on the other is the rhetoric of a measure that incentivizes idleness, easy prey for fraudsters, if not criminal organisations. In line with the promises made during the electoral campaign, the Meloni government has introduced a reform that overcomes the RdC, replacing it entirely with new measures to combat poverty and promote work integration: Inclusion Allowance (Assegno di Inclusione) and Training and Work Support (Supporto per la Formazione e il Lavoro). Does the reform overcome the limitations and correct the errors in the design and implementation of the RdC? This is the question this article aims to answer, building on an analysis of the RdC’s main achievements and limitations. This allows to assess the Meloni reform, evaluating it against the benchmark of how a well-functioning anti-poverty scheme should work.

39. Regional Support for the National Government: Joint Effects of Minimum Income Schemes in Italy

Abstract

This paper highlights the extent to which minimum income schemes in Italian regions improved the potential targeting and effectiveness of national minimum income measures introduced in 2017 and 2018. By exploiting detailed survey data on the income, wealth and living conditions of Italian households from the IT-SILC survey and applying micro-simulation techniques, I first provide estimates of the overall audience of potential recipients and assess the extent of low-income targeting. I then evaluate the extent to which national and regional minimum income schemes decrease poverty and income inequality indicators (i.e. the headcount ratio, the income gap ratio, the severe material deprivation rate and the Gini index). The results show that regional schemes broaden the set of potential recipients and the coverage rate of national schemes, while they only slightly decrease the incidence and intensity of poverty at the national level. Overall, the presence of complementary regional measures brings the national measure, namely the ‘universal’ Reddito di Inclusione, closer to other European minimum income schemes (using France, Germany and Spain as benchmarks) in terms of benefit adequacy. This provides evidence of the importance of taking into account programme complementarities and multi-level government interventions when evaluating the impacts of national policies.

43. How much financial literacy matters? A simulation of potential influences on inequality levels

Abstract

This paper aims to identify the potential influence of financial literacy's marginal change on households' income (wealth) inequality levels both at the mean value and along with the distribution value. Using data from the Bank of Italy Survey of Households Income and Wealth (SHIW)'s 2016 wave - which includes the Big Three questions, a widely used measure of financial literacy - we show that replacing 10% of respondents reporting no correct answers with respondents reporting two correct answers out of three correct answers would increase the mean value of the household equivalized disposable income by 0.8% (160€ per year). Additionally, the mean value would increase by +1.5% (285€ per year) if we replace 10% of respondents reporting no correct answers with those reporting three correct answers. These results are not trivial. A lump sum leading to the same household income increase would cost on average EUR 4.1 to 7.3 billion per year in Italy. Finally, heterogeneous analysis reveals that an increase in financial literacy levels is expected to have different outcomes across the population, engendering often a greater reduction of inequality levels among the most vulnerable groups. As a natural policy implication, our results strongly support mandatory financial education in schools.
