The carbon emissions created using fossil fuels for energy are the first place the carbon to the environment. Thermal power plants that burn coal or natural gas provide a significant part of this energy. It does not seem possible to avoid thermal power plants in the short term in future policies regarding energy. Thus, using the waste heat of these power plants for domestic heating to reduce carbon emissions for energy production also decreasing the global climate crisis is a critical practice. In terms of reducing the carbon footprint and the adverse effects of thermal power plants these practices are necessary steps. In this study, two scenarios were created to reduce the carbon footprint of heating based on waste heat from the natural gas thermal power plant in Sakarya. This is considered with the district heating system in houses. For domestic heating, natural gas is used in the first scenario, coal is used in the second scenario, and the carbon footprint is determined. Emissions from the power plant's use of coal and natural gas are also determined. District heating using waste heat and its process and installation cost was also analyzed. As a result, it has been revealed that there will be a carbon reduction of 461,161.2 tons/year CO2e when natural gas is not used for domestic heating and 605,159.6 tons/year CO2e when coal is not used. All this is possible by the use of waste heat. The annual carbon emission of the power plant using natural gas was found to be 1,263,260.8 tons/year CO2e, and the emission value was found to be 9,682,554 tons/year CO2e when coal was used in the power plant. The study results will guide policymakers to reduce the carbon footprint of heating using district heating systems, both in Turkey and developing countries where fossil fuel thermal power plants are used.

Alternatif uyuşmazlık çözüm yollarından biri olan arabuluculuk, esasında öteden beri var olan, özünde uzlaşma kültürünü barındıran ve geçmişimizde de uygulanan bir sistemdir. Ahilik teşkilatı 800 yıl öncesinden başlamak üzere esnaflarımız arasında barışa katkı sağla-mıştır. Ülkemizde ise 2013 yılında ihtiyari olarak uygulanmaya başlanan ve uyuşmazlıkla-rın daha az masrafla ve daha hızlı sürede çözümlenmesini sağlayan bir alternatif uyuşmazlık yöntemi olan arabuluculuğun son yıllarda farkındalığı artmış ve kullanımı yaygınlaşmıştır. 2018 yılında öncelikle iş uyuşmazlıklarında, 2019 yılında ticari uyuşmazlıklarda ve son olarak 2020 yılında tüketici uyuşmazlıklarında dava şartı sisteminin getirilmesi ile birlikte, uyuşmazlıkların taraf iradelerine uygun olarak, kazan-kazan esasına dayalı bir biçimde çö-zülmesi ve mahkemelerdeki dosya yükünün azaltılmasının yanı sıra arabuluculuğun vatan-daşlarımız ve iş dünyası nezdinde benimsenmesi sağlanarak ülkemizde uzlaşı kültürünün oluşturulmasına da önemli ölçüde katkı sunulmuştur. Öte yandan; hukuk sistemimizde dava şartı arabuluculuk sisteminin yaygınlaştırılması, uyuşmazlıkların türüne göre ilgili alanlarda uzman arabulucular desteğiyle çözümlenmesini gerekli kılmıştır. Arabuluculuk uygulamasında bir karar mercii olmamakla birlikte arabulu-cunun görev aldığı uyuşmazlık alanında uzmanlığa sahip olması, taraflar bakımından olduğu kadar arabulucunun kendisi bakımından da faydalı olacak, özellikle tarafların tıkandığı nok-tada olumlu ve yapıcı bir çözüm önerisi geliştirmesine ve arabuluculuk sürecinin anlaşma ile sonuçlanmasına yardımcı olacaktır. Bu amaçla; öncelikle iş hukukunda uzman arabulucu uygulamasına geçilmiş, iş uyuşmaz-lıklarında görev alabilmek için söz konusu alanda gerekli eğitimleri almak arabulucular için ön şart haline getirilmiştir…

Glioblastoma Multiforme (GBM) is a primary malignant neoplasm of the central nervous system which has aggresive progression and mostly seen in adults. Glioblastoma can be scattered aside by using various ways. Intraparenchymal spread by using white matter tracts is the most known way of spreading. Dissemination of glioblastoma through cerebrospinal fluid (CSF) can happens, causing drop metastases, leptomeningeal spread (LMS) and spinal metastasis. Treatment guideline for LMS in patients with GBM has never been prepared. However total sur¬gical removal of the tumor is the accepted treatment of GBM. Patients with weakness of the spinal cord or little number of solitary metastases may have odds from intervention, but more the disease burden rising, palliative radiotherapy (RT) and chemotherapy (CT) might be more effective. Consequently modern literature accepts the treatment for GBM as combined process of -surgical, concurrent chemoradiotherapy, adjuvant chemotherapy- We present a case in which we applied radiotherapy because of spinal cord metastasis that developed after GBM treatment in an adult patient. Through these observations, we analyze the clinical, histological and therapeutic features of this tumor.

Covid-19 Pandemisinin ortaya çıktığı ilk günlerden beri sigortalının çalışırken veya çalışma koşulları nedeniyle enfekte olması durumunda yararlanacağı sigorta kolunun tespiti gerek öğreti gerekse uygulamada farklı görüşlerin ortaya çıkmasına yol açmıştır. Zira bu hastalık niteliği gereği toplumun geneli bakımından risk oluşturmakla birlikte, belirli meslek grupları veya belirli işyerlerinde çalışanlar bakımından daha yüksek risk oluşturabilmektedir. Bununla birlikte, virüsün ne zaman, nerede ve kimden bulaştığının tespiti güçtür. ILO tarafından meslek hastalığı yahut iş kazası olarak tanınması tavsiye edilmiş, farklı sosyal güvenlik sistemlerinde farklı sigorta kolları kapsamında değerlendirilmiştir. Sigortalı bakımından Covid-19’un hastalık, iş kazası veya meslek hastalığı sigorta kollarından hangisi kapsamında değerlendirileceği gerek yararlanma koşulları gerekse sağlanacak yardımlar bakımından önem taşımaktadır. Ülkemizde konuya ilişkin özel bir düzenleme yapılmamış olup çeşitli idari işlemler ve kararlarla problem çözümlenmeye çalışılmıştır. Ancak, kanaatimizce yeterli bir çözüm sunulmadığı gibi yeni tartışmalar da gündeme gelmiştir. Çalışmamızda öncelikle söz konusu idari işlem ve kararlara yer verilerek güncel durum tespit edilmeye çalışılacak, ardından öğretideki görüşler ve karşılaştırmalı hukuktan da yararlanılarak, görüş ve tespitlerimize yer verilecektir., Since the beginning of the Covid-19 Pandemic, the qualification of the social insurance branch that the insured person will benefit, in case of being infected while working or due to working conditions, has created various views both in doctrine and practice. Because, due to its nature, Covid-19 Pandemic generates a risk for the society in general, but it may generate a higher risk for certain occupational groups and employees. However, it is difficult to find out when, where and who contaminated the insured person. It has been recommended to be recognized as an occupational disease or occupational accident by the ILO, and it has been evaluated within the scope of different social insurance branches in different social security systems. For the insured person, which of the social insurance branches Covid-19 will be considered within the scope of sickness, occupational accident or occupational disease is important in terms of both the conditions of benefit and the benefits to be provided.No special regulation has been made on the subject, and the problem has been tried to be solved by several administrative acts and decisions in Turkey. According to our opinion, a satisfying solution has not been provided, and therefore new discussions come to the fore. In our study, first, the current situation will be determined by referencing the mentioned administrative acts and decisions, then our views and evaluations will be presented by referring the views in the doctrine and comparative law.

Cumhuriyetin kurulduğu 1923’den 2014 yılına kadar Türkiye’de okul öncesi din eğitimi verilmemiştir. 2014 tarihinden itibaren, Diyanet İşleri Başkanlığı’na bağlı olarak açılmış olan bu kurslar, ülkenin her tarafında hızla yaygınlık kazanmıştır. 4-6 yaş Kur’an Kursları ile çocuklara din ve değerler eğitiminin yanı sıra çocukların dini, ahlaki gelişimlerini destekleyerek onların zihinsel gelişimine katkı sağlamak hedeflenmiştir. Bu kursların açılması öğretmen, müfredat, fiziki mekân gibi problemleri beraberinde getirmiştir. Bu problemlerin giderilmesi için müfredat güncellenmesi, öğretmen yeterliklerinin geliştirilmesi gibi çalışmalar yapılmış olsa da artan öğrenci sayısına paralel okul öncesi din eğitiminin kalitesi ülkemizde tartışılmaya devam etmektedir. Bu çalışma Türkiye’deki din eğitiminde yeni bir alan olarak ortaya çıkan 4-6 Yaş Kur’an Kursları hakkında yapılan çalışmaları tarayarak, bu kursların problemlerini, öğretmenlerinin yeterliklerini, müfredatının ve fiziki mekânlarının uygunluğunu ortaya koymaya çalışılmıştır. Araştırma sonucunda bu okullarda görev yapan öğretmenlerin pedagojik yetersizlikleri olduğu, müfredat ile ders ve etkinlik kitaplarında eksilikler bulunduğu ve okulların fiziki anlamda yetersiz kaldığı görülmüştür. Bu bağlamda bu okulların niteliğinin artmasına yönelik öneriler sunulmuştur.

Bu çalışmada, antioksidan aktiviteye sahip bazı yeni heterosiklik oksadiazol türevlerinin sentezlenmesi amaçlanmıştır. 1,3,4-oksadiazoller, 4-metilfenilsülfonilhidrazidin farklı aromatik asitlerle POCl3 varlığında kondenzasyon reaksiyonu sonucu elde edilmiştir. Sentezlenen bileşiklerin yapıları 1H NMR ve 13C NMR spektroskopisi kullanılarak desteklenmiş ayrıca ince tabaka kromotografisi kullanılarak saflıkları kontrol edilmiştir. Elementel analizleri Carlo Erba 1106 elementel analiz cihazında yapılmıştır. 2,5-disübstitüye-1,3,4-oksadiazol türevlerinin (1-5) antioksidan aktiviteleri, ABTS (2,2′-Azino-bis(3-etilbenzenotiyazolin-6-sülfonik asid), DPPH (1,1-difenil-2-pikrilhidrazil) radikal giderme aktiviteleri ve demir indirgeme gücü antioksidan kapasitesine göre incelenmiştir. Elde edilen sonuçlar, sentezlenen bileşiklerin (1-5) etkili antioksidan aktiviteye sahip olduğunu göstermiştir.

"Banishment" is a sort of punishment that has been used throughout history in various geographies and civilisations for a variety of reasons and objectives. The desire of states to further strengthen their sovereignty is one of the aspects grabbing attention among specified reasons and purposes. When it comes to banishments in the Ottoman Empire, there are three main reasons behind them. As a result, three different sorts of exile have become possible at the same time: 1) Administrative/political banishments applied on government executives as a sanction; 2) Banishments applied for inhabitation as a result of population and inhabitation policies of central government; and 3) Banishments as a punishment inflicted on certain types of crime. The areas of application of all these three forms of banishment are attracting attention of modern researchers thanks to rich archive materials reflecting the characteristics of the relevant era. After briefly discussing banishments for administrative and inhabitation purposes, the focus of this research will be on banishment as a punitive consequence. Following a brief history of the conceptual framework and banishment, the method of application of banishment (or exile or deportation) in Islamic and Ottoman Laws will be briefly explained. This study is basically relied upon the documents in different classifications and catalogues in the Ottoman Archives of the Presidency. All of the documents relating from to said the 18th and 19th centuries are scanned, and banishments applied as a penal sanction are picked up. This paper aims to determine on the basis of the 18th century records for which crimes the public servants are mostly banished in the related centuries, and whether they committed crimes alone or jointly with accomplices from bandits or ordinary people, and duration of banishment, and to which provinces they are banished, and whether they are ever pardoned or not.

Heterocyclic compounds containing nitrogen together with an oxygen atom in their structures are an important class of medicinal chemistry compounds due to their interesting diverse biological applications. Some compounds including carbazole ring, which are aromatic organic compounds in tricyclic structure, show biological activity in a wide spectrum. Oxadiazole compounds attract the attention of many chemists thanks to their antibacterial, antitumor, anticancer, anti-viral, antimicrobial, anti-HIV, antituberculosis and antioxidant properties. In this study, new oxadiazole substituted carbazole derivatives were synthesized and their antioxidant, antiurease activities were investigated. 9H-carbazole is a good starting material for the synthesis of carbazole derivatives. The antioxidant and antiurease activities of synthesized oxadiazole substituted new carbazole derivatives were investigated. Antioxidant activity methods such as DPPH (1,1’-diphenyl-2-picrylhydrazyl), ABTS (2,2’-azino-bis(3-ethylbenzothiazoline-6-sulphonic acid) diammonium salt) radical scavenging activities and iron reducing power capacities were used to determine antioxidant activity of the compounds. All synthesized carbazole compounds showed antioxidant and antiurease activity. While compound 4 shows the strongest enzyme inhibition activity, the least active compound was found 5. All tested compounds showed higher enzyme inhibition activity than thiourea. The highest and the lowest antioxidant activities were observed as compounds 3 and 6, respectively.
