Inelastic {rho}{sup 0} photoproduction in the reaction {gamma}{ital p}{r_arrow}{rho}{sup 0}{pi}{sup +}{ital n} is observed in the peripheral region {vert_bar}{ital t}{sub {gamma},{rho}}{sup 0{prime}}{vert_bar}{lt}0.12 GeV{sup 2}. The data are consistent with the {rho}{sup 0} production being due to a double peripheral mechanism which conserves {ital s}-channel helicity. The {pi}{sup +}{ital n} produced in association with the {rho}{sup 0} is also consistent with the same mechanism, although there is a distortion of the expected angular distributions in the {pi}{sup +}{ital n} mass region of 1.3--1.5 GeV/{ital c}{sup 2}.
