4. EMPOWERING GEO-BASED AI ALGORITHM TO AID COASTAL FLOOD RISK ANALYSIS: A REVIEW AND FRAMEWORK DEVELOPMENT

Abstract

Climate change and current susceptibilities exacerbated the coastal flood loss and damage resulting in livelihoods and property damage. Urban areas in the Low to Lower-Middle Income Countries are expected to be disproportionately impacted by the disaster, given a higher share of citizens living in the Low Elevation Coastal Zone, limited financial resources, and poorly constructed disaster protection. Documentation of historical coastal floods, population, and property affected, could advance the assessment by considering those parameters in risk analysis. Besides, incorporating such geographic features e.g., mangroves as the ecological solution for alternative coastal flood protection in the prediction is also essential. Mangrove is considered fit for the LLMIC primarily situated in the tropical zone. The prediction utilizing spatial Machine Learning (ML) could aid climate-related disaster risk analysis and contribute to risk reduction and policy suggestions to improve disaster resilience. The research aims to archive recent studies on the application of geospatial science empowering Artificial Intelligence, notably ML in coastal flood risk assessment, so-called GIS-based AI. Another aim is to document population, property, and mangrove distribution across the LLMIC. Artificial Neural Networks were mostly utilized for disaster risk assessment in past research. The number of 58 historical coastal flood events and 908 expected coastal flood hotspots for 2006 to 2021 has been documented. Over 1,2 million Km2 falls under vulnerable areas toward coastal flood in LLMIC under different settlement types where Large City (urban areas) dominates it. Mangrove distribution is mainly distributed across tropical regions mostly distributed along the Southeast Asia coast.

Abstract

This study assessed the influence of radioactivity out of the field of view (out-of-FOV) on the measurement of brain acetylcholinesterase (ACHE) activity with the tracer [11C]N-methyl-4-piperidyl-acetate by positron emission tomography in three-dimensional mode. Dynamic scans on a volunteer showed that the out-of-FOV radioactivity in the chest was much higher than that of the brain immediately after tracer injection. A representative phantom measurement was performed to quantitate the systematic errors due to the out-of-FOV radioactivity. Resultant errors in the AChE activity (k3 parameter) as calculated by compartment model analysis were found to be less than one percent in all of the brain regions studied.

Abstract

The 2015 agreement setting forth the UN Agenda 2030 for Sustainable Development Goals (SDGs) is an important achievement that poses complex and demanding challenges. To adequately address them, judgments must determine contextually and culturally appropriate balances between independently valuable, but often conflicting targets (Singh et al. 2018). Simultaneously, a global coherence across local and regional actions must be ensured, so that local efforts do not destructively interfere with each other, nor overstep limitations in the resources of the planet (Randers et al. 2018). The Global Sustainability Strategy Forum (GSSF) responds to the fact that, after some 40 years sustainability science has produced many insights, but has not really affected our collective behavior with respect to its impact on the environment. Generally, that is deemed to be the result of lack of communication between scientists and the outside world. But might it be that the present practice of science is in itself deficient in producing results that are useful to implement the changes called for? The Forum was established in 2018 with funding from the VW Foundation to identify and address sustainability challenges at the global to regional scales by bringing together, in week-long work-shops, renowned experts in sustainable development and thought leaders in business, government, and civil society from around the world. Under the patronage of Prof. Dr Rita Süssmuth, former President of the German Bundestag, the first Forum was coordinated by Solène Droy with assistance from Paul Skaloud. Moderated by Ilan Chabay (IASS), Sander van der Leeuw (Arizona State University), Ortwin Renn (IASS), 14 panelists convened in Potsdam (Germany) 4-8 March 2019. Eight main lessons emerged from in-depth discussions and reflections towards the end of the forum. They capture some of the main approaches deemed as necessary for science and society to counter patterns and trends of unsustainability and are outlined in this paper. The results were subsequently discussed at the Inland Department of the Office of the German Federal President, addressing fundamental challenges rarely discussed directly at such a high political level. Discussion ranged from tensions between the complexity of the issues and the urgency of the challenges, such as societal acceptance of change, and on the emerging role for compelling plausible visions to inspire and guide sustainability transformation. The expert panel will expand to include decision-makers from business, politics, and civil society to consider strategies for implementation within regional and sectoral contexts. The approach the GSSF develops draws upon indicators and other information to create evidence-informed expert judgments on strategies for implementation of socially just transitions toward sustainable futures at multiple spatial and temporal scales. Of course, the changes required include strengthening and expanding dialogues between scientists, policy makers, business, and civil society; unbiased consideration of diverse sources of knowledge; the substantial refocus of education in an effort to make the central ideas accessible across all ages and segments of society. But that is not enough – the focus of sustainability science itself must be changed to deal with the core issues regarding our current societies’ impact on the environment.

25. Export of 134 Cs and 137 Cs in the Fukushima river systems at heavy rains by Typhoon Roke in September 2011

Abstract

At stations on the Natsui River and the Same River in Fukushima Prefecture, Japan, effects of a heavy rain event on radiocesium export were studied after Typhoon Roke during 21–22 September 2011, six months after the Fukushima Dai-ichi Nuclear Power Plant accident. Radioactivity of 134Cs and 137Cs in river waters was 0.009–0.098 Bq L−1 in normal flow conditions during July–September 2011, but it increased to 0.85 Bq L−1 in high flow conditions because of heavy rains occurring with the typhoon. The particulate fractions of 134Cs and 137Cs were 21–56% of total radiocesium in the normal flow condition, but were close to 100% after the typhoon. These results indicate that the pulse input of radiocesium associated with suspended particles from land to coastal ocean occurred because of the heavy rain event. Export flux of 134Cs and 137Cs attributable to the heavy rain accounts for 30–50% of the annual radiocesium flux from inland to coastal ocean region in 2011. Results show that rain events are one factor contributing to the transport and dispersion of radiocesium in river watersheds and coastal marine environments.

© 2016 Elsevier Ltd This paper critically reviews the multidimensional benefits of ozonation in wastewater treatment plants. These benefits include sludge reduction, removal of emerging trace organic contaminants (TrOC) from wastewater and sludge, and resource recovery from sludge. Literature shows that ozonation leads to sludge solubilisation, reducing overall biomass yield. Sludge solubilisation is primarily influenced by ozone dosage, which, in turn, depends on the fraction of ozonated sludge, ozone concentration, and sludge concentration. Additionally, sludge ozonation facilitates the removal of TrOCs from wastewater. On the other hand, by inducing cell lysis, ozonation increases the chemical oxygen demand (COD) and nutrient concentration of the sludge supernatant, which deteriorates effluent quality. This issue can be resolved by implementing resource recovery. Thus far, successful retrieval of phosphorous from ozonated sludge supernatant has been performed. The recovery of phosphorous and other resources from sludge could help offset the operation cost of ozonation, and give greater incentive for wastewater treatment plants to adapt this approach.
