1. Deviations from the Porter-Thomas distribution due to non-statistical $\gamma$ decay below the $^{150}$Nd neutron separation threshold

Abstract: We introduce a new method for the study of fluctuations of partial transition widths based on nuclear resonance fluorescence experiments with quasimonochromatic linearly-polarized photon beams below particle separation thresholds. It is based on the average branching of decays of $J=1$ states of an even-even nucleus to the $2^+_1$ state in comparison to the ground state. Between 5 and 7 MeV, an almost constant average branching ratio of 0.490(16) is observed for the nuclide $^{150}$Nd. Assuming $\chi^2$-distributed partial transition widths, this average branching ratio is related to a degree of freedom of $\nu = 1.93(12)$, rejecting the validity of the Porter-Thomas distribution, requiring $\nu=1$. The observed deviation can be explained by non-statistical effects in the $\gamma$-decay behavior with contributions in the range of 9.4(10)% up to 94(10)%., Comment: 7 pages, 2 figures

Abstract: Gamma decays of the isovector giant dipole resonance (GDR) of the deformed nucleus $^{154}$Sm from $2^+_1$-Smekal-Raman and elastic scattering were measured using linearly polarized, quasimonochromatic photon beams. The two scattering processes were disentangled through their distinct angular distributions. Their branching ratio and cross sections were determined at six excitation energies covering the $^{154}$Sm GDR. Both agree with the predictions of the geometrical model for the GDR and establish $\gamma$ decay as an observable sensitive to the structure of the resonance. Consequently, the data place strong constraints on the nuclear shape, including the degree of triaxiality. The derived $^{154}$Sm shape parameters $\beta=0.2926(26)$ and $\gamma=5.0(14)$ agree well with other measurements and recent Monte Carlo Shell-Model calculations., Comment: 7 pages, 3 figures, 3 tables

Abstract: With the construction of the European Spallation Source, a remarkable opportunity has emerged to conduct high sensitivity searches for neutron oscillations, including a first search for thirty years for free neutrons converting to antineutrons. Furthermore, searches can be made for transitions of neutrons and antineutrons to sterile neutron states. Upgrades to the ESS infrastructure allow an improved HIBEAM design that would provide an increase in sensitivity by an order of magnitude compared to previous work. The HIBEAM program focuses on processes that violate baryon number by one or two units. The observation of a process satisfying one of the Sakharov conditions addresses the open question of the origin of the matter-antimatter asymmetry in the Universe. Sterile neutron states would belong to a `dark' sector of particles which may explain dark matter. As electrically neutral, meta-stable objects that can be copiously produced and studied, neutrons represent an attractive portal to a `dark' sector. The HIBEAM instrument can also be utilised for other purposes such as direct searches for ultralight axion dark matter. This paper describes the capability, design, infrastructure, and potential of the HIBEAM program. Abstract: The European Spallation Source, currently under construction in Lund, Sweden, is a multidisciplinary international laboratory. Once completed to full specifications, it will operate the world's most powerful pulsed neutron source. Supported by a 3 million Euro Research and Innovation Action within the EU Horizon 2020 program, a design study (HighNESS) has been completed to develop a second neutron source located below the spallation target. Compared to the first source, designed for high cold and thermal brightness, the new source has been optimized to deliver higher intensity, and a shift to longer wavelengths in the spectral regions of cold (CN, 2--20\,\AA), very cold (VCN, 10--120\,\AA), and ultracold (UCN, ${>}\,{500}$\,\AA) neutrons. The second source comprises a large liquid deuterium moderator designed to produce CN and support secondary VCN and UCN sources. Various options have been explored in the proposed designs, aiming for world-leading performance in neutronics. These designs will enable the development of several new instrument concepts and facilitate the implementation of a high-sensitivity neutron-antineutron oscillation experiment (NNBAR). Abstract: [Background] Photon strength functions are an important ingredient in calculations relevant for the nucleosynthesis of heavy elements. The relation to the photoabsorption cross section allows to experimentally constrain photon strength functions by investigating the photo-response of atomic nuclei. [Purpose] We determine the photoresponse of $^{66}$Zn in the energy region of 5.6 MeV to 9.9 MeV and analyze the contribution of the "elastic" decay channel back to the ground state. In addition, for the elastic channel electric and magnetic dipole transitions were separated. [Methods] Nuclear resonance fluorescence experiments were performed using a linearly-polarized quasi-monoenergetic photon beam at the High Intensity $\gamma$-ray Source. Photon beam energies from 5.6 to 9.9 MeV with an energy spread of about 3% were selected in steps of 200-300 keV. Two High Purity Germanium detectors were used for the subsequent $\gamma$-ray spectroscopy. [Results] Full photoabsorption cross sections are extracted from the data making use of the monoenergetic character of the photon beam. For the ground-state decay channel, the average contribution of electric and magnetic dipole strengths is disentangled. The average branching ratio back to the ground state is determined as well. [Conclusions] The new results indicate lower cross sections when compared to the values extracted from a former experiment using bremsstrahlung on $^{66}$Zn. In the latter, the average branching ratio to the ground state is estimated from statistical-model calculations in order to analyze the data. Corresponding estimates from statistical-model calculations underestimate this branching ratio compared to the values extracted from the present analysis, which would partly explain the high cross sections determined from the bremsstrahlung data.

8. Investigation of $^{11}$B and $^{40}$Ca levels at 8-9 MeV by Nuclear Resonance Fluorescence

Abstract: We report on the measurement of $^{11}$B and $^{40}$Ca levels between excitation energies of 8 and 9 MeV using nuclear resonance fluorescence (NRF). The experiment was carried out with nearly-monoenergetic and linearly polarized photon beams provided by the High-Intensity $\gamma$-ray Source (HI$\gamma$S) facility at the Triangle Universities Nuclear Laboratory (TUNL). States in $^{11}$B are important for calibrations of NRF measurements, while the properties of $^{40}$Ca levels impact potassium nucleosynthesis in globular clusters. For $^{40}$Ca, we report on improved excitation energies and an unambiguous $2^-$ assignment for the state at 8425 keV. Abstract: A direct measurement of the decay width of the excited $0^+_1$ state of $^6$Li using the relative self-absorption technique is reported. Our value of $\Gamma_{\gamma, 0^+_1 \to 1^+_1} = 8.17(14)_\mathrm{stat.}(11)_\mathrm{syst.} \mathrm{eV}$ provides sufficiently low experimental uncertainties to test modern theories of nuclear forces. The corresponding transition rate is compared to the results of ab initio calculations based on chiral effective field theory that take into account contributions to the magnetic dipole operator beyond leading order. Abstract: The nature of $J^{\pi}=1^-$ levels of $^{96}$Zr below the $\beta$-decay $Q_{\beta}$ value of $^{96}$Y has been investigated in high-resolution $\gamma$-ray spectroscopy following the $\beta$ decay as well as in a campaign of inelastic photon scattering experiments. Branching ratios extracted from $\beta$ decay allow the absolute $E1$ excitation strength to be determined for levels populated in both reactions. The combined data represents a comprehensive approach to the wavefunction of $1^-$ levels below the $Q_{\beta}$ value, which are investigated in the theoretical approach of the Quasiparticle Phonon Model. This study clarifies the nuclear structure properties associated with the enhanced population of high-lying levels in the $^{96}$Y$_{gs}$ $\beta$ decay, one of the three most important contributors to the high-energy reactor antineutrino spectrum.

Abstract: A key aim of the HighNESS project for the European Spallation Source is to enable cutting-edge particle physics experiments. This volume presents a conceptual design report for the NNBAR experiment. NNBAR would exploit a new cold lower moderator to make the first search in over thirty years for free neutrons converting to anti-neutrons. The observation of such a baryon-number-violating signature would be of fundamental significance and tackle open questions in modern physics, including the origin of the matter-antimatter asymmetry. This report shows the design of the beamline, supermirror focusing system, magnetic and radiation shielding, and anti-neutron detector necessary for the experiment. A range of simulation programs are employed to quantify the performance of the experiment and show how background can be suppressed. For a search with full background suppression, a sensitivity improvement of three orders of magnitude is expected, as compared with the previous search. Civil engineering studies for the NNBAR beamline are also shown, as is a costing model for the experiment.

Abstract: The European Spallation Source (ESS), presently under construction in Lund, Sweden, is a multidisciplinary international laboratory that, once completed at full specifications, will operate the world's most powerful pulsed neutron source. Supported by a 3 M Euro Research and Innovation Action within the European Union Horizon 2020 program, a design study (HighNESS) is now underway to develop a second neutron source located below the spallation target. Compared to the first source, which is located above the spallation target and designed for high cold and thermal brightness, the new source is being optimized to deliver higher intensity and a shift to longer wavelengths in the spectral regions of cold neutrons (CNs) (2 to 20 & Aring;), very cold neutrons (VCNs) (10 to 120 & Aring;), and ultracold neutrons (UCNs) (> 500 & Aring;). The second source consists of a large liquid deuterium moderator to deliver CNs and serve secondary VCN and UCN sources, for which different options are under study. These new sources will boost several areas of condensed matter research and will provide unique opportunities in fundamental physics. The HighNESS project is now entering its last year, and we are working toward the Conceptual Design Report of the ESS upgrade. In this paper, results obtained in the first 2 years, ongoing developments, and future perspectives are described.

Abstract: Presently under construction in Lund, Sweden, the European Spallation Source (ESS) will be the world's brightest neutron source. As such, it has the potential for a particle physics program with a unique reach and which is complementary to that available at other facilities. This paper describes proposed particle physics activities for the ESS. These encompass the exploitation of both the neutrons and neutrinos produced at the ESS for high precision (sensitivity) measurements (searches).

Abstract: The European Spallation Source (ESS), presently under construction in Lund, Sweden, is a multidisciplinary international laboratory that, once completed at full specifications, will operate the world’s most powerful pulsed neutron source. Supported by a 3 M Euro Research and Innovation Action within the European Union Horizon 2020 program, a design study (HighNESS) is now underway to develop a second neutron source located below the spallation target. Compared to the first source, which is located above the spallation target and designed for high cold and thermal brightness, the new source is being optimized to deliver higher intensity and a shift to longer wavelengths in the spectral regions of cold neutrons (CNs) (2 to 20 Å), very cold neutrons (VCNs) (10 to 120 Å), and ultracold neutrons (UCNs) (>500 Å). The second source consists of a large liquid deuterium moderator to deliver CNs and serve secondary VCN and UCN sources, for which different options are under study. These new sources will boost several areas of condensed matter research and will provide unique opportunities in fundamental physics. The HighNESS project is now entering its last year, and we are working toward the Conceptual Design Report of the ESS upgrade. In this paper, results obtained in the first 2 years, ongoing developments, and future perspectives are described.

Abstract: The NNBAR experiment for the European Spallation Source will search for free neutrons converting to antineutrons with a sensitivity improvement of three orders of magnitude compared to the last such search. This paper describes progress towards a conceptual design report for NNBAR. The design of a moderator, neutron reflector, beamline, shielding and annihilation detector is reported. The simulations used form part of a model which will be used for optimisation of the experiment design and quantification of its sensitivity.

Abstract: Photon strength functions are an important ingredient in calculations relevant for the nuclear synthesis of heavy elements. The relation to the photo-absorption cross section allows to experimentally constrain photon strength functions by investigating the photo-response of atomic nuclei. We determine the photoresponse of 66Zn in the energy region of 5.6 MeV to 9.9 MeV and analyze the contribution of the decay channel back to the ground state. In addition, for the elastic channel electric and magnetic dipole transitions can be separated. Nuclear resonance fluorescence experiments were performed using a linearly-polarized quasimonoenergetic photon beam at the High Intensity Gamma-ray Source. Photon beam energies in the energy range from 5.6 MeV to 9.9 MeV with an energy spread of about 3 % were selected in steps of 200 - 300 keV. Two High-Purity Germanium detectors were used for the subsequent gamma-ray spectroscopy. Full photo absorption cross sections are extracted from the data making use of the mono-energetic character of the photon beam. For the ground-state decay channel the average contribution of electric and magnetic dipole strength is disentangled. The average branching ratio back to the ground state is determined as well. The new results show lower cross sections compared to the values extracted from experiments using bremsstrahlung. In the latter the average branching ratio to the ground state needs to be estimated from statistical model calculations in order to analyze the data. The calculations underestimate this branching ratio compared to the values extracted within the present analysis, which would partly explain the high cross sections determined from the bremsstrahlung data.

Abstract: The nature of the high-lying final levels of the $^{96}$Y$_{gs}$ β decay, one of the three most important contributors to the high-energy reactor antineutrino spectrum, has been investigated in high-resolution γ-ray spectroscopy following the β decay as well as in a campaign of inelastic photon scattering experiments. The comprehensive approach establishes 1$^{−}$ levels associated with the Pygmy Dipole Resonance as high-lying final levels in the β decay. Branching ratios extracted from β decay complement photon scattering and allow the absolute E1 excitation strength to be determined for levels populated in both reactions. The combined data represents a comprehensive approach to the wavefunction of the 1− levels below the Qβ value, which are investigated in the Quasiparticle Phonon Model. The calculations reveal that the components populated in β decay contribute only with small amplitudes to the complex wavefunction of these 1$^{−}$ levels. A comparison of the β decay results to data from total absorption γ-ray spectroscopy demonstrates a good agreement between both measurements.

32. Linear polarization–direction correlations in γ -ray scattering experiments

Abstract: Scattering measurements with incident linearly polarized γ rays provide information on spins, parities, and γ-ray multipolarity mixing coefficients, and, therefore, on the nuclear matrix elements involved in the transitions. We present the general formalism for analyzing the observed angular correlations. The expressions are used to compute three-dimensional radiation patterns, which are important tools for optimizing experimental setups. Frequently, γ-ray transitions can proceed via two multipolarities that mix coherently. In such cases, the relative phases of the nuclear matrix elements are important when comparing results from different measurements. We discuss different phase conventions that have been used in the literature and present their relationships. Finally, we propose a basic experimental geometry consisting of detectors located at four different spatial locations. For this geometry, we present the measured anisotropies of the emitted γ rays in graphical format as an aid in the data analysis.

Abstract: Background: Numerous studies of the ground-state decay of the pygmy dipole resonance (PDR) have been carried out in the past. However, data on the decay of the PDR to low-lying excited states is still very scarce due to limitations of the sensitivity to weak branching transitions of experimental setups. Purpose: We present a detailed examination of the low-energy dipole response of Te-128 and Te-130 below their neutron separation thresholds of 8.8 and 8.5 MeV, respectively. Methods: Photonuclear reactions with the subsequent gamma-ray spectroscopy of the decay channel with continuous-energy bremsstrahlung at varying endpoint energies and linearly polarized quasimonochromatic gamma-ray beams with energies ranging from 2.7 to 8.9 MeV in steps of roughly 250 keV were used for probing the decay behavior of the low-energy dipole response in Te-128 and Te-130. In addition, ((gamma) over right arrow, gamma ' gamma '') reactions were used to study the population of low-lying states of Te-128. Results: Spin-parity quantum numbers and reduced transition probabilities are determined for individual photo-excited states. The analysis of average decay properties for nuclear levels in narrow excitation-energy bins enable the extraction of photoabsorption cross sections, average branching ratios to the 2(1)(+) state, and the distinction between E1 and M1 transitions to the ground state and to the 2(1)(+) state accounting for resolved and unresolved transitions. Conclusions: Above 5 MeV, the experimental data are in reasonable agreement to calculations within the quasiparticle phonon model. The major fraction of the ground-state decay channel is due to E1 transitions, while less than 5-10% stem from M1 transitions. Furthermore, first direct experimental evidence is provided that the population of the 2(1)(+) state of Te-128 via primary gamma-ray transitions from excited states in the PDR region from 5 to 9 MeV is dominated by E1 transitions of 1(-) states.

Abstract: The well-known spherical-deformed-transitional nucleus and potential 0 nu beta beta emitter Nd-150 and its daughter Sm-150 were investigated in nuclear resonance fluorescence experiments using quasimonoenergetic, linearly polarized gamma-ray beams. For both nuclei transitions from the 1(+) scissors mode to the 0(2)(+) and 2(2)(+) states were observed for the first time and their respective M1 transition strengths were determined. Through a systematic investigation, a sensitivity of these transition strengths to the three Majorana parameters of the interacting boson model-2 (IBM-2) was established. In combination with the novel experimental data, this poses strong constraints to the Majorana parameters in improved IBM-2 representations of both nuclei. A subsequent recalculation of the nuclear matrix elements (NMEs) for the Nd-150 -> Sm-150 0 nu beta beta decay in the IBM-2 with these improved representations results in M-IBM-2((0)nu beta beta) [0(1)(+)] = 3.35 for the NME for 0 nu beta beta decay into the ground state of Sm-150 and M-IBM-2((0)nu(beta beta)) [0(2)(+)] = 1.30 for 0 nu beta beta decay to its 0(2)(+) state.

Abstract: The E2/M1 multipole mixing ratio of the 1(sc)(+) -> 2(1)(+) gamma-ray transition and therefore the F-vector E2 decay of the scissors mode of the shape-phase transitional nucleus Sm-152 have been measured with the nuclear resonance fluorescence method at the High-Intensity gamma-ray Source (HI gamma S). Furthermore, parity quantum numbers of several dipole-excited states have been remeasured, making use of the polarized gamma-ray beam at HI gamma S, and partially reassigned. The new data enable an unambiguous determination of the proton and neutron effective boson quadrupole charges within the proton-neutron interacting boson model. With the well-constrained parameter set, a new mixed-symmetry state is predicted.

Abstract: Background: Detailed information on the low-lying dipole response in atomic nuclei along isotonic or isotopic chains is well suited to systematically investigate the structure and evolution of the Pygmy Dipole Resonance (PDR). Moreover, the dipole strength below and around the neutron separation energy Sn has impact on statistical model calculations for nucleosynthesis processes. Purpose: The photon strength function (PSF) of 87 Rb, which is directly connected to the photoabsorption cross section, is a crucial input for statistical model calculations constraining the Maxwellian-averaged cross section (MACS) of the neutron capture of the unstable s-process branching-point nucleus 86 Rb. Within this work, the photoabsorption cross section is investigated. Methods: The photoabsorption cross section of the N = 50 nucleus 87 Rb was determined from photon-scattering experiments via the Nuclear Resonance Fluorescence (NRF) technique. Bremsstrahlung beams at the Î³ELBE facility in conjunction with monoenergetic photon beams at the HIGS facility were used to determine the integrated cross sections Is of isolated states as well as the averaged cross section as function of the excitation energy. Decays to the ground state were disentangled from decays to first low-lying excited states. Statistical and experimental approaches for the γ-decay properties at various excitation energies were applied. The linearly polarized photon beams at HIGS provide information on the ratio of electric and magnetic type of radiation. Results: Within this work, more than 200 ground-state decays and associated levels in 87Rb were identified. Moreover, transitions below the sensitivity limit of the state-by-state analysis were taken into account via a statistical approach from the bremsstrahlung data as well as model-independently from the HIGS data. The photoabsorption cross sections at various excitation energies were determined. The dipole response between 6 and 10 MeV of 87 Rb is in agreement with assuming contributions of electric multipolarity, only. Conclusions: The photoabsorption cross section of 87Rb does not contradict with the trend of decreasing E1 strength with increasing proton number along the N = 50 isotonic chain but might also be associated with a constant trend. The experimental Î³ decay at various excitation energies of the HIGS data supports the statistical approach but does not provide a stringent proof due to the limited sensitivity in the decay channels. The additional E1 strength observed in the present experiments significantly enhances the MACSs compared to recent microscopic D1M HFB+QRPA calculations only. Moreover, theoretical estimations provided by the KADoN iS project could be significantly improved.

Abstract: The nature of $J^{\pi}=1^-$ levels of $^{96}$Zr below the $\beta$-decay $Q_{\beta}$ value of $^{96}$Y has been investigated in high-resolution $\gamma$-ray spectroscopy following the $\beta$ decay as well as in a campaign of inelastic photon scattering experiments. Branching ratios extracted from $\beta$ decay allow the absolute $E1$ excitation strength to be determined for levels populated in both reactions. The combined data represents a comprehensive approach to the wavefunction of $1^-$ levels below the $Q_{\beta}$ value, which are investigated in the theoretical approach of the Quasiparticle Phonon Model. This study clarifies the nuclear structure properties associated with the enhanced population of high-lying levels in the $^{96}$Y$_{gs}$ $\beta$ decay, one of the three most important contributors to the high-energy reactor antineutrino spectrum.

Abstract: The dipole strength of the N = 28 closed-shell nuclide Fe-54 was studied in photon-scattering experiments using bremsstrahlung produced with electron beams of kinetic energies of 7.5 and 13.9 MeV at the gamma ELBE facility as well as using quasimonoenergetic and linearly polarized photon beams of 26 different energies within the range from 5.5 to 11.4 MeV at the HI gamma S facility. About 100 J = 1 states were newly identified, out of them 19 with 1(+) and 30 with 1(-) assignments. The quasicontinuum of unresolved transitions was included in the analysis of the spectra and the intensities of branching transitions were estimated on the basis of simulations of statistical gamma-ray cascades. As a result, the photoabsorption cross section up to the neutron-separation energy was determined and compared with predictions of the statistical reaction model. The experimental M1 strengths from resolved 1(+) states are compared with results of large-scale shell-model calculations.

Abstract: The size of a Delta K = 0 M1 excitation strength has been determined for the first time in a predominantly axially deformed even-even nucleus. It has been obtained from the observation of a rare K-mixing situation between two close-lying J(pi) = 1(+) states of the nucleus Dy-164 with components characterized by intrinsic projection quantum numbers K = 0 and K = 1. Nuclear resonance fluorescence induced by quasimonochromatic linearly polarized gamma-ray beams provided evidence for K mixing of the 1(+) states at 3159.1(3) and 3173.6(3) keV in excitation energy from their gamma-decay branching ratios into the ground-state band. The Delta K = 0 transition strength of B(M1;0(1)(+) -> 1(K=0)(+) = 0.008(1)mu(2)(N) was inferred from a mixing analysis of their M1 transition rates into the ground-state band. It is in agreement with predictions from the quasiparticle phonon nuclear model. This determination represents first experimental information on the M1 excitation strength of a nuclear quantum state with a negative R-symmetry quantum number.

48. Isotope-selective radiography and material assay using high-brilliance, quasi-monochromatic, high-energy photons.

Abstract: We demonstrate the possibility to directly detect microgram amounts of the isotope 7 L i using a quasi-monochromatic high-energy photon beam. The isotope selective detection is based on a witness scatterer absorbing and re-emitting photons via nuclear resonance fluorescence. This enables the detection of isotopes with microgram accuracy at long distances from the actual sample. Further, we demonstrate that the technique can deliver quantitative information without specific knowledge of the photon flux and no spectral capabilities or knowledge of the resonance fluorescence cross section. Detection of low-atomic-weight isotopes screened by heavy shielding is also shown. The techniques described are applicable to all next-generation, ultrahigh brilliance, laser-Compton light sources currently under construction.
