This article is based on an ethnographic study of young activists in Irish republican paramilitary organizations opposed to the Good Friday Agreement. It focuses on analyzing these youth's trajectories as militants in order to understand the process of generational renewal within armed organizations as conflicts come to an end. The specificity of their trajectories is captured through a comparison with nonviolent young republican activists. This approach shows that, despite their different party affiliations, young postwar republican activists share the same sociological profiles, motivations for engagement and daily militant practices. In other words, the article highlights that although republican paramilitary networks claim to be violent actors, they have adopted nonviolent practices as a mode of ordinary and routine action. As a result, these networks are subject to a relative pacification that is explained more by their recruitment methods and the participation of new young militants than by any gradual support for the peace agreement. North/South cooperation on the island of Ireland has grown significantly in the last twenty-six years. Still, it can be argued that the delivery of that growth has happened mainly outside the formal Strand Two structures of the Belfast/Good Friday Agreement with the North South Ministerial Council and its implementation bodies presently not directly involved in some of the main flagship cross-border projects in the areas of health, infrastructure, higher and further education, research, arts and culture. Instead, the Shared Island Unit, established in September 2020 and based within the Department of the Taoiseach, has been driving the delivery of the majority of projects in these areas, in many cases without direct input from the Northern Ireland Executive. The discord between Republican and Loyalist nationalisms persist as a legacy of the structural and spatial segregation of the Partition of Ireland (1922) and the ethno-national conflict known as the Troubles (1968–1998). So how are people who live in the region encountering and performing peace and trust? Outside of state-sponsored approaches to peacebuilding, in what other ways are peaceful relations fostered? Guided by the concept of 'people's peace praxis', which calls for the study of how ordinary humans, not the state or politicians, generate peace, this paper explores the role of cultural peace work in contemporary Northern Ireland. The electoral growth of Sinn Féin on both sides of the Irish border has generated much political and academic attention in recent years. The party could form part of the government in Dublin for the first time at the next Irish general election, though that outcome is far from certain. If it were to gain power, Sinn Féin is likely to pursue policies which address the core socioeconomic issues its new supporters south of the border are concerned with, namely housing and healthcare. It will also be expected to push for an Irish unification referendum in the coming decade. While Sinn Féin entering government would clearly constitute a seismic event in the politics of the Irish state, there would also be knock‐on effects for politics in Northern Ireland, as well as British‐Irish and EU‐Irish relations. This article examines the impact Sinn Féin gaining power in Dublin could have on these various political dynamics, arguing the party exerts a unique influence on Irish, UK and European politics. In 1998 the Good Friday Agreement (GFA), aimed at resolving the conflict in Northern Ireland, was met with celebrations. However, there were initial delays in establishing the institutions provided for by the GFA and they have subsequently been suspended on seven occasions. As kin-states, the role of the British and Irish governments in facilitating continued negotiations between the local parties has been central to overcoming these difficulties. This article focuses on the role that the British and Irish governments played during efforts to restore the Stormont Assembly during two prolonged periods of suspension. In order to do so it draws on the theory of external ethnonational guarantors (EEGs) and examines whether the British and Irish governments' actions were in line with identified best practices: (1) EEGs must cooperate to ameliorate the conflict; (2) EEGs must not intervene on behalf of their co-nationals; (3) EEGs must pay careful attention to the internal dynamics of the conflict, including the dynamics within their co-national community. On Friday, 10 April 1998, the Agreement between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of Ireland was signed, heralding a historic opportunity for a new political beginning. The Good Friday Agreement, as it became known, included plans for a Northern Ireland Assembly and cross-border institutions; under the section on policing and justice, it made provision for a wide-ranging review of the criminal justice system in Northern Ireland. Arising from the recommendations contained in the review, the Intergovernmental Agreement on Cooperation on Criminal Justice Matters was established, providing a framework for co-operation between the two jurisdictions. That work is continuing through the recently completed 2010 Agreement. Under the auspices of the Intergovernmental Agreement Working Group, the Public Protection Advisory Group (PPAG) was formed as a subgroup and is jointly chaired by the Director of the Probation Board for Northern Ireland (PBNI) and the Director of the Probation Service (PS) (Ireland). The PPAG has provided a formal structure for the engagement of the PBNI and the PS and strengthened connections with the other important stakeholders in the Criminal Justice System. It has been meeting since early 2006 and has addressed a range of topics related to increased cross-border co-operation, the sharing of best practice and cross-border offending. This paper sets the context, traces the history of formalised co-operation between the PS and the PBNI from 1998, and describes the structure, scope and activities of the PPAG as a model for bilateral co-ordination and co-operation. This article acknowledges for the first time in an academic context the significant role played by social circus in conflict transformation across Northern Ireland and, more specifically, urban regeneration in Belfast after the signing of the Good Friday Agreement. The focus is on the Belfast Community Circus School (BCCS) and the annual Festival of Fools, which emerged from the social mission and practical delivery of BCCS activities. BCCS was founded in the mid-1980s to offer children and young people in Belfast an alternative, creative outlet for their feelings and to establish "common ground" between communities amid conflict. This essay takes its lead initially from BCCS founders, reconsidering their motivations and the fundamental tenets of the School – as expressed by teachers and former pupils – alongside other studies of social circus in action around the world throughout a similar period. It also theorises the political intent and impact of BCCS through reference to the performance philosophy of Alan Read. Evidence in support of the argument is drawn from a range of available sources including policy and strategy documents, annual reports, performance evaluations, and interviews with key figures within the organisation. From this body of evidence, it becomes clear that, in the move towards what we might term (after Read) a Republic of Play, a change in BCCS, its own sense of identity and purpose within society was inevitable, as Northern Ireland continues the process of reconciliation and post-conflict transformation. Finally, then, the article attends to the recent transformation within BCCS itself, which in 2021 became Circusful: an organization with its own set of social and economic goals. The decades following the 1998 Good Friday/Belfast Agreement saw an expansion of support for cultural activities aimed at fostering reconciliation in Northern Ireland. Yet in spite of an increase in funder-led processes of audit and evaluation, there exists a significant absence of accessible data recording the development, production and experience of such cultural and artistic practices. Using the concept of the archive as a site of memory and forgetfulness, this article explores how funders of Art for Reconciliation (AfR), and the power implicit in their relationships with funded practitioners, influence what traces of this work are officially archived and in what form. The selectivity of this archive reflects a managerialism associated with the liberal peace ideology that decontextualises and depoliticises peacebuilding. In order to develop effective AfR practices, we explore ways to recollect and disseminate those aspects of AfR practice that existing methods of documentation have tended to forget. Under what circumstances do paramilitary groups place limits on their use of political violence? This article considers why one of the most prominent paramilitary groups active during the "Troubles" in Northern Ireland, the Provisional IRA (PIRA), exercised restraint and limited their use of political violence, both in the lead up to, and in the wake of the Good Friday Agreement. It applies Busher, Holbrook, and Macklin's "internal brakes" typology to understand why despite the PIRA's proven capacity to sustain a campaign of armed violence for more than thirty years, they reined in on paramilitarism during the 1990s peace process. Through the lens of various brakes, the analysis identifies seven developments that were particularly salient in limiting the PIRA's use of armed violence. These developments included: a weakened capacity to continue their armed campaign, waning popular support, an opening of political opportunities, the need to maintain ties with strategically important non-violent allies, the gradual softening of out-group boundaries, the decommissioning process, as well as the creation of spaces for non-violent activism within the wider movement. This study's findings contribute to the scholarly debate on understanding how militant groups manage the parameters of their violence, highlighting several factors that may mitigate the risk of extremist views escalating to political violence. This paper summarises some of the main changes in Northern Irish society since the signing of the Good Friday Agreement in 1998, both at the electoral level and in religious and national identities, as well as in preferences over constitutional future. The data show an increase in Catholic and more pro-Irish identities but also the rise of a social sector that is not aligned with the two main historical blocs. The literature has linked Irish identity and the Catholic religion to the cause of Irish reunification, so this may have been reflected in an increase in support for it. However, following trends in the analysis of independence in other territories, this article aims to analyse whether socio-economic or public policy-related factors also play a role today. To corroborate this hypothesis, logistic regression models are used to show the main explanatory variables in favour of this territorial option. The results show the pre-eminence of national and political identities, but instrumental factors also appear, such as the position on the Northern Ireland Protocol, especially in the case of the “non-aligned” sectors. In September 2023, the United Kingdom passed the Northern Ireland Troubles (Legacy and Reconciliation) Act ("Legacy Act"), which grants amnesty to anyone who discloses information regarding murders, disappearances, or other unsolved crimes during the period known as "The Troubles" in Northern Ireland. The Legacy Act's amnesty provision is expected to hinder the peace process in Northern Ireland and in turn, avert accountability for serious international crimes. This Comment considers to what extent the Legacy Act's amnesty provision violates the Good Friday Agreement, the peace accord ending decades of conflict in Northern Ireland, the European Convention on Human Rights, the United Nations Convention Against Torture, and the Geneva Convention's humanitarian law provisions. Further, this Comment analyzes an emerging international human rights custom prohibiting amnesty laws in peace agreements and the Legacy Act's position within that paradigm. Finally, this Comment contemplates how the European Court of Human Rights may rule in the case lodged by the Republic of Ireland against the United Kingdom. It also considers the possibility of an individual complaint against the United Kingdom to ensure that accountability is enshrined in the peace process. In 2023 the 1998 Belfast/Good Friday Agreement marks its twenty-fifth anniversary. For many the Agreement projects a global image of a successfully concluded end to conflict. However, key aspects of the agreement remain under-enforced or simply undelivered: in particular, provisions related to significant and wide-ranging guarantees addressing human rights and equality of opportunity. As a result, socio-economic and cultural deficits persist, undermining the capacity to achieve a 'positive peace'. In this article we address the question of how transformative the Agreement and associated reforms have been in addressing the root causes of the conflict and the structures that underpinned it. In doing so, we deploy Clara Sandoval's typology of different forms of societal change – 'ordinary', 'structural' and 'fundamental' – to guide our thinking and analysis, and tackle the most fundamental of questions in peace agreement literature and practice: whether, in fact, peace agreements can undo the fundamental causes that trigger and sustain violence. The article outlines the transformative promise of the Agreement, the multiple interlocking factors that have undermined that promise and the role of civil society in sustaining that transformative potential. Our conclusions point to a more nuanced understanding of what constitutes the 'ordinary' in transitional settings and a caution against the hyperbole of the transformative. We view transformative change as slothlike in its emergence, specifically grounded in progressive and cumulative re-orderings that can accompany peace processes. Rather than a moment of radical change, transformation follows from the cumulative impact of symbolic gesture, specific legal provision, procedural practice, mechanisms of accountability, and an engaged and vibrant civil society. The Northern Ireland 1998 Good Friday Agreement has generated a global industry of "lessons from Northern Ireland" to other conflict situations. While a lively polemical literature has been debating what exactly should these lessons be and whether they could be validly exported, this article adopts the prism of the "politics of comparison": examining why and how certain actors appeal to analogies with other societies, and the causes and functions of such appeals. The article explores the case-study of the resonance of the Northern Ireland analogy in Israeli public discourse. Laughter in the midst of tragedy can be one of life’s most disturbing, cathartic and enlightening experiences, a maxim experienced in Northern Ireland during the Troubles, one of the most painful periods of Irish history. Northern Irish playwrights were acutely aware of this when dealing with violence in their plays and so, however grim the events they depicted, the comic element was very much present. After the Good Friday Agreement, along with the change in the political situation in Northern Ireland, there was a generational change in the theatre. What seems to characterise this new wave is the ironic distance taken towards the sectarian divide and the consequences of the conflict on Northern Irish society, which is revealed above all in their use of humour. Lisa McGee, one of the most important representatives of the new generation thanks to the popularity of her television series Derry Girls, had already shown her maturity in her 2006 play Girls and Dolls, performed by Tinderbox the same year. McGee mixes the tragic and the comic to present the terrible consequences of childhood trauma alongside the violence of the late Troubles, while raising questions about guilt, the meaning of friendship and the subtle ways in which violence affects us.
