1. Meaningful Youth Engagement in Sustainability Processes in Japan and Finland: A Comparative Assessment.

Abstract

In many countries, young people are justifiably viewed as possessing the energy and ideas required to advance the sustainability agenda. However, the degree to which youth can influence that agenda depends on how meaningfully they engage in Sustainable Development Goals (SDGs) and related processes. Further, the extent to which they can meaningfully engage may vary across countries. Though studies have shed light on the core elements of meaningful youth engagement, those insights have not been used to compare how these elements vary across countries. The paper aims to fill this knowledge gap with a preliminary assessment of youth engagement in sustainability processes in Finland and Japan. The approach used herein draws upon relevant literature to construct an analytical framework comprised of four key elements underpinning meaningful youth engagement: (1) aims and justifications; (2) power-sharing; (3) transparency and accountability; and (4) support. The study then employs text mining, institutional analysis, and key informant interviews to offer a preliminary assessment of how meaningfully youth have engaged in sustainability processes in Finland and Japan. The assessment reveals that youth engagement mechanisms in Finland more clearly explicate aims and justifications, balance power dynamics, and enhance transparency and accountability than in Japan. Both countries could do more to offer support to young people. The article also suggests that additional research is needed on three areas: (1) the effect of underlying socio-cultural differences on youth engagement; (2) the relationship between youth engagement and the performance of SDGs 4, 7, and 13; and (3) the role of education as an upstream enabler of engagement. Abstract

Integrating the Sustainable Development Goals (SDGs) into climate actions is essential fora healthy planet and people. Yet, national climate policies and international climate supportprograms often fail to explicitly recognize the interconnections between climate concernsand other priorities covered under the SDGs. This failure can leave key segments of societybehind or marginalize stakeholders who are natural allies in the fight against climate change.This policy brief recommends that the G7 actively promote the adoption of national climatepolicies and international climate support programs with societal well-being at theircore. Many interventions can bring well-being into the center of climate actions. However,this brief highlights three sets of often overlooked entry points that can leverage linksbetween climate and well-being: (i) social protection and health (SDGs 1, 3, 5, 8, 10, and 16);(ii) quality education for all (SDGs 4, 10, and 16); and (iii) gender equality (SDGs 5, 8, and 16).The brief further recommends that the successful and widescale implementation of actionswithin those entry points needs to be supported by two sets of enabling reforms. The firstis shifting to multidimensional well-being measures as policy yardstick indicators (SDG 17);and the second is institutional/fiscal reforms to enable the formulation and implementationof climate strategies featuring societal well-being (SDGs 16 and 17). An inclusive, bottom-upparticipatory approach that engages marginalized stakeholders in the G7 and other countriescan help guide the selection of other similarly intended recommendations beyond thosefeatured in this brief.

2021年は英国がG7の議長を務め、サミット及び一連の大臣会合を開催した。G7には、エンゲージメントグループという、政府から独立したステークホルダーが提言や政策対話を行う仕組みが存在する。各エンゲージメントグループは、本年６月に開催されたG7サミットに先立ち、G7で議論される分野に関してそれぞれ提言をまとめ、公開した。本稿では、気候・環境分野に関する各エンゲージメントグループの提言を整理し、G7サミットの成果とエンゲージメントグループの提言を主に比較した。その結果、エンゲージメントグループによる提言の多くは、G7カービスベイ首脳コミュニケ（首脳コミュニケ）及び付属文書、気候・環境大臣会合コミュニケ（大臣会合コミュニケ）等で合意された内容の中に何らかの形で言及がなされていることが分かった。気候変動分野では、特に気候資金に対して各グループからの注目の高さが伺えた他、生物多様性分野では首脳コミュニケの付属文書として「G7・2030年自然協約」が採択され、エンゲージメントグループの提言が概ね反映されていると言える。加えて、ビジネス界はB7という独自のグループを有するが、他のエンゲージメントグループから企業活動に関する要望が数多く見られ、気候・環境分野でビジネス界が果たすべき役割の大きさが再確認された。また、ジェンダー平等の観点を中心に、包摂的なアプローチが強く意識されたことが見て取れる一方で、気候変動や環境問題に関連した教育については、首脳・大臣会合コミュニケの双方においてほとんど言及が見られなかった。最後に、G7の非連続性とアカウンタビリティ・メカニズムの欠如という課題に対し、コミュニケと進捗状況のモニタリング・レビューという、エンゲージメントグループが担える役割を提案するとともに、今後の研究課題について提案をした。

Abstract

Interleukin-1 (IL-1) receptor antagonist (IL-1ra) levels in the cervical mucus of women in the ovulatory phase are significantly higher than those in the follicular phase. IL-1 titers of women in the ovulatory phase are also significantly higher than those in the follicular phase. A positive correlation between IL-1ra and IL-1 levels in the cervical mucus was observed. Immunohistochemistry using an anti-IL-1ra monoclonal antibody revealed positive staining in the epithelial cells of the endocervix. These results suggest that IL-1ra from cervical epithelial cells protects the reproductive system from the toxicity of IL-1 produced in the endocervix.

Abstract

Infection with West Nile virus (WNV), a mosquito-borne flavivirus, is a growing public and animal health concern worldwide. Prevention, diagnosis and treatment strategies for the infection are urgently required. Recently, viral reverse genetic systems have been developed and applied to clinical WNV virology. We developed a protocol for generating reporter virus particles (RVPs) of WNV with the aim of overcoming two major problems associated with conventional protocols, the difficulty in generating RVPs due to the specific skills required for handling RNAs, and the potential for environmental contamination by antibiotic-resistant genes encoded within the genome RNA of the RVPs. By using the proposed protocol, cells were established in which the RVP genome RNA is replicated constitutively and does not encode any antibiotic-resistant genes, and used as the cell supply for RVP genome RNA. Generation of the WNV RVPs requires only the simple transfection of the expression vectors for the viral structural proteins into the cells. Therefore, no RNA handling is required in this protocol. The WNV RVP yield obtained using this protocol was similar that obtained using the conventional protocol. According to these results, the newly developed protocol appears to be a good alternative for the generation of WNV RVPs, particularly for clinical applications., (Copyright © 2014 Elsevier B.V.
